Abstract

This study aims to describe the implementation of the Problem Based Learning (PBL) instructional model in improving students' critical thinking skills in the Indonesian language lessons for fourth-grade students at UPT SDN Panaikang II, Makassar City. This research uses a Classroom Action Research (CAR) approach, carried out in two cycles. Each cycle consists of the stages of planning, action implementation, observation, and reflection. The research subjects were the fourth-grade students of UPT SDN Panaikang II, Makassar City, totaling 25 students. Data collection techniques used include observation, tests, and documentation. The data were analyzed using quantitative descriptive analysis techniques with percentages to see the improvement in students' critical thinking skills. The results of the study show that the implementation of the problem-based learning model can improve students' critical thinking skills. In Cycle I, the evaluation results showed that 7 students, or 28%, reached the Minimum Competency Criteria (KKM), while 18 students, or 72%, had not yet met the KKM, with a class average score of 55. In addition, the observation results for critical thinking skills indicators scored 38 with a percentage of 63%. In Cycle II, there was a significant improvement, where the number of students reaching the KKM increased to 17 students or 68%, while the number of students not meeting the KKM decreased to 8 students or 32%, with a class average score of 74. The observation results for critical thinking skills indicators also increased to a score of 48 with a percentage of 80%. Based on these research results, it can be concluded that the implementation of the Problem-Based Learning model is effective in improving critical thinking skills in Indonesian language learning for fourth-grade students at UPT SDN Panaikang II, Makassar City.

Abstract

This community service program focused on developing community micro-enterprises through the launch of cracker products and assistance in the halal certification process. Implementation methods included initial observation, outreach, production assistance, packaging, marketing, and education on the importance of halal certification for business owners. The results showed that the cracker product launch increased the selling value and competitiveness of local products, while the halal certification assistance increased business owners' understanding of halal product standards and opened up broader marketing opportunities. This program had a positive impact on improving product quality and increasing awareness among UMKM  of the importance of legality and consumer trust. Therefore, this community service program is expected to encourage the sustainability of local cracker businesses and improve the welfare of the local community.

Abstract

Purpose: This study analyzes the implementation of the New Student Admission Policy (PPDB) at SD Negeri 20 Palembang using a collaborative governance approach based on the Triple Helix model, emphasizing interaction between government, academia, and society. Design/Methodology/Approach: A qualitative descriptive method was employed, with data collected through interviews, observations, and documentation involving the Palembang City Education Office, school actors, and parents as informants. Findings: Although the PPDB policy was implemented according to regulations, its effectiveness remains low. The online registration system failed due to limited digital literacy and community access. Collaboration among actors exists but remains administrative, lacking synergy and innovation, resulting in suboptimal policy outcomes. Practical Implication: The government must strengthen its role as both regulator and facilitator through intensive socialization, technical assistance, and digital literacy training. Schools should serve as mentoring centers for parents navigating the online system. Supporting facilities such as internet access must be provided, and the PPDB policy should be made more flexible and adaptive to local social conditions to prevent digital access gaps. Originality/Value: This study contributes a novel analytical framework by integrating collaborative governance and the Triple Helix model in the context of local digital education policy. Unlike previous studies focused on technical aspects, this research uncovers structural policy failure through institutional asymmetry and pseudo-collaboration. It demonstrates that digital transformation in education requires not only technological readiness but also social readiness and equal collaborative capacity among all stakeholders.
