Abstract

Inclusive education is one of the crucial aspects in the development of a sustainable education system in Indonesia. However, the successful implementation of inclusive education is often constrained by various factors, including the level of political will of the government in adopting policies and taking concrete steps to support them. This study aims to conduct an in-depth analysis of the Indonesian government's political will in developing inclusive education. The research method used was a descriptive study with a qualitative approach. Data were collected through policy analysis, and a literature study. Data analysis was conducted using a policy analysis framework that considers aspects such as political commitment, budget allocation and program implementation. The results show that despite several efforts by the Indonesian government to promote inclusive education, the level of political will remains a major challenge. Constraints such as inadequate policy priorities, lack of adequate budget allocations and lack of inter-agency coordination are the main factors hindering the progress of inclusive education in Indonesia. Concrete measures are needed to increase the government's political will, including increased political awareness, increased budget allocations and improved inter-agency coordination to support more effective and inclusive implementation of inclusive education in the future.

Abstract

Meskipun telah dilakukan berbagai program intervensi untuk mengatasi stunting di Kabupaten Flores Timur, angka prevalensi stunting masih belum mencapai target 10% pada tahun 2023. Salah satu tantangan adalah kurang keterlibatan masyarakat dan sektor swasta dalam penanganan stunting. Padahal, intervensi stunting tidak hanya menjadi tanggung jawab pemerintah, melainkan juga memerlukan kolaborasi lintas sektor untuk bersinergi dalam optimalisasi program. Penelitian ini membahas tentang collaborative governance sebagai strategi inovatif dalam mengatasi stunting di Kabupaten Flores Timur. Metode penelitian yang digunakan adalah kualitatif deskriptif. Lima Tenaga Kesehatan dan dua Kader Pembangunan Masyarakat menjadi informan penelitian yang dipilih secara purposive. Analisis data menggunakan model interaktif Miles B. Huberman. Keabsahan data diperkuat melalui triangulasi. Hasil penelitian menunjukan penerapan collaborative governance dengan model penta helix yakni pemerintah, pengusaha, akademisi, masyarakat madani, dan media massa menjadi solusi inovatif yang dapat diterapkan dalam mengatasi stunting. Kelima pemangku kepentingan utama dalam model collaborative governance penta helix dapat bekerja sama secara sinergis guna mencapai hasil yang optimal dalam mengatasi permasalahan stunting.

Abstract

This study aims to determine and analyze the influence of leadership on employee performance, to determine and analyze the influence of organizational climate on employee performance, to identify and analyze employee work motivation on employee performance, to identify and analyze the influence of leadership, organizational climate, and work motivation simultaneously. on the performance of employees in the Household Subdivision of the Secretariat General of Defense Forces of the Ministry of Defense of the Republic of Indonesia. The research method used is a quantitative method with a descriptive approach. As for the population in this study are all employees in the Household Subdivision, amounting to 43 people. The data needed is primary data for the basis of analysis, while the data collection technique is a questionnaire. The results showed that leadership, organizational climate and work motivation have an effect on employee performance in the Household Subdivision of the Secretariat General of Defense Forces of the Ministry of Defense of the Republic of Indonesia

Abstract

This study aims to analyze the learning process online, supporting factors and factors inhibiting teachers in carrying out online learning during the covid-19 pandemic. This research was conducted in several elementary schools in Nganjuk district which is calculated from September to January 2021. This study uses a type of descriptive qualitative method research. The subjects used in this study were primary school teachers and some education-related policymakers. Data collection techniques used in this study in the form of open questionnaires, semi-structured interviews, documentation and field records. The result of this study is that the covid-19 pandemic has a huge impact on the learning process, learning that is usually carried out directly is now diverted into online learning. Students feel bored and bored during the learning. Online learning for primary school-age children is less effective. There are several factors supporting teachers in the online learning process, namely the availability of mobile phones, quotas and a stable internet network. In addition to the supporting factors in online learning there are also several factors inhibiting teachers in online learning. The inhibitory factors include that not all students have mobile phones and many parents are busy working.it is necessary to government from various parties, both from the government as the regulatory holder and the community as policy users. so it is expected that both can synergize and maximize the academic potential of students.

Abstract

This research examines the implementation of Makassar City Regional Regulation Number 8 of 2023 concerning the Formation and Composition of Regional Apparatus, a policy intended to strengthen institutional capacity and improve the quality of public health services. Using George C. Edwards III’s policy implementation framework, the research analyzes the influence of communication, resources, implementer attitudes, and bureaucratic structure on health service quality. The study applies a quantitative approach with descriptive and verification methods. Data were collected from 95 respondents consisting of Makassar City Hospital employees (doctors, nurses, and staff) and service users (patients). Primary data were obtained through questionnaires, supported by secondary data from desk research. Statistical analysis was conducted using path analysis techniques. The findings show that, partially, communication, resources, and implementer attitudes have a positive and significant effect on the quality of health services. In contrast, the bureaucratic structure does not have a significant partial effect. However, when analyzed simultaneously, all four factors—communication, resources, implementer attitudes, and bureaucratic structure—have a positive and significant influence on health service quality. The study concludes that effective policy implementation depends not only on formal organizational structures but also on how policies are communicated, supported by adequate resources, and implemented through positive attitudes of implementers. It recommends that the Makassar City Government and implementing agencies, particularly Makassar City Hospital, strengthen these aspects to enhance the success of current and future policy implementation and to continuously improve the quality of public health services.

Abstract

This article discusses the implementation of the Sustainable Agricultural Land Protection Policy (PLP2B) in Indramayu Regency, West Java Province, which aims to support national food security. The study analyzes the challenges, strategies, and successes in maintaining agricultural land sustainability amidst the rapid conversion of land to non-agricultural uses. The findings indicate that, although significant regulatory efforts are in place, ongoing land conversion remains a major challenge. The Indramayu Regency Government continues to address this issue through policies involving various stakeholders, including the central government, local government, private sector, and communities. This research provides important insights into the effectiveness of these policies in achieving long-term food security goals.

Abstract

Street-level bureaucrats (SLBs) play a central role in the implementation and advocacy of public policies, particularly at the local community level. This study examines the role of bureaucratic actors at the field level such as RT Heads, RWs, Hamlet Heads, and Village Heads in bridging communication between the government and the community. Using a qualitative approach based on literature and case studies, the study analyzes how SLBs interpret, implement, and advocate for policies in the midst of resource constraints and bureaucratic challenges. The findings show that SLBs play a role not only as policy implementers, but also agents of change with innovation and advocacy from below. However, limited training and work pressure are the main obstacles. This study recommends capacity building and systemic support for SLBs to make policy advocacy more effective and sustainable.

Abstract

With the advancement of technology, digital marketing is an important strategy for the development of Micro, Small, and Medium Enterprises (MSMEs). However, in the Tarumajaya District, Bekasi Regency, many MSMEs still do not utilize the potential of digital marketing to increase competitiveness and product sales. Therefore, the purpose of this study is to provide digital marketing training for local MSMEs with an interactive approach so that participants can directly practice using digital platforms in managing their businesses. The method used in this study is descriptive qualitative and data collection through observation, interviews, and documentation. Despite challenges, such as the still many MSMEs who are not accustomed to using e-commerce platforms, especially those over 40 years old, the results of this study show a significant increase in the understanding and skills of MSMEs in digital marketing.

Abstract

This qualitative descriptive-analytical study examines the role of Buana Clinic at Yohanis Kapiyau Air Force Base (Lanud YKU) in malaria prevention, diagnosis, and treatment in Mimika Regency, a high-endemic area for malaria. The study focuses on service quality challenges (Reliability and Responsiveness) and the hybrid collaboration model. Data were collected through triangulation methods: observation, in-depth interviews with key stakeholders, and clinical documentation. The findings reveal that the Prevention Pillar, supported by the Civil-Military Cooperation (CIMIC) strategy, effectively implements vector control and net distribution interventions. However, the Diagnosis and Treatment Pillar faces significant challenges, with a high surge in malaria cases and a shortage of healthcare personnel, compromising Responsiveness and the critical 14-day follow-up treatment, jeopardizing clinical Reliability. The Hybrid Collaboration Model plays a critical role in managing the internal military population but needs further manpower support to sustain malaria elimination efforts. The study concludes that enhancing the internal curative capacity at Buana Clinic is essential to accelerate malaria elimination in Mimika.

Abstract

UIN Syarif Hidayatullah Jakarta has implemented policies related to simplifying organizational structures by Regulation Manteri Utilization State Apparatus and Bureaucratic Reform number 25 of 2021 concerning Simplification of Organizational Structures in Institutions. According to Charles O Jones, the success of policy implementation can be seen from 3 things, namely: (1) Organization, (2) Interpretation, and (3) Application. From the results of existing secondary data analysis, the implementation of policies related to simplifying the organizational structure has been carried out well where, in terms of organization, UIN Syarif Hidayatullah has made structural adjustments by eliminating echelon III and IV administrative positions, transferring them to functional positions. Apart from that, UIN Syarif Hidayatullah Jakarta has also implemented a working team as a result of the simplification of the structure, where the working team was formed to achieve certain activity targets. In terms of interpretation, UIN Syarif Hidayatullah Jakarta has also implemented strategic steps in implementing the structure simplification policy, namely: (1) mapping of organizational units, (2) submitting mapping results to leadership and (3) verification and validation of mapping. If the implementation of the structure simplification policy was carried out after the Regulation of the Minister of Religion was issued, there was a change in the organizational structure which was followed by the elimination of echelon III and IV administrative officials into functional positions and the formation of work teams to support the achievement of organizational performance. In its implementation, there are still obstacles where the functional position groups resulting from the equalization have not been able to carry out their functions optimally because they require time to adjust to the duties and functions of their new positions and the competency standards that should be possessed by functional officials have not been met. Increasing competency for functional officials as a result of equalization should be a common concern to improve organizational performance.
