Abstract

The Practice License (SIP) is an official acknowledgment of healthcare professionals’ competence and serves as a regulatory tool to ensure patient safety and high service standards. The addition of a submission duration feature is expected to accelerate the SIP issuance process and improve the overall quality of licensing services. This study aims to analyze the effects of submission duration and service quality on healthcare professionals’ satisfaction, both individually and simultaneously, and to determine which factor has the strongest influence. A quantitative approach was applied, using questionnaires for data collection and SPSS version 24 for data analysis. From a total population of 443 healthcare professionals who applied for a SIP via the e-Simpadu system between January 2 and October 31, 2024, a sample of 210 respondents was selected using Slovin’s formula. Multiple linear regression analysis was used. The partial test showed that submission duration (t = 16.088) and service quality (t = 9.226) both had significant effects, with t-values exceeding the critical t-table value of 1.971. Simultaneously, both variables significantly influenced satisfaction (F = 689.329 > 3.00; sig = 0.00). Among the two, submission duration was the most dominant factor, contributing 56.62% (β = 0.627), while service quality contributed 30.28%.

Abstract

The openness of public bodies in providing information to the public is a responsibility that must be carried out in accordance with the mandate of the KIP Law. The objectives of this research are to (1) Analyze the stages of the Pasuruan City Government Information Communication and Statistics Department in implementing the policy of UU KIP No. 14 of 2008. (2) Describe what obstacles arise in implementing the policy of UU KIP No. 14 of 2008 ( 3) Understand the success in implementing the KIP Law No. 14 of 2008 policy. This research uses a qualitative research approach, namely research that requires a deep understanding of the interactions between analyzes or concepts in depth regarding the relationships of concepts that are studied empirically. The results of this research are (1) the stages of the Pasuruan City Government Information Communication and Statistics Service in implementing the policy of the KIP Law No. 14 of 2008. (a) Identification of Strategic Issues in Efforts to Implement KIP. (b) Follow-up Plan to Encourage KIP Implementation Efforts. (c) Results of Policy/Program Implementation in Encouraging KIP Implementation Efforts. (2) Obstacles that arise in implementing the KIP Law policy. (3) Success in implementing the policies of UU KIP No. 14 of 2008.

Abstract

The aim of this research is to determine the efficiency of the role of sub-district government officials in population administration services in Batuputih Sumenep, as well as the factors that influence their role in improving population administration services. This research combines qualitative strategies with descriptive research design. The research location is in Batuputih District, Sumenep Regency. For this research, the research methods used include document study, interviews, and observations between January and February 2023. The analysis paradigm according to (Matthew B. Miles 2014), which involves data collection, data presentation, conclusion drawing, and verification, was used for the data analysis in this research. The results show the efficiency of the role of sub-district government officials in population administration services in Batuputih Sumenep. A good level of efficiency and achievement is demonstrated by the completeness of correspondence and management services. The inhibiting factors include the budget being disbursed in stages and the lack of human resources at the Batuputih Regency Population and Civil Registration Department which makes implementing standards more difficult. Supporting factors show that the government is still trying to develop and provide service standards using contemporary media, which is one of the supports for the efficiency of the role of the apparatus to help achieve good service quality.

Abstract

The progress of the current era has made digital development more advanced. All activities are easier to do in the digital world, especially in the shopping sector. Shopping can be done only with a smartphone, which can lead to consumer behavior in individuals. This research aims to identify the influence of digital culture on consumer behavior. This research method uses descriptive quantitative by distributing a Google Form questionnaire which then uses random sampling techniques. The results obtained in this research indicate that there is an influence between e-lifestyle on consumer behavior because lifestyle makes a person's behavior uncontrolled. This causes purchasing power not to match needs due to the large number of advertisements and the influence of the digital world. Furthermore, digital culture has no influence on consumer behavior because advances in the digital era can be used in various sectors such as work and education, not just social media and e-commerce. The results of research on the influence of e-lifestyle and digital culture on consumer behavior show that it has an influence but is not dominant because there are many factors that occur outside e-lifestyle and digital culture.

Abstract

The Family Hope Program (Program Keluarga Harapan or PKH) is established to alleviate poverty among underprivileged communities, particularly in the socio-economic, educational, and healthcare sectors. Research is conducted to examine (1) how the implementation of PKH alleviates poverty; (2) how the implementation of PKH is evaluated; and (3) the supporting and inhibiting factors of PKH in alleviating poverty in Tuban Regency. The research aims to analyze the implementation, evaluate it, and identify the factors involved. The qualitative approach is utilized, employing a case study research design to describe the implementation of PKH events, supported by both primary and secondary sources. Data triangulation techniques are applied to reduce, present, and draw conclusions. The overall results align with the plan, and multi-factor inhibitors can be addressed effectively, leading to the successful implementation of the PKH program. A deep understanding of conventional problems, increased coordination between stakeholders, and good communication are the keys to success in implementing the KPM-PKH assistance program in Bacan District, Tuban Regency

Abstract

This study aims to determine the implementation of ASN employee attendance discipline at the Human Resource Development and Civil Service Agency (BKPSDM) Batu City and the factors that influence it. This research is a qualitative study that uses interviews, documentation, and observation for data collection. The results showed the following. First, the leadership has implemented sanctions against violations of the attendance discipline. Second, the factors that support the implementation of ASN discipline in BKPSDM Batu City include: 1) the role of leadership role models and 2) the use of digital attendance. Leaders set a good example by being present on time and disciplined working hours, so that employees feel motivated. The use of digital absences also has a positive impact on discipline because the data cannot be manipulated. Third, the factors that become obstacles to improving discipline both time discipline and work discipline for ASN employees at BKPSDM Batu City include: 1) employees have not been able to manage the schedule of picking up and dropping off school children properly so that it interferes with working hours; 2) employees who violate consider the sanctions to be too light; 3) lack of effect from the sanctions received, for example a reduction in allowances or salaries; and 4) the level of tolerance for violations of attendance discipline is quite high. The leadership has set a good example in terms of attendance and accuracy of working hours.

Abstract

The aim of the research is to determine the process, supporting factors and inhibiting factors in the implementation of policy mechanisms for structuring and equalizing teaching staff at Junior High School (SMP) level at the Batu City Education Office based on Batu Mayor Regulation Number 57 of 2015. This research uses descriptive qualitative research methods. This research was conducted at the Batu City Education Office, Junior High School (SMP) Development Division in May 2022-July 2023. Data collection techniques were carried out using interview, observation and documentation techniques. The data analysis technique used is a qualitative technique consisting of data collection, data reduction, data presentation and drawing conclusions. The results of the research show that 1) the process implementation results for the mechanism for structuring and equalizing teaching staff at the Junior High School (SMP) level at the Batu City Education Office is in accordance with Batu Mayor Regulation Number 57 of 2015. 2) The implementation of the policy on the mechanism for structuring and equalizing teaching staff at the Junior High School (SMP) level at the Batu City Education Office is going well and in accordance with Batu Mayor Regulation Number 57 of the Year thanks to the existence of supporting factors both internal and external. c) In its implementation there are also obstacles caused by inhibiting factors both internal and external.

Abstract

Mengetahui tentang Evaluasi Kebijakan Tata Kelola Hippam Oleh Badan Usaha Milik Desa Dewarejo Untuk Kesejahteraan Masyarakat: Terdapat 6 faktor untuk mengukur tingkat efektivitas usaha yaitu: kooperatif, partisipatif, emansipatif, transparan, akuntabel, dan sustainabel. Hippam Selorejo dinilai dari prinsip kooperatif bahwa BUMDes Hippam telah menerapkan prinsip kooperatif. Hal ini dinilai karena adanya perbaikan dari sisi organisasi untuk perbaikan pengelolaan BUMDes Hippam. Segi partisipatif dan emansipatif bahwa prinsip partisipatif sudah dilaksanakan baik dari masyarakat maupun petugas. Namun untuk petugas BUMDes Hippam belum secara maksimal. Adapun manfaat ekonomi yang dirasakan karena tarif Hippam yang sama setiap penggunaan dan murah. Manfaat sosial yang didapat yaitu bahwa Hippam Selorejo berorientasi sosial dan hal tersebut dinyatakan tercapai karena terbukti adanya subsidi silang yang diberikan kepada masyarakat.Manfaat budaya dan kerukunan bahwa dengan adanya Hippam Selorejo ini masyarakat semakin terjaga kerukunannya, karena adanya Hippam ini semakin membuat masyarakat lebih toleransi dan gotong-royong. Sedangkan manfaat lain yang dirasakan yaitu air yang mudah diakses masyarakat. Sebelum adanya Hippam akses air sulit. Sekarang bahkan air melimpah hingga dapat digunakan sebagai pengairan lahan masyarakat

Abstract

The COVID-19 pandemic has brought significant challenges to public services, including limitations on face-to-face interactions. As a result, e-commerce has emerged as a potential solution to provide public services online. This study aims to identify the challenges and variables in implementing e-commerce for public services during the pandemic in Indonesia. The study uses a literature review method, which includes collecting data through documentation and online data tracking. The data collected were analyzed to identify the challenges and variables in implementing e-commerce for public services during the pandemic. The study found that the challenges in implementing e-commerce for public services during the pandemic in Indonesia include technical issues, lack of infrastructure, limited citizen support, and legal regulations. The variables that affect the implementation of e-commerce for public services include quality of service, efficiency, and adequate infrastructure. The implementation of e-commerce for public services during the pandemic in Indonesia faces various challenges and requires improvements in quality of service, efficiency, and infrastructure. The study suggests that the government and e-commerce marketplaces should work together to address these challenges and improve the implementation of e-commerce for public services.

Abstract

Malang Regency is the second-largest region in East Java with a diversity of geographical, social, and economic conditions. Data from the Malang Regency Social Service in 2018 shows that the number of impoverished families in Malang Regency reached 230,081 families. The highest number of impoverished families is found in the Dampit District, totaling 12,053 families, while the lowest is in the Kromengan District with 3,061 families. This indicates that the Dampit District has a significant number of impoverished families, surpassing other districts in Malang Regency. This makes the Dampit District a relevant location for research on poverty and its impacts. This research has dual objectives: first, to provide reliable, accurate, and valid information on existing poverty indicators, which will serve as a strong foundation for supporting poverty alleviation programs in Malang Regency. Second, this research aims to formulate strategies in the form of activity guidelines that will enhance the competence of employees in conducting poverty data collection, ultimately supporting poverty alleviation efforts. Data collection methods include interviews, documentation, observation, and Focus Group Discussions to obtain more in-depth information. In-depth interviews were conducted using purposive sampling techniques involving stakeholders related to poverty alleviation in the Dampit District Office, Malang Regency. The analysis results indicate that the government of the Dampit District and the villages in the area have not fully succeeded in implementing the Next Generation Social Welfare System (SIKS-NG) optimally. The poverty data collection has predominantly focused on collecting data on the poor only. Therefore, improvements in the approach and implementation of SIKS-NG are needed to enhance the effectiveness of poverty alleviation programs. The findings of this research highlight the importance of a participatory approach in collecting poverty data, involving village governments, utilizing information infrastructure like BDT, and the data consolidation process to ensure the effectiveness of poverty alleviation programs. Additionally, appropriate training for data collection teams is crucial in improving the accuracy of poverty data.
