Abstract

This research is motivated by the perception of Andalas University academics towards veiled female students who disagree with the use of the veil. This study aims to determine the perception of the academics of Andalas University towards veiled female students from the aspects of knowledge, attitudes and actions. The study was conducted using a quantitative approach with descriptive analysis design. The population in the study were students and lecturers at Andalas University from five faculties. The sample taken amounted to 380 people consisting of lecturers and students, using the proportionate random sampling technique and in collecting data using a questionnaire. The theory used is Functional Structure pioneered by Emile Durkheim, which is classified as a social fact. In analyzing this functionalist theory, society is a system consisting of interconnected, related and balanced parts, then all social structures are integrated into a unity and have a function that different but still creates order and the whole elements will adapt to each other's changes in society both internal and external. This social fact is a way of thinking, a way of feeling, a way of acting, a way of being that is outside the individual (external), general, and coercive that can explain the perception of the academics of Andalas University towards veiled female students who are social facts. The average score (mean) is 3.72 where this score shows the perception of Andalas University academic community towards veiled students on a positive or good interval scale, which is seen from the level of knowledge, attitudes and actions.

Abstract

This study aims to analyze the factors inhibiting the implementation policy of the Campaign Props (APK) in Bukittinggi City. APK in the form of banners and billboards in the 2019 election campaign, many APKs that have been facilitated by the Election Commition  (KPU) are not installed in the designated zones and there are even election participants who do not utilize this APKs facilitation, even though the state funds used for this Facilities are quite large. This study uses descriptive qualitative research with a case study approach, data collection procedures in the form of interviews, observation and documentation. The theory used is the corten implementation model in which this Mode is based on the compatibility between the three elements that is program, implementation, and target group.  The results showed that election participants did not utilize the APK facility caused by (1) KPU rules regarding the size, design, and content of APKs are not in accordance with the perception of the election participants' persuasion needs (2) Political parties avoid conflicts with candidates considering that the APK content does not accommodate candidates photos (3) costs for installing and maintaining APKs are none from election participants. Judging from its effectiveness APK's facilitation policy in the 2019 elections in Bukittinggi City has not reached its goal. Inconsistency with the open proportional electoral system with the APK facilitation policy has several impacts in the campaign process, among others 1) competition between candidates in campaigning becomes uncompetitive  2) most APK facilitation held by KPU is largely unused

Abstract

Transmigration is one of the government programs in the context of solving population problems which was reopened in 2016 in Sijunjung Regency, namely Kenagarian Padang Tarok. Consisting of ethnic Javanese and ethnic Minangkabau. Given the two different ethnic backgrounds, it is necessary to make an adaptation. The purpose of this study was to determine social adaptation in a multicultural society in the era of information disclosure. This study uses the theory of Arnold Toynbee Challenge and Response. Qualitative method. Data collection with observation and in-depth interview techniques. Informants were taken using purposive sampling technique. Based on the results of the study, it was concluded that the challenges of the Padang Tarok transmigrant community were in the form of language differences, a feeling of being ignored which gave rise to negative sentiments, the emergence of camps and groups between blocks, job choices. and the response to these challenges is to apply Indonesian as a means of communication, to apply an attitude of mutual openness and sharing, to participate in community activities, and to gain gold as a new form of work. The people of Padang Tarok live in a high sense of respect and have an attitude of helping each other.AbstrakTransmigrasi merupakan salah satu  program pemerintah dalam rangka pemecahan masalah kependudukan yang dibuka kembali pada tahun 2016 di Kabupaten Sijunjung yaitu Kenagarian Padang Tarok. Terdiri dari Etnis Jawa dan Etnis Minangkabau. Mengingat kedua latar belakang etnis berbeda maka perlu dilakukan sebuah adaptasi. Tujuan penelitian ini adalah Mengetahui adaptasi sosial dalam masyarakat multikultural era keterbukaan informasi. Penelitian ini menggunakan teori Arnold Toynbee Challenge and Respons. Metode kualitatif. Pengumpulan data dengan teknik observasi dan wawancara mendalam. Pengambilan informan menggunakan teknik Purposive sampling. Berdasarkan hasil penelitian disimpulkan bahwa tantangan masyarakat transmigran Padang Tarok berupa Perbedaan bahasa, timbul rasa tidak dipedulikan yang memunculkan sentimen negatif, munculnya kubu-kubu dan kelompok antar blok, pilihan pekerjaan. serta respon dari tantangan tersebut adalah menerapkan Bahasa Indonesia sebagai alat komunikasi, menerapkan sikap saling terbuka dan saling berbagi, berpatisipasi dalam kegiatan masyarakat, dan mendulang emas sebgai bentuk pekerjaan baru. Masyarakat Padang Tarok hidup dalam menerapkan rasa harga-menghargai yang tinggi dan memiliki sikap saling tolong-menolong antar sesama.

Abstract

This study aims to describe the social practice of independent graduation participants in the Family Hope Program (PKH) in Nagari Batu Balang, Harau District, Lima Puluh Kota District. This study uses a descriptive-based qualitative approach with the informants selected using a purposive sampling technique. In collecting data used in-depth interview techniques, involved observation, and documentation studies. The results of this study indicate that habitus plays a role in encouraging PKH participants in independent graduation from persistence in working, having a sense of shame, discipline, frugal, and honest. The forms of capital owned by PKH participants in independent graduation are social capital, economic capital, cultural capital, and symbolic capital. The form of the PKH arena that plays PKH participants in independent graduation is to hold monthly meetings to add insight, monthly meetings as a first step to starting a household business, conducting health checks at the Polindes and Puskesmas, paying attention to the presence of children at school, saving to open a household business, dare to open a household business, and use the land around the neighbourhood to grow vegetables and medicinal plants.

Abstract

Poverty is a very complicated problem to solve, even though there have been many poverty alleviation programs that have been intensified by the goverment. Both form the Soeharto era to the current era of Joko Widodo administration. The program is either empowerment or charity. However , property alleviation programs cannot reduce poverty rates, one of which is in Nagari Sungai Pinang where the poverty rate has increased. This study aims to identify the effectiveness of poverty alleviation programs in Nagari Sungai Pinang. This research analysis tool uses the theory of community empowerment according to Jim Ife. The research methodology use a qualitative approach and observation methods, in-depth interviews, documentation studies ang Focus Group Discussions(FGD). This study shows that the poverty alleviation program in Nagari Sungai Pinang cannot be said to be effective. Either the program is empowering or Charity. This is because there is no proper management and group responbility for each of these aids.

Abstract

The NGO certainly has its own way of carrying out community empowerment activities. When asked what model of empowerment was used by the three NGOs in West Sumatra, they basically built all the empowerment models, including the Rothman Empowerment model. After further investigation, the application of the Rothman empowerment model to the empowerment program carried out by NGOs was not fully implemented by the NGOs Jemari Sakato, YCM-M and LP2M. The three NGOs only used several indicators of the Rothman empowerment model in the empowerment program carried out by the NGO. For this reason, it is necessary to explain how the application of the Rothman empowerment model was carried out by the three NGOs considered that not all indicators of the empowerment model could be realized by NGOs. The purposes of this research were to describe the implementation of Rothman’s Model on every empowerment program which held by the NGOs. To describe the data collected, the researcher uses the perspective “Rothman's Three Models of Community Organizing”. This Researched used qualitative approach. The selection of informants was done by using purposive sampling technique and data collected techniques with in-depth interviews, observations, and document studies. The results from this research are the NGO of Jemari Sakato used Locality Development as its model of Rothman, YCM-M used Social Planning model of Rothman, and LP2M used Social Action Model of Rothman with nine indicators. This research has never been done before by other authors

Abstract

The market is a place for socio-economic activities in the regional economic growth. The existence of the main market began to be disrupted since the September 30th, 2009 earthquake, resulting in damage to the buildings of Pasar Raya Padang. Rapid handling was made by the Padang City Government through the construction of emergency stalls in the form of stalls along Jalan Sandang Pangan. The construction of emergency kiosks was opposed by some traders because of declining income and lack of visitors. This condition triggered a prolonged conflict for five years (2009-2014). The length of this conflict process makes it important to be explored further with regard to the involvement of third parties in resolving the post-2009 earthquake market conflict. This study uses a qualitative approach with the type of descriptive research. Informants in this study were determined by intentional (purposive). Informants who contributed to this finding were 14 people with 5 women and 9 men. This research shows that the third party is the Regional Representative Council of the City of Padang and the National Commission on Human Rights (KOMNASHAM) of the Republic of Indonesia. The third party involvement carried out by the Regional House of Representatives (DPRD) was hearing to the traders of Pasar Raya Padang and involving their representatives at hearings, working meetings of DPRD which discussed issues related to commission II. The next role is the role as the guardian of the Rehabilitation and Reconstruction process and striving for the realization of the budgeting in the Regional Revenue and Expenditure Budget (APBD) in accordance with the needs of traders. Whereas the KOMNASHAM has a position and commitment not in line with the conflicting parties, but its role as a human rights guard positions it structurally as a neutral mediator.

Abstract

Dalam rangka pemerataan pembangunan, pemerintah mengeluarkan kebijakan mengenai otonomi daerah. Salah satu strategi mencapai tujuan otonomi daerah adalah melalui pendirian Badan Usaha Milik Desa (BUM Desa). Artikel ini mejelaskan sinergi BUM Desa dan masyarakat dalam proses pemberdayaan melalui pengembangan community based tourism. Penelitian ini menggunakan teori strukturasi Anthony Giddens dalam menganalisis relasi struktur dan agen dalam memproduksi dan mereproduksi praktik sosial pemberdayaan. Penelitian ini menggunakan pendekatan kualitatif dengan tipe deskriptif. Pengumpulan data dilakukan dengan teknik wawancara mendalam dan observasi. Dalam praktiknya, sumberdaya (resources) yang dimanfaatkan oleh BUM Desa dalam memproduksi dan mereproduksi praktik sosial CBT terdiri dari; 1) signifikasi berupa upaya sosialisasi dan pelatihan, 2) Dominasi politik dalam bentuk dukungan penuh kepala desa, BPD dan karang taruna, 3) Dominasi alokatif berupa potensi sumber daya alam hutan bambu, dana desa, dan keterampilan pengrajin anyaman bambu, 3) Legitimasi berupa sanksi informal. Bentuk-bentuk tindakan masyarakat dalam praktik sosial CBT; agen pada perangkat BUM Desa berupa reflexive monitoring of action. Sedangkan agen sebagai anggota BUM Desa berupa rasionaliasasi of action.

Abstract

Community empowerment is important for local institutions in realizing Nagari Tageh. Tageh means it must be flexible in the fields of health, education, food, economy, socio-culture, information, disasters, bundo kanduang, security and controlling community diseases in Nagari Sungai Kunyit. This research aims to identify a model for empowering local institutions in the Nagari Tageh program in Nagari Sungai Kunyit. This research analysis tool uses community empowerment theory according to Jim Ife. The research methodology uses a qualitative approach and case studies, the techniques used are observation, in-depth interviews, documentation studies and focus group discussions (FGD). This research shows that the empowerment model does not involve the community in a participatory manner. The empowerment model is based on local institutional analysis, namely the empowerment of formal Nagari government institutions and the informal institution Kerapatan Adat Nagari (KAN) as an intermediate goal of empowering community groups . The empowerment model in realizing Nagari Tageh is the empowerment model in realizing Nagari Tageh is the local community involvement model and the media utilization model. A model of community involvement by identifying local institutions, related to the values and institutions available in the nagari, for example youth institutions, the density of nagari customs. Meanwhile, the media utilization model is to identify media activists in the nagari, both individually and institutionally, who actively use social media, and then collaborate with the nagari or tourism business actors. the local community involvement model and the mass media model. This model functions to empower formal Nagari government institutions and informal Nagari traditional institutions (KAN) as an intermediary goal for empowering community groups. Novelty in this research is a model of community empowerment based on local institutions.

Abstract

Padang city government policy in the development of local wisdom-based tourism is an effort to strengthen and promote local wisdom as the main attraction in tourism in the city of Padang. In this study, a qualitative approach was used with data collection techniques through interviews, observations, and document studies. The results showed that the Padang city government policy in the development of tourism based on local wisdom has succeeded in increasing the number of tourists and tourism revenue in the city of Padang. The policy also encourages the participation of local communities in the management and development of tourism, so as to improve the welfare of local communities. However, there are still some obstacles in the implementation of these policies, such as lack of coordination between relevant agencies and lack of public awareness of the importance of maintaining local wisdom. Therefore, there is a need for further efforts to improve coordination between Related Agencies and provide education to the public about the importance of maintaining local wisdom in tourism development in Padang.In addition, in the development of tourism based on local wisdom, the Padang City Government has also established several programs and policies that are implemented in an integrated manner. The Program includes the development of tourist villages, revitalization of existing tourist attractions, and training to the community related to local wisdom and handicrafts.
