Abstract

The purpose of this research is to explore the path of change in international dynamics toward defense policy. With the world becoming increasingly connected, the role of defense policy in ensuring the safety and security of nations is becoming increasingly important. This study aims to analyze how international dynamics have changed the defense policies of various countries over the years. The research follows a qualitative design methodology, in which data from various sources including academic literature, policy documents, and expert interviews are collected and analyzed to understand the impact of changing international dynamics on defense policy. Analyzes were conducted at both the individual and collective levels, including specific case studies and broader comparative analyses. The findings of this study indicate that changes in international dynamics have a significant impact on defense policy. The emergence of new global powers and non-state actors, changes in economic and political alliances, and advances in technology are some of the main factors influencing the direction of defense policy over the years. Research reveals that countries are increasingly focusing on developing technologically advanced weapons and defense systems to counter emerging threats such as cyber-attacks and terrorism. In addition, research shows that military alliances and partnerships are becoming increasingly important in shaping defense policy. Countries engage in multilateral cooperation to pool resources and expertise to address common challenges, which in turn leads to the development of common defense policies and strategies. Abstract

Penelitian ini bertujuan untuk mengkaji perlunya kebijakan pertahanan untuk memasukkan hak asasi manusia ke dalam operasi militer, mengidentifikasi tantangan etika, meningkatkan kesadaran personel, menetapkan kerangka akuntabilitas, dan menjajaki kolaborasi internasional untuk sinkronisasi. Studi ini menggunakan metode penelitian kualitatif, memanfaatkan data sekunder, untuk menganalisis literatur dan studi kasus yang ada mengenai kebijakan pertahanan dan hak asasi manusia, mengidentifikasi kesenjangan dan tantangan. Hasil penelitian ini menyoroti peran penting kebijakan pertahanan dalam memajukan dan melindungi hak asasi manusia selama operasi militer. Laporan ini akan mengidentifikasi tantangan-tantangan etis utama yang dihadapi oleh kekuatan militer dalam mengintegrasikan hak asasi manusia, seperti menyeimbangkan keamanan dengan hak-hak individu dan menanggapi dinamika konflik yang berubah dengan cepat. Selain itu, studi ini akan mengusulkan rekomendasi untuk meningkatkan pelatihan dan pendidikan militer guna meningkatkan kesadaran dan pemahaman tentang hak asasi manusia di kalangan personel. Lebih jauh lagi, penelitian ini akan menekankan perlunya kerangka hukum dan kelembagaan yang komprehensif untuk menjamin akuntabilitas atas pelanggaran hak asasi manusia dalam operasi militer. Terakhir, studi ini akan mengeksplorasi pentingnya kolaborasi dan kerja sama internasional dalam menyelaraskan kebijakan pertahanan dengan hak asasi manusia, termasuk pertukaran praktik terbaik dan penetapan standar bersama. Dapat disimpulkan bahwa penelitian ini bertujuan untuk memberikan wawasan berharga mengenai bagaimana kebijakan pertahanan dapat secara efektif mengintegrasikan pertimbangan hak asasi manusia ke dalam operasi militer. Dengan mengatasi urgensi, tujuan, dan tantangan etika, penelitian ini akan berkontribusi dalam mendorong pendekatan yang lebih etis dan bertanggung jawab terhadap penempatan militer.

Abstract

The evolution of technology and the increased reliance on the internet and digital infrastructure have given birth to a new threat to national security- cyber warfare. Unlike traditional warfare, cyber warfare poses unique challenges for nations, making it a pressing issue for the defense policies of countries across the globe. The aim of this qualitative research is to examine the unique challenges posed by cyber warfare and how they differ from traditional forms of warfare. The research will identify the ways in which defense policies can be adapted to effectively respond to cyber threats, and what personnel and skill sets are needed to overcome these challenges. The research will also explore methods of developing and training personnel to effectively respond to cyber threats. This research will utilize secondary data collection through academic journals, government reports, and other reputable sources to provide insight into the current state of cybersecurity and defense policies across the globe. The findings will highlight the unique challenges of cyber warfare, including the asymmetrical nature of the attacks, difficulty in monitoring and attribution of attacks, and the lack of international norms for cyber activities. The research emphasizes the need for rethinking defense policy in the era of cyber warfare and the need for a paradigm shift in the approach toward cyber threats. The research recommends the development of comprehensive, multi-dimensional defense strategies making use of advanced technologies for detection, prevention, and response. The findings also highlight the need for investing in personnel with technical and analytical skillsets to man critical positions in the cyber defense structure.

Abstract

This research explores administrative discretion's potential in unexplored territories within governance structures, highlighting its impact on public policy and organizational functioning. The primary aim of this study is to comprehensively understand and map these untamed territories, offering insights into their identification and implications for governance effectiveness. Qualitative research methods are employed, thoroughly analyzing secondary data sources, including academic literature, government reports, and case studies. Through this method, the study explores the multifaceted dimensions of administrative discretion, identifies the uncharted territories where it operates, and assesses its implications on the overall effectiveness of governance structures. Research findings are: Legal, political, and organizational factors all impact the multifaceted concept of administrative discretion in public administration. This concept is crucial for effective and accountable governance, using theoretical frameworks like principal-agent theory. Abstract

This qualitative research explores the use of Artificial Intelligence (AI) in Human Resource Management (HRM) and its implications. This study investigates specific areas in HRM where AI is currently being applied and its potential for the future. Ethical considerations, skill requirements, and impact on traditional HR practices are examined as challenges in integrating AI. Additionally, this research explores how AI can improve HRM processes, including efficiency, decision making, and employee experience. Strategies for HR departments to mitigate AI-related challenges while maintaining a harmonious blend of technology and human touch are also discussed. Employees' perceptions, concerns and expectations regarding the integration of AI in HR processes were also analyzed. The study concludes by highlighting the importance of adapting HR practices to the AI ​​era and harnessing the potential of AI for HR improvement.

Abstract

This research investigates the optimization of the defense logistics transportation system in Indonesia, focusing on the Indonesian Armed Forces. The study aims to identify key components and stakeholders in the defense logistics transportation system, explore the main challenges and obstacles faced in optimizing the system, and propose strategies to improve its efficiency and effectiveness. Utilizing qualitative research methods, secondary data from government reports, academic publications, and industry sources are analyzed. Key findings reveal the intricate network of components and stakeholders involved in the defense logistics transportation system, including government agencies, military branches, private contractors, and international partners. Major challenges identified include inadequate infrastructure, limited resources, bureaucratic inefficiencies, and security concerns. These challenges impede the timely and cost-effective delivery of essential supplies to military operations. The research concludes by proposing strategies to address these challenges and enhance the efficiency and effectiveness of the defense logistics transportation system. These strategies encompass infrastructure development, capacity building, technology integration, collaboration among stakeholders, and policy reforms.

Abstract

In contemporary geopolitics, the formulation of defense policies is subject to a complex interplay of external factors, ranging from the influence of powerful actors to economic interests and ideational factors. This research aims to deepen our understanding of the external factors shaping defense policy decisions and their implications for national security strategies. Drawing upon qualitative research methods using secondary data analysis, this study investigates three key dimensions: "The Interplay of Power: External Actors and National Defense Policy," "The Intersection of Money and Muscle: Economic Interests in Defense Policy," and "The Power of Ideas: How Ideational Factors Shape Defense Policy." The findings reveal the significant role of external actors, such as superpowers and international organizations, in shaping defense policy decisions through various mechanisms of influence. Moreover, economic interests, including arms trade and energy security considerations, emerge as critical determinants of defense policy priorities. Furthermore, conceptual factors, such as security narratives and public perceptions of threats, profoundly influence defense policy formulation. This research contributes to the existing literature by comprehensively analyzing the multifaceted nature of external factors shaping defense policy decisions. The novelty lies in the holistic approach that integrates insights from political science, economics, and security studies. Abstract

Abstrak. Penelitian ini bertujuan untuk mengeksplorasi dan menganalisis faktor-faktor yang menyebabkan terjadinya perbedaan yang terus-menerus antara perumusan kebijakan dan implementasi yang efektif dalam administrasi publik. Dengan memanfaatkan data sekunder yang diperoleh dari berbagai sumber ilmiah, penelitian ini menggunakan metode penelitian kualitatif untuk memberikan wawasan tentang dinamika kompleks yang mempengaruhi hasil implementasi kebijakan. Temuan penelitian ini menekankan beberapa faktor kunci yang mempengaruhi implementasi kebijakan. Pertama, struktur birokrasi dan proses organisasi diidentifikasi sebagai elemen yang secara signifikan mempengaruhi hasil implementasi. Studi ini mengungkapkan bahwa praktik birokrasi yang tidak efisien dan hambatan sistemik seringkali menghambat penerjemahan kebijakan yang efektif ke dalam praktik. Selain itu, peran kepemimpinan dalam memastikan keberhasilan implementasi kebijakan dalam administrasi publik muncul sebagai faktor penting lainnya. Kepemimpinan yang efektif, dengan kemampuannya untuk memobilisasi sumber daya dan menginspirasi komitmen, memainkan peran penting dalam mendorong implementasi kebijakan yang berhasil. Selanjutnya, faktor politik ditemukan sangat mempengaruhi dinamika implementasi kebijakan. Penelitian menunjukkan bahwa ketidakstabilan politik, kepentingan pribadi, dan konflik ideologis dapat menghambat implementasi kebijakan yang efektif, yang mengarah pada hasil yang tidak optimal. Untuk menjembatani kesenjangan antara formulasi dan implementasi kebijakan, studi ini menguraikan strategi utama. Strategi ini mencakup peningkatan saluran komunikasi, keterlibatan pemangku kepentingan, peningkatan kapasitas, dan penanaman budaya akuntabilitas dan transparansi dalam sistem administrasi. Kesimpulannya, penelitian ini menyoroti kompleksitas seputar implementasi kebijakan dalam administrasi publik. Dengan memahami sifat multifaset dari masalah dan mengadopsi intervensi strategis, pembuat kebijakan dapat bekerja untuk mencapai proses implementasi kebijakan yang lebih efektif dan efisien. Abstract

Indonesia menghadapi bahaya alam seperti gempa bumi, tsunami, dan banjir, sehingga memerlukan kesiapsiagaan bencana dan tindakan tanggap yang efektif. Namun, kebijakan pertahanan dan koordinasi antar lembaga masih belum dieksplorasi. Penelitian ini mengkaji integrasi kebijakan pertahanan Indonesia antara langkah-langkah kesiapsiagaan dan tanggap bencana, dampak koordinasi antar lembaga dan pertahanan sipil, tantangan-tantangan akibat pemisahan kebijakan, dan mengusulkan strategi perbaikan. Penelitian ini akan menggunakan pendekatan penelitian kualitatif, menganalisis sumber data sekunder seperti laporan pemerintah, artikel akademis, dokumen kebijakan, dan kerangka kerja serta pedoman internasional mengenai kebijakan pertahanan dan manajemen bencana di Indonesia. Temuan-temuan penelitian ini akan menjelaskan tingkat integrasi yang ada antara kebijakan pertahanan dan langkahlangkah kesiapsiagaan dan tanggap bencana di Indonesia. Laporan ini akan mengungkap dampak koordinasi antara lembaga pertahanan dan entitas pertahanan sipil terhadap upaya penanggulangan bencana. Selanjutnya, tantangan-tantangan yang timbul dari pemisahan kebijakan pertahanan dan sistem manajemen bencana akan diidentifikasi. Pada akhirnya, strategi-strategi akan diusulkan untuk meningkatkan integrasi antara kebijakan pertahanan dan kesiapsiagaan dan tanggap bencana di Indonesia. Penelitian ini akan membahas kebijakan pertahanan Indonesia yang melibatkan kesiapsiagaan bencana dan langkah-langkah tanggap, menekankan koordinasi antara lembaga-lembaga dan pertahanan sipil, mengatasi tantangan pemisahan, dan mengusulkan strategi untuk meningkatkan integrasi.

Abstract

In Indonesia, Pancasila, the state ideology, is the foundation for national unity and identity. However, the principles of Pancasila face significant challenges from radicalist threats that seek to undermine its core values. This research aims to explore the key radicalist threats facing Pancasila, evaluate the effectiveness of current public administration strategies in addressing radicalism, and propose innovative approaches and policy recommendations to strengthen public administration strategies for defending Pancasila. Utilizing qualitative research methods, this study draws upon Social Identity Theory, Policy Implementation Theory, and Diffusion of Innovations Theory to analyze the multifaceted nature of radicalist threats and inform evidence-based policy decisions. Secondary data sources, including government reports, academic literature, and media sources, are employed to gain insights into radicalism's origins, manifestations, and impacts on Indonesian society. The results show how radicalist ideas are complicated and rooted in group identities. They also show how hard it can be to implement policies because of bureaucracy. Finally, they show how new ideas such as community engagement programs, educational reforms, and technological interventions might be able to effectively fight radicalism. By understanding these challenges and opportunities, policymakers can devise targeted interventions to safeguard Pancasila against radicalist threats, promoting democracy, social justice, and unity.
