Abstract

This article explores the influence of economic factors and the regulatory environment on strategic business decisions at the Regional Secretariat of West Sumatra Province. In a rapidly changing landscape, understanding these influences is essential for effective governance and public administration. Key economic indicators such as Gross Domestic Product (GDP), inflation rates, and employment statistics are analyzed to assess their impact on resource allocation and priorities within the Secretariat. Additionally, the article examines the regulatory frameworks established by both national and regional governments, highlighting the importance of compliance and stakeholder engagement in decision-making processes. The findings indicate that economic pressures can lead to prioritization of essential services, while regulatory challenges necessitate innovative solutions and strategic partnerships. By leveraging economic insights and navigating the regulatory landscape, the Secretariat can enhance its capacity to respond to community needs and achieve development goals. Recommendations for improving strategic planning include regular economic analysis, stakeholder collaboration, and flexibility in decision-making. Ultimately, this study aims to provide a comprehensive understanding of how economic and regulatory factors shape the strategic direction of the Regional Secretariat, fostering more effective and resilient public administration in West Sumatra.

Abstract

Penelitian ini bertujuan untuk mengetahui seberapa besarnya pengaruh dari variabel sikap, kerjasama tim, dan motivasi terhadap kinerja. Dengan maraknya sumber daya manusia dalam mengelola sebuah manajemen pendidikan, banyak ditemukan tidak serasinya antara berbagai pihak seperti sikap, kerjasama tim, motivasi yang sangat berpengaruh terhadap kinerja mereka di suatu perguruan tinggi. Kendala umum yang terjadi diantaranya hubungan atau sikap yang tidak baik antar pegawai dari sebuah instansiMenggunakan analisa SPSS yang disebarkan melalui kuesiner. Metode yang digunakan adalah kuantitatif dan library research dengan cara menelaah berbagai sumber yang terkait dengan objek penelitian serta membandingkannya penelitian terdahulu. Hasil penelitian menunjukkan bahwa secara terpisah parsial dan simultan memiliki pengaruh positif terhadap kinerja. Dengan nilai terbesar ada pada variabel motivasi 1,790 kemudian variabel sikap 1,466 sedangkan kerjasama tim 0,849. Dapat disimpulkan bahwa variabel kerjasama tim perlu dilakukan perbaikan agar lebih efektif dan baik seperti kekompakan dan kepercayaan dalam meningkatkan suatu kinerja perguruan tinggi pada penelitian selanjutnya.

Abstract

Lecturer performance is a central factor in improving the quality of higher education, as it reflects the ability of educators to fulfill the Tri Dharma of Higher Education. Previous studies have often measured lecturer performance using reflective indicators, but limited research has examined performance through formative indicators, particularly in the context of private universities. This study aims to determine, analyze, and measure the direct and indirect effects of leadership, academic culture, competence, and technology mastery on lecturer performance. The research employed a quantitative approach using Structural Equation Modeling–Partial Least Squares (SEM-PLS). A total of 410 lecturers from private universities in Jambi Province were selected as respondents. The analysis results showed that six of the ten proposed hypotheses were supported. Academic culture, technology mastery, and competence had significant direct effects on lecturer performance. Furthermore, academic culture and technology mastery demonstrated significant indirect effects on performance through competence. In contrast, leadership did not show a significant direct or indirect influence. The findings highlight that competence has the strongest impact on lecturer performance, with its effectiveness enhanced by supportive academic culture and technology mastery relevant to contemporary educational demands.
