Abstract

Saat ini terdapat kecenderungan bahwa Pegawai Negeri Sipil (PNS) di hampir semua instansi pemerintah baik pusat maupun daerah memiliki tingkat kinerja yang rendah. Seperti yang dijelaskan dalam  Peraturan Presiden Nomor 81 Tahun 2010 tentang Grand Design Reformasi Birokrasi bahwa masalah utama SDM aparatur negara adalah alokasi dalam hal kuantitas, kualitas, dan distribusi PNS menurut teritorial (daerah) tidak seimbang, serta tingkat produktivitas PNS masih rendah. Analisis data menggunakan interactive model analysis dari Miles dan Huberman (1992) agar lebih bermakna dan mudah dipahami. Berdasarkan hasil penelitian kinerja sumber daya aparatur di lingkungan Pemerintah Daerah Kota Bogor berkriteria penilaian sedang, hal ini dilihat berdasarkan: (a) kondisi eksisting kinerja pegawai di lingkungan pemerintahan kota bogor, dengan indikator hasil penilaian dp3, kehadiran apel pagi dan kehadiran kerja, penyelesaian pekerjaan serta profesionalisme pegawai; (b) masih terdapat ketidaksesuaian tugas PNS dengan kompetensi yang dimiliki; (c) program diklat dinilai belum efektif untuk meningkatkan kinerja pegawai, hal ini dapat dilihat dari program diklat yang diselenggarakan belum sesuai dengan kebutuhan pengembangan pegawai di masing-masing Satuan Kerja Perangkat Daerah (SKPD).

Abstract

In improving the quality of the State Civil Apparatus (ASN) or Civil Servants (PNS) in accordance with the development of science and technology in this milineal era, employees are required to be able to develop in accordance with the needs of organizations that are also developing, so that the quality of the human resources highly highlighted, based on the Head of the State Personnel Agency Regulation No. 8 of 2013 Technical Competency is the ability of every Civil Servants (PNS) that includes knowledge, skills and work attitudes that are needed in carrying out his job duties. The Directorate General of Conservation of Natural Resources and Ecosystems is one part of the Ministry of Environment and Forestry which aims to improve the quality of the Ministry's Human Resources. Thus an increase in competency among employees within the Directorate General of Natural Resources and Ecosystem Conservation covers the dimensions of Skills, Knowledge, Self-Concepts, Character and Encouragement through the study assignment program and independent study permit, which in increasing this competency can provide increased competency of employees in carry out their duties in accordance with their positions, where employees are more adept at responding, careful, fast and intelligent in carrying out their duties in accordance with applicable regulations when employees carry out tasks within the scope of the Directorate General of Conservation of Natural Resources and Ecosystems.

Abstract

The purpose of this study is to find out how the quality of motor vehicle tax services in the Samsat Office in Bogor City, the theory used in this study is the theory of Zeithaml, Parasuraman & Berry in Hardiansyah (2011), in which there were five dimensions : tangible, reliability, responsiveness, assurance and emphaty. The method used is descriptive analysis method using a quantitative approach. Data analysis techniques use WMS (Weight Mean Score). While the technique of data collection is done using field studies (observation, interviews, questionnaires, and documentation); and literature study. The sample in this study were empleyees and taxpayers of the Samsat Office of Bogor City, totaling 100 (one hundred) people in the population and using accidental sampling techniques. Based on the result of study obtained an average service quality from five dimensions 3,80 which is included in the criteria well. This means that most of the service quality at the Samsat Office Bogor City is good for carrying out its main tasks and functions so that it can help achieve the objectives of the relevant departments. But in reality there are still deficiencies in infrastructure and services that make the service process less than optimal.

Abstract

Traffic Jam is a major problem many cities in Indonesia, including in Bogor city. Traffic Jam in Bogor city  is almost equal to the capital city of Jakarta. There are many factors that caused traffic jam in Bogor. In addition to the number of population is increasing,  mobility of the population is also quite high. The purpose of this study was to determine employees performance of Department of Traffic and road transportation Bogor in handling of traffic jam. The method used in this research is survey method with quantitative approach. The results showed that the views of the dimensions of productivity, quality of service, responsiveness, responsibility, and accountability are very good category. Although the results of employee respondents considered that the assessment of employee performance has been very good, but in the view of the driver, passengers and road users were different. They noticed that traffic jam in Bogor City can not be addressed properly. Key words: Traffic Jam, Performance Employee, Service quality.

Abstract

Police sector (police) Wonoboyo an element of the duties and authority of the law of the District Police region Wonoboyo Temanggung regency, Central Java province which is an extension of the internal security duty Police Resort (Police). Noted region Wonoboyo police law in 2016 to the month of February there were 5 cases consisting of 4 times the theft as well as the first time fraud. Thus, only 36.97% of cases that can be resolved by the Police Criminal Investigation Unit Wonoboyo, or in other words the police officer performance Wonoboyo still low. The method used in this research is quantitative approach to research is descriptive, the research focused on solving the problem was investigated by using file state the subject or object of research is happening now based on factors that seen in the field as it should be or is used to describe a fact or systematic character defined population, actual and precise. The results of this study indicate that the leadership style adopted by the Chief of Police Sector Wonoboyo obtained 3.68 figure with a good assessment criteria. While the performance results obtained with the 4.50 figure Excellent assessment criteria. It is clear that the leadership style adopted by the Chief of Police Sector Wonoboyo obtained 3.68 figure with a good assessment criteria. This is influenced by leadership style (10.4%) and (89.6%) by other factors, such as motivation, supervision, etc., but not studied. The conclusion of this research in general is a style of leadership, the Chief of Police Sector Wonoboyo considerable influence despite the need for improvement especially in terms of giving confidence to subordinates to make decisions and give freedom to members to cooperate with other units. Keywords: leadership style, performance, Police.

Abstract

The employee work enthusiasm come up from the lack of leadership adopted a leader in an organization to achieve its objectives optimally, so that leaders were able to move their subordinates. For this reason, an organization was required to have a leader who was able to create a dynamic working atmosphere and be able to improve employee work enthusiasm. Based on the research results themselves were aware that the Cicurug District employee work enthusiasm declined, it was seen from the interests of employees who work less were: in completing the job was not timely, the lack of desire was achieved, the minimum salary factor especially permanent employees, were less conducive working atmosphere, sub-district in Cicurug District who tent to use a democratic leadership style was less effective and optimal running. Based on calculation result showed that leadership style democracy in the Cicurug District in the criteria very well shown in 4.24, and for employee work enthusiasm in the Cicurug District was good criteria shown in figure 3.89. Based on the testing hypothesis results through the spearman rank correlation formula showed that the Ha accepted and Ho rejected, it meant that there was no democratic leadership style influence on employee work enthusiasm with rho calculation values of 0.24 and the coefficient of determination of 5.76%. Thus 94.24% employee work enthusiasm influenced other variables such as: 1. influence of incentives 2. Organizational work climate.Key word: Leadership style, Democration.

Abstract

The objective of this research is to know the influence of implementation of Law No.22 of 2009 in its influence on the discipline of public transportation drivers in the city of Bogor, how a causal effect on the implementation of Law No. 22 of 2009 on the LLAJ. The method used in this research is associative. The research aims to determine the relationship between two or more variables. With this research it will be constructed a theory that could serve to explain, predict, and control a symptom. For data analysis used the formula Weight Mean Score (WMS). Population employee who becomes the object of observation of 70 people and the population of the city transport driver and the driver as much as 3412 to determine the sample size used Yamane formula so that the number of samples used to 41 employees and 97 DLLAJ transport drivers in the city of Bogor. To search for correlation using Spearman Rank Correlation formulas with the help of calculations using SPSS software version 20.0.The results showed Effect of Implementation of Law No. 22 of 2009 on the Discipline of public transportation drivers in the city of Bogor was pretty good. It can be seen that the significance of 0.000 is less than 0.05, the null hypothesis is rejected, the conclusion that there is a close and meaningful relationship between the application of Law No. 22 of 2009 Implementation of the Work Discipline driver of public transportation in the city of Bogor. Of the output data obtained Spearman's rho correlation coefficient of 0.919. Because the value is closer to 1, the relationship between the implementation of the Work Discipline is strong. Rank too high a value on the positive and that is equal to 0.680. The value of the coefficient is positive (+), meaning that if higher then Item Implementation Work Discipline will increase if Item Implementation of high or low it will affect the Work Discipline low as well. The relationship between the implementation of the Work Discipline significant influence (strong).  Keywords: Implementation, Discipline, Public Transportation, Transportation Management

Abstract

The objective of this research is to know the evaluation of Local Regulation of Bogor City Number 12 Year of 2009 about Non-Smoking Area (Case Study of the implementation of Non-Smoking Area in High School around Bogor City).The theory used in this research is policy evaluation theory proposed by William Dunn. According to Dunn to evaluate a policy there are six dimensions that can be used namely effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness.Method used in this research is quantitative method. Data collecting method used in this research are literature study and field study. Meanwhile, population in this study are Headmaster, Head of Administration Office, and Head of OSIS (Student Organization of Intra-School) in High School. The number of sample choosed are 30 respondents based on purposive sampling method.Based on evaluation reveals that the implementation of Local Regulation of Bogor City Number 12 Year of 2009 about Non-Smoking Area yield a score of  3,50, that means “good” in criteria. Reffering to six dimensions of, effectiveness, responsiveness, and appropriateness are “good” in category. On the other hand, efficiency, adequacy, and equity are dimensions with “moderate” in category. Key word : Leadership, Performance, employees

Abstract

The main objective of this research is to know the impact of leadership and employees performance at Ciawi Local Government Clinic of Bogor Municipality.Associative method is research method used to know the relationship or impact between two or more variables. The population of this research is 37 employees. To determine the number of minimum sample, Slovin formula is used. Based on the formula, 27 employees taken as sample. To analyze data, Weight Mean Score and Rank Spearman Correlation are used for hypothetical testing purpose. In this context, H0:ρ = 0, means that there is no positive correlation between leadership and employees performance, and Ha: ρ ≠ 0, means that there is positive correlation between leadership and employees performance.The result of this research show that leadership function by Head of Local Government Clinic is in “pretty good” criteria with mean score of 2,916 (out of 5) and “pretty good” criteria in all of indicator in this variable. Meanwhile, the variable of employees performance is also categorized as “good” criteria with mean score of 3,000 (out of 5). Futhermore, based on Rank Spearman analysis with significance test for n=27 and standar error of 10%, show that Rho 0,368 with “low” criteria. And the significance test t=2,042 > 1,70814, thus, conclusion can be taken that Ho is rejected and Ha is accepted. This mean that there is positive correlation between leadership and employees performance with coefficient of determination 13,5%. In the other words, the research conclusion is the influence of leadership efforts by head of Local Government Clinic is 13,5% and the remaining 86,5% is determined by other factors (epsilon). Key word : Leadership, Performance, employees

Abstract

The purpose of this study  is to know the Road Safety Partnership Action Program Police Goes To School at SMAN 6 and SMK Pembangunan in Bogor City.The theory used in this research is by using policy evaluation from William N. Dunn which stating that to measure the success of an evaluation of the program can be measured through six variables: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The method used is descriptive analysis using quantitative approach. Data analysis technique used is by using the calculation of Weight Mean Score (WMS). Data collection techniques used are literature studies and field studies. The study population are 1,857 students from two schools. While the sampling technique used is proportionate stratified random sampling (stratified proportional). The samples using Yamane formula thus obtained sample are 180 respondents.The results of Program Evaluation Research Road Safety Partnership Action Police Goes To School in SMA 6 and SMK Pembangunan Bogor City obtained a score of 3.64 (in scale of 5) which, according to the interpretation of the criteria that are in “good” categories, although it is still the number of violations that occurred among students. This happens due to the lack of awareness of students in traffic, do not care about the safety and ignore the socialization conducted by the police about the ethics of a good drive to support traffic safety and reduce the number of traffic violations or accidents. Efforts are being made to address the problem is by imposing preventive methods (prevention) and applying repressive methods (in applying force). Keywords: Evaluation, Program, Violation
