This research examines the using metaphors in the commentary column on Instagram social media accounts @serambinews and @haba_acehbarat. The chosen topic of metaphors due to the majority of hate speech on social media has found metaphor. As a result, victims feel aggrieved by posting social media reports to the police to be proven in court. The data collected is comments of the Instagram user in January-April 2021. From 1,750 commentary has observed are 107 metaphors consist of 51 structural metaphors, 27 orientational metaphors, and 29 ontological metaphors. The structural metaphors found in this study mostly use the term animal as a metaphorical element is almost the same as the ontological metaphor uses abstract terms to become concrete. Besides that, the orientational metaphors used for related to spatial orientation. Regards the potential for hate speech of the 1,750 comments has observed, 27 comments had the potential to be hate speech. The hate speech found in Instagram comments is defamation, insult, and provocation.

The ratification of West Aceh District Regulation (Qanun) Number 4 of 2017 concerning waste management has become a guideline for the West Aceh District government to achieve solid waste management objectives. The regional regulation guarantees legal certainty, clarity of responsibility of the authority of the regional government, the participation of the community and the business sector / private sector so that waste management can run effectively and efficiently. The purpose of this study was to determine the implementation of Qanun Number 4 of 2017 Article 10 concerning waste management in West Aceh Regency in 2019. The method used in this study was to use a qualitative descriptive approach. Data collection techniques used are documentation and interviews. The informants in this study were 8 people. Data analysis was performed using qualitative data analysis techniques. The results showed that the implementation of Qanun Number 4 of 2017 Article 10 concerning waste management in West Aceh District Year 2019 in waste reduction was still not optimal, this was due to the lack of effort and management of the government in managing waste in the community environment such as lack of facilities and infrastructure in management garbage. There are still many piles of rubbish on the edges of the highway that make West Aceh District still look dirty and dirty. For the handling of waste carried out by the Office of Environment of West Aceh District Head is not optimal, this is because the lack of cleaners is also a major factor in the failure of waste management. There has been no firm action from the government on waste management efforts such as the implementation of West Aceh District Qanun Number 4 of 2017 Chapter XVII on Article 63 Criminal Provisions and lack of socialization from the government on waste management so that public awareness in managing waste is still reduced.

Artikel ini membahas metafora bahasa Aceh yang terdapat pada komentar akun Instagram @tercyduk.aceh. Penelitian ini bertujuan menemukan jenis metafora yang dipakai oleh pengguna Instagram saat memberikan komentar. Sumber data penelitian ini diperoleh pada kolom komentar akun Instagram @tercyduk.aceh sementara yang dijadikan data penelitian ini adalah komentar yang mengandung metafora. Penelitian ini berjenis kualitatif dengan pendekatan deskriptif kualitatif. Pengumpulan data dilakukan dengan teknik baca dan catat. Pengolah data dilakukan dengan tahapan seleksi data, penyajian data, dan penarikan simpulan. Hasil penelitian ini menyimpulkan bahwa metafora struktural dipakai untuk mengatakan suatu konsep ditransfer dengan menggunakan konsep yang lain, sementara metafora orientasional dipakai untuk mengatakan hal-hal yang berhubungan dengan orientasi pengalaman manusia. Selanjutnya, metafora ontologis didasarkan atas kejadian. Jumlah metafora yang ditemukan dalam penelitian ini yakni, metafora ontologis sebanyak 10, metafora struktural 8, dan metafora orientasional 6. Penelitian ini juga menemukan bahwa untuk mendukung ataupun memperkuat gagasan metafora dipakai emotikon pada bagian akhir komentar. Selain itu, metafora yang digunakan oleh pengguna Instagram juga mengarah pada kata makian. Hal itu disebabkan metafora merupakan salah satu gaya bahasa untuk mengatakan kata atau kelompok kata bukan dengan arti yang sebenarnya, melainkan sebagai lukisan yang berdasarkan persamaan atau perbandingan.

This study discusses the work ethic of the Acehnese people based on hadih maja(Acehnese proverb). This research used qualitative descriptive approach. Sources of the data come from a collection of Acehnese proverbs written by Hasyim (1977) and interviews with the community regarding the use of Acehnese proverbs. The results of this study suggest that the work ethics of the people of Aceh can be categorized based on five attitudes which include (1) responsibility, (2) hard work, (3) rational, (4) honest, and (5) discipline. The form of responsibility includes doing the job completely and not giving the job to someone else. Hard work is described by not wasting time but utilizing time productively. Rational attitude is described by doing logical work and being able to do well. Honesty must be carried out by workers in order to obtain safety in and trust from others. Furthermore, discipline is illustrated by the routine of the Acehnese people who demand to work on time.

On December 26, 2004 and March 28, 2005, Aceh experienced an earthquake phenomenon. These two earthquake phenomena caused damage to the Aceh region, including the Aceh Singkil area in Kampung Teluk Ambun. As a result, Teluk Ambun Village, which is in daerah aliran sungai (DAS), had to be moved. Currently Teluk Ambun Village is located in transmigrasi daerah aliran sungai (Trandas) which is in the plantation area. As for the problem in this research is how the socio-economic changes in fishing communities after the occurrence of regional transmigration. The method used is a qualitative research method with a descriptive type. To obtain the data used the method of observation, interviews, and documentation. The results of this study indicate that there are socio-economic changes in fishing communities after regional transmigration, namely changes in fishermen's income, then some fishermen make a shift in their main livelihood, namely as oil palm farmers. In addition, there is a change in the mindset of the fishing community about the importance of education and knowledge, fishermen are paying attention to the education of their children so they can get a good job.

The Family Hope Program (PKH) is a conditional cash transfer program for low-income families. The requirement is to be actively involved in education and health. The Family Hope Program in Indonesia was implemented in 2007 to alleviate poverty and prosper low-income families. The research and writing of this journal aim to determine the impact of PKH on family welfare and see if there is a reduction in poverty after the government realizes the Family Hope Program. This study uses a qualitative method with a descriptive approach. The study results indicate that the impact of PKH on beneficiary families, including the cash provided, can meet consumption or family needs and help the economy of PKH recipient families. The implementation of the program can reduce poverty in Aceh. The percentage of the poverty rate fell to 0.02%. The limitation of the research is the impact of PKH on family welfare and wants to examine whether there is a decrease in the percentage of poverty in Aceh or Aceh Barat. The practical implication of this research is to provide information to the government that PKH can improve the welfare of low-income families. The social significance is to give the government and the general public that the implementation of social assistance programs, one of which is the Family Hope Program, can reduce poverty rates in Aceh or West Aceh. The originality of the research is supported by previous research related to the author’s research study.

PENGARUH PEMBERIAN PENGHARGAAN TERHADAP KINERJA PEGAWAI DI DINAS KEBUDAYAAN DAN PEMUDA KABUPATEN ACEH BARAT Mursyidin Mursyidin

The awarding of employee service, aiming to motivate the passion and loyalty. The award, a government effort to provide remuneration or the work of employees, so as to encourage employees to be more enterprising and achievement. The award was in recognition of an achievement that has been achieved by a person, who will be a strong motivator. While the performance of employees, is the result of work achieved in executing the duties or responsibilities assigned to them, which are based on the timeliness, quality work. In this study, the authors use quantitative data analysis, namely data processing in the form of numbers, whether as a result of measurement and results. Kompensi, more widely used in research because it produces a more precise conclusion, compared with qualitative analysis techniques. Based on the results of research conducted, the results of coefficient r = 0.574 and r rithmetic tables 0.266 (0.574> 0.266), it can be concluded that there is a positive relationship between the awarding of the performance of employees, the Department of Education Culture Youth and Sports. From the table data classification determines that the award in the cultural education offices Youth and Sports, at the high category. This shows that the award to the Department of Education Culture Youth and Sport has been good, while for the result of the impact of the award on employee performance is pa6da very high category. Researchers found that employees expect every year, Head of promoting employee or proposed employee in order to get the award. Given to every employee job performance, will improve the performance of the duties in their respective fields.Keywords: awards, performance, employee

Implementation of the Republic of Indonesia's Minister of Trade Regulation regarding the presence of modern shops such as Indomaret in Meulaboh City, West Aceh Regency, which has an impact on the large number of Indomarets and disrupts the existence of traditional shops owned by local communities. This study used a qualitative method through a case study approach with key informants as Head of Trade at the Trade Office, Head of Services and Licensing Staff of the One-Stop Integrated Investment and Services Office (DPMPTSP), Secretary of the West Aceh Traders Association, Modern Shop Employees ( Indomaret), Traditional Traders / Grocer and Community Traders. The results of this study indicate that the implementation of the Permendagri issuance, especially related to structuring guidelines and fostering of traditional markets, shopping centers and modern shops carried out by the Regional Government of West Aceh Regency has not been fully effective, it is due to the absence of derivative policies governing further related the establishment of modern markets such as Indomaret, and in the implementation there is also communication and non-coordination between the two parties implementing the policy. Aside from having positive impacts such as increasing local revenue tax, Indomaret's presence also has a negative impact because it increasingly marginalizes and even kills merchant businesses in traditional shops due to shifts in consumer habits, distance or adjacent positions between modern and traditional stores.

The focus of this study examined the characteristics of the variety of law languages found in trials at the Banda Aceh District Court. This research is a qualitative type with a qualitative descriptive approach. Data was collected by recording technique and recording the speech of trial participants consisting of judges, public prosecutors, lawyers, defendants, and visitors to the trial. The results of this study concluded that in the trial at the Banda Aceh District Court there were four characteristics of a variety of law languages consisting of, official, honesty, cohesiveness, and clarity of meaning. The characteristics of the various law languages aspects of officiality are characterized by the use of standard vocabulary words. The aspect of clarity of meaning in the trial is evidenced by the use of diction which is easily understood. The diction used by judges, lawyers and prosecutors is a popular type of diction. The aspect of cohesiveness of the mind is proven by the formulation of sentences showing the roundness of the elements and having clear links. Furthermore, aspects of the miscarriage caused by sentences uttered by judges, lawyers, or public prosecutors are simple and concise sentences. Abstrak Penelitian ini mengkaji karakteristik ragam bahasa hukum dalam persidangan di Pengadilan Negeri Banda Aceh. Jenis penelitian ini kualitatif dengan pendekatan deskriptif kualitatif. Teknk pengumpulan data dilakukan dengan teknik simak dengan metode rekam catat selama persidangan sumber data penelitian ini terdiri atas ujaran hakim, jaksa penuntut umum, pengacara, terdakwa, dan pengunjung persidangan. Hasil penelitian ini menyimpulkan bahwa dalam persidangan di Pengadilan Negeri Banda Aceh terdapat empat karakteristik dari berbagai bahasa hukum yang terdiri atas (1) keresmian (2) kejelasan makna, (3) kepaduan pikiran, dan (4) kelugasan. Karakteristik ragam bahasa hukum aspek keresmian ditandai dengan penggunaan kata-kata kosakata baku. Aspek kejelasan makna dalam persidangan dibuktikan dengan penggunaan diksi yang mudah dipahami. Diksi yang digunakan oleh hakim, pengacara dan jaksa adalah jenis diksi yang populer. Aspek kepaduan pikiran dibuktikan dengan rumusan kalimat yang menunjukkan kebulatan unsur-unsur dan memiliki keterkaitan yang jelas. Selanjuntya, penerapan aspek kelugasan makna dalam persidangan dibuktikan dengan kalimat yang diucapkan oleh hakim, pengacara, ataupun jaksa penuntut umum merupakan kalimat yang sederhana dan ringkas. This paper aims to see how the strategy of local elites in gaining power in village government in Aceh. In this case, Acehnese local elites, former members of the Free Aceh Movement (GAM), have economic and political advantages over other communities because they have networks within the Free Aceh Movement organization down to the grassroots. The qualitative method with the case study approach was used in this research. The findings of this study revealed that local Acehnese elites used the connections of fellow GAM members in the government as a strategy to seize economic and political resources in the village. They contested in the village head election (keuchik) and competed to become village government officials after knowing the number of village funds managed by the village through general elections and even through direct appointment as interim village head officials. This study concludes with four main strategies for gaining power in government in the village. The main strategies are (1) successful team consolidation, (2) segmentation, targeting, and positioning, (3) candidate image, and (4) Aceh's contextual strategy in the form of a network of the former Free Aceh Movement in gaining political power at the village level in Aceh.
