Abstract

Penelitian ini bertujuan untuk mengkaji reformasi birokrasi pemerintahan daerah Kabupaten Bima dalam upaya mempertahankan kualitas pelayanan publik. Reformasi birokrasi dianggap sebagai kebutuhan mendesak untuk memenuhi harapan masyarakat akan pelayanan yang cepat, efisien, dan akuntabel. Menggunakan pendekatan deskriptif kualitatif dan studi literatur, penelitian ini dilaksanakan di Kabupaten Bima dengan fokus pada birokrasi pemerintahan daerah dan pelayanannya kepada masyarakat. Data dikumpulkan melalui wawancara mendalam dengan pegawai pemerintah daerah, pemimpin masyarakat, dan warga setempat, serta melalui studi literatur yang mencakup dokumen resmi, peraturan, dan kebijakan terkait reformasi birokrasi dan pelayanan publik. Teknik analisis data model interaktif digunakan untuk mengidentifikasi pola, tema, dan hubungan yang relevan. Hasil penelitian menunjukkan bahwa meskipun otonomi daerah memberikan peluang untuk peningkatan, birokrasi pemerintahan daerah masih menghadapi berbagai tantangan, termasuk struktur organisasi yang tidak efektif, rendahnya partisipasi masyarakat, dan transparansi yang belum optimal. Reformasi birokrasi melalui perubahan pola pikir, manajemen kinerja yang lebih baik, dan akuntabilitas diharapkan dapat meningkatkan kualitas pelayanan publik di Kabupaten Bima. Penelitian ini menekankan pentingnya keterlibatan masyarakat dalam proses reformasi dan penyusunan kebijakan pelayanan publik untuk memastikan layanan yang diberikan sesuai dengan kebutuhan dan harapan masyarakat. Implementasi standar pelayanan minimal dan peningkatan indeks kepuasan masyarakat menjadi indikator penting dalam menilai keberhasilan reformasi birokrasi di Kabupaten Bima.

Abstract

Penelitian ini bertujuan untuk mengevaluasi penerapan Sistem Online Single Submission (OSS) di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kota Bima, serta dampaknya terhadap proses perizinan usaha. Tujuan khusus dari penelitian ini adalah untuk menganalisis kecepatan, akurasi, transparansi, dan keterjangkauan layanan perizinan setelah implementasi OSS. Penelitian ini juga bertujuan untuk mengidentifikasi tantangan yang dihadapi serta memberikan rekomendasi untuk peningkatan layanan perizinan melalui OSS. Metode penelitian yang digunakan adalah metode deskriptif kualitatif dengan pengumpulan data melalui wawancara, observasi, dan studi literatur. Data yang dikumpulkan dianalisis secara triangulasi untuk memastikan validitas dan kedalaman informasi. Penelitian ini juga menggunakan teknik analisis data interaktif untuk memahami dinamika implementasi OSS dan dampaknya terhadap proses perizinan di Kota Bima. Hasil penelitian menunjukkan bahwa penerapan OSS di DPMPTSP Kota Bima telah memberikan dampak positif yang signifikan. Proses perizinan yang sebelumnya memerlukan waktu yang lama dengan banyak tahapan administrasi manual kini dapat diselesaikan secara online, mengurangi waktu pelayanan izin berusaha dari satu bulan menjadi paling lama satu minggu. Penggunaan OSS juga meningkatkan akurasi dan transparansi proses perizinan, dengan fitur pelacakan real-time yang memungkinkan pemohon memantau status permohonan mereka secara langsung. Selain itu, integrasi antarinstansi terkait yang difasilitasi oleh OSS meningkatkan koordinasi dan efisiensi dalam proses perizinan. Namun, penelitian ini juga mengidentifikasi beberapa tantangan, seperti keterbatasan jumlah petugas, kurangnya anggaran, kesenjangan digital, resistensi terhadap perubahan, dan gangguan teknis. Berdasarkan hasil penelitian, disarankan adanya program sosialisasi intensif, peningkatan jumlah dan kompetensi petugas, serta investasi dalam infrastruktur IT untuk mengoptimalkan layanan OSS. Penelitian lebih lanjut diperlukan untuk mengembangkan fitur tambahan dan meningkatkan otomatisasi sistem guna mendukung pertumbuhan ekonomi lokal dan menciptakan lingkungan usaha yang kondusif di Kota Bima.

Abstract

Penelitian ini bertujuan untuk mengetahui strategi pemberdayaan sosial ekonomi masyarakat pesisir Kabupaten Bima. Penelitian ini menggunakan metode kualitatif deskriptif. Lokasi penelitian ini adalah Dinas Pariwisata, Dinas Kelautan dan Perikanan, dan Dinas Lingkungan Hidup Kabupaten Bima. Hasil penelitian menunjukkan bahwa Dalam pemberdayaan sosial-ekonomi masyarakat pesisir, Pemerintah Kabupaten Bima melaksanakan program pemberdayaan masyarakat dalam pengawasan dan pengendalian sumber daya kelautan perikanan dengan membentuk Pokmaswas. Selain itu pemberdayaan juga dilakukan melalui program pemberdayaan ekonomi masyarakat pesisir (PEMP) dalam mewujudkan masyarakat perikanan yang memiliki motivasi, terampil, berwawasan luas dan mampu bekerjasama dalam suatu wadah kelompok melalui program peningkatan dan pengembangan produksi, pengolahan dan mutu hasil perikanan, pengembangan usaha bidang penangkapan dan budidaya serta usaha bidang pengolahan hasil perikanan. Juga pendampingan Pemberdayaan bagi Usaha Garam Rakyat (PUGAR). Pemberdayaan juga dilakukan dari sektor pariwisata terutama dalam mendukung Program prioritas SAKOSA melalui pengembangan Ekonomi Kreatif (Ekraf) dalam mendongkrak ekonomi masyarakat pesisir. Selain itu juga ada Kelompok Sadar Wisata (Pokdarwis) masyarakat pesisir dibentuk untuk mewujudkan kemitraan dalam pengembangan, penataan, pemeliharaan dan promosi wisata di Kabupaten Bima.

Abstract

Penelitian ini bertujuan untuk mengetahui pengembangan dan peningkatan program pemberdayaan sosial masyarakat lokal melalui penguatan partisipasi masyarakat dalam pengawasan sumber daya pesisir. Metode penelitian yang digunakan adalah kombinasi (mixed methods). Penelitian dilakukan di Dinas Kelautan Perikanan, Dinas Pariwisata, Badan Lingkungan Hidup, dan lima kecamatan pesisir di Kabupaten Bima Provinsi Nusa Tenggara Barat. Hasil penelitian menunjukkan bahwa penguatan dan pemberdayaan Kelompok Masyarakat Pengawas (Pokmaswas), sejak pengalihan kewenangan pengawasan kepada Pemerintah Provinsi, keberadaan Pokmaswas tidak lagi efektif terutama keterpaduan dalam hal pengawasan dan penangkapan pelaku illegal fishing serta pelaku pengeboman ikan akibat lemahnya koordinasi. Selain itu pengalihan kewenangan tersebut telah menciptakan rantai perintah dan aliran informasi yang panjang juga secara langsung menyebabkan prosedur pengambilan keputusan menjadi tidak efisien.

Abstract

This research aims to evaluate the collaborative governance approach in the pre-disaster phase and the efforts made by various actors to anticipate disasters in Bima Regency. The research used a descriptive qualitative method with subjects selected through a purposive sampling technique. Data collection techniques included observation, interviews, and documentation. The research results indicate that disaster management in Bima Regency is conducted through a collaborative governance approach involving all elements of society. The Disaster Management Agency (BPBD) acts as the leading sector in implementing programs in the Regional Disaster Management Plan in collaboration with cross-sectoral partners. This collaboration process has also integrated the Disaster Management Plan into the strategic and annual work plans of all SKPDs, and the local government collaborates with universities in developing research results that can be directly applied by the government, individuals, and families. This collaboration has resulted in disaster mitigation strategies focused on strengthening the legal framework, increasing capacity, and accountability of disaster management governance.

Abstract

The purpose of this study was to determine the socio-economic empowerment strategy of the coastal community of Bima Regency. This study used the descriptive qualitative method. The location of this research is the Department of Tourism, the Department of Marine Affairs and Fisheries, and the Department of the Environment of Bima Regency. The results of the study indicate that in the socio-economic empowerment of coastal communities, the District Government of Bima implements a community empowerment program in controlling and controlling marine fisheries resources by forming Pokmaswas. In addition, empowerment is also carried out through the coastal community economic empowerment program (PEMP) in realizing a fishing community that has the motivation, skills, and broad insight and is able to understand in a group forum through programs to improve and develop, process and quality fishery products, develop fishing and fishing business sectors. cultivation and fishery product processing business. Also assistance for the Empowerment of the People's Salt Business (PUGAR). Empowerment is also carried out from the tourism sector, especially in supporting the SAKOSA priority program through the development of the Creative Economy (Ekraf) in boosting the economy of coastal communities. In addition, there is also a Tourism Awareness Group (Pokdarwis) for coastal communities formed to create partnerships in the development, arrangement, maintenance, and promotion of tourism in Bima Regency.

Abstract

This study aims to determine cross-sectoral collaboration efforts in disaster management in Bima Regency through coordination, integration, partnership, and empowerment. The subjects of this study were selected through a purposive sampling technique. Data collection techniques consist of observation, interviews, and documentation. The results of the study indicate that the implementation of disaster management, apart from referring to the ability of the Regional Government of Bima Regency to implement policies and their performance effectively, also applies the principles of integration and various levels of organization. Especially in disaster prevention and mitigation efforts, the Regional Government of Bima Regency collaboratively seeks to strengthen rules and institutional capacity and disseminate regulations and guidelines for implementing the Bima Regency Spatial Plan by implementing building zoning in disaster risk areas. Then carry out Research and Development activities involving professional Research Teams and NGOs. Publish research results to be used as guidelines for reducing risk and increasing knowledge of the government and the community in efforts to reduce disaster risk.

Abstract

This study examines the intricate challenges of maintaining bureaucratic impartiality in the 2024 Legislative and Presidential Elections in Bima Regency, particularly emphasizing the pervasive influence of political dynasties. This research employs a descriptive qualitative approach and an in-depth literature review to elucidate the intricacies of local political dynamics. It illuminates how political pressure, interest-based interventions, and entrenched polarization erode bureaucratic integrity. The findings illustrate the considerable influence wielded by political dynasties in Bima Regency, which extends beyond the political sphere to encompass symbolic, cultural, and economic domains. This formidable sway presents a formidable challenge to the neutrality of bureaucratic institutions during the electoral process. Furthermore, this research highlights the crucial function of independent media in advancing inclusive democracy and upholding bureaucratic impartiality. By offering a nuanced analysis, the research uncovers the challenges and provides strategic recommendations to improve bureaucratic independence. Some key suggestions include improving ethics education and training for civil servants, strengthening oversight mechanisms, enforcing strict sanctions against violations, and encouraging greater public engagement and awareness. Ultimately, this study contributes valuable insights to ongoing efforts to improve the quality of democracy in Bima District and across Indonesia, paving the way for more resilient and transparent democratic processes in the future.

Abstract

Institutional capability becomes a measure of understanding and ability of local governments in disaster management efforts. This study aims to analyze and describe the institutional capabilities of the Bima District Government in disaster management. This study used descriptive qualitative method. The results show that Disaster management policies have not become a priority for Regional Government policies, financial resources are still minimal where the budget ceiling in regional disaster management has not met the 1 percent figure, even though according to law it requires at least 1 percent of the APBD, causing integration and coordination ineffective institutions, thus collective efforts to achieve disaster management objectives are also not maximal. In addition, the low disaster resilience index in Kabupaten Bima is still at level 3 based on the Hyogo Frameworks for Actions (HFA) indicator. This explains that the Bima District Government has implemented efforts to reduce disaster risk, but with achievements that are still sporadic in nature due to the absence of institutional commitment and / or systematic policies and weak budgetary support. In addition, data on the level of preparedness and capacity of Kabupaten Bima in the face of various types of disasters is at a low level and is very risky. For this reason, it is very important to involve all SKPDs in mainstreaming Disaster management in every regional policy. Also involving researchers, NGOs, the privat sector, as well as capacity building and community participation as an effort to change the paradigm of disaster management in Bima Regency. In addition, it is necessary to implement a strong disaster management mechanism with a disaster risk reduction perspective.

Abstract

This study highlights the urgency of enhancing public accessibility through the implementation of E-Government in Bima District. The research employed a descriptive method with a qualitative approach. The findings indicate that in the context of digital transformation, E-Government becomes a key to improving public access to government services in Bima District, Indonesia. Despite offering significant potential in enhancing efficiency, transparency, and affordability of public services, the implementation of E-Government faces several challenges. Uneven technology infrastructure, low digital literacy, and the lack of trained human resources are among the obstacles that need to be overcome. This study underscores the urgency of enhancing public accessibility through E-Government in Bima District. With a focus on social inclusion, democratic participation, economic aspects, and data security, efforts to address infrastructure constraints, digital literacy, and human resource availability become crucial. Through strategic measures such as technology infrastructure development, enhancement of digital literacy, and inter-agency government coordination, Bima District can achieve significant improvements in public accessibility, increase efficiency in public service, and strengthen community participation in the development process and decision-making
