Abstract

Importer countries of Indonesian fishery products, such as European Union countries (EU) and the United States (USA), are very concerned about the treacebility of fishery products, which lead to some rejection of fishery products obtained from illegal, unreported and unregulated activities (IUU Fishing) in NZFPJ. Approximately 231 vessels, 121 of it are purseiners, conducted fishing operations outside permitted fishing areas and at least 42 vessels were moored outside their assigned fishing ports. Considering the number of violations, this study is aiming at formulating strategies to improve compliance level of fishing vessels. Data from the case study were analyzed using Strengths Opportunities Weaknesses Threats (SWOT) method and Quantitative Strategic Planning Management (QSPM). The results showed that strategies to improve the compliance of purseiners to fishing regulations in NZFPJ are by developing an integrated fishing vessel monitoring system with relevant agencies conducting law enforcement in the field of marine and fishery. In addition, reward and punishment scheme along with education for fishermen and businessmen are required to improve awareness. Lastly, there is need to provide facilities and training to support the monitoring activities. Keywords: IUU fishing, NZFPJ, inspection.

Abstract

Fishing activity to catch hampala (Hampala macrolepidota) using gillnet in the Ranau Lake has been quite intensive. However, there is a type of net developed by fishers to catch hampala in the same waters, namely “jaring kekop.” The existence of this net will increase the intensity of fishing in Ranau Lake which is already high, thus affecting the availability of stocks. The purpose of this research is to describe technical and biological characteristic of kekop net and to analyze the sustainability of kekop net fishery to catch hampala in Ranau Lake, South Sumatera. Data was collected by field survey method through direct interviews with fishers, observation and measurement of fishing unit, and participated in the fishing operation trips. The result showed that the jaring kekop used by fishers in Ranau Lake can be classified into the set gillnet with slightly different operation method from the common set gillnet. The SPR (spawning potential ratio) analysis of hampal fish obtained a value of 72% or > 40%, which means that the average fish caught is gonad ripe or fit to catch (SL50 > Lm). The sustainability values of the jaring kekop fishery were 51.4 for technical aspect, 6.5 for biological aspect, and 65.2 for social-economic aspect. From these sustainability values, it can be seen that the jaring kekop fishery in Lake Ranau is sustainable enough. Key words: jaring kekop, hampala fsih, characteristic, sustainability, Ranau Lake

Abstract

Development of surimi processing in the industry regions which have huge potential of rawmaterial, can be done through aiming at the business feasibility existed either by modern surimi processingbusiness as weel as semi modern. In general, theaim of this research is to analyze the feasibility business ofsurimi processing either by modern surimi processing business or semi modern. Sampling of surimiprocessing business for modern surimi processing was located in Pekalongan, Central Java Province andsemi modern surimi processing was located in Pulau Moro, Riau Island Province. Data collection was doneby questionnaire and interview to stakeholders of surimi processing industry. Method of analysis wascarried out by using criteria of financial feasibility i.e. Payback Period (PB), Net Present Value (NPV),Internal Rate of Return (IRR), Profitable Index (PI), Net B/C, and Break Event Point (BEP). Result ofresearch showed that surimi processing business either by modern surimi processing business or semimodern is feasible shown from (1) Value of NPV for PT. A is Rp.22,647,400,670 and PT.B isRp.29,866,797,485 for 10 years, (2) Value of IRR at surimi business in PT.A is 49.28% and PT.B is56.11%, (3) PT. A needs 2 years 1 month and 6 days to return the investment that has been invested insurimi processing, meanwhile PT.B needs 1 year 10 months and 6 days, (4) Value of profitability indexPT.A is 2.43 and PT.B is 2.78, and (5) figure of Net B/C Ratio PT.A is 1.89, and PT.B has figure of NetB/C Ratio 1.58.Keywords : financial feasibility, surimi product

Abstract

Utilization of shrimp net in Arafura Sea produced by–catch with average ratio 1:12 between main capture and by–catch. The low economic value, unavailability of suitable processing technology, and constraint in management by–catch lead to discharge the majority of by-catch to the sea. The aims of this research were to analyze the availibility of raw material of surimi from by–catch of shrimp net in Arafura Sea and modified processing technology from mixture of fish species by prepared minced fish in vessel and surimi processing of mixture fish  species in land and followed by quality assessment of surimi. Result of the research showed that number of 502 vessels operated – mostly by–catch – per vessel unit per year was 795 metric ton, therefore the estimation of volume of by–catch per year in Arafura was 399,000 metric ton. Fish species of by-catch that suitable processed into surimi was 32% or 128 metric  ton/year or equivalent to 41,000 metric ton of surimi per year. Result of cut off technology analysis showed that frozen minced fish could be stored for 5 weeks at –18oC which constantly produced good surimi (folding test: A, teeth cutting test:7 and gel strength > 500 g/cm2). Producing “minced fish” in fishing vessels would decrease weight to 60% and volume fourfold compose to whole fish without decreasing the quality of surimi produced.Keywords : by–catch, minced fish, non economic fish, surimi, quality of surimi.

Abstract

Konsep pengembangan perikanan tangkap berkelanjutan telah disosialisasikan sejak dasawarsa terakhir oleh pemerintah Indonesia. Akan tetapi konsep ini belum diimplementasikan dalam aktivitas perikanan khususnya untuk perikanan pantai yang telah mendapatkan tekanan tinggi dari aktivitas penangkapan intensif, polusi industri, sampah rumah tangga, dan lain-lain. Trammel net merupakan salah satu jenis alat tangkap yang digunakan secara meluas di perairan pantai oleh nelayan tradisional di seluruh Indonesia untuk menangkapudang sebagai spesies target dan spesies non-target lainnya. Alat tangkap ini telah berkembang pesat di pantai utara Jawa, Selat Malaka, dan Selat Makassar setelah dihapuskannya trawl pada tahun 1980. Karena tidak adanya aturan khusus pada perikanan ini ditambah lagi dengan rendahnya pengawasan dan perhatian pemerintah,mengakibatkan trammel net dari tahun ke tahun menunjukkan pertambahan jumlah yang pesat, meskipun sumber daya ikan di pantai utara Jawa telah menagalami lebih tangkap. Makalah ini mendiskusikan perkembangan perikanan trammel net dan menelaah penelitian-penelitian terdahulu yang terkait dengan pengembangan perikanan ini secara berkelanjutan di pantai utara Jawa dalam rangka mengusulkan pengelolaanyang lebih baik.Kata kunci: perikanan berkelanjutan, trammel net, pantai utara Jawa, pengelolaan perikanan.

Abstract

Study on fish behavior is necessary to establish knowledge on the use of bait effectiveness. The objective of the research was to analyze response and feeding behavior of grouper (Ephinephelus fuscoguttatus) on different chemical composition of bait. The research was conducted by laboratory experimental method. The fish used was 200 mm in total length. The baits used were shrimp (Metapenaeus elegans) and trash fish (Sardinella gibbosa). Data collection consist of response time and feeding behavior pattern of Ephinephelus fuscoguttatus on bait with soaking time of 1, 7, and 12 hours. Chemical composition of each bait consisting of proximate, amino acid, fatty acid, and ammonia were analyzed based on soaking time. Data was analyzed using t-student test. The results showed that response time of Ephinephelus fuscoguttatus to shrimp bait and fish was insignificantly difference (p > 0.05). The feeding response of Ephinephelus fuscoguttatus with soaking time difference of shrimp bait and trash fish during 1 and 7 hours was significantly difference (p < 0.01). The bait soaking time until 12 hours was insignificantly difference (p > 0.05). Longer bait soaking time (until 12 hours) would decrease bait chemical composition that influenced on decrease feeding response of Ephinephelus fuscoguttatus.Key words: baits, feeding habit, Ephinephelus fuscoguttatus.

Abstract

Fishing capacity diartikan sebagai kemampuan input perikanan (unit kapal) yang digunakan dalam memproduksi output (hasil tangkapan), yang diukur dengan unit penangkapan atau produksi alat tangkap lain. Secara sederhana, fishing capacity adalah kemampuan unit kapal perikanan (dengan segala aspeknya) untuk menangkap ikan. Tentu saja kemampuan ini akan bergantung pada volume stok sumberdaya ikan yang ditangkap (baik musiman maupun tahunan) dan kemampuan alat tangkap ikan itu sendiri. Tujuan penelitian ini adalah melakukan analisis efisiensi teknis dan kapasitas perikanan tangkap antar tahun; antar jenis armada penangkapan dan antar armada pukat cincin. Lokasi penelitian di perairan bagian selatan gorontalo dengan menggunakan metode pendekatan data analysis envelopment (DEA). Hasil penelitian menunjukan bahwa perkembangan perikanan tangkap selama 20 tahun sejak tahun 1986 – 2005 di wilayah Perairan Selatan Gorontalo pada tahun 1995, 2003 dan 2005 merupakan tahun yang paling efisien dibandingkan dengan tahun-tahun yang lain sehingga tahun-tahun ini dapat dijadikan sebagai dasar dalam pengalokasian jumlah upaya dan hasil tangkapan,untuk alat tangkap yang paling efisien adalah pukat cincin dan pancing sedangkan jaring insang merupakan jenis alat tangkap yang tidak efisien, sekitar 11 kapal yang memiliki tingkat efisiensi sama dengan 1. Untuk mencapai tingkat efisiensi dari masing-masing kapal pukat cincin maka perlu melakukan pengurangan jumlah input berupa mengurangi ukuran GT kapal sebesar 27,97%, mengurangi lama waktu penangkapan ikan sebesar 29,49%, mengurangi jumlah trip/bulan sebesar 26,87% dan mengurangi biaya operasional sebesar 15,67% Kata Kunci : Kapasitas Perikanan, Efisiensi, Kemampuan, Pukat Cincin, Pancing

Abstract

Seagrasses, one of the important ecosystems in Indonesian coastal waters, have declined mostly due to a variety of multi-sector (i.e. ecology, socio-economy, technology and institution) anthropogenic disturbances. The decline and loss of seagrass meadows will have an effect not only on biodiversity and fisheries productivity within the ecosystems but also on the adjacent ecosystems (coral reef and mangrove forest), and even the effect will spread out far to the outside of the areas where seagrass grow.  Seagrass ecosystems management in Indonesia is urgently required as part of fisheries management. However, this concept has not been understood by most of Indonesian people, including some government officials. Consequently, the seagrass ecosystems are still marginalized in the coastal resource management practices in Indonesia. In order to sustain fisheries productivity, knowledge of impact scales of each seagrass-related multi-sector human activities are very important as one of basic requirements in designing an effective seagrass management.

Abstract

Studi tingkah laku makan ikan merupakan bagian yang paling penting untuk mengetahui efektivitas penggunaan umpan. Penelitian ini bertujuan untuk mengetahui respon dan pola tingkah laku makan ikan kerapu macan (Ephinephelus fuscoguttatus) dengan perbedaan komposisi kimia umpan. Penelitian dilakukan dengan metode eksperimen laboratorium. E. fuscoguttatus yang digunakan memiliki panjang total rata-rata 200 mm. Umpan yang digunakan adalah udang krosok (Metapenaeus elegans) dan ikan rucah (Sardinella gibbosa). Data penelitian meliputi waktu respon dan pola tingkah laku makan E. fuscoguttatus terhadap umpan dengan lama perendaman 1, 7 dan 12 jam. Komposisi kimia masing-masing umpan dianalisis berdasarkan lama waktu perendaman. Data diuji dengan menggunakan analisis statistik t student (uji-t). Hasil penelitian menunjukkan waktu respon E. Fuscoguttatus terhadap umpan udang  krosok dan ikan rucah tidak berbeda nyata  (nilai t­­hitung 2,25). Respon makan E. fuscoguttatus dengan perbedaan waktu perendaman umpan udang krosok dan ikan rucah  selama 1 jam dan 7 jam berbeda sangat nyata (nilai t-hitung 3,85 dan 5,70). Lama waktu perendaman umpan 12 jam tidak berbeda nyata (nilai thitung 0,86). Semakin lama waktu perendaman umpan (hingga 12 jam) terjadi penurunan komposisi kimia sehingga berpengaruh pula terhadap menurunnya respon makan E. fuscoguttatus. Abstract

Penggunaan alat tangkap bubu telah berkontribusi dalam kegiatan pemanfaatan sumber daya perikanan karang di Pulau Karimunjawa. Salah satu target tangkapan bubu yakni ikan kerapu yang merupakan ikan konsumsi bernilai ekonomis tinggi. Permintaan ikan kerapu terus meningkat, sehingga nelayan cenderung menangkap semua ukuran, termasuk ikan kerapu muda yang belum pernah memijah (immature). Dewasa ini, kondisi perikanan kerapu terindikasi mengalami penurunan stok akibat tekanan penangkapan. Apabila hal ini diabaikan, tidak menutup kemungkinan bahwa kegiatan penangkapan berpeluang mengancam status keberlanjutan sumber daya ikan. Salah satu cara untuk mengurangi hasil tangkapan kerapu belum layak tangkap yakni dengan penggunaan celah pelolosan. Namun belum diketahui sejauh mana efektivitasnya ketika diaplikasikan pada penangkapan ikan karang dengan bubu di Karimunjawa. Oleh karenanya penelitian ini bertujuan mengkaji efektivitas penggunaan celah pelolosan pada bubu dalam mengurangi peluang tertangkapnya kerapu muda belum layak tangkap serta kelangsungan hidup kerapu pasca penangkapan. Penelitian dilakukan dengan metode experimental fishing. Pengambilan data dilakukan melalui observasi dan pengukuran langsung di lapangan. Kurva rasio kelangsungan hidup ikan dihitung dengan metode kuadrat terkecil non linier menggunakan fasilitas Solver pada MS-Excel. Hasil penelitian menunjukkan bahwa penggunaan celah pelolosan pada bubu dapat menurunkan hasil tangkapan ikan kerapu muda yang belum layak tangkap dari 66.70% menjadi 45.50%. Penggunaan celah pelolosan telah mampu menurunkan hasil tangkapan ikan kerapu belum layak tangkap dengan tingkat efektivitas 69.20%. Ikan kerapu pasca pelolosan dapat bertahan hidup dengan rasio kelangsungan hidup sebesar 77.88% dimana rasio kelangsungan hidup ikan juvenil (86.4%) lebih tinggi dibanding ikan kerapu dewasa (69.2%) pada hari ke-8 pasca penangkapan. The use of basket traps has contributed to the utilization of reef fisheries resource in Karimunjawa Island. The basket trap is a fishing gear that dominant used for capturing grouper, which is a high economic valueble fish consumption. The demand for groupers continues to increase, so fishermen tend to catch all sizes of groupers, including young immature fish. Currently, there are indications that the condition of grouper fisheries has decreased in stock due to fishing pressure. If this is ignored, there may be opportunities to threaten the sustainability status of grouper fish resources. An option to reduce the catch of immature grouper is the use of escape gaps. However, it is not yet known to what extent its effectiveness for fishing activities in Karimunjawa Island. Therefore, this study aims to examine the effectiveness of using the escape gap in traps for reducing the chances of catching immature groupers. The research was conducted using an experimental fishing method. The data collection method was carried out through field observations. Fish survival ratio were calculated using non linier least square method by the solver facility. The results showed that the catch of immature groupers decreased from 66.7% to 45.5%. The use of escape gaps was able to reduce immature grouper with and effectiveness of 69.2%. Grouper can survive after passing through the escape gap with a survival ratio at the eighth day of observation was 77.8%, where the survival ratio of juvenile (86.4%) is higher than adult groupers (69.2%).
