Abstract

Dalam paper ini membahas mengenai dampak akibat dari tingginya tingkaturbanisasi yang terjadi di kota, membuat perencanaan perkotaan menjadi kacau serta merusak fasilitas kota. Hal ini sangat membahayakan terlebih bagi daerah penerap konsep smart city seperti Yogyakarta.Dengan hal itu berbagai upaya dilakukan untuk mengatasinya yaitu dengan Rehabilittasi dan Preventif oleh Dinas Sosial Kota Yogyakarta bersama komunitas sosial, serta Satpol PP dalam melaksanakan upaya ini.Paper ini dibuat berdasarkan studi pustaka, serta bersifat deskriptif dalam pemaparan masalahnya.Paper ini bertujuan untuk memberikan informasi disaat pelaksanaan upaya pemberdayaan ini berlangsung serta kendala yang dihadapi, sehingga menjadi bahan pertimbangan dalam membuat program kedepannya.

Abstract

Tujuan penelitian ini adalah untuk menganalisis dan menguraikan upaya pemerintah Kabupaten Kotawaringin Barat dalam mengatasi kebakaran hutan dan lahan (karhutla). Kebakaran hutan dan lahan terjadi pada tahun 2019 dan menyebabkan banyak dampak terhadap ekosistem alam, satwa, lingkungan, udara dan kesehatan masyarakat. Kasus yang terjadi akibat kebakaran hutan dan lahan yang memakan banyak korban dan derita warga di Kotawaringin Barat. Pada kasus ini masyarakat berharap pemerintah dapat mengatasi dengan cepat agar kasus kebakaran hutan dapat berkurang, sehingga kedepannya Kotawaringin Barat dapat terbebas dari polusi kabut asap kebakaran yang dapat menimbulkan berbagai macam penyakit pernapasan pada bayi, anak-anak, dewasa bahkan lanjut usia. Metode penelitian kualitatif eksploratif dengan data sekunder dilakukan untuk menguraikan dan mendeskripsikan penelitian. Data dikumpulkan dari jurnal, buku dan media online terkait kebakaran hutan di Kotawaringin Barat. Teknik analisis dilakukan dengan mode interaktif yang dirangkai berdasarkan alur pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil dari penelitian ini menemukan bahwa terdapat tiga upaya yang dilakukan Pemerintah Kabupaten Kotawaringin Barat dalam menanggulangi kebakaran hutan dan lahan. Tiga upaya itu terdiri dari, sosialisasi pencegahan kebakaran hutan dan lahan, patroli terpadu pencegahan karhutla, serta pelatihan dasar penanggulangan bencana karhutla. Dari penelitian ini dapat ditarik kesimpulan bahwa Pemerintah Kabupaten Kotawaringin Barat telah melakukan upaya pencegahan kebakaran hutan dan lahan. Namun, dari ketiga upaya yang dilakukan ada yang belum efektif yaitu kegiatan sosialisasi pencegahan kebakaran hutan dan lahan karena faktor geografis dan kebiasaan masyarakat yang sulit untuk di awasi. Dalam penelitian ini, upaya dari Pemerintah Kabupaten dalam menanggulangi bencana Karhutla dapat dilaksanakan dengan baik, tetapi terdapat beberapa isu yag masih menjadi kendala untuk kebaikan hutan kedepannya di Provinsi Kalimantan Tengah.

Abstract

This article discusses Smart Indonesia Program Education Policies in the Perspective of Sustainable Development in Indonesia. A qualitative research approach based on social phenomena and human problems. In data collection, the authors obtained from literature studies in the form of online media coverage, the most recent websites, scientific articles of previous research, and government reports through the Ministry of Education and Culture of the Republic of Indonesia. The findings of this study is that the drop-out figure had never been reached last year. Five out of 1,000 primary school students dropped out of school in 2017. However, this number is increasing at the secondary school level. That is, 30 out of 1,000 children drop out of school. Four out of 1,000 primary school students dropped out of school in 2019. However, this number is increasing at the high school level, where 18 out of 1,000 children drop out of school. Thus, the Smart Indonesia policy has not been able to become a sustainable development solution in the education sector because Indonesia did not reach the minimum drop goal last year

Abstract

This study aims to determine the effectiveness of "Jogja Smart Service" on Public Services in the City of Yogyakarta. This research-based on the study of the effectiveness of a Smart City product that is to realize Public Smart Service in an urban setting. This research is a descriptive qualitative study with literature review techniques and data analysis sources obtained from documents in the Jogja Smart Service application. Public services in the city of Yogyakarta have been integrated into one Jogja Smart Service application service so that it can be used by the people of Yogyakarta City effective and efficiently.

Abstract

This research focuses on street kid, who spend their time engaged in daily activities or wandering the streets and public places due to financial constraints in their families. Batam City, in particular, has a significant number of street children involved in various activities such as busking, selling cigarettes or newspapers, and even car cleaning at red lights. It is essential for the Batam City government, especially the Batam City Social Service, to prioritize the welfare and development of these children. This study aims to examine the policy implementation of the street children development program in Batam City, identifying the obstacles hindering the effective execution of this program. The qualitative research method, including observation and interviews, was employed to gather data. The findings reveal two key policies implemented by the Batam City Social Service: control programs and socialization and skills training. However, several challenges exist in implementing these programs, such as the lack of shelter or resting places for street children. Through this research, a deeper understanding of the policy implementation process and the barriers faced in the development of street children in Batam City can be gained

Abstract

This study aims to explore the implementation of e-Procurement and the challenges faced, along with proposing effective solutions to overcome these obstacles concerning the implementation of Electronic Procurement Services (LPSE) in Batam City. By examining the practical aspects and identifying potential hindrances, this research contributes to the improvement of public service quality through the utilization of electronic procurement mechanisms. The provision of efficient and accurate public services is crucial for meeting the basic needs and civil rights of citizens, encompassing goods, services, and administrative assistance provided by public service providers. In the era of rapid information and globalization, it is essential to implement swift and precise public services to prevent social upheaval and potential national disintegration that could lead to division and harm to the nation and the state. The quality of public services often suffers due to a lack of transparency and accountability in their implementation. One of the government's endeavors to address this issue is the application of good governance principles, aiming to deliver excellent services to the community. E-Procurement, the procurement of goods and services through information technology and electronic transactions, has been introduced as a means to enhance efficiency and transparency in accordance with legal provisions. To facilitate this, an electronic unit responsible for goods and services procurement, known as the Electronic Goods and Services Procurement Service (LPSE), has been established within Ministries, Institutions, and Regional Authorities. This research adopts a sociological juridical approach, combining direct field observation with extensive literature research. Primary data is gathered through field observations and interviews conducted at the Batam City Government (PEMKO), while secondary data is obtained through comprehensive analysis of primary, secondary, and tertiary legal resources. The collected data is analyzed descriptively using qualitative analysis techniques.

Abstract

Transportation is a vital part of political, economic, socio-cultural, and defense and security life. Transportation plays a role as a means of improving the integrity of the nation and raising the standard of living of the community as a whole. As a result, globalization is the process by which each action increases the value of specific communities. Transportation is essential in many ways. Transportation contributes to the improvement of the nation's integrity and the general improvement of the community's standard of living. In general, transportation is a tool that makes it easier to achieve goals that help the economy of a region grow and a force that brings people together in the Unitary State of the Republic of Indonesia. The type of research used in this study is qualitative research with a descriptive approach. This research will look into previous literature related to the transportation system in Indonesia to see the policy implementation pattern in Indonesia. The result shows that a good transportation policy might influence congestion levels and lead a nation closer to sustainable development.

Abstract

This study aims at understanding how the municipal government of Batam addresses human trafficking and its issues during the COVID-19 pandemic. This research utilizes a qualitative methodology and a descriptive approach to examine how local governments are responding to the mounting number of human trafficking cases, especially those that involve women and children. The Riau Islands Regional Police statistics indicates that there were seven suspects in the TIP case in 2017, seventeen suspects in 2018, six suspects in 2019, and eighteen suspects in 2020. Comparatively, based on the number of cases, there were four cases in 2017, twelve cases in 2018, four cases in 2019, and ten cases in 2020. That which occurs continuously till the lockwodn. The results of the study indicate that: (a) The economic downturn, lack of education, lack of information, and socio-cultural conditions are factors that influence the increase in human trafficking during the pandemic; (b) Weak law enforcement and (c) a lack of cross-sectoral cooperation are the most significant factors that contribute to the escalation of human trafficking in Batam.

Abstract

The research aims to explore and understand the key factors that contribute to a positive organizational culture, including leadership style, communication practices, recognition and rewards systems, and opportunities for growth and development. A strong and supportive culture promotes employee engagement, teamwork, innovation, and a sense of belonging, which in turn enhances individual and collective performance. Conversely, a negative or toxic culture can undermine motivation, collaboration, and overall productivity. The research reveals key factors that contribute to a positive organizational culture, including leadership style, communication practices, recognition and rewards systems, and opportunities for growth and development. Recommendations are provided for government agencies and policymakers to foster a healthy and empowering organizational culture that nurtures and motivates civil servants to perform at their best. The findings emphasize the importance of robust institutional frameworks in achieving government effectiveness. A well-functioning legislature, in collaboration with other institutions, is vital for crafting policies that address societal needs and enhance public services. Furthermore, effective governance requires the government to tackle significant challenges in a comprehensive and cooperative manner, engaging both internal and external stakeholders.

Abstract

The purpose of this study is to explore how public discontent with government policies is addressed. This is a descriptive qualitative study that describes how the collective treatment of perspectives carried out in policies is in line with current social conditions. The goal is to avoid misunderstandings between municipal and federal governments. The following step is to discover the truth. Individuals involved in policy implementation must be able to explain their policies to members of the public. Furthermore, the policy should be founded on execution integrity so that the recipient understands the action. Policy knowledge may conflict with what is happening on the ground. To increase public trust in the government, the implementation of handling public opinion in the form of documents, pictures, and related policies by the government itself must be done openly, honestly, and responsibly. Environmental conditions and inter-organizational relationships may have an impact. Characteristics, organizational resources for program implementation, and the government's ability to overcome them which is guided by general guidelines for public service implementation: openness, accountability, status, participation, and equality.
