Abstract

Kepemimpinan merupakan salah satu isu dalam manajemen yang masih cukup menarik untuk dibahas hingga saat ini. Media massa, baik itu media cetak maupun elektronik, kerap menampilkan opini dan pembicaraan yang membahas tentang kepemimpinan. Sumber ancaman terhadap keamanan nasional semakin luas, tidak hanya meliputi ancaman internal dan ancaman eksternar, namun juga ancaman dari berbagai sudut yang muncul dari segala aspek kehidupan. Di era 5.0 pemimpin didorong untuk bertindak dalam kapasitas sebagai fasilitator, motivator, pelatih, dan guru pada saat yang bersamaan. Ini karena tidak aka nada pengganti manusia untuk bimbingan secara langsung ketika melatih, memotivasi, dan mengarahkan orang. Kepemimpinan dalam organisasi militer di berbagai Negara memiliki tujuan yang sama yaitu mewujudkan visi misi organisasi sesuai tugas, wewenang dan tanggungjawabnya berdasarkan hasil keputusan politik Negara. Artikel ini disusun berdasarkan studi kepustakaan dengan menggunakan pendekatan deskriptif kualitatif sebagai pendekatan penulisan utama. Para pemimpin militer dari atas ke bawah harus mampu menghadapi kompleksitas politik dan budaya yang semakin meningkat dari perang proxy, operasi perdamaian, kehadiran dan keterlibatan ke depan, kemanan internal dan manajemen bencana. Abstract

Sejarah panjang perjuangan indonesia tidak terlepas dari pembentukan Tentara Pembela Tanah Air (PETA) pada masa pendudukan jepang di indonesia (1942-1945). PETA merupakan perwujudan rasa nasionalisme dan patriotisme berupa pembelaan kepada negara yang menginginkan kemerdekaan dan keadilan sosial. Dari sejarah tersebut tergambar nilai dan semangat PETA dalam membangun budaya strategis bangsa Indonesia saat ini. Budaya strategis ini berperan pada pembangunan karakter dalam kerangka bela negara saat ini. Artikel ini menjelaskan mengenai pentingnya fungsi nilai dan semangat kepejuangan PETA dalam membela tanah air yang pada prinsipnya merupakan dasar pembangunan budaya strategis dan penguatan bela negara yang direlevansikan dengan ilmu pertahanan. Metode penelitian yang digunakan yaitu penelitian kualitatif deskriptif. Pengumpulan data dilakukan dengan Teknik pengumpulan data literatur seperti merekam, membaca, dan mengolah bahan penelitian. Dari hasil studi ini diperoleh bahwa dalam sejarahnya, PETA merupakan bagian yang tidak terpisahkan dalam usaha memperjuangkan kemerdekaan Indonesia. Budaya strategis yang berada di tengah persilangan antara hibridasi dan sejarah masa lalu juga direfleksikan sebagai wajah politik luar negeri Indonesia yang mengambil jalan tengah, poros tengah, moderatisme dengan sebutan politik bebas aktif. Nilai dan semangat yang ada pada sejarah PETA berkontribusi dalam pembangunan budaya strategis sehingga dapat memperkuat bela negara. Relevansi PETA dan budaya strategis terhadap ilmu pertahanan diasumsikan sebagai kekuatan bangsa dan negara Indonesia demi tercapainya tujuan dan menjaga kepentingan Indonesia baik dalam lingkup regional maupun global.

Abstract

The management of the Citarum Watershed (Watershed) carried out through collaboration between the TNI (Indonesian Armed Forced) through the Regional Military Command (Kodam) III/Siliwangi and the Regional Government has so far not shown significant results. For this reason, this study aims to analyze the collaboration in handling the Citarum Watershed through the Bhakti TNI and law enforcement, using a qualitative method. Where from the research conducted it was found that the implementation of the Collaboration Bhakti TNI Kodam III/Siliwangi in the handling of the Citarum Watershed and law enforcement is still faced with sectoral egoism with supporting factors in the form of regulations so that multi-sector synergy with related stakeholders is integrated. Efforts carried out in collaboration in handling the Citarum watershed and law enforcement require the participation of environmentally conscious communities on the Citarum Riverbanks and Standard Operating Procedures (SOP)/Status Procedures (Protap), Memorandum of Understanding (MoU), as well as Working Relations Mechanisms in cooperation in the arrangement of the Citarum Watershed . Collaboration in handling the Citarum watershed through Bhakti TNI and law enforcement in supporting military campaign strategies requires synergy, speed and accuracy in moving people, infrastructure and equipment, as well as unity of command. To realize this, it was suggested to the President to issue a Presidential Regulation regarding the involvement of the Regional Military Commander III/Siliwangi as the person in charge of the ecosystem and environment, the need for education to increase the participation of environmentally conscious communities on the Citarum River Basin, as well as the formulation of SOP or Protap including MoU between components in pentahelix , Mechanism of Working Relations in accelerating the arrangement of the Citarum Watershed.

Abstract

Indonesian maritime diplomacy is the implementation of foreign policy that is not only related to various maritime aspects at the bilateral, regional and global levels but also uses maritime assets, both civil and military to fulfill Indonesia's national interests in accordance with the provisions of national law and international law. The use of military assets in Indonesian maritime diplomacy is carried out by the Indonesian Navy as one of the main components of national defense which besides having duties in the field of defense and security at sea, also carries out naval diplomacy duties in order to support foreign policy policies set by the government. The objectives of this study are (1) to analyze the cooperative maritime diplomacy of the TNI in order to maintain regional security stability in order to maintain state sovereignty; (2) Analyzing the TNI's persuasive maritime diplomacy in order to maintain regional security stability in order to maintain state sovereignty; (3) Analyze the TNI's coercive maritime diplomacy in order to maintain regional security stability in order to maintain state sovereignty. This study used descriptive qualitative method. The results of this study are (1) The facilities and infrastructure that are owned are still limited, Pusinfomar TNI as the TNI's Balakpus Puspa which is still young is facing a long challenge to become a maritime security data center at the national and international level in supporting the TNI's cooperative maritime diplomacy tasks. Awareness of the importance of maritime information data has not grown nationally so that maritime data has not been properly managed between agencies and Ministries/Agencies and there has not been an exchange of information with regional countries in supporting the TNI's maritime diplomacy tasks through information exchange cooperation with domestic maritime data centers and regional countries Indo-Pacific; (2) The implementation of TNI's persuasive maritime diplomacy in the form of sea security training courses has not been carried out with all regional countries, especially with Vietnam and China, it is necessary to carry out training sessions with the two countries as a form of cooperative maritime diplomacy by using sea power assets in peacetime and building CBM in accordance with their respective national interests as well as to show Indonesia's role as the largest country and founder of ASEAN; (3) The bilateral and multilateral Patkor has not yet been fully implemented as a form of coercive maritime diplomacy between the TNI and neighboring countries in the face of the vastness of Indonesia's sea boundaries and the strategic bangling situation in the Indo-Pacific region, especially in the SCS region where ZEEI LNU borders with ZEE Vietnam and Malaysia

Abstract

The success of a research is highly dependent on the method adopted, especially research related to dangerous and expensive matters which will certainly require special handling in the development or maintenance steps. One of them is research related to space technology such as aviation and rocketry technology, which is very dependent on the design model of the flying vehicle and, in general, will always use simulation to ensure that the entire system being built is carried out safely and can be implemented properly according to plan. In the development of the prototype flying vehicle, especially the development of the avionics and flight control system, the vehicle will go through sequential simulation steps from Software in the Loop Simulation (SILS), Hardware in the Loop Simulation (HILS), and Ready-to-Fly System (RTFS). In this paper, the simulation steps will be described with the intention of facilitating integration and testing of each sub-system being developed, testing the control strategy applied or eliminating bugs if something goes wrong. In the end, with a series of flying vehicle simulations, it can be developed quickly and cost-effectively, including saving human resources.

Abstract

Kecerdasan buatan (Artificial Intelligence) diharapkan mampu untuk mentransformasi tatanan semua sektor tak terkecuali di bidang manajemen sumber daya manusia (SDM). Atas nama efisiensi, penggunaan AI dianggap dapat memainkan peran untuk meningkatkan otomatisasi secara cerdas yang memungkinkan para manajer untuk mengedepankan kemampuan manusia secara eksklusif namun menempatkan teknologi sebagai basisnya. Ide yang terkandung dalam kecerdasan buatan untuk efisiensi sumber daya manusia selaras dengan salah satu pokok pemikiran ilmu manajemen pertahanan, dimana manajemen pertahanan mengacu kepada pengelolaan sumber daya untuk melaksanakan kegiatan pertahanan negara yang dituntut harus melibatkan strategi yang kuat, alokasi sumber daya termasuk sumber daya manusia secara efektif demi terwujudnya kesiapan operasional yang mumpuni. Sebagai personil militer nasional, TNI sudah pasti mengharuskan untuk bisa menyerap talenta terbaik bangsa demi memperkokoh strategi pertahanan negara. Disinilah kecerdasan buatan dalam manajemen sumber daya manusia berperan. Penelitian ini menggunakan metode studi literatur dengan pendekatan deskriptif kualitatif sebagai pendekatan penulisan utama dan menggunakan data sekunder berdasarkan tinjauan yang dilakukan secara komprehensif terhadap jurnal, laporan serta arsip (data dokumenter). Artikel ini akan menjelaskan tentang masalah manajemen sumber daya manusia jenis apa saja yang bisa diselesaikan dengan melibatkan kecerdasan buatan serta terdapat ancaman apa yang terkandung didalamnya untuk bisa diwaspadai serta bagaimana solusi ini bisa memperkokoh sistem manajemen sumber daya manusia di dalam TNI. Artikel ini menemukan bahwa penggunaan kecerdasan buatan dalam manajemen sumber daya manusia dapat mengurangi beban departemen SDM sehingga mereka dapat memanfaatkan waktunya untuk pengambilan keputusan strategis lainnya atau memecahkan masalah penting dan juga AI berperan sebagai alat untuk mengidentifikasi, memprioritaskan, dan memilih inisiatif misi baru secara sistematis

Abstract

Border area management policies are important nowadays in facing various challenges faced by a country. This study aims to evaluate border area management policies in three different countries, namely Australia, Laos, and Indonesia, and their challenges in implementation. This study was conducted using a qualitative approach and a comparative method to compare border management policies in three countries. The data was obtained through literature study, as well as using policy analysis to assess implemented policies. The results of this study indicate that the three countries studied have different challenges in implementing border area management policies in their countries. Australia has relatively good policies in managing its border areas but still faces challenges with the refugee crisis and illegal migration. Laos has challenges in building infrastructure in its border areas and has a limited budget to manage its border areas. Meanwhile, Indonesia has challenges in terms of corruption, lack of budget, and lack of coordination between institutions in managing its border areas In facing these challenges, the three countries need to coordinate between agencies and use advanced technology in managing regional borders, as well as increasing community participation in managing regional borders. In addition, the border area management policies that are made need to be more contextual and fairer to address the challenges faced by each country.

Abstract

Climate change and natural disasters pose significant challenges to countries around the world. The Indonesian government has implemented various policies to address climate change issues and mitigate the impact of natural disasters. However, the effectiveness and impact of these policies remain unclear. This research aims to evaluate the current policies implemented by the Indonesian government in addressing climate change issues and mitigating the impact of natural disasters. It also aims to identify the key challenges faced by the Indonesian government in policy implementation and assess the effectiveness of these policies in reducing climate change risks and mitigating the impact of natural disasters in Indonesia. Additionally, potential areas for strengthening and improving government policies will be explored. A qualitative research method will be adopted, utilizing secondary data sources such as reports, academic journals, and government publications. These sources will be analyzed to gain insights into the current policies and their effectiveness. The research finds that the Indonesian government has implemented several policies to tackle climate change issues and natural disaster mitigation. Key challenges faced include limited resources, a complex bureaucratic structure, and difficulties in enforcement. While the current policies have had some impact in reducing climate change risks and mitigating the impact of natural disasters, their effectiveness is hindered by these challenges. The evaluation suggests the need for strengthening and improving Indonesian government policies on climate change and natural disaster mitigation. This includes enhancing resource allocation, streamlining bureaucratic processes, and improving enforcement mechanisms.

Abstract

Drones have significantly impacted modern warfare, necessitating a comprehensive understanding of the factors influencing drone threat perceptions and their impact on defense policymaking. This study examines the influence of drone threat perceptions on defense policymakers' decision-making and resource allocation, focusing on key factors influencing perception formation. This study uses qualitative research methodology to analyze secondary data from academic research, policy reports, and expert analysis to identify recurring themes and patterns in defense policymakers' perceptions of drone threats. The research findings highlight that varying drone threat perceptions significantly impact defense policymakers' decision-making processes. Key factors influencing the formation of drone threat perceptions include geographical proximity, technological advancements, and past experiences. These threat perceptions shape defense resource prioritization, with a greater emphasis on acquiring counter-drone technologies and air defense systems. The implications of defense resource allocation under prevailing drone threat perceptions are significant. Allocating resources effectively to address drone threats necessitates a comprehensive understanding of threat perceptions and their impact on defense priorities. Overall, this research demonstrates that drone threat perceptions substantially influence defense policymaking and resource allocation. Understanding the key factors shaping these perceptions is crucial for policymakers to better respond to the evolving drone threat.

Abstract

Abstrak: Penelitian ini mengkaji fenomena politisasi kepolisian dalam konteks pemilihan umum, dengan fokus pada faktor-faktor yang melatarbelakangi terjadinya politisasi tersebut dan dampaknya terhadap keadilan, kredibilitas, dan transparansi proses pemilu.Tujuan dari studi ini adalah untuk mengatasi dan mencegah politisasi kepolisian selama pemilihan umum, serta mengeksplorasi konsekuensi dari kegagalan untuk mengatasi masalah ini terhadap supremasi hukum dan demokrasi.Rancangan penelitian yang digunakan adalah kualitatif, dengan memanfaatkan data sekunder dari jurnal akademik, laporan, dan sumber lain yang relevan.Temuan penelitian ini menyoroti beberapa faktor kunci yang berkontribusi terhadap politisasi kepolisian selama pemilihan umum. Faktor-faktor ini berkisar dari campur tangan dan manipulasi politik oleh partai-partai yang berkuasa hingga subversi mekanisme akuntabilitas dalam sistem kepolisian. Dampak politisasi kepolisian terhadap proses pemilu sangat merugikan, karena merusak keadilan, kredibilitas, dan transparansi pemilu dengan memungkinkan penegakan hukum yang bias, intimidasi pemilih, dan favoritisme partisan. Mengatasi dan mencegah politisasi kepolisian memerlukan reformasi sistemik yang bertujuan untuk mendepolitisasi kepolisian. Reformasi ini harus mencakup penguatan kemandirian kepolisian, peningkatan mekanisme akuntabilitas internal, dan peningkatan standar dan etika profesional. Kegagalan untuk menangani politisasi kepolisian dapat memiliki konsekuensi yang luas bagi supremasi hukum dan demokrasi, termasuk erosi kepercayaan publik, integritas elektoral yang dikompromikan, dan meningkatnya polarisasi sosial dan politik.Kata kunci: pemilihan umum, politisasi kepolisian, proses pemilu
