Abstract

This research is an evaluative study of the old urban area of Kesawan in Medan City, which has been part of the city’s revitalization efforts initiated by the Medan City Government. Kesawan possesses strong historical and colonial architectural character but has undergone functional and visual degradation due to uncontrolled modern urban development. One of the key issues identified is the presence of inactive urban spaces, disconnected from the public realm and lacking social meaning—phenomena recognized in urban theory as lost space. This concept serves as the foundation for evaluating the effectiveness of the revitalization program implemented since 2021. The study employs a qualitative approach using a single-case study method, focusing on Kesawan as a complex urban space. Data were collected through field observations, in-depth interviews with five categories of informants (building owners, visitors, security personnel, street vendors, and architects), and visual documentation. The analysis adopts the theoretical framework of Finding Lost Space by Roger Trancik (1986), which comprises three main approaches: Figure-Ground Theory, Linkage Theory, and Place Theory. These were further elaborated into six evaluative indicators: connectivity, continuity and circulation, enclosure, accessibility, visual orientation, and the meaning and perception of space by the public. The findings indicate that revitalization has brought significant visual improvements and physical enhancements, particularly along the main corridor of Jalan Ahmad Yani I–VII. However, many secondary streets and non-priority areas still exhibit characteristics of lost space, such as disconnected pedestrian paths, underutilized voids, weak spatial integration, and limited social engagement. These conditions suggest that the revitalization outcomes remain uneven and predominantly cosmetic in certain areas. The study recommends integrating spatial and social approaches in future urban revitalization policies to ensure that public space functions can be restored holistically, sustainably, and contextually in line with local identity.

Abstract

This study aims to analyze the factors influencing the optimization of green open space (GOS)-based tourism object development at Panatapan Panyabungan Park, Mandailing Natal Regency. This area possesses high ecological and visual potential, yet its management remains suboptimal in terms of facilities, community participation, and institutional support. The study employs a mixed methods approach, combining quantitative methods using multiple linear regression analysis on 150 respondents, and qualitative methods through in-depth interviews with key informants. The results show that simul-taneously, the four independent variables—GOS quality (X1), tourism facilities and infrastructure (X2), community participation (X3), and local government support (X4)—significantly influence the optimization of tourism development (Y). However, partially, only X2 has a significant positive effect, while X1 and X3 have significant negative effects, and X4 has no significant effect. Qualitative findings reveal that the community is not involved in decision-making, and the local government has not demonstrated concrete intervention in managing the area. These findings suggest that the strategy for developing GOS-based tourism objects should emphasize improving basic facilities, establishing participatory governance, and strengthening the structural role of local governments. A collaborative and community-based approach is key to realizing a sustainable tourism area in environmental, social, and economic aspects.

Abstract

Batang Kuis District, located in Deli Serdang Regency, plays a strategic role as a buffer zone (urban fringe) for Medan City. With the increasing development of urban infrastructure and facilities, this area shows increasing potential as a residential location. This thesis aims to analyze the influence of urban infrastructure and facilities on the residential preferences of residents in Batang Kuis District. This study uses a quantitative approach with a survey method involving respondents from the local community (revealed preference) and outsiders (stated preference). The variables studied include urban facilities, infrastructure conditions, residential environments, and access to employment. The results show that urban facilities—especially trade, education, and health—are the most influential factors in residential choice. Infrastructure elements such as roads and clean water also play an important role, although their influence is at a lower level. Regression analysis shows that perceptions of urban facilities have a stronger and more significant influence on outsiders' desire to settle in Batang Kuis than infrastructure. Conversely, local residents prioritize aspects of affordability, environmental comfort, and proximity to family. These findings demonstrate the importance of a balanced regional development strategy that balances improvements to urban infrastructure and amenities to attract new residents and maintains comfort and affordability for existing residents.

Abstract

Indonesia memiliki potensi kelautan besar yang belum dimanfaatkan optimal karena rendahnya literasi nelayan, baik literasi dasar maupun digital. Permasalahannya adalah nelayan menghadapi tantangan dalam literasi maritim, yaitu pemahaman istilah kelautan, komunikasi, dan pemanfaatan informasi digital (cuaca, regulasi, pasar). Adapun tujuan pengabdian masyarakat ini adalah untuk meningkatkan kapasitas literasi maritim nelayan melalui program pengabdian masyarakat. Metode pelaksanaan yang digunakan dalam program ini menggunakan pendekatan Participatory Action Research (PAR), kolaborasi antara Program Studi Pendidikan Bahasa dan Sastra Indonesia UNSIKA dan Politeknik Kelautan dan Perikanan. Kegiatan ini mencakup pembelajaran kontekstual, pendampingan bahasa, dan pelatihan penggunaan teknologi digital. Hasil dari pogram ini yaitu dapat meningkatkan kemampuan nelayan. Ditemukan peningkatan signifikan dalam literasi dasar, penguasaan kosakata maritim, keterampilan komunikasi, dan adopsi teknologi digital. Secara spesifik, 70% peserta menunjukkan peningkatan dalam membaca informasi cuaca dan 80% mampu menyusun laporan sederhana. Model literasi maritim berbasis komunitas ini efektif, adaptif, dan berpotensi untuk direplikasi di wilayah pesisir lain di Indonesia sebagai strategi pemberdayaan masyarakat yang berkelanjutan.

Abstract

Improving the quality of livability in Tanjungbalai City is highly dependent on urban planning and management that integrates social, economic, and environmental aspects. This study aims to explore strategies that can be applied to improve the quality of livability through the principle of sustainability. The role of local governments in formulating policies and providing basic infrastructure that is environmentally friendly is crucial, while the community also has an important role in supporting policy implementation and protecting the environment. Synergy between the government and the community is key to realizing a sustainable and livable Tanjungbalai City. Strategies that can be applied include increasing community participation, developing sustainable infrastructure, increasing green open spaces, implementing environmentally friendly technologies, and environmental awareness education.

Abstract

Spatial planning is one of the important elements in sustainable regional development, especially for developing cities such as Tanjungbalai City. This study aims to identify the existing conditions of spatial planning in Tanjungbalai City and to propose policy strategies that can improve the quality of spatial planning in regional development. The results of the study indicate that Tanjungbalai City faces various challenges in implementing spatial planning policies, such as lack of coordination between agencies, limited human resources, and inconsistencies between plans and realities in the field. To overcome this, a more integrated, participatory, and data-based policy is needed. The recommended strategies include strengthening coordination between agencies, increasing community participation, using technology in supervision, and developing equitable and sustainable infrastructure. The implementation of effective spatial planning policies will support the achievement of structured, sustainable regional development and provide social and economic benefits for the people of Tanjungbalai City.

Abstract

This study aims to explore the development of an environmentally friendly sanitation system that is in accordance with the social, economic, and environmental characteristics in Tanjung Pura District, Langkat Regency. Based on existing conditions that indicate low quality of sanitation management, this study identifies various models of sanitation systems that can be applied in the area, including community-based decentralized sanitation systems, communal wastewater treatment systems, and green technology. The results of the study indicate that community-based sanitation models and communal wastewater treatment are the most appropriate solutions to improve sanitation and environmental quality in Tanjung Pura District. The importance of community roles and collaboration between various stakeholders, such as government, private sector, and non-governmental organizations, are also emphasized as success factors in developing a sustainable sanitation system.

Abstract

This study aims to examine the influence of irrigation network infrastructure development on food security in Sirapit District, Langkat Regency. Through a qualitative approach, this study explores the role of irrigation in supporting agricultural productivity and the stability of local food supply. The results of the study indicate that the existence of a good irrigation network significantly increases cropping intensity and production efficiency, and reduces the risk of crop failure. However, the effectiveness of the irrigation system still faces various obstacles such as physical damage, weak community participation, and lack of water management technology. Therefore, collaboration between the government and the community and technological innovation are important strategies in realizing food security based on sustainable irrigation management.

Abstract

This study aims to develop regional planning based on drainage channel normalization in Stabat District, Langkat Regency, with a holistic and participatory approach. This area faces problems of flooding and waterlogging caused by drainage channels that are not functioning properly and are not integrated with existing spatial planning policies. This study identifies the existing condition of drainage channels, factors causing flooding and waterlogging, and the concept of developing regional planning that can integrate drainage channel normalization with spatial planning policies and environmental sustainability. The results of the study indicate that proper drainage channel normalization must involve all parties, including the government, community, and private sector, by considering technical, social, and environmental factors. This study recommends that drainage channel normalization be implemented with an integrated approach that involves active community participation, the use of environmentally friendly technology, and collaboration between related agencies. It is hoped that through the implementation of this strategy, the problems of flooding and waterlogging can be overcome, and the Stabat District area can develop sustainably.

Abstract

The upgrading of Anwar Idris Road in Tanjungbalai City is an important project that aims to improve the quality of infrastructure and facilitate the movement of goods and services. This study examines the social, economic, and environmental impacts arising from the construction of the road. The results show that the road upgrade provides significant benefits in terms of accessibility and economic opportunities for the community, but also poses challenges such as socio-economic inequality, air pollution, congestion, and land use change. This study suggests the need for more inclusive planning, efficient traffic management, and policies that focus on environmental sustainability to ensure sustainable benefits for the wider community.
