Abstract

The Free Nutritious Meal Program 2025 is a strategic government policy aimed at addressing nutritional problems and improving the quality of human resources from an early age. However, its implementation has generated social dilemmas related to the effectiveness of distribution and the quality of the food provided. This study aims to analyze the extent to which the program can achieve its social objectives without neglecting quality standards and sustainability. The research employs a descriptive qualitative method with data collected through a literature review of academic sources and relevant policy reports. The study applies Merilee S. Grindle’s policy implementation theory, which emphasizes two key aspects: Content of Policy and Context of Implementation. In this context, the dilemma arises when the policy content demands high nutritional standards and food quality, while the implementation context faces challenges such as geographical constraints, logistical limitations, and varying capacities of local vendors. The findings indicate that the program is effective in expanding access to nutritious food for vulnerable groups but still encounters obstacles in food quality, distribution timeliness, and budget transparency. The program’s effectiveness can only be achieved if implementation quality, accountability, and collaboration among stakeholders are consistently and sustainably strengthened.

Abstract

This study explores the empowerment of coastal communities through the development of ecotourism as a sustainable approach to improving local livelihoods and environmental stewardship. The research aims to analyze how ecotourism initiatives can strengthen community participation, preserve coastal ecosystems, and diversify income sources in rural maritime areas. Using a qualitative descriptive method, data were collected through interviews, focus group discussions, and observations involving local residents, tourism managers, and government representatives. The findings indicate that ecotourism development in coastal areas creates multiple benefits—economic empowerment through local entrepreneurship, social empowerment through participatory decision-making, and environmental empowerment through conservation-based practices. Community involvement in planning and managing ecotourism activities fosters a sense of ownership and responsibility toward natural resources. Moreover, ecotourism has encouraged the revival of local culture, traditional fishing practices, and coastal heritage as valuable tourism assets. However, challenges remain, including limited infrastructure, lack of marketing capacity, and inconsistent policy support. The study concludes that empowering coastal communities through ecotourism requires an integrated approach that combines environmental sustainability, economic innovation, and social inclusivity. Strengthening institutional collaboration, capacity building, and community-based governance is essential to ensure that ecotourism not only serves as a source of income but also as a pathway for long-term coastal resilience and cultural preservation.

Abstract

Digital transformation at the village level has become an important strategy in improving public information services, administrative transparency, and local potential promotion. Panton Kabu Village, located in Panga District, Aceh Jaya Regency, has tourism potential through Ceuraceu Waterfall and various local products, but information dissemination was still conducted conventionally, limiting public access to information and village promotion. This community service activity aimed to develop a village website as a digital platform for information transparency and tourism promotion. The implementation used a participatory approach through village observation and data collection, website structure planning, website design and development, content input, website testing and evaluation, and website publication. The developed website contains village profiles, village services, news and infographics, activity documentation, and information about village tourism and local products. The results showed that the village website was successfully developed and accessible through computers and mobile devices. The website improved public information accessibility, supported transparent village governance, and expanded digital promotion of tourism and village potential. This program is expected to support sustainable village digitalization and strengthen village governance through information technology.
