Abstract

The research aims to find innovations in the analysis of Indonesian government policies to encourage democratization of media development that is under government control. The analysis of the writing emphasizes the perspective of citizens' rights to media which refers to Article 19, Universal Declaration of Human Rights (UDHR). The research method uses descriptive analysis with qualitative methodology, explaining breakthroughs in policy analysis and the role of government in encouraging media development through primary and secondary data in contributing to the complexity of media issues in empowering civil society through macro and micro level policies. The research population is around 600 media with a sample of around 60 mass media, online media, radio, and television. Research results: there is a rapid liberalization of the media industry, but not all media can survive. Because the sustainability and diversity of the media are determined by economic, political and government regime interests. Research on innovation in government policy roles must be encouraged to follow the development of the rapidly growing digitalization of media platforms compared to the birth of regulations for free and responsible media freedom and educating and educating the nation

Abstract

Food security is a crucial element in achieving sustainable development, especially in agrarian regions vulnerable to climate change. Desa Sembalun, Lombok Timur, despite its significant agricultural potential as a producer of garlic, potatoes, and carrots, faces challenges such as monoculture dependency, limited empowerment of women, and weak institutional support. This study aims to develop an inclusive community-based food security governance model through crop diversification, strengthening local institutions, and promoting active participation of women. Using the Participatory Action Research (PAR) method, the research involved 30 informants, including farmers, community leaders, and local government representatives, through in-depth interviews, focus group discussions, and observations. The findings reveal that 75% of farmers rely on monoculture, while only 25% have adopted crop diversification. Women play a significant role in food production but their participation in decision-making processes remains low at 20%. Community gardens demonstrate significant potential in supporting food security, but their management lacks adequate institutional support. This study recommends strengthening local institutions, empowering women, and promoting crop diversification as primary strategies to build inclusive and sustainable food security in Desa Sembalun, serving as a potential model for other agrarian regions.

Abstract

(The Role of Village-Owned Enterprises in Waste Management in East Sawarna Village, Bayah District, Lebak Regency, Banten Province) Sawarna Timur Village, Bayah District, Lebak Regency, once faced a major waste problem. The government and the community must pay attention to this problem because it has an impact on the environment. The amount of waste produced is not comparable to the facilities and infrastructure available to manage waste. As a result, waste is dumped carelessly and piled up in one location, which can have a negative impact on the environment, health, and comfort. However, BUMDes Sawarna Timur Village can solve this social problem by using a waste bank. The purpose of this study was (1) to explain the role of BUMDes related to waste management in Sawarna Timur Village (2) to understand and see the implications felt by residents of Sawarna Timur Village after waste management by BUMDes through a waste bank. The study was conducted using a qualitative approach and a qualitative research type with a descriptive analysis approach. The technique for data collection used observation, interviews and documentation. The findings of the study were that BUMDes has an important role in the success of waste management in Sumbergondo Village, through the waste bank program implemented by BUMDes can overcome waste problems in its village. Abstrak Desa Sawarna Timur Kecamatan Bayah Kabupaten Lebak pernah menghadapi masalah besar sampah. Pemerintah dan masyarakat harus memperhatikan masalah ini karena berdampak pada lingkungan. Jumlah sampah yang diproduksi tidak sebanding dengan sarana dan prasarana yang ada untuk mengelola sampah. Akibatnya, sampah dibuang secara sembarangan dan menumpuk pada satu lokasi, yang dapat berdampak buruk pada lingkungan, kesehatan, dan kenyamanan. Namun, BUMDes Desa Sawarna Timur dapat menyelesaikan masalah sosial ini dengan menggunakan bank sampah. Tujuan dilaksanakan penelitian ini (1) menjelaskan peran BUMDes terkait manajemen sampah di Desa Sawarna Timur (2) memahami serta melihat implikasi yang dirasakan warga Desa Desa Sawarna Timur setelah adanya pengelolaan sampah oleh BUMDes melalui bank sampah. Penelitian dilakukan dengan menggunakan pendekatan kualitatif dan jenis penelitian kualitatif dengan pendekatan deskriptif analisis. Teknik untuk pengumpulan data menggunakan observasi, wawancara dan dokumentasi. Hasil temuan penelitian berupa BUMDes memiliki peran penting dalam suksesnya pengeloaan sampah di Desa Sumbergondo, melalui program bank sampah yang dilaksanakan BUMDes bisa mengatasi permasalahan sampah di desanya.

Abstract

This study was conducted to analyze the implementation of patient service policies at the Balaraja Health Center, Tangerang Regency. This study uses a descriptive and qualitative approach. Researchers collected data by observing and interviewing informants to capture the whole phenomenon in the field so that an overview of the implementation of service policies on patients at the Balaraja Health Center was obtained. The data analysis technique used is data source triangulation. Data analysis is carried out before entering the field, during the field, and after completion in the field. Data validity starts with reduction, data presentation, and concluding. Assessment of service quality in Balaraja Health Center patients uses an analysis of 5 Service Quality (ServQual) dimensions: Reliability, Empathy, Responsiveness, Assurance, and Tangible. The results showed several things complained about by informants, which were relatively entirely a lot in the dimensions of reliability, empathy, assurance, and tangible. The things complained about by informants in each dimension need to be a concern of the leadership and staff of the Balaraja Health Center, the Head of the Tangerang District Health Office, and the Tangerang Regent because it will affect patient satisfaction with the services provided by the Balaraja Health Center. In particular, improving the quality of services such as friendly service and not lingering, the layout of goods, and providing a budget for repairing existing damage. In the future, developing a program to expand the building and parking lot is necessary.

Abstract

This study aims to create employee performance in accordance with the bureaucratic reform plan, increase human resources, and productivity at the West Jakarta Madya Tax Service Office (KPP). The subjects of this study include the Head of Supervision Section, Functional Examiner, Extension Functional Officer, and Account Representative. The informant sample was taken using the purposive sampling method, involving 7 participants representing various positions in KPP Madya West Jakarta. The collected data were analyzed qualitatively descriptively. The results showed that independent variables which include policy clarity systems, human resources, leadership, motivation, and job satisfaction had a significant influence on employee performance at KPP Madya West Jakarta. In addition, forced ratings and distributions also affect employee job satisfaction, as well as the amount of performance allowances received. These findings provide an understanding of the complex relationship between the rating system, human resources, leadership, motivation, and job satisfaction in KPP Madya West Jakarta. This research has important implications in the development of effective strategies to improve employee performance through a measurable, objective, accountable, and transparent rating system.

Abstract

Public service ethics for bureaucratic apparatuses could play a role in determining success in carrying out duties as public service providers in the government system in Indonesia.This research aims to provide an overview and solution of various ethical problems of bureaucrats that have been known as the pathology of government or bureaucracy. The implementation of Islamic ethics in the bureaucratic body could be a way to encourage better behavior among bureaucrats, who sometimes don't seem to be following the rules and authority as public servants. There are also problems with arrogance and a lack of attention to detail among some bureaucrats, as well as problems with maladministration, widespread corruption, and law enforcement abusing their authority. This research was conducted using a descriptive qualitative approach, which entailed a thorough review of literature on the subject. The author extracted information on the issue of violations of the behavior of state apparatus that still often occur in Indonesia. This was supported by sources from credible news outlets and scientific journal articles, survey data from official government websites, and relevant books.This research draws upon existing data. In the spirit of continuous improvement and accountability, it is essential for the bureaucratic apparatus to recognize the profound responsibility entrusted by the community and the state as protectors of society. The mandate of the bureaucracy is not merely a symbol of social relations among humans, but also an accountability to God.

Abstract

Indonesia's demographic bonus, characterized by an increase in the number of people of productive age, provides an excellent opportunity to drive economic growth and sustainable development. However, optimizing the demographic bonus faces various challenges, including disparities in the quality of education, inequality in access to skills training, and the unpreparedness of the labor market to absorb the workforce. This study aims to analyze the potential of the demographic bonus as an economic opportunity while identifying challenges that hinder its optimization. With an innovative cross-sectoral approach involving education, health, and the economy, this research offers solutions in the form of strengthening the quality of human resources through technology-based education, digital skills training, and cross-sectoral policy synergies. The results show that cross-sectoral synergies are key in capitalizing on the demographic bonus to support inclusive and sustainable economic growth. The research also highlights the importance of developing policies that are adaptive to the needs of the digital era to create a highly competitive workforce. With strong collaboration between the education, health, and economic sectors, the research provides concrete solutions to improve the quality of human capital through technology-integrated education, relevant digital skills training, and well-coordinated cross-sector policies. It was found that cross-sectoral cooperation is key in harnessing the potential of the demographic bonus to support inclusive and sustainable economic growth. In addition, this research emphasizes the need for policies responsive to the development of the digital era to create a highly competitive workforce in the global market.

Abstract

Motorized vehicle-based transportation is one of the primary contributors to carbon emissions in urban areas of Indonesia. Bekasi City, as one of Jakarta's buffer cities, faces challenges in reducing carbon emissions due to the dominance of motorized vehicles and inadequate transportation infrastructure. This study aims to analyze the policy implementation strategies for reducing carbon emissions through the development of bicycle infrastructure, focusing on the integration of bike lanes, supporting facilities, and public transportation. The findings reveal that the adoption of bicycles in Bekasi remains low due to a lack of infrastructure support and public awareness. This study recommends strategic measures such as enhancing coordination among stakeholders, allocating adequate budgets, and conducting public awareness campaigns to promote bicycles as a primary mode of transportation. With an integrated approach, this policy is expected to support carbon emission reductions in Bekasi and other cities in Indonesia.

Abstract

This study aims to evaluate the Indonesia Smart Program (Program Indonesia Pintar/PIP) at the junior high school (SMP) level in Bandung Regency. The evaluation adopts three key dimensions/indicators proposed by William N. Dunn to assess the implementation of PIP in Bandung Regency: (1) Effectiveness, (2) Efficiency, and (3) Equity. These dimensions were chosen due to recurring issues identified in the implementation of PIP. This research employs a qualitative approach with an instrumental case study design, utilizing multiple sources of information, including observations, interviews, audio-visual materials, documentation, and reports during the research process. The study focuses on PIP beneficiaries among junior high school students in Bandung Regency. The findings reveal the analysis of PIP in Bandung Regency based on effectiveness, efficiency, and equity. First, in terms of Effectiveness, PIP has succeeded in reducing the dropout rate among junior high school students but has not significantly increased the transition rate from basic to secondary education in Bandung Regency. Second, regarding Efficiency, PIP lacks regular and tiered socialization and monitoring by program implementers. Additionally, delays in fund disbursement to PIP beneficiaries are common. Third, in the aspect of Equity, the quota distribution for PIP is not allocated based on the distribution of dropout rates across sub-districts. This indicates persistent inequities and uneven distribution of PIP benefits to intended recipients.

Abstract

This study aims to analyze the implementation of the GKB in fulfilling children's rights in Brebes district. This analysis uses Merilee S. Grindle's theory with implementation content indicators including: Power, interest and strategy of actor involved, Institution an regime characteristic and Compliance and responsiveness. The data sources used in this research came from observations, interviews and documentation studies. The results of this study found that stakeholders have an important role in the GKB program, namely issuing regulations and monitoring the implementation of the regulation.
