Abstract

This study aims to create employee performance in accordance with the bureaucratic reform plan, increase human resources, and productivity at the West Jakarta Madya Tax Service Office (KPP). The subjects of this study include the Head of Supervision Section, Functional Examiner, Extension Functional Officer, and Account Representative. The informant sample was taken using the purposive sampling method, involving 7 participants representing various positions in KPP Madya West Jakarta. The collected data were analyzed qualitatively descriptively. The results showed that independent variables which include policy clarity systems, human resources, leadership, motivation, and job satisfaction had a significant influence on employee performance at KPP Madya West Jakarta. In addition, forced ratings and distributions also affect employee job satisfaction, as well as the amount of performance allowances received. These findings provide an understanding of the complex relationship between the rating system, human resources, leadership, motivation, and job satisfaction in KPP Madya West Jakarta. This research has important implications in the development of effective strategies to improve employee performance through a measurable, objective, accountable, and transparent rating system.

Abstract

Public service ethics for bureaucratic apparatuses could play a role in determining success in carrying out duties as public service providers in the government system in Indonesia.This research aims to provide an overview and solution of various ethical problems of bureaucrats that have been known as the pathology of government or bureaucracy. The implementation of Islamic ethics in the bureaucratic body could be a way to encourage better behavior among bureaucrats, who sometimes don't seem to be following the rules and authority as public servants. There are also problems with arrogance and a lack of attention to detail among some bureaucrats, as well as problems with maladministration, widespread corruption, and law enforcement abusing their authority. This research was conducted using a descriptive qualitative approach, which entailed a thorough review of literature on the subject. The author extracted information on the issue of violations of the behavior of state apparatus that still often occur in Indonesia. This was supported by sources from credible news outlets and scientific journal articles, survey data from official government websites, and relevant books.This research draws upon existing data. In the spirit of continuous improvement and accountability, it is essential for the bureaucratic apparatus to recognize the profound responsibility entrusted by the community and the state as protectors of society. The mandate of the bureaucracy is not merely a symbol of social relations among humans, but also an accountability to God.

Abstract

Indonesia's demographic bonus, characterized by an increase in the number of people of productive age, provides an excellent opportunity to drive economic growth and sustainable development. However, optimizing the demographic bonus faces various challenges, including disparities in the quality of education, inequality in access to skills training, and the unpreparedness of the labor market to absorb the workforce. This study aims to analyze the potential of the demographic bonus as an economic opportunity while identifying challenges that hinder its optimization. With an innovative cross-sectoral approach involving education, health, and the economy, this research offers solutions in the form of strengthening the quality of human resources through technology-based education, digital skills training, and cross-sectoral policy synergies. The results show that cross-sectoral synergies are key in capitalizing on the demographic bonus to support inclusive and sustainable economic growth. The research also highlights the importance of developing policies that are adaptive to the needs of the digital era to create a highly competitive workforce. With strong collaboration between the education, health, and economic sectors, the research provides concrete solutions to improve the quality of human capital through technology-integrated education, relevant digital skills training, and well-coordinated cross-sector policies. It was found that cross-sectoral cooperation is key in harnessing the potential of the demographic bonus to support inclusive and sustainable economic growth. In addition, this research emphasizes the need for policies responsive to the development of the digital era to create a highly competitive workforce in the global market.

Abstract

Motorized vehicle-based transportation is one of the primary contributors to carbon emissions in urban areas of Indonesia. Bekasi City, as one of Jakarta's buffer cities, faces challenges in reducing carbon emissions due to the dominance of motorized vehicles and inadequate transportation infrastructure. This study aims to analyze the policy implementation strategies for reducing carbon emissions through the development of bicycle infrastructure, focusing on the integration of bike lanes, supporting facilities, and public transportation. The findings reveal that the adoption of bicycles in Bekasi remains low due to a lack of infrastructure support and public awareness. This study recommends strategic measures such as enhancing coordination among stakeholders, allocating adequate budgets, and conducting public awareness campaigns to promote bicycles as a primary mode of transportation. With an integrated approach, this policy is expected to support carbon emission reductions in Bekasi and other cities in Indonesia.

Abstract

This study aims to evaluate the Indonesia Smart Program (Program Indonesia Pintar/PIP) at the junior high school (SMP) level in Bandung Regency. The evaluation adopts three key dimensions/indicators proposed by William N. Dunn to assess the implementation of PIP in Bandung Regency: (1) Effectiveness, (2) Efficiency, and (3) Equity. These dimensions were chosen due to recurring issues identified in the implementation of PIP. This research employs a qualitative approach with an instrumental case study design, utilizing multiple sources of information, including observations, interviews, audio-visual materials, documentation, and reports during the research process. The study focuses on PIP beneficiaries among junior high school students in Bandung Regency. The findings reveal the analysis of PIP in Bandung Regency based on effectiveness, efficiency, and equity. First, in terms of Effectiveness, PIP has succeeded in reducing the dropout rate among junior high school students but has not significantly increased the transition rate from basic to secondary education in Bandung Regency. Second, regarding Efficiency, PIP lacks regular and tiered socialization and monitoring by program implementers. Additionally, delays in fund disbursement to PIP beneficiaries are common. Third, in the aspect of Equity, the quota distribution for PIP is not allocated based on the distribution of dropout rates across sub-districts. This indicates persistent inequities and uneven distribution of PIP benefits to intended recipients.

Abstract

This study aims to analyze the implementation of the GKB in fulfilling children's rights in Brebes district. This analysis uses Merilee S. Grindle's theory with implementation content indicators including: Power, interest and strategy of actor involved, Institution an regime characteristic and Compliance and responsiveness. The data sources used in this research came from observations, interviews and documentation studies. The results of this study found that stakeholders have an important role in the GKB program, namely issuing regulations and monitoring the implementation of the regulation.

Abstract

Several issues contribute to food deficiency, such as failure to maintain local government food reserves, low food diversification, declining fertility of agricultural land, and damaged agricultural infrastructure. The purpose of this study is to find out how local governments collaborate to ensure food sufficiency in Ciamis Regency. Using an explanatory research method, where data collection is done through interviews and observations, and data is processed through the stages of reduction, data presentation, and conclusion/verification. The research findings found that the initial conditions; the activities of the Ciamis District Food Security Council show the involvement of various actors. The Food Security Agency, as the lead sector, is responsible for coordinating food security efforts at the local level, as evidenced by coordination meetings.  The institutional design executed by the Food Security Council provides coordination for all stakeholders involved in food security efforts. Collaborative processes are implemented through dialog forum involving representatives from different levels of government, including district, provincial and national levels. The Collaborative Governance approach to achieving food security in Ciamis Regency highlights the important role of institutions and leadership in enabling this process, as well as the importance of coordination and cooperation among multiple stakeholders.

Abstract

Penelitian ini bertujuan menganalisis tata kelola penyelenggaraan Sertifikasi Dosen (Serdos) SMART. Simple (lebih ringkas), Modern-More Innovative (penyelenggaraan seluruhnya secara daring), Accountable (dapat dipertanggungjawabkan), Responsive (tanggap terhadap perubahan), Transparent (pemantauan realtime oleh pihak berwenang) menggunakan pendekatan kelembagaan baru (new institutionalism) dengan prinsip common-pool resource dari Elinor Ostrom. Penelitian ini menggunakan analisis kualitatif di Direktorat Sumber Daya, Ditjen Dikti, dengan 20 informan yang dipilih secara purposive. Pengumpulan data dilakukan melalui Dokumentasi, observasi dan wawancara semi-struktur yang meliputi pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa meskipun Serdos SMART bertujuan meningkatkan profesionalisme dosen, implementasinya masih menghadapi kendala dalam koordinasi, sistem manajerial, serta pemenuhan persyaratan sertifikasi. Prinsip Ostrom mengenai pengelolaan sumber daya bersama dapat memberikan perspektif baru dalam meningkatkan efektivitas tata kelola Serdos SMART, terutama dalam aspek regulasi, partisipasi pemangku kepentingan, serta mekanisme pemantauan dan evaluasi. Temuan ini memberikan kontribusi teoretis bagi pengembangan model tata kelola kebijakan pendidikan tinggi dan secara praktis dapat menjadi rekomendasi bagi pembuat kebijakan dalam menyempurnakan tata kelola dalam penyelenggaraan Serdos SMART.

Abstract

Adanya pandemi COVID19 di Indonesia pada pertengahan Tahun 2020-2021 menjadi tantangan sekaligus mengubah pola interaksi antar individu maupun masyarakat umum. Fungsi teknologi informasi (IT) dalam proses koordinasi menjadi hal yang signifikan sehingga terbentukk pola aktivitas masyarakat yang hybrid. Badan Penyuluhan dan Pengembangan Sumber Daya Manusia (BP2SDM) sebagai salah satu organisasi pemerintah melaksanakan proses koordinasi dan interaksi antar personil dalam penyelesaian tugas organisasi, membutuhkan adaptasi fungsi teknologi informasi yang lebih banyak dibandingkan tatap muka. Perubahan kebiasaan dan arus penyesuaian terhadap fungsi teknologi informasi ini sejalan dengan konsep agile human resource yang serba cepat, pemanfaatan IT secara masif dan pola aktivitas yang tidak bergantung sepenuhnya pada tempat dan waktu yang tersedia. Tujuan dari penelitian ini adalah menganalisis dan menggali secara lebih mendalam implementasi hybrid working di lingkungan satuan kerja pusat BP2SDM Kementerian Lingkungan Hidup dan Kehutanan. Penulis menggunakan pendekatan kualitatif dilakukan dalam penelitian ini dimaksudkan untuk memotret fenomena yang terjadi di lapangan dengan melibatkan beberapa informan dari satuan kerja pusat BP2SDM yang memahami betul konteks penelitian yang diambil. Pengambilan data dilakukan dengan indepth interview, observation dan studi dokumentasi.
