Abstract

This research aims to analyze the achievements of bureaucratic reform in Bima Regency, Indonesia, with a focus on the aspects of transparency in public administration, the application of merit system in employee management, optimization of public services, and the implementation of bureaucracy simplification policies based on information technology. In this context, the research highlights the importance of these aspects in enhancing accountability, efficiency, and quality of public services. The research methodology used is qualitative descriptive, collecting data through interviews, literature reviews, and data analysis from primary and secondary sources. The results of the research indicate that the implementation of bureaucratic reform in Bima Regency has progressed, especially in terms of transparency in public administration, the application of merit system, and the adoption of information technology. The Unqualified Opinion from the Supreme Audit Agency (BPK) on the Regional Government Financial Report signifies success in maintaining transparency, while the adoption of E-Government applications has improved efficiency and transparency in various government sectors. However, there are still challenges such as deviations in employee selection procedures and complaints regarding the quality of public services, indicating the need for additional steps to ensure the overall success of bureaucratic reform. Despite obstacles in implementation, these positive trends reflect successful efforts in adopting information technology as a tool to enhance administrative efficiency and the quality of public services, reflecting the commitment of local governments to improve governance that is more efficient, transparent, and responsive to the needs of the community.

Abstract

Penelitian ini bertujuan untuk mengeksplorasi fenomena tekanan politik terhadap Aparatur Sipil Negara (ASN) selama Pilkada Serentak 2024 di Kota Bima, dengan fokus pada dilema etis yang mengancam netralitas dan imparsialitas birokrasi. Meskipun ASN seharusnya profesional dan netral, mereka kerap terjebak dalam tekanan politik dari elite lokal, menciptakan konflik antara kepatuhan terhadap regulasi dan desakan untuk mendukung calon tertentu, yang pada akhirnya merusak kredibilitas birokrasi. Penelitian ini menggunakan metode deskriptif kualitatif, dengan data yang dikumpulkan melalui wawancara mendalam dengan ASN, pejabat pemerintahan, pengawas pemilu, dan pengamat politik, serta observasi partisipatif terhadap dinamika politik di Kota Bima. Hasil analisis menunjukkan bahwa ASN sering dihadapkan pada tekanan politik signifikan, menciptakan dilema etis dan mengancam integritas birokrasi. Tekanan ini, jika diabaikan, dapat merusak netralitas ASN yang seharusnya independen. Selain itu, ancaman terhadap karier ASN yang menolak tekanan politik semakin memperparah situasi. Hasil penelitian juga mengindikasikan bahwa kurangnya pemahaman ASN terhadap regulasi netralitas semakin memperburuk kondisi, yang berdampak negatif pada kualitas pelayanan publik dan integritas demokrasi lokal. Penelitian ini diharapkan memberikan wawasan untuk reformasi birokrasi yang lebih kuat dalam mendukung pelaksanaan demokrasi yang jujur dan adil di Kota Bima.

Abstract

Penelitian ini bertujuan untuk mengeksplorasi dan mengidentifikasi tantangan serta potensi yang terkait dengan pengembangan model pengelolaan sumber daya manusia (SDM) yang berorientasi pada pendidikan karakter di Universitas Mbojo Bima, Nusa Tenggara Barat. Pendekatan penelitian ini menggunakan metode deskriptif kualitatif yang melibatkan observasi, wawancara, dan dokumentasi pada level kampus di Universitas Mbojo Bima. Hasil dan pembahasan dari penelitian ini menyoroti pentingnya seleksi staf pengajar dan karyawan yang memiliki komitmen terhadap pendidikan karakter, pengembangan program pendidikan yang mencakup aspek karakter dan nilai-nilai moral, integrasi nilai-nilai karakter dalam kurikulum, pengembangan kebijakan dan prosedur yang mendukung pembentukan karakter mahasiswa, serta evaluasi dan peningkatan berkelanjutan dalam menjaga kualitas dan relevansi program pendidikan karakter. Dari temuan penelitian ini, diharapkan dapat memberikan kontribusi penting dalam meningkatkan kualitas pendidikan tinggi di Indonesia dan memperkuat karakter serta moralitas generasi muda.

Abstract

Penelitian ini bertujuan untuk menganalisis dampak ekonomi keberadaan Desa Wisata Rammang-Rammang terhadap perekonomian masyarakat lokal di Kabupaten Maros, Sulawesi Selatan. Metode penelitian yang digunakan adalah pendekatan kuantitatif dengan pengukuran multiplier effect menggunakan Keynesian Income Multiplier dan Ratio Income Multiplier tipe I dan II. Data dikumpulkan melalui observasi, wawancara, dan survei terhadap pelaku usaha lokal, tenaga kerja, serta wisatawan. Hasil penelitian menunjukkan bahwa Desa Wisata Rammang-Rammang memberikan kontribusi ekonomi yang signifikan terhadap masyarakat sekitar dengan Nilai Keynesian Income Multiplier sebesar 8,385 menunjukkan bahwa setiap peningkatan pengeluaran wisatawan sebesar satu rupiah akan berdampak terhadap perekonomian lokal sebesar 8,385. Sementara itu, nilai Ratio Income Multiplier tipe I sebesar 1,162 dan tipe II sebesar 1,171 mengindikasikan peningkatan pendapatan tenaga kerja dan pemilik usaha. Hal ini menunjukkan bahwa sektor pariwisata mampu menjadi salah satu pendorong pertumbuhan ekonomi lokal melalui peningkatan pendapatan, penciptaan lapangan kerja, dan aktivitas usaha produktif. Oleh karena itu, pengembangan infrastruktur dan dukungan kebijakan berkelanjutan sangat diperlukan untuk memaksimalkan potensi ekonomi kawasan wisata tersebut

Abstract

The purpose of writing is to find out the soul in the Qur'an and the perspectives of Muslim philosophers about the soul . The soul is defined as something in a physical form that is materially attached to human beings, visible and not hidden, but at other times it has a meaning as something in a non- material form that flows in the human body as a substance (jauhar) , spirit substance or thinking substance. In the Koran there are two terms that are often used to capture the meaning of the soul, namely ruh (spirit) and nafs . The word nafs in its various forms of derivation is found in 63 letters or 55,26 % of the total number of letters contained in the Qur'an. The word nafs has various meanings including: First, Nafs as self or someone, Second, Nafs as the self of God, Third, Nafs as spirit. Fourth, Nafs as a soul. The philosophy of the soul put forward by Muslim philosophers is an infusion of Greek philosophy which they later developed by drawing closer to Islamic teachings. According to Muslim philosophers, the soul is a spiritual substance as a place for the body. The relationship between the unity of the soul and the body is a coincidence, in which both stand alone and have different substances, so that the destruction of the body does not bring destruction to the soul. The soul remains eternally alive and will feel torment or suffering

Abstract

This study aims to explore various effective training methods for improving javelin-throwing skills. Through a literature review, it was found that methods such as strength training, plyometric, and automatic recognition techniques showed positive results in improving athlete performance. Additionally, factors such as flexibility and muscle strength also contribute significantly to javelin throwing ability. The results of this study are expected to provide guidance for coaches and athletes in designing more effective training programs, as well as be the basis for further research on the development of javelin throwing training methods in the future.

Abstract

This study investigates how Financial Literacy and Digital Innovation contribute to the performance of Micro, Small, and Medium Enterprises (MSMEs). It fills a gap in empirical research concerning the effects of financial literacy and digital innovation on MSME growth. A conceptual framework grounded in agency theory has been established. The research involved distributing 200 questionnaires to MSME stakeholders in Sidenreng Rappang District, South Sulawesi. Data was gathered through surveys and analyzed using multiple regression to evaluate the influence and interaction of these two factors on MSME performance. Hypotheses were tested via multiple linear regression to assess how independent variables affect the dependent variable. The results show that both financial literacy and digital innovation have a significant individual impact on MSME performance. Moreover, the interaction of financial literacy and digital innovation also positively influences MSME performance. These findings are anticipated to offer valuable insights for policymakers in crafting programs that enhance MSME growth through improved financial literacy and digital innovation. Additionally, academics can further contribute to the advancement of new theories and knowledge in this area.Keywords: Financial Literacy, Digital Innovation, SME Performance.

Abstract

This study examines the legal-political paradox behind granting the Administrative Court (PTUN) authority to assess abuse of power by public officials, and how it affects criminal law enforcement. Using a qualitative socio-legal method, data were collected through legal document analysis, interviews with judges, scholars, and practitioners, and court ruling reviews. While the Administrative Law grants PTUN binding authority, its scope is limited by Supreme Court Regulation No. 4 of 2015 (Perma 4/2015), particularly due to the vague phrase “after APIP oversight.” According to the Supreme Court, only 12 abuse-of-power (PW) cases were filed between 2015 and 2022—most rejected on procedural grounds. Of the three cases ruled without abuse found, two were still prosecuted criminally. This reveals the court’s weak role in protecting officials’ discretionary authority. The study concludes that institutional and regulatory flaws blur the line between administrative and criminal law, undermining PTUN’s corrective function. A comprehensive revision of Perma 4/2015 and institutional strengthening of PTUN are urgently needed to ensure a legal framework that is fair, rational, and accountable for public officials operating within the bounds of lawful administrative discretion.

Abstract

Digital data collection skills have become essential for students in the field of health administration. KoboToolbox is an open-source platform that offers ease in creating survey forms as well as collecting and managing data, both online and offline. This community service activity aimed to introduce and train students from the Health Administration program of the Faculty of Sports and Health Sciences in the use of KoboToolbox. The methods used included theoretical socialization, direct platform demonstration, independent practice by participants, and evaluation of understanding through pre-test and post-test assessments. This activity was enthusiastically attended by 254 students. Evaluation results showed an increase in the average score from 45.0 in the pre-test to 83.6 in the post-test, reflecting a 38.6-point improvement. This improvement indicates the effectiveness of the socialization and hands-on practice approach in enhancing participants' digital literacy, particularly in the context of health data collection. Challenges encountered included internet connectivity issues and initial adaptation to the platform interface, which were overcome through intensive guidance. It is expected that the skills gained from this activity can be applied in academic work, research, and field practices in the future, and serve as a crucial asset to support technology-based health information systems.

Abstract

This study critically investigates the contours of post-electoral political exclusion in West Nusa Tenggara (NTB) following Indonesia’s 2024 Simultaneous Regional Elections, situating the phenomenon within broader democratic deficits in representation and deliberation. Anchored in the theoretical intersection of elite domination and bureaucratic politicization, the research explores how exclusionary practices are institutionally embedded through strategic civil service reshuffling and symbolic power consolidation by victorious political coalitions. Employing a qualitative, critical case study approach, the study draws on in-depth interviews, participatory observation, and document analysis to construct a nuanced understanding of exclusion mechanisms. Key findings reveal that the electoral triumph of the KIM PLUS coalition catalyzed a reconfiguration of local power alliances, marginalizing opposition actors and transforming bureaucratic appointments into instruments of political reward. The post-election vacuum in over ten strategic governmental roles became an arena for political capitalization, wherein meritocratic procedures were eclipsed by informal networks, loyalty politics, and clientelism. Furthermore, the mutation of educational leadership positions, under the pretext of pedagogical reform, demonstrated the infiltration of partisan logic into ostensibly neutral institutions. These dynamics erode institutional integrity, compromise administrative neutrality, and precipitate a broader crisis of democratic legitimacy. The research concludes that post-electoral exclusion in NTB functions not merely as a residual anomaly of electoral cycles, but as a systemic manifestation of symbolic domination, structurally reproducing elite control while hollowing out spaces for genuine participation. This phenomenon poses a critical threat to democratic resilience and necessitates urgent normative and institutional reforms to safeguard inclusive governance.
