Abstract

Zakat is a philanthropic instrument that plays a role in poverty alleviation, one of which is through the Zakat Community Development (ZCD) Program managed by BAZNAS. This program aims to improve community welfare through village community empowerment and has been successful in several areas. However, in Nagari Balai Baiak Malai III Koto, the ZCD program has not shown the expected results. The target group is still classified as poor families, even the poverty rate has increased after the program runs.. So this research aims to identify the obstacles faced in poverty alleviation in nagari balai baiak malai iii koto. The research method used is a qualitative method with a case study type. The results of this study found that structural, institutional, socio-cultural, and political participation weaknesses are the main factors that hinder the success of the program. To improve the effectiveness of the program, synergy between BAZNAS and local government, community capacity building, local institutional strengthening, and transparency in the management of zakat funds are needed. With a more integrated approach, the program is expected to run more sustainably and have a positive impact in alleviating poverty. Abstract

This research analyses the sociological and normative lawfulness of the civil disobedience initiated by the Agam community against the implementation of Government Regulation (PP) No. 84 of 1999, examined through the dual lenses of Maqasid al-Shari’ah and sociolegal theory. Employing a sociolegal research framework, the study integrates a normative-doctrinal analysis of Islamic legal literature with empirical field investigations to deconstruct the occurring legal tensions in West Sumatra. The findings demonstrate that the resistance against the proliferation of Nagari territories does not constitute an act of rebellion (bughat); rather, it represents a form of mu’aradhah shar’iyyah (legitimate constitutional opposition) and an implementation of the principle of amr ma’ruf nahi munkar. State policies that potentially disenfranchise communal land sovereignty (ulayat) are found to contravene the Shari’ah principles of preserving communal property (hifz al-mal) and lineage (hifz al-nasl), thereby failing to satisfy the legal maxim that government policies must be predicated upon the welfare of the people (tasharruf al-imam manuthun bi al-maslahah). From the perspective of Shari’ah jurisprudence, this civil disobedience is justified as a mechanism for preventing harm (dar’u al-mafasid) caused by repressive centralized regulations. This study underscores the imperative of harmonizing the laws of the state, customs (adat), and Shari’ah to avert structural injustice within the framework of regional autonomy.

Abstract

Transformasi pertanian merupakan proses perubahan struktural yang tidak hanya mencakup modernisasi produksi dan adopsi teknologi, tetapi juga melibatkan restrukturisasi hubungan sosial, kelembagaan, dan distribusi kekuasaan di pedesaan. Meskipun berbagai studi telah menyoroti dimensi teknis transformasi pertanian, kajian mengenai peran sosial elit lokal dalam proses tersebut masih relatif terbatas dan terfragmentasi. Artikel ini bertujuan untuk menganalisis secara kritis dinamika sosial elit lokal dalam transformasi pertanian melalui pendekatan systematic literature review terhadap publikasi akademik periode 2018–2025.            Hasil kajian menunjukkan bahwa elit lokal memiliki peran ganda yang bersifat ambivalen. Dalam konteks kelembagaan yang partisipatif, elit dapat berfungsi sebagai agen perubahan yang mempercepat difusi inovasi, memperluas akses pasar, dan memperkuat organisasi petani. Namun dalam struktur kekuasaan yang eksklusif, elit berpotensi melakukan penguasaan sumber daya (elite capture) yang memperkuat ketimpangan sosial dan menghambat inklusivitas pembangunan pertanian. Faktor budaya lokal, konfigurasi politik desa, distribusi modal sosial, serta relasi kekuasaan menjadi variabel kunci yang menentukan arah dan dampak transformasi tersebut.            Artikel ini menegaskan bahwa keberhasilan transformasi pertanian tidak hanya ditentukan oleh inovasi teknologi, tetapi juga oleh kualitas tata kelola sosial dan distribusi kekuasaan di tingkat lokal. Pemahaman yang lebih mendalam terhadap struktur sosial elit lokal menjadi prasyarat penting dalam merancang kebijakan pertanian yang inklusif dan berkeadilan.
