Abstract

Penelitian ini bertujuan untuk mengetahui Pengendalian Inflasi di Kalimantan Tengah sebagai upaya mengatasi dampak Peperangan Rusia - Ukraina. Metode penelitian yang dilakukan adalah dengan Teknik pengumpulan data menggunakan penelusuran berbagai sumber studi Pustaka, yaitu Google search,Google Scholar, Wikipedia, Surat Kabar dan Media Sosial. Lingkup pencarian dengan mengkombinasi istilah dan kata kunci Inflasi Global, Krisis Pangan Dunia, Invasi Rusia-Ukraina, Peperangan, Pasar Murah. Hasil penelitian yaitu jika dinilai dari berbagai Sudut pandang, Invasi Rusia ke Ukraina juga menyebabkan kenaikan harga bahan bakar dunia, sehingga biaya produksi pupuk semakin tinggi. Indonesia sendiri menjadi negara yang turut terdampak oleh adanya konflik sosial ini. Salah satu Langkah penanganan inflasi yang saat ini dilakukan oleh Pemerintah Provinsi Kalimantan Tengah adalah dengan menyelenggarakan Pasar Murah bersubsidi. Penyelenggaraan Pasar Murah Bersubsidi ini bertujuan untuk menekan laju inflasi dengan harapan dapat menyeimbangkan harga pasar sehingga dapat meringankan beban masyarakat Kalimantan Tengah.

Abstract

Prinsip dasar penyelenggaraan rehabilitasi dan rekonstruksi pasca bencana yaitu, mendahulukan kepentingan kelompok rentan seperti lansia, perempuan, anak dan penyandang cacat. Lembaga Kesejahteraan Sosial Anak (LKSA) mempunyai peranan praktis dalam mitigasi khususnya pascabencana yang mana lingkup komunitasnya mengarah langsung kepada anak - anak terlantar. Tantangan dalam menanggapi pascabencana dapat di kelola dengan mengembangkan, penguatan etitas dan peningkatan kapasitas sdm, potensial yang ada. Diantaranya LKSA yang mempunyai peran praktis yang dinamis dalam berbagai situasi dan kondisi, Dimana dalam kondisi tidak terjadi bencana LKSA menjalankan fungsinya sebagai rumah bagi anak - anak rentan/terlantar, dan dalam situasi pascabencana LKSA dismping sebagai rumah anak-anak rentan/terlantar pada umumnya, juga bagi anak-anak terlantar korban bencana. Penelitian ini melibatkan metode pendekatan kualitatif Field Research pada LKSA Budi Luhur Kabupaten Cianjur. Bertujuan untuk menggambarkan peran Lembaga Kesejahteraan Sosial Anak (LKSA) selaku stakeholder dari pemerintah dalam menanggapi anak-anak telantar korban bencana gampa bumi Cianjur 2022. Diharapkan penelitian ini menjadi salahsatu upaya menghadapi Tantangan dan Peluang bagi Ketahanan Nasional.

Abstract

Banten Province has the highest Open Unemployment Rate (TPT) for Vocational High School (SMK) graduates in Indonesia, becoming a serious concern in the world of education and employment. This study aims to analyze the policy strategy for overcoming unemployment for SMK graduates in Banten Province. Using a qualitative method with a descriptive design, data was obtained through interviews and documentation studies from various sources with a purposive sampling technique. The research locus covers 8 districts/cities in Banten with a sample of 80 informants from state and private SMKs. The results of the study show that the five majors that are most absorbed by the business world and industry (DUDI), namely informatics engineering, automotive engineering, graphic design, accounting, and health. The three main factors causing the high TPT of SMK graduates are limited productive teachers, suboptimal education quality, and the mindset of students who are only ready to work without relevant skills readiness. The policy gap can be seen from the lack of integration between vocational education policies and the real needs of DUDI in the regions. Recommendations include formulating policies for vocational schools based on superior vocational skills, equalizing vocational schools across all sub-districts, and strengthening graduates' soft skills and hard skills that are relevant to industry needs.

Abstract

This article examines the challenges and opportunities of cross-cultural leadership in Indonesia in the context of Industry 4.0. Indonesia is a particularly important setting for this discussion because its organizational life is shaped simultaneously by ethnic, linguistic, religious, regional, and institutional diversity, while its economic and public sectors are increasingly exposed to digital transformation, automation, artificial intelligence, data-driven decision making, and platform-based coordination. Building on an expanded integrative literature review, this manuscript synthesizes scholarship on cross-cultural leadership, cultural intelligence, digital leadership, transformational leadership, and Industry 4.0, while using an Indonesian-language article on cross-cultural leadership in the Industrial Revolution 4.0 era as the foundational source material. The analysis identifies five major challenge clusters: cultural complexity and communication ambiguity, leader self-adaptation and resistance to change, digital capability gaps, tensions between hierarchical leadership traditions and agile innovation, and ethical-trust issues in technologically mediated organizations. The article also identifies six opportunity clusters: diversity-enabled innovation, global and local market responsiveness, inclusive talent development, improved organizational learning, conflict transformation, and long-term sustainability. The central contribution of this article is an integrative framework of culturally intelligent digital leadership, consisting of four mutually reinforcing capabilities: cultural sensemaking, inclusive alignment, adaptive digital orchestration, and ethical learning. The framework suggests that effective leadership in Indonesia's Industry 4.0 context requires more than technical competence or general leadership charisma. It requires the capacity to translate cultural diversity into collaborative intelligence, to govern digital transformation inclusively, and to sustain trust across culturally heterogeneous and technologically mediated work systems.

Abstract

This study aims to understand how leadership in the digital era builds trust and encourages public participation, with a focus on communication strategies and the use of digital technology. The research method used is qualitative with a descriptive design, to describe the leadership phenomenon in depth based on the perceptions and experiences of participants. The study was conducted in Bandung City as a location that is digitally and socially active. The population in this study were government officials and digitally active citizens, with a sample of 15 people consisting of public officials, social media practitioners, and community leaders, selected purposively. The results of the study indicate that effective digital leadership is characterized by information transparency, interactive engagement with the community, and the ability to manage reputation online. Public trust is formed from consistent communication and rapid response to issues. Participation increases when leaders open up a two-way dialogue space. Research recommendations encourage strengthening digital literacy for leaders, implementing participatory communication platforms, and developing digital ethics policies that protect the public's right to information and privacy.

Abstract

The rapid development of digital communication has encouraged local governments to use social media to strengthen public policy transparency. Instagram, as a visually oriented and interactive platform, is increasingly adopted to disseminate policy information and public service messages. This study examines how the Palangka Raya City Government uses Instagram to support public policy transparency by focusing on: (1) the types of policy information communicated and their framing, (2) the dominant communication strategy pattern (push, pull, or networked), and (3) the implications of these practices for citizen interaction and perceived transparency. The study adopts a purposive case approach and qualitative content analysis. Data were drawn from peer-reviewed academic literature, official local government documents, publicly accessible Instagram content from relevant official accounts, and supporting news coverage (2019–2024). The analysis assessed informational completeness (why–what–how–so what), communication strategies, and observable interaction cues (e.g., questions, complaints, clarifications, and visible responses). The findings indicate that Instagram contributes to transparency mainly by increasing policy visibility and providing basic informational access. Substantive transparency is more evident in service-oriented posts that offer actionable guidance and link citizens to formal disclosure and complaint mechanisms such as KIP/PPID and SP4N-LAPOR. However, communication remains predominantly push-oriented, while pull-based interaction is limited and networked collaboration is largely absent. Consequently, digital transparency tends to emphasize information dissemination rather than demonstrably meaningful participation, and any implications for public trust are discussed as inferences rather than directly measured outcomes.

Abstract

This study examines cross-national perspectives on inclusive education services by comparing policy frameworks and implementation practices in Indonesia, Portugal, and Mozambique. Although inclusive education is a global priority, comparative research on service structures across diverse socio-economic contexts remains limited. Using a qualitative comparative design, thematic analysis was conducted on 28 policy documents, international reports, and empirical studies across the three countries. Four themes emerged: policy framework, human resources, infrastructure, and service delivery. Portugal demonstrates a highly institutionalised and coordinated system supported by multidisciplinary teams. Indonesia shows substantial policy development but uneven implementation, particularly in human resources and infrastructure. Mozambique faces significant structural constraints, including limited funding and professional capacity. The findings indicate that effective inclusive education services depend not only on policy commitment but also on system-level capacity, particularly adequate resources, coordination, and professional support. These findings highlight the importance of strengthening implementation capacity to achieve sustainable and equitable inclusive education across diverse national contexts.
