Abstract

This study aims to analyze the effectiveness of the School Operational Assistance (BOS) policy in improving school performance, particularly in terms of financial management, the quality of learning, and school governance. BOS is a strategic government program designed to support the delivery of equitable and quality basic education services. In its implementation, BOS funds are used to finance routine school operational needs and to enhance student participation and learning outcomes. The method used in this study is descriptive qualitative, employing literature review and field observation approaches. The findings indicate that the implementation of the BOS policy generally has a positive impact on improving school performance, especially in the provision of educational infrastructure, teacher professionalism development, and improved access to quality learning. However, the effectiveness of this program is highly influenced by the management capacity of schools, transparency in financial reporting, and the involvement of stakeholders such as school committees and the community. Therefore, strengthening governance, continuous supervision, and technical training in BOS fund management are key to optimizing the implementation of the BOS program in order to achieve better educational quality outcomes.

Abstract

Most elementary schools still lack adequate technological infrastructure to support complex data management. Therefore, intensive training for principals on technology utilization and data analysis is a crucial step. This study examines the implementation of data-driven decision-making systems in strategic management in Indonesian elementary schools. Using a systematic literature review and the PRISMA protocol, 45 studies published between 2019 and 2024 were analyzed. Thematic analysis identified three main themes: principals’ data literacy, challenges of technological infrastructure, and the impact of transformational leadership. The findings highlight the need for professional training programs to enhance principals’ competencies and improve data utilization. The proposed Data-Driven Decision-Making Framework (D3F) aims to address these challenges and optimize strategic management in elementary schools. The study emphasizes the importance of integrating technology and evidence-based practices to strengthen decision-making processes in education.

Abstract

This study aims to examine the disparity in education financing between regions in Indonesia in the context of fiscal decentralization. The main focus is directed at how variations in fiscal capacity and regional governance affect the proportion of education spending and the achievement of access and quality of education services. The method used is a systematic literature review of scientific journals, policy documents, and reports from national and international institutions published in 2015–2025. The analysis was carried out through thematic coding of issues such as the General Allocation Fund (DAU), Special Allocation Fund (DAK), Regional Original Income (PAD), and education indicators such as School Participation Rate (APS), Gross Participation Rate (APK), and National Assessment results (AN). The results of the study show significant disparities in education spending per capita between regions with high and low PAD. Transfer funds from the center have not been fully effective in closing the gap, especially because the allocation scheme is less flexible and there are minimal performance-based incentives. Regions with weak managerial capacity tend to have lower education outcomes. The novelty of this article lies in the development of a conceptual model that links fiscal decentralization, local budget capacity, and the proportion of education spending to equal access and quality of education. This model provides a basis for recommendations for fiscal policies based on performance and real regional needs.

Abstract

In Indonesia, English is taught as a foreign language. EFL students typically study English only in formal educational settings such as classroom and have limited opportunities to practice speaking the language in real-life situation. Hence, English teacher particularly in EFL countries, teaching speaking skills can be challenging. The objective of this is to identify specific teaching challenges and the efforts taken by teachers to address them. A qualitative descriptive method was used, involving interviews, observations, and documentation with two English teachers. The findings reveal seven key challenges: noise level, students speaking L1 language inappropriate time, limited time, unengaged students, the role of exposure in English, handling lower English classes and large class. To address these issues, teachers implemented five main strategies: keep student in the target language, using group work, making a careful choice of topic, teachers are placed to provide comprehensible input and activity on easy language. Many studies have focused only on the challenges in teaching speaking. However, they do not explain the efforts teacher used to overcome them. Analyzing the challenges and efforts in teaching speaking can provide understanding of how teacher overcome these challenges in classroom.

Abstract

This study aims to analyze the influence of human resource management on the quality of graduates in junior high schools in Awangpone District, Bone Regency, South Sulawesi. The type of research used is ex post facto research by applying descriptive quantitative analysis to describe the real conditions in several junior high schools in Awangpone District, Bone Regency. The data collection technique was carried out by distributing questionnaires to respondents, namely educators. The sampling technique used was the Proportionate Stratafied Random Sampling technique which is part of Probability Sampling. The population in this sample was 76 people, therefore the sample of this study was 76 educators. The results of the study showed that Human Resource Management (X) has a significant influence on the quality of graduates (Y). The resulting equation is Y = 7.823 + 0.141 + 0.238, with a constant value of 7.823 and a coefficient for Human Resource Management (X) of 0.238. The results of the significance test show that the t-value for Human Resource Management (X) is 2.032 with a significance value of 0.046, which is smaller than the significance level (α) of 0.05. This indicates a significant influence between human resource management and graduate quality.

Abstract

Penelitian ini bertujuan untuk menganalisis implikasi manajemen kelas unggulan dalam meningkatkan kompetensi siswa di SMK TR Sinar Husni 2 TR Medan. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data meliputi wawancara, observasi, dan dokumentasi. Informan utama dalam penelitian ini adalah kepala sekolah, siswa, dan guru kelas unggulan. Hasil penelitian menunjukkan bahwa manajemen kelas unggulan dilakukan secara sistematis, dimulai dengan proses seleksi siswa yang ketat, penyediaan sarana dan prasarana yang lebih baik, integrasi pembelajaran berbasis teknologi, dan penambahan jam belajar. Strategi pembelajaran yang diterapkan berfokus pada pengembangan potensi siswa secara holistik dalam ranah kognitif, afektif, dan psikomotorik. Dampak positif dari manajemen ini terlihat dari meningkatnya kesiapan siswa untuk memasuki dunia kerja dan melanjutkan pendidikan tinggi. Program kolaborasi dengan industri seperti Yamaha, Toyota, dan Alfa Scorpi, serta kesempatan magang internasional melalui Yayasan Habibie, menjadi indikator keberhasilan program. Kesimpulannya, manajemen kelas unggulan berkontribusi signifikan terhadap peningkatan kompetensi, motivasi, dan kemandirian siswa. Penelitian ini merekomendasikan agar manajemen kelas unggulan terus dikembangkan dan disesuaikan untuk memenuhi tuntutan tenaga kerja dan tantangan pendidikan.

Abstract

The implementation of Industrial Revolution 4.0 and Society 5.0 demands curriculum changes in the Business Education Study Program of Medan State University (UNIMED) to create graduates who have pedagogical skills and digital entrepreneurship expertise. This study aims to analyze students' and lecturers' perceptions of the effectiveness of the Outcome-Based Education (OBE)-based block curriculum and evaluate the need for more integrated thematic curriculum development. The method used is a mixed methods approach with a survey of 115 students semester 3-5 and 7 lecturers, as well as in-depth interviews, complemented by descriptive statistical and thematic analysis. The results showed 68% of students considered the eight-week duration of the block system inadequate for project-based learning; only 41% of respondents saw a clear link between courses in a block; the proportion of skills assessment of 38% did not meet OBE standards; and collaboration with industry was still limited only in 28% of blocks. Project-Based Learning received high satisfaction (82%), but the use of digital technology is still low. In conclusion, the main results revealed, among others, that block duration needs to be adjusted, especially for practicum projects; thematic learning should combine related courses (integration of marketing, entrepreneurship, and pedagogy.

Abstract

This study aims to describe the educational supervision strategy in teaching the Qur'an at TPQ Masjid Al-Hikmah, Gentan, Laweyan, Solo. The background of this research is the important role of supervision in improving the effectiveness of learning, especially in non-formal educational institutions such as TPQ. This research uses a descriptive qualitative approach with data collection techniques through interviews, observation, and documentation of three TPQ teachers. The results show that supervision is carried out in a structured manner through the division of tasks based on teacher competence, selection of learning methods that are in accordance with the characteristics of students, and continuous learning evaluation. The supervision strategy has a positive impact on teacher motivation, improving the quality of learning, and achieving student learning outcomes. In conclusion, the supervision model carried out by the head of TPQ plays an important role in creating effective, meaningful and character-oriented learning as well as the ability to read and memorize the Qur'an properly and correctly. Unlike other studies that focus on formal educational institutions, this research focuses on informal institutions, namely TPQ. Non-formal institutions are just as important as formal educational institutions.

Abstract

This study aims to analyze the influence of madrasah principal leadership on the work motivation and work discipline of non-certified teachers at private Tsanawiyah madrasahs in Sakra Barat District. This study employs a quantitative approach, utilizing a survey research design. The population in this study consists of 193 non-certified teachers spread across 16 madrasahs. The sampling technique used is a census sample. Therefore, the sample in this study amounts to 193 teachers. The data processing in this study is carried out with the assistance of the Partial Least Square (PLS) application. The results of this study indicate that the leadership of the madrasah principal has a positive and significant influence on the work motivation of non-certified teachers. The leadership of the madrasah principal also has a positive and significant effect on the work discipline of non-certified teachers. Furthermore, work motivation has a positive and significant impact on the work discipline of non-certified teachers at Tsanawiyah madrasahs in Sakra Barat District. This study implies that madrasah principals must continuously improve the quality of their leadership by applying an effective leadership style, being exemplary figures, and acting as motivators for teachers.

Abstract

This type of research is included in the category of qualitative research. This research was carried out at MTsS Darul Aman, Aceh Besar Regency, Aceh Province. Based on the results of research, education financing management has been implemented through three main stages: planning, implementation, and evaluation. In the planning stage, the school prepares an annual budget plan based on operational needs which includes infrastructure, teacher honorarium, learning activities, and educational quality development. The preparation of this budget is carried out in a participatory manner, involving the head of the madrasah, the treasurer, and the school committee. At the implementation stage, funds are used according to the budget plan that has been set. The school strives to maintain transparency and accountability in the use of funds, especially BOS funds and community donations. Meanwhile, in the evaluation stage, MTsS Darul Aman conducts periodic reviews of budget realization and the effectiveness of the use of funds. This evaluation is carried out by the school management team together with the committee, with the aim of ensuring that each financing really contributes to improving the quality of education. Overall, the implementation of education financing management at MTsS Darul Aman has been proven to support the creation of a more effective and efficient educational process. A well-structured and monitored financial management system is one of the important factors in encouraging better quality of education in this madrasah.
