Abstract

This study aims to analyze the influence of the development of the Aek Kanopan Outer Ring Road on traffic volume control on the main section of the city as well as the potential for regional development and economic activities around it. The research approach uses a qualitative case study method, with data collection through in-depth interviews, Focus Group Discussions (FGDs), field observations, and analysis of planning documents. The results of the study show that the main section of the city is currently experiencing moderate to high density (LOS C–D), so it requires current diversion intervention. The Outer Ring Road has significant potential as an alternative route for transit vehicles and heavy vehicles, which can reduce traffic load on the main section. In addition, increased accessibility along the track encourages the development of directional areas: the eastern region has potential as an industrial and warehousing region, while the western corridor has the potential to be a residential and local trade hub. Ring road optimization requires an integrated strategy including technical design, route arrangement, spatial integration, supporting facilities, and continuous monitoring. This study provides recommendations for local governments in planning and managing the Aek Kanopan Outer Ring Road as a traffic control solution as well as a driver of sustainable regional growth.

Abstract

This study aims to analyze the existing conditions, constraints, and strategies for developing safe, comfortable, and sustainable housing in the coastal area of Teluk Haru, Langkat Regency. The study used a descriptive qualitative approach, with data collection through participatory observation, in-depth interviews, and documentation. The results show that settlements in Teluk Haru still face significant challenges, including limited land, flood and abrasion risks, mangrove damage, community economic constraints, and suboptimal development coordination. Recommended development strategies include adaptive housing development, mangrove conservation, community empowerment, and integration of planning with spatial planning and public infrastructure policies. The role of the government and other stakeholders is crucial in realizing integrated and sustainable housing development. This research is expected to serve as a reference in formulating housing development policies in coastal areas that consider social, economic, and environmental balance.

Abstract

This study aims to analyze the level of citizen participation in the maintenance of public facilities and utilities in the Wiranda Asri Housing Complex, Stabat District. The research method used is  descriptive qualitative with data collection techniques through observation, interviews, and documentation. The results show that citizen participation is present in various forms, namely labor participation (mutual cooperation), financial (contributions), ideas (deliberations), and socio-security (night watch). However, the intensity of participation among residents is uneven. Facilities such as neighborhood roads and prayer rooms are well maintained due to regular financial and labor support, while drainage and green open spaces are less supervised. Factors driving participation include awareness of direct benefits, a sense of ownership, and a culture of mutual cooperation. Inhibiting factors include limited time, lack of transparency of funds, minimal communication, and differences in social status and home ownership. This study recommends strategies to increase participation through strengthening communication systems, transparency of fund management, alternative participation schemes, and the formation of environmental management teams. With a more structured approach, citizen participation can become the foundation for sustainable management of public facilities in the housing complex.

Abstract

The issue of slum housing and slum settlements remains a major challenge in regional development, particularly in coastal areas and regions experiencing relatively high population growth. Batubara Regency, as a coastal area in North Sumatra Province, faces dynamic settlement development that has not been fully balanced by the adequate provision of infrastructure, facilities, and public utilities. This study aims to analyze the existing conditions of slum housing and slum settlements in Tanjung Tiram and Medang Deras Districts, assess the conformity of slum area location designation with the provisions of Article 106 paragraph (3) of Government Regulation Number 14 of 2016 and Article 36 paragraph (7) of the Regulation of the Minister of Public Works and Housing Number 14/PRT/M/2018,  and formulate integrated and sustainable priorities and strategies for slum area management. The research method employed is a qualitative approach, with data collected through document studies, field observations, and interviews with relevant stakeholders. The results indicate that slum areas in Tanjung Tiram and Medang Deras Districts exhibit varying levels of slum severity, ranging from mild to moderate and severe, influenced by limited basic infrastructure, population density, the socio-economic conditions of the community, and weak control over land use. The designation of slum area locations by the local government has normatively complied with prevailing laws and regulations and serves as an important basis for determining appropriate management patterns

Abstract

The development of green areas and village parks in the coastal area of Langkat Hilir, Langkat Regency, plays an important role in improving environmental quality, community welfare, and local economic potential. This study uses a descriptive qualitative approach, with data collected through in-depth interviews, participatory observation, and documentation. Data analysis was conducted using interactive analysis techniques, including data reduction, data presentation, and conclusion drawing. The results show that the existing condition of green open spaces (GOS) and village parks in Langkat Hilir is still limited in terms of both area and supporting facilities. Several constraints were identified, including limited land availability, coastal environmental degradation, limited community participation, minimal development budgets, and a lack of coordination in spatial planning regulations. Effective strategies for developing green areas and village parks include community-based participatory planning, site selection and zoning based on ecological conditions, the use of local plants, integration with tourism potential and local economic activities, sustainable management, and the application of adaptive designs suited to coastal conditions. The implementation of these strategies is expected to improve environmental quality, strengthen social welfare, and encourage the local economy through the use of village parks as spaces for education, recreation, and creative economic activities.

Abstract

Tigalingga Village is one of the areas that, geographically, has a relatively low-lying topography with fairly flat terrain, making it prone to waterlogging, especially during the rainy season. High rainfall, combined with an inadequate drainage system, causes routine flooding at several locations, one of which is along Sisingamangaraja Road. Frequent flooding not only disrupts residents’ daily activities but also causes damage to road   infrastructure, hampers transportation, and increases the risk of waterborne diseases. One of the main causes of flooding on Sisingamangaraja Road is the limited capacity of the drainage channels to accommodate heavy rainfall. Many drainage channels are clogged with waste, sedimentation, and other deposits, preventing water from flowing smoothly into rivers or disposal channels. This condition is further exacerbated by the growth of settlements around the road, which increases surface runoff and reduces water infiltration areas. This flooding problem requires structured and sustainable management. One effort that can be undertaken is the construction or improvement of the drainage system along Sisingamangaraja Road by considering flow capacity, channel slope, and the final disposal system. With the development of an effective drainage system, it is expected that waterlogging can be minimized, community mobility will not be disrupted, and the risk of infrastructure damage can be red reduced. In addition, improving drainage quality also plays a role in maintaining environmental quality and public health in Tigalingga Village as a whole. Therefore, the development of the drainage system along Sisingamangaraja Road is not only an infrastructure necessity but also a strategic step in flood risk management and improving the quality of life of the community. This research is important to formulate appropriate technical solutions to address flooding, as well as to serve as a reference for the development of a sustainable drainage system in the village.
