Abstract

This research attempts to ascertain how service rules for the purchase and sale of land ownership rights are implemented and to explain the difficulties encountered while enforcing legislation. The implementation model theoretical reference from van Metter & van Horn is utilized to tackle this issue. Data collecting methods included observation, document analysis, and interviewing. Using interactive model analysis procedures that include data reduction, data display, and conclusions, the data was examined. Interviews, observation, and document analysis are all employed in the data collecting process. This analysis demonstrates that while the adoption of the rule has followed the proper procedures, the timeliness of service is still far behind expectations. This is because there are many application files, which means that the workload is more than the capacity of the available human resources, the application files are incomplete, the applicant's ID has not been verified, and there are no supervising or executor officials in place.

Abstract

Abstrak: Meningkatnya kebutuhan masyarakat akan Pendidikan tinggi yang berkualitas menjadi tantangan bagi perguruan tinggi swasta (PTS) untuk berlomba-lomba menarik minat masyarakat agar memilih institusinya. Ditengah persaingan yang cukup berat, peningkatan mutu menjadi hal yang mutlak bagi PTS agar tetap eksis. PTS dituntut untuk dapat memberikan pelayanan yang sebaik-baiknya kepada masyarakat dan berorientasi kepada kebutuhan masyarakat. Pendampingan ini bertujuan untuk memberikan akomodasi bagi internasionalisasi PTS, meningkatkan daya saing, meningkatkan kualitas proses pembelajaran dan kualitas manajemen internal, serta untuk meningkatkan kinerja dalam rangka memenangkan persaingan tersebut. Pendampingan yang telah dilakukan oleh Program Pascasarjana, Universitas Islam Malang, untuk mewujudkan Good University Governance dilakukan di empat universitas, antara lain: Universitas Islam Kadiri, Universitas Kadiri, Universitas Wahidiyah Kediri, dan STKIP Modern Ngawi selama bulan Februari 2023. Hasil pendampingan menunjukkan bahwa keempat perguruan tinggi telah menerapkan prinsip Good University Governance yang meliputi: transparansi, akuntabilitas, kemandirian, tanggung jawab, dan kewajaran.Abstract: The increasing public demand for quality higher education is a challenge for private tertiary institutions (PTS) to compete in attracting the public's interest in choosing their institution. In the midst of quite tough competition, quality improvement is absolutely essential for PTS to continue to exist. PTS is required to be able to provide the best possible service to the community and be oriented to the needs of the community. This assistance aims to provide accommodation for the internationalization of PTS, increase competitiveness, improve the quality of the learning process and the quality of internal management, as well as to improve performance in order to win the competition. Assistance that has been carried out by the Postgraduate Program, Islamic University of Malang, to realize Good University Governance was carried out at four universities, including: Kadiri Islamic University, Kadiri University, Wahidiyah Kediri University, and STKIP Modern Ngawi during February 2023. The results of the assistance show that the four universities have implemented the principles of Good University Governance which include: transparency, accountability, independence, responsibility, and fairness.

Abstract

Malang Regency is the second-largest region in East Java with a diversity of geographical, social, and economic conditions. Data from the Malang Regency Social Service in 2018 shows that the number of impoverished families in Malang Regency reached 230,081 families. The highest number of impoverished families is found in the Dampit District, totaling 12,053 families, while the lowest is in the Kromengan District with 3,061 families. This indicates that the Dampit District has a significant number of impoverished families, surpassing other districts in Malang Regency. This makes the Dampit District a relevant location for research on poverty and its impacts. This research has dual objectives: first, to provide reliable, accurate, and valid information on existing poverty indicators, which will serve as a strong foundation for supporting poverty alleviation programs in Malang Regency. Second, this research aims to formulate strategies in the form of activity guidelines that will enhance the competence of employees in conducting poverty data collection, ultimately supporting poverty alleviation efforts. Data collection methods include interviews, documentation, observation, and Focus Group Discussions to obtain more in-depth information. In-depth interviews were conducted using purposive sampling techniques involving stakeholders related to poverty alleviation in the Dampit District Office, Malang Regency. The analysis results indicate that the government of the Dampit District and the villages in the area have not fully succeeded in implementing the Next Generation Social Welfare System (SIKS-NG) optimally. The poverty data collection has predominantly focused on collecting data on the poor only. Therefore, improvements in the approach and implementation of SIKS-NG are needed to enhance the effectiveness of poverty alleviation programs. The findings of this research highlight the importance of a participatory approach in collecting poverty data, involving village governments, utilizing information infrastructure like BDT, and the data consolidation process to ensure the effectiveness of poverty alleviation programs. Additionally, appropriate training for data collection teams is crucial in improving the accuracy of poverty data.

Abstract

This research explores the optimization of village government performance efforts in providing public services in Kuwolu Village, Bululawang District. The main focus of the study is on the adoption of technology, responsiveness to changes in societal values, the implementation of Law Number 25 of 2009 concerning Public Services, and community participation. The research results indicate that the adoption of technology has a positive impact on improving administrative efficiency, although challenges in digital literacy still need to be addressed. Responsiveness to changes in societal values is a critical point in formulating service policies that align with local expectations. Law Number 25 of 2009 provides clear direction, but its implementation requires in-depth understanding and adaptation to local conditions. The improvement of service quality and administrative efficiency remains the main focus, with active community participation as a vital instrument. Cross-sectoral collaboration and institutional cooperation are identified as assets to create synergy in service provision. Inclusive steps through training programs and digital literacy are solutions to overcome disparities and unequal access. This research creates an overview of the performance efforts of village governments in facing the dynamics of public services in the era of digital transformation and changes in societal values. It is hoped that these findings can provide guidance for other village governments in creating effective and responsive public service systems amid contemporary challenges.

Abstract

Rural development aims to enhance the well-being and quality of life of rural communities and reduce poverty through the provision of basic needs, infrastructure development, local economic growth, and sustainable utilization of natural resources and the environment. To achieve these goals, the Village Law implements two approaches, namely "Building the Village" and "Village Development," integrated into village development planning. This research employs qualitative descriptive methods to provide a comprehensive and detailed overview of the investigated subject, aiming to understand the implementation of Regional Development Plan Policies focusing on empowering villages in the city of Batu. The study utilizes qualitative descriptive methods and in-depth interviews. The implementation of Regional Development Plan Policies in the city of Batu is documented in the Medium-Term Regional Development Plan (RPJMD) of Batu City for the period 2017-2022 and the Regional Development Plan (RPD) of Batu City for the period 2023-2026. The policy implementation is formalized through Regional Regulations and Local Regulations (Mayor's Regulations) both attributively and delegatively.

Abstract

The openness of public bodies in providing information to the public is a responsibility that must be carried out in accordance with the mandate of the KIP Law. The objectives of this research are to (1) Analyze the stages of the Pasuruan City Government Information Communication and Statistics Department in implementing the policy of UU KIP No. 14 of 2008. (2) Describe what obstacles arise in implementing the policy of UU KIP No. 14 of 2008 ( 3) Understand the success in implementing the KIP Law No. 14 of 2008 policy. This research uses a qualitative research approach, namely research that requires a deep understanding of the interactions between analyzes or concepts in depth regarding the relationships of concepts that are studied empirically. The results of this research are (1) the stages of the Pasuruan City Government Information Communication and Statistics Service in implementing the policy of the KIP Law No. 14 of 2008. (a) Identification of Strategic Issues in Efforts to Implement KIP. (b) Follow-up Plan to Encourage KIP Implementation Efforts. (c) Results of Policy/Program Implementation in Encouraging KIP Implementation Efforts. (2) Obstacles that arise in implementing the KIP Law policy. (3) Success in implementing the policies of UU KIP No. 14 of 2008.

Abstract

The progress of the current era has made digital development more advanced. All activities are easier to do in the digital world, especially in the shopping sector. Shopping can be done only with a smartphone, which can lead to consumer behavior in individuals. This research aims to identify the influence of digital culture on consumer behavior. This research method uses descriptive quantitative by distributing a Google Form questionnaire which then uses random sampling techniques. The results obtained in this research indicate that there is an influence between e-lifestyle on consumer behavior because lifestyle makes a person's behavior uncontrolled. This causes purchasing power not to match needs due to the large number of advertisements and the influence of the digital world. Furthermore, digital culture has no influence on consumer behavior because advances in the digital era can be used in various sectors such as work and education, not just social media and e-commerce. The results of research on the influence of e-lifestyle and digital culture on consumer behavior show that it has an influence but is not dominant because there are many factors that occur outside e-lifestyle and digital culture.

Abstract

The Family Hope Program (Program Keluarga Harapan or PKH) is established to alleviate poverty among underprivileged communities, particularly in the socio-economic, educational, and healthcare sectors. Research is conducted to examine (1) how the implementation of PKH alleviates poverty; (2) how the implementation of PKH is evaluated; and (3) the supporting and inhibiting factors of PKH in alleviating poverty in Tuban Regency. The research aims to analyze the implementation, evaluate it, and identify the factors involved. The qualitative approach is utilized, employing a case study research design to describe the implementation of PKH events, supported by both primary and secondary sources. Data triangulation techniques are applied to reduce, present, and draw conclusions. The overall results align with the plan, and multi-factor inhibitors can be addressed effectively, leading to the successful implementation of the PKH program. A deep understanding of conventional problems, increased coordination between stakeholders, and good communication are the keys to success in implementing the KPM-PKH assistance program in Bacan District, Tuban Regency

Abstract

Aengdake Village is located at the eastern tip of Madura Island, where one of the Village Fund programs that has been successfully implemented to date is the health post, starting from toddlers to teenagers to the elderly. This health post is very useful, especially for the health of toddlers, to prevent stunting in children. At the same time, for teenagers, you can consult regarding the problems they are experiencing, and for the elderly, it is very useful. Many elderly people need treatment, especially their knees. This research aims to determine the implementation, improvement of quality, potential, and effectiveness of Village Funds in implementing funding programs in Aengdake Village, Bluto District, Sumenep Regency. This research uses a qualitative approach with descriptive research methods. The data collection techniques used in this research are interviews, observation, and documentation. The results of this research show that the implementation of the village fund program in Aengdake Village, Bluto District, Sumenep Regency includes (a) Government operations, village government facilities and infrastructure, population administration, civil registration and statistics, government administration, and land. (b) Development: education, health, public works and spatial planning, transportation, communication, and information. (c) Development: youth and sports, as well as PKK development. (d) Community empowerment: agriculture and animal husbandry, and increasing the capacity of village officials. (e) Unexpected costs.

Abstract

IMPLEMENTING THE ZERO WASTE EDUCATION PARK PROGRAMME IN WASTE MANAGEMENT: A CASE STUDY IN BATU CITY, EAST JAVAThis research discusses the Zero Waste Education Park Programme in Batu City, East Java, as an effort to achieve zero waste targets amidst the increasingly important issues of climate change and environmental degradation. A descriptive qualitative method with an explanatory approach was used, with primary data from interviews and secondary data from related documents. The results show that the program has various educational and waste management tools, but still faces several obstacles such as lack of socialization, lack of facilities, and technical problems with pyrolysis machines. To achieve the goal of zero waste, several strategies are recommended, including strengthening socialization, increasing community participation, improving facilities, optimising technology, enforcing regulations, economic empowerment and collaboration between different stakeholders. By implementing these strategies in an integrated and sustainable manner, it is expected that Batu City can achieve its vision of a sustainable zero-waste area and become an example for other regions in environmentally sound waste management.Penelitian ini membahas tentang Program Zero Waste Education Park di Kota Batu, Jawa Timur, sebagai upaya mencapai target bebas sampah di tengah isu perubahan iklim dan degradasi lingkungan yang semakin penting. Metode kualitatif deskriptif dengan pendekatan eksplanatif digunakan, dengan data primer dari wawancara dan data sekunder dari dokumen terkait. Hasil penelitian menunjukkan bahwa program ini memiliki berbagai wahana edukasi dan pengelolaan sampah, namun masih dihadapi oleh beberapa hambatan seperti kurangnya sosialisasi, kekurangan fasilitas, dan masalah teknis penggunaan mesin pirolisis. Untuk mencapai target zero waste, beberapa strategi direkomendasikan, termasuk penguatan sosialisasi, peningkatan partisipasi masyarakat, peningkatan fasilitas, pengoptimalan teknologi, penegakan peraturan, pemberdayaan ekonomi, dan kolaborasi antar berbagai pihak terkait. Dengan menerapkan strategi-strategi tersebut secara terpadu dan berkelanjutan, diharapkan Kota Batu dapat mencapai visi sebagai daerah zero waste yang berkelanjutan dan menjadi contoh bagi daerah lain dalam pengelolaan sampah yang ramah lingkungan.
