Abstract

This study raises the role of the sound of the letter "q" in Mandar, especially when it is in the middle and end of the word. The Mandar language, which lives and is used by the people of West Sulawesi, has characteristics that are often misunderstood by non-Mandar speakers. One of the most common mistakes is to replace the sound of the letter "q", which is actually a glottal stop, with the sound of "k", which results in a significant shift in meaning. This study aims to reveal the importance of correct understanding of the pronunciation of glottal stops, especially in the context of the Mandar language. Through a qualitative descriptive method, this study collected data from native speakers and the Great Dictionary of Mandarin-Indonesian Language, to analyze words containing the letter "q". The results of the study show that the sound of glottal stop is very crucial in maintaining the authenticity of the meaning and understanding of a word in Mandar. With a collection of 55 words, the study highlights the urgency of preserving the correct way of pronunciation to avoid misunderstandings among non-native speakers. This research not only contributes to the development of linguistics, but also supports efforts to revitalize the Mandar language, which is now endangered. By understanding the sound of this glottal stop, it is hoped that news anchors, journalists, and the general public can better appreciate and use the Mandar language appropriately, so that this regional language remains alive and developing.

Abstract

Abstract

Despite sustained policy initiatives to promote Bahasa Indonesia internationally, its strategic development as a regional lingua franca within the ASEAN Economic Community has received limited scholarly attention, particularly in relation to economic integration and multilingual governance. This study examines whether Indonesian can function as a regional lingua franca in ASEAN and analyses how its internal linguistic conditions (strengths and weaknesses) and external environment (opportunities and threats) shape its internationalization prospects. Employing a qualitative research design, the study applies a structured SWOT analysis to official policy documents, institutional strategies, and regional cooperation frameworks relevant to ASEAN. The findings reveal that, despite strong demographic presence, legal recognition, and geopolitical significance, the internationalization of Indonesian is constrained by fragmented governance, limited cross-sectoral coordination, and the absence of a coherent long-term strategic roadmap. The study argues that advancing Indonesian as a regional lingua franca requires a paradigmatic shift in language policy, reconceptualizing it as a multi-sectoral process integrated with diplomacy, economic cooperation, education, and cultural governance. Rather than serving solely as a communicative medium, Indonesian must be positioned as a strategic policy asset embedded within ASEAN’s political–economic structures. By situating Indonesian within a Global South perspective, this study contributes to broader debates on regional lingua franca formation beyond English-centred models.

Abstract

This activity represents the implementation of an integrated Community Service Learning and Community Engagement program organized by the Faculty of Cultural Sciences, Universitas Padjadjaran, conducted in Cijolang Village to strengthen the community's capacity to utilize digital technology for public services. The program focused on facilitating the registration of Digital Population Identity through a door-to-door approach to expand service accessibility despite limited technological infrastructure and low levels of digital literacy. Assistance was provided through collaboration between village officials and the implementing team, offering technical guidance for the registration process and education on the use of digital applications for population administration and other public services. The program employed outreach and participatory methods that actively involved residents throughout its stages. The results indicate an improvement in the community's ability to operate digital technology and understand online administrative procedures. These findings demonstrate that the integrated program is effective in strengthening digital literacy within rural communities and can serve as a model for improving access to technology-based public services.
