Abstract

The purpose of this study is to evaluate the efforts of the East Java Provincial Government in empowering Islamic Boarding Schools, with a specific focus on their roles as educational and religious institutions, by Law No. 18 of 2019 on Islamic Boarding School. This study adopts a qualitative research approach guided by Peter H. Rossi's Program Evaluation Theory. Data collection methods encompass in-depth interviews with key stakeholders, including government officials, Islamic Boarding School leaders, educators, and community members. Additionally, policy document analysis and direct observations within Islamic Boarding School institutions. The collected data is transcribed and thematically analyzed, guided by Program Evaluation Theory by content analysis. The findings reveal significant advancements in the empowerment of Islamic boarding schools by the East Java Provincial Government. These improvements encompass increased accessibility, elevated educational quality, and economic empowerment within the Islamic Boarding School system. Notable measures contributing to these enhancements include teacher training, the development of inclusive curricula, and improved financial support. Law No. 18 of 2019 serves as a robust legal framework underpinning the empowerment of Islamic Boarding Schools. Nevertheless, challenges persist, including resource limitations, restricted stakeholder cooperation, and the imperative for more effective monitoring and evaluation mechanisms. This research contributes valuable insights into evaluating Islamic Boarding School empowerment programs within the context of Law No. 18 of 2019. It employs the Program Evaluation Theory as a robust framework for assessment. The findings emphasize the value of policy support and collaboration to sustain and improve Islamic Boarding School empowerment in East Java.

Abstract

Adanya pandemi COVID19 di Indonesia pada pertengahan Tahun 2020-2021 menjadi tantangan sekaligus mengubah pola interaksi antar individu maupun masyarakat umum. Fungsi teknologi informasi (IT) dalam proses koordinasi menjadi hal yang signifikan sehingga terbentukk pola aktivitas masyarakat yang hybrid. Badan Penyuluhan dan Pengembangan Sumber Daya Manusia (BP2SDM) sebagai salah satu organisasi pemerintah melaksanakan proses koordinasi dan interaksi antar personil dalam penyelesaian tugas organisasi, membutuhkan adaptasi fungsi teknologi informasi yang lebih banyak dibandingkan tatap muka. Perubahan kebiasaan dan arus penyesuaian terhadap fungsi teknologi informasi ini sejalan dengan konsep agile human resource yang serba cepat, pemanfaatan IT secara masif dan pola aktivitas yang tidak bergantung sepenuhnya pada tempat dan waktu yang tersedia. Tujuan dari penelitian ini adalah menganalisis dan menggali secara lebih mendalam implementasi hybrid working di lingkungan satuan kerja pusat BP2SDM Kementerian Lingkungan Hidup dan Kehutanan. Penulis menggunakan pendekatan kualitatif dilakukan dalam penelitian ini dimaksudkan untuk memotret fenomena yang terjadi di lapangan dengan melibatkan beberapa informan dari satuan kerja pusat BP2SDM yang memahami betul konteks penelitian yang diambil. Pengambilan data dilakukan dengan indepth interview, observation dan studi dokumentasi.

Abstract

The purpose of this study is to discuss the concept of public service motivation (PSM) among lecturers in tertiary institutions. This study focuses on studying how existing literature represents the understanding of faculty members about PSM in the context of higher education. The method used in this study is the systematic review method, which is a comprehensive review driven by protocols and data synthesis that focuses on a topic or related key question. PSM has a significant positive impact on higher education and public services. PSM has a positive effect on public services, learning experiences, and community development. The results of this study provide a detailed understanding of PSM and their significance in the field of higher education. Furthermore, the implications of these findings will be discussed in relation to the direction of future research and practical implications for the higher education sector. The period of implementation of this research will depend on the number of papers analyzed and the complexity of literature synthesis.Keywords: Motivation of public services, Higher education, Systematic review

Abstract

The aim of this research is to explore the Role of Pesantren Law (UU Nomor 18 2019) as an accelerator for Community Economic Development within the framework of public policy, grounded in Elinor Ostrom's Common-Pool Resource Management theory. The study employs a literature review method to contextualize the investigation within existing scholarship on pesantren institutions, legal frameworks, and economic development. Guided by Ostrom's theory, a qualitative analysis of Pesantren Law (UU Nomor 18 2019) is conducted, complemented by a review of scholarly works and legal documents. The results of the analysis reveal explicit and implicit mechanisms within Pesantren Law (UU Nomor 18 2019) that align with Ostrom's principles of collective resource management, offering insights into their potential influence on economic activities within pesantren communities and assessing their effectiveness in fostering community economic development. In light of these findings, the study suggests that policymakers and legal scholars consider leveraging these identified mechanisms to enhance communal resource management and promote sustainable economic growth within pesantren communities. This research contributes practical and theoretical insights, emphasizing the importance of aligning legal frameworks with community-centric theories for effective policy implementation and community development.

Abstract

This paper’s objectives are to know the influence of entrepreneurial leadership and innovation capacity on employee productivity and its implication on business performance. The method used is quantitative research implemented as a survey on several Supermarket. The data is analyzed using path analysis and mediation process. Research findings: First, entrepreneurial leadership and innovation capacity affect significantly employee productivity simultaneously. Second, entrepreneurial leadership affects employee productivity significantly. Third, innovation capacity affects employee productivity significantly. Fourth, employee productivity affects business performance significantly. Fifth, entrepreneurial leadership affects significantly on business performance as mediated by employee productivity. Sixth, Innovation Capacity affects significantly on business performance as mediated by employee productivity

Abstract

Despite various intervention programs to address stunting in East Flores Regency, the stunting prevalence rate has not yet reached the target of 10% by 2023. One of the challenges is the lack of community and private sector involvement in handling stunting. In fact, stunting intervention is not only the responsibility of the government, but also requires cross-sector collaboration to work together in optimizing the program. This research discusses collaborative governance as an innovative strategy in overcoming stunting in East Flores Regency. The research method used was qualitative with a descriptive approach. Five health workers and two community development cadres became research informants who were selected purposively. Data analysis used the interactive model of Miles B. Huberman. Data validity was strengthened through triangulation. The results showed that the application of collaborative governance with the penta helix model, namely government, entrepreneurs, academics, civil society, and mass media, is an innovative solution that can be applied in overcoming stunting. The five main stakeholders in the penta helix collaborative governance model can work together synergistically to achieve optimal results in overcoming stunting problems.

Abstract

UIN Syarif Hidayatullah Jakarta has implemented policies related to simplifying organizational structures by Regulation Manteri Utilization State Apparatus and Bureaucratic Reform number 25 of 2021 concerning Simplification of Organizational Structures in Institutions. According to Charles O Jones, the success of policy implementation can be seen from 3 things, namely: (1) Organization, (2) Interpretation, and (3) Application. From the results of existing secondary data analysis, the implementation of policies related to simplifying the organizational structure has been carried out well where, in terms of organization, UIN Syarif Hidayatullah has made structural adjustments by eliminating echelon III and IV administrative positions, transferring them to functional positions. Apart from that, UIN Syarif Hidayatullah Jakarta has also implemented a working team as a result of the simplification of the structure, where the working team was formed to achieve certain activity targets. In terms of interpretation, UIN Syarif Hidayatullah Jakarta has also implemented strategic steps in implementing the structure simplification policy, namely: (1) mapping of organizational units, (2) submitting mapping results to leadership and (3) verification and validation of mapping. If the implementation of the structure simplification policy was carried out after the Regulation of the Minister of Religion was issued, there was a change in the organizational structure which was followed by the elimination of echelon III and IV administrative officials into functional positions and the formation of work teams to support the achievement of organizational performance. In its implementation, there are still obstacles where the functional position groups resulting from the equalization have not been able to carry out their functions optimally because they require time to adjust to the duties and functions of their new positions and the competency standards that should be possessed by functional officials have not been met. Increasing competency for functional officials as a result of equalization should be a common concern to improve organizational performance.

Abstract

Waste is a public problem, responding to and dealing with this problem is not only the responsibility of the government, but also requires the role of various parties, including the private sector (companies). For companies, handling waste problems is related to social and environmental responsibility. This research aims to determine the Collaboration Process in the Circular Economy-Based Waste Management Program at IPST ASARI, Kotabumi Village, Cilegon City using the Collaboration model theory from Ansell and Gash (2008). Descriptive qualitative research method, with data collection techniques, namely interviews, observation, documentation and literature studies. Data analysis uses the Miles and Huberman model in Sugiyono (2013:247). Test the validity of the data using triangulation of sources and techniques, as well as member checking. The research results show that collaboration has not gone well, where several variables have not run optimally, in initial conditions there is still an imbalance in human resources and budget; in the institutional design, collaboration actor participation is still lacking, collaboration forums are held incidentally and there are no exclusive forums, facilitative leadership is still not capable of being a facilitator and mediator for collaboration actors; In the collaboration process, face-to-face meetings are held incidentally.

Abstract

This study aims to analyze the implementation of Hybrid Learning Policy at Horizon Education Karawang. The Hybrid Learning Policy is implemented based on a Joint Decree (SKB) of Four Ministers, namely the Minister of Education and Culture, Minister of Religion, Minister of Health and Minister of Home Affairs of the Republic of Indonesia in 2021. The SKB stipulates that the implementation of teaching and learning activities in the new normal era is carried out with a limited learning mode that combining offline and online or hybrid learning that follows health protocols. But in reality, it turns out that Horizon Education Karawang, which is a type of middle low campus, is still unable to implement the SKB, as evidenced by the implementation of Hybrid Learning in just 28 courses. Researchers use a qualitative approach. Data collection techniques used are observation, interviews and documentation studies. Informants selected in this study are those who truly understand and can provide information related to Hybrid Learning at Horizon Education Karawang, West Java. From the results of research in the field it turns out that the facility factor is an obstacle to the implementation of Hybrid Learning.
