Abstract

This article aims to analyze the Islamic Communication Strategy pattern of the National Narcotics Agency (BNN) in Handling Drug Abuse in South Tapanuli Regency. A descriptive qualitative approach is used in this paper. The research was conducted at the National Narcotics Agency Office of South Tapanuli Regency, Jalan Raja Inal Siregar km 5.7 Padang Sidempuan City, North Sumatra. The research period is 8 months (October 2022 - July 2023). The informants for this research were 11 employees of the National Narcotics Agency, South Tapanuli district. Data collection was carried out using the triangulation method. Meanwhile, the data analysis technique used in this research is qualitative data analysis, carried out interactively through the process of data reduction, data display (data presentation), and conclusion drawing / verification (drawing conclusions). The research results provide an answer that the Islamic Communication strategy (BNN) is implemented through three stages, namely 1) Islamic Communication with a coaching pattern, 2) Islamic Communication with an invitation, advice and guidance pattern, 3) Islamic Communication with an exemplary pattern. These three strategies are carried out through various activities, including inviting and requiring drug victims to always join in congregational prayers 5 times a day, attending congregational Friday prayers at the mosque, providing tausiah to drug victims and teaching them to be able to repent by reading verses and hadiths about the impacts and sins. using narcotics, teaching drug victims about the correct ablution, teaching drug victims the correct prayer, and learning to read the Koran

Abstract

This study aims to analyze the transformation of the National Mandate Party (PAN) communication strategy in attracting the support of millennial voters in the 2024 Election, with a focus on the effectiveness of the use of digital media and face-to-face interactions. Millennial voters, who dominate up to 56.45% of the total voters, are the main target of PAN's political campaign. This study uses a qualitative descriptive method with the SMCR (Source, Message, Channel, Receiver) analysis framework to explore the main elements in PAN's political communication. Primary data were obtained through in-depth interviews with party members, campaign teams, and millennial voters in North Sumatra, while secondary data were collected from document analysis and PAN's social media content. The results of the study show that PAN has succeeded in attracting the attention of millennial voters through digital campaigns on social media such as Instagram, TikTok, and WhatsApp. However, this digital strategy has not been fully effective in rural areas with limited internet infrastructure. In addition, PAN faces challenges in political regeneration, fierce competition with other parties, and a lack of strong local figures. Inconsistency in delivering messages between the center and regions is also an obstacle in building solid relationships with voters. The study recommends that PAN adopt a hybrid strategy that integrates digital and traditional approaches, strengthens the presence of local figures, and adapts messages to the specific needs of millennial voters. This strategy is expected to increase PAN's political relevance and strengthen its electability in the upcoming election

Abstract

This study examines how religion-based political communication is constructed, disseminated, and interpreted in the Regional Head Election (Pilkada) of North Padang Lawas Regency, a region characterized by strong religious authority and dense religious networks. Moving beyond descriptive accounts, this research offers an analytical contribution by demonstrating how religious symbols, narratives, and actors operate simultaneously as framing devices, sources of social identity, and instruments of political legitimacy within local electoral contestation. Employing a qualitative political communication approach, data were collected through in-depth interviews with key religious institutions—Majelis Ulama Indonesia (MUI), Nahdlatul Ulama (NU), Muhammadiyah, and Al Washliyah—supported by document analysis and campaign material review. The findings reveal three main patterns: (1) religious narratives are strategically framed to construct candidates’ moral legitimacy; (2) religious leaders and networks function as opinion leaders who translate political messages into normative religious values; and (3) hybrid communication patterns combining face-to-face religious forums and digital media amplify emotional resonance while narrowing spaces for critical political deliberation. The integration of framing theory and social identity theory demonstrates that religion-based communication not only mobilizes voter participation but also shapes collective political preferences grounded in socio-religious identity rather than programmatic evaluation. North Padang Lawas serves as a critical case illustrating how local religious authority intensifies both the effectiveness and ethical risks of religion-based political communication. This study contributes to political communication scholarship by highlighting the dual role of religion as a mobilizing resource and a potential source of social polarization, offering implications for ethical campaign practices and the preservation of social cohesion in local democracies.

Abstract

Kepemimpinan organisasi memegang andil yang kuat dalam menguatkan budaya kerja positif yang mendukung profesionalisme jurnalistik. Kajian ini bertujuan guna menganalisis kepemimpinan komunikasi organisasi dalam penguatan budaya kerja di kalangan redaktur LPP TVRI Sumatera Utara. Penelitian menggunakan pendekatan kualitatif dengan metode deskriptif guna memahami praktik komunikasi yang berlangsung dalam aktivitas redaksional. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Penelitian berfokus pada praktik komunikasi pimpinan, pola komunikasi yang terjadi serta budaya kerja. Hasil penelitian menemukan bahwa gaya kepemimpinan dalam redaksi TVRI Sumatera Utara ialah komunikasi terbuka serta berasaskan kekeluargaan. Pemimpin menekankan budaya kerja yang disiplin dan bertanggung jawab guna menciptakan suasana kerja apik dan sehat dalam aktivitas redaksional

Abstract

Penelitian ini bertujuan untuk menganalisis strategi humas Pemerintah Provinsi Sumatera Utara dalam membentuk citra pelayanan publik melalui Instagram @infosumutku. Metode yang digunakan adalah pendekatan kualitatif deskriptif dengan teknik pengumpulan data berupa observasi, dokumentasi, wawancara. Hasil penelitian menunjukkan bahwa media sosial dimanfaatkan sebagai sarana penyampaian informasi publik melalui konten informatif, edukatif, dan klarifikasi isu. Namun, komunikasi yang dilakukan masih cenderung satu arah dan belum optimal dalam membangun interaksi dengan masyarakat. Meskipun demikian, penggunaan Instagram mampu membentuk citra dasar pemerintah yang informatif dan transparan, sehingga diperlukan penguatan komunikasi dua arah untuk meningkatkan kualitas pelayanan publik

Abstract

The development of TikTok as a digital promotional space has shifted consumer public opinion formation from one-way message exposure to two-way interactions in the comments section. This study aims to analyze how consumer public opinion is formed through influencer content on the TikTok account @dunianadia discussing StudioSaja services. The study used a descriptive qualitative approach by analyzing 294 comments on a single relevant uploaded video, supported by literature on influencer marketing, digital communication, and agenda setting. The results show that audience responses are concentrated in three main tendencies: seeking further information about prices, locations, and photo results; expressions of interest in the service; and testimonials from users who have used StudioSaja services. In addition, the practice of tagging friends shows that the comments section is not only a space for responses but also a vehicle for interpersonal information dissemination. The novelty of this study lies in its positioning of the TikTok comments section as an arena for digital public opinion formation, not simply as a complement to promotional content. Theoretically, these findings expand the application of agenda setting in social media by showing that influencers not only direct audience attention through videos but also trigger the reproduction of issues in comment interactions. Practically, this study emphasizes the importance of information transparency in promotional content to build trust and encourage consumer engagement.

Abstract

The development of online media has strengthened the role of mass media in shaping the construction of social reality through the presentation of information in news texts. Media coverage is not always neutral, as each media outlet tends to highlight certain aspects of an event through the framing process. This study aims to analyze how the online media Detik.com and CNNIndonesia.com frame the news regarding the temporary suspension of the Regent of South Aceh. This research employs a qualitative approach with a descriptive method. The research data consist of news texts related to the temporary suspension of the Regent of South Aceh published during the period of December 8–10, 2025. Data were collected through documentation by tracing and gathering news articles from the two online media platforms. Data analysis uses the framing analysis model developed by Zhongdang Pan and Gerald M. Kosicki, which includes syntactic, script, thematic, and rhetorical structures to identify how the media organize facts, select sources, emphasize certain issues, and construct narratives in their news coverage. The results show that Detik.com and CNNIndonesia.com frame the event of the temporary suspension of the Regent of South Aceh differently, particularly in terms of information emphasis, source selection, and narrative construction presented to the public.

Abstract

The proliferation of hoax news on social media has become a serious challenge in digital communication, as it can distort public understanding of information and shape erroneous public opinion. Digital literacy therefore stands as an indispensable competence for social media users to critically evaluate and respond to information circulating in digital spaces. This study aims to analyze the construction of digital literacy among social media users in preventing the spread of hoax news among students of the Communication Science Program, Faculty of Social Sciences, Universitas Islam Negeri Sumatera Utara (UINSU). A qualitative approach with a descriptive research design was applied. Informants were selected through purposive sampling. Data were gathered through in-depth interviews, observation, and documentation, while data analysis followed the interactive model of Miles and Huberman, encompassing data reduction, data display, and conclusion drawing. The findings indicate that students' digital literacy is constructed through media experience, social interaction, and their academic background in communication studies. At the same time, the practice of digital literacy encounters obstacles such as the rapid circulation of information on social media, reliance on particular sources, and habitual information sharing within digital social networks. This study further demonstrates that digital literacy is not solely an individual capacity, but also a process of social construction within the dynamics of digital communication

Abstract

Penelitian ini bertujuan menganalisis framing unggahan informasi bencana banjir dan longsor di Sumatera pada akun Instagram @kompas.com menggunakan model framing Robert N. Entman. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data berupa dokumentasi unggahan Instagram. Analisis dilakukan berdasarkan empat elemen framing, yaitu define problems, diagnose causes, make moral judgement, dan treatment recommendation. Hasil penelitian menunjukkan bahwa Kompas.com membingkai bencana sebagai krisis kemanusiaan berskala besar yang ditampilkan melalui visual, angka korban, dan narasi emosional. Penyebab bencana didominasi faktor alam seperti cuaca ekstrem, sementara penilaian moral berfokus pada empati terhadap korban tanpa menyalahkan pihak tertentu. Rekomendasi penanganan ditampilkan secara implisit melalui evakuasi dan ajakan bantuan. Framing yang digunakan memperkuat kesan darurat dan meningkatkan kesadaran publik terhadap bencana.
