Abstract

In the era of rapid digitalization, technology allows fast access to information via the internet. Digitalization of information systems is important to increase organizational efficiency. In the port sector, the Harbormaster's Office and the Tanjung Perak Surabaya First Class Port Authority have used Inaportnet to support shipping activities. One of the main services is the Sailing Approval Letter (SPB) which has been digitized in the Inaportnet SPS system. However, information dissemination by duty officers is still limited to WhatsApp groups and personal communications, causing inefficiencies. This research aims to evaluate the development and integration of an online guard officer information system using PHP. This research was carried out using the research and development method using a prototype model. Testing was carried out using the black box method with results showing a 100% functionality success rate. This integration produces additional features such as the main page, guard officer information dashboard, admin login and logout menus, as well as information notifications that can be used on all platforms. The research results show that this system increases operational effectiveness and efficiency at the Harbor Master of Tanjung Perak Surabaya. It is hoped that these findings can become a reference for the development of information systems in the maritime sector and increase understanding in data management.

Abstract

In the operation of ships, there are a lot of jobs, both light and heavy, that have a high risk to occupational safety. Work accidents do not only occur on land, but work accidents often occur on ships. The research method used is qualitative, namely data collection through documentation, observation, and interviews with data analysis techniques using Fishbone Diagrams to determine what are the possible obstacles in the implementation of the use of personal protective equipment, factors that cause work accidents in the crew, and efforts made to optimize the implementation of occupational safety and health on board and determine the priority of problems. By using Fishbone Diagram as a data analysis technique, the root cause of the problem can be found. Based on these data analysis techniques, the causes of work accidents on ships often occur due to lack of awareness, low supervision, and lack of understanding of the crew at work. In addition, there are also other factors, namely work equipment that is not suitable for use. Work accidents can be prevented if the company's leadership and all executives are committed to developing and implementing effective occupational safety and health procedures. This includes instilling awareness of the importance of work safety, direct guidance and supervision to the crew of ships, as well as the establishment of a safety management system supported by skilled human resources and adequate safety equipment facilities. The implementation of optimal K3 procedures will create a safe and efficient work environment, so that ship operations can run smoothly and work accidents can be prevented.

Abstract

Dalam dunia bisnis yang terus berkembang, aktivitas logistik dan distribusi barang menjadi salah satu elemen krusial yang menunjang kelancaran operasional perusahaan. Salah satu faktor penting dalam proses distribusi ini adalah keberadaan jasa keagenan, yang memiliki peran strategis dalam mengelola proses clearance , baik clearance in (masuk) maupun clearance out (keluar). Sebagai penghubung antara pemilik kapal dan instansi terkait, perusahaan jasa keagenan bertugas untuk mengatur dan mengurus segala hal terkait operasional kapal saat sandar di pelabuhan. Keberadaan jasa keagenan sangat vital dalam mendukung efisiensi alur distribusi barang, meminimalkan biaya operasional, serta menjaga kepatuhan terhadap regulasi pelayaran yang berlaku. Dalam penelitian ini, digunakan metode kualitatif deskriptif untuk menggambarkan secara mendalam peran PT Taraka Transmaritim Agensi sebagai perusahaan jasa keagenan kapal dalam menangani proses clearance in dan clearance out . Pendekatan ini memungkinkan analisis yang kontekstual dan komprehensif terhadap praktik pelayanan jasa keagenan di lapangan. Berdasarkan hasil penelitian, dapat disimpulkan bahwa perusahaan rutin mengirimkan laporan kedatangan dan laporan harian sebanyak dua kali dalam sehari. Selain itu, perusahaan juga memberikan solusi proaktif apabila terdapat kendala selama proses bongkar muat barang. Namun, beberapa hambatan tetap ditemukan dalam pelaksanaan pelayanan tersebut. Faktor cuaca dan kondisi lingkungan seperti badai atau gelombang tinggi sering kali mengganggu proses sandar dan bongkar muat kapal. Minimnya jumlah staf operasional menyebabkan beban kerja berlebih, sehingga berpotensi menimbulkan keterlambatan dan meningkatkan biaya operasional. Di samping itu, keterbatasan sarana pendukung seperti fasilitas teknologi dan alat transportasi turut memengaruhi efektivitas dan efisiensi layanan yang diberikan oleh PT Taraka Transmaritim Agensi.

Abstract

The dredging activity at Tanjung Pakis General Terminal is carried out to support the construction of the jetty and the deepening of turning basin to enhance the berthing capacity of ships. However, the actual dredger volume did not meet the meet the initial plan, potentially affecting maritime safety and security. This study aims to analyze dredging productivity and identity the factors causing discrepancies between the planned and actual dredging volumes. This study employs a mixed methods approach, combining quantitative analysis through descriptive statistics and qualitative analysis using a fishbone diagram. The research findings indicate a significant decline in dredged volume, with the total realized volume reaching only 221.619,47 m3 out of the planned 500.000 m3. The primary factors contributing to this discrepancy include administrative issues, environmental factors such as high waves, and fishing activities in the area.

Abstract

This study aims to evaluate the effectiveness of the Sea Toll Program, specifically Route T-26, with a focus on its outcomes and tangible benefits for the community in Fakfak Regency, West Papua. The research employed a descriptive quantitative method using statistical analysis through a paired sample t-test. Primary data were collected through field observations and interviews with relevant agencies such as the Directorate of Sea Traffic and Transportation and field implementation consultants, while secondary data were sourced from the 2024 operational report of Route T-26. Data collection techniques included field observation, primary surveys, document studies, and secondary data analysis. The findings indicate that the Sea Toll Program contributes to improving logistics distribution, lowering the prices of several key commodities, and reducing household expenditures, although statistical tests showed that the price differences were not significant. The implications highlight the need to optimize the volume and regularity of Sea Toll voyages to strengthen economic resilience in remote, outermost, underdeveloped, and border areas (3TP).

Abstract

Kegiatan perawatan pelampung suar di wilayah kerja Distrik Navigasi Tipe A Kelas I Tanjung Perak memiliki tingkat risiko kecelakaan kerja yang tinggi, mengingat aktivitas ini melibatkan pekerjaan fisik berat serta kondisi lapangan yang dinamis. Penelitian ini bertujuan untuk menganalisis risiko kecelakaan kerja menggunakan metode Job Safety Analysis (JSA), yang berfungsi untuk mengidentifikasi potensi bahaya serta menetapkan langkah pengendalian yang sesuai. Penelitian ini menggunakan pendekatan kuantitatif dengan metode deskriptif observasional. Teknik pengumpulan data dilakukan melalui observasi lapangan dan penyebaran kuesioner kepada 40 responden, yang dipilih berdasarkan teori Arikunto. Hasil penelitian menunjukkan bahwa terdapat 13 jenis potensi kecelakaan kerja selama proses perawatan pelampung suar berlangsung. Dari jumlah tersebut, 9 termasuk dalam kategori risiko tidak diinginkan dan 4 lainnya dalam kategori dapat diterima dengan kontrol. Pengendalian risiko dilakukan melalui penerapan rekayasa teknik, pendekatan administratif, penggunaan alat pelindung diri (APD), serta eliminasi bahaya langsung dari sumbernya. Hasil ini menunjukkan bahwa analisis risiko merupakan bagian penting dalam sistem manajemen keselamatan kerja di bidang navigasi laut.

Abstract

Cargo safety on container ships is a crucial aspect of maritime operations, especially during voyages across open waters such as the Indian Ocean, which is characterized by extreme weather conditions and high waves. A common problem encountered is cargo damage or shifting due to non-compliance with proper stowage and securing procedures. This study aims to analyze the factors influencing cargo safety during container ship voyages in the Indian Ocean. The research employs a qualitative descriptive method using a case study approach. Data collection was conducted through historical document analysis related to cargo damage incidents and direct observation of the loading, stowage, and securing processes on board. The findings indicate that severe weather conditions, suboptimal cargo stowage techniques, and low compliance with safety procedures are the main factors contributing to cargo instability. Based on these findings, the study recommends enhanced training for crew members, the use of real-time cargo monitoring technologies, and stricter enforcement of regulations concerning container securing and stowage. These measures are expected to minimize the risk of incidents and improve overall cargo safety during maritime transport.

Abstract

This research is motivated by existence of a new regulation in the form of Minister of Trasnportation Regulation Number 59 of 2021 which may significantly impact the operations and sustainability of Loading and Unloading Companies (PBM), particularly at Gresik Public Port. The study aims to examine the extent of the regulation’s influence on PBM business continuity. A quantitative approach was used with a survey of 40 PBM respondents at Gresik Port. The research instrument was tested using SPSS, showing valid and reliable results with rcount > rtable (0.412) and Sig < 0.05. The Cronbach’s Alpha value of 0.936 confirms high reliability. Data analysis using simple linear regression reveals a positive relationship between the regulation (independent variable) and business sustainability (dependent variable), with the regression equation Y = 28.867 + 0.777X. The regulation was found to significantly affect PBM sustainability, with a determination coefficient (R²) of 33.3%, indicating that the remaining 66.7% is influenced by other factors. The paired sample t-test also supports the hypothesis that the regulation positively affects business sustainability.

Abstract

Pelabuhan memegang peran penting dalam sistem logistik nasional sebagai penghubung moda transportasi laut dan darat. Efisiensi proses bongkar muat sangat menentukan kelancaran perdagangan, namun sering terhambat oleh rendahnya kompetensi Tenaga Kerja Bongkar Muat (TKBM), khususnya di Pelabuhan Probolinggo. Penelitian ini bertujuan menganalisis pengaruh kompetensi SDM terhadap efisiensi operasional dan keselamatan kerja, serta faktor-faktor yang memengaruhinya. Penelitian ini memperkuat hasil penelitian sebelumnya (Pamujianto et al., 2025; Gultom et al., 2022; Setiono & Prasetyo, 2020) yang menyebutkan bahwa rendahnya kesadaran K3, lemahnya implementasi SOP, dan kurangnya pembinaan menjadi faktor struktural masalah TKBM terhadap aktivitas bongkar muatan. Penelitian menggunakan pendekatan kualitatif deskriptif dengan metode Pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi selama enam bulan (Agustus 2023–Februari 2024) di Pelabuhan Probolinggo. Analisis data mengacu pada model Miles and Huberman, meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa sebagian besar TKBM memiliki latar belakang pendidikan rendah (58,95% tamat SD) dan usia di atas 45 tahun (40,53%). Rendahnya tingkat pendidikan, usia lanjut, minimnya pelatihan, serta kurangnya sertifikasi kompetensi berdampak pada lambatnya proses bongkar muat, tingginya risiko kecelakaan kerja, dan rendahnya kedisiplinan. Indikator ET/BT hanya mencapai rata-rata 64% selama 2024, masih di bawah standar nasional (70%). Selain itu, kasus kecelakaan kerja terjadi setiap tahun, termasuk dua korban meninggal pada 2021. Temuan ini diperlukan strategi peningkatan kompetensi melalui pelatihan berkala, regenerasi tenaga kerja, dan sinergi antara KSOP dan koperasi TKBM untuk meningkatkan efisiensi, keselamatan kerja, serta daya saing pelabuhan Indonesia.

Abstract

Tujuan penelitian ini adalah untuk menganalisis kondisi existing dan ilustrasi desain aplikasi Gery berbasis Barcode. Penelitian ini dilakukan dengan metode kualitatif deskriptif dengan pengumpulan data dilakukan secara observasi, wawancara, dokumentasi dan dilanjutnya analisis SWOT. Teknik Analisis yang dilakukan yaitu dengan reduksi data, penyajian data dan penarikan kesimpulan. Hasil dari penelitian ini didapatkan bahwa saat ini pelayanan dengan aplikasi Gery belum sepenuhnya optimal karena dari sisi pengguna aplikasi masih ditemukan kesulitan penggunaan, waktu operasional yang masih lama dan permasalahan dasar lainya sehingga dimunculkan pengembangan aplikasi gery berbasis Scan barcode. Optimalisasi dengan barcode ini akan memberikan kemudahan dalam layanan yang terintegrasi antar pihak pergudangan sparepart di PT Teluk Lamong dengan waktu yang cepat dan hasil akurat.
