Abstract

This research is purported to understand and map people’s preferences on rearrangement plan of the area. General description of people’s preferences is resulted by using qualitative descriptive analysis on data gained from interview and FGD. Furthermore, by employing Participatory Prospective Analysis (PPA) the people’s preferences has represented through the following key variables, those are transparency, people’s bargaining position, tenurial (ownership) system, communication, land value, institution/organization, location’s economic value, and level of conflict potential. Based on those variables, the future’s scenarios are constructed as follows: (1) Status quo; (2) Negative; (3) Positive; and (4) Progressive.  The way to anticipate the first two scenarios are to close or impede any room or possibilities of the scenarios’ emergence. Meanwhile, for the last two scenarios, the anticipation way is to promote or enhance the scenarios’ emergence, maintaining sustainability of the scenarios, as well as avoiding any ways that can reverse the scenarios’ direction. Both ways of anticipation should be carried out through transparency, communication, and institution.

Abstract

The Infuence of landuse change causes change of the condition of flow discharge. However, the impact of this landuse change is that the rainfall has more potential to be overland flow than infiltration. The aims of this research are: (1) to assess the patterns of rainfall of 2000, 2005, 2010 and 2014; (2) to assess the land use changes of 2000, 2005, 2010 and 2014; (3) to analyze the design discharge under land use predictions of 2028; and (4) to arrange land use planning that the peak discharge less than peak discharge of Karian Dam. Data were analysed by grid interpolation, Rational, CA-Markov. The results showed that land use of 2000–2014 change from forest to agriculture dry land area about 18.89 km2, from dry land farming to rice field area about 12.84 km2, from dry land agriculture to plantation area about 10.27 km2 and forests to plantations about 6.24 km2. The total area of land uses change of 85.39 km2 (30.2%), but the land use type which remain as existing land uses are 197.48 km2 (69.8%). Flood discharge predictions is not eligible for the best land use pattern because it exceeded the design of flood discharge of Karian Dam. The actual flood discharge is still qualify, flood discharge based on Spatial Pattern and scenarios four to synchronize the flood discharge based on Spatial Pattern is qualify for the best land use pattern. scenarios four for spatial pattern is the best land use planning to be applied that are regarded as the reference of land use in Ciberang watershed Lebak Regency of 2014-2034.

Abstract

The determination of the Capital of Sukabumi Regency had implications on Palabuhanratu Bay area in terms of the physical area marked by the change of land use. This research was begun by analyzing land use change using Landsat imagery. Markov Chain and CA-Markov Chain method were used to predict land use change. Prospective Structural Analysis assume that the future is different from the past and is not imposed, but can be built. MICMAC method were used to determine key variables in influencing the change of land use into built-area. The results showed that in the period of post-relocation, the built-up area had a significant increase than the period of pre-relocation. The prediction results of 2030 indicate the type of land use which had a significant decrease from 2016-2030 were beach sand and waterbodies. The type of land use which had higher increase was built-up area and shrub. The key variables that influence the change of land use into built-up area in Palabuhanratu Bay area in the present situation are distance to the city center, Regional Spatial Plan policy, and slope. In future situation, variables such as distance to cities, Regional Spatial Plan policy, and the proportion of paddy field would be the key variables in influencing the change of land use into built-up area.
