Higher education autonomy can be realized if universities carry out good university governance. Gorontalo State University (UNG) in Indonesia has implemented the governance of the Public Service Agency (BLU) in recent years. However, an empirical study of its existence as a BLU has not been implemented. The existence of UNG as a BLU in Gorontalo Province is expected to be able to provide the best service in the tri dharma of academics based on the principles of Good University Governance. This study aims to examine the implementation of the concepts and principles of Public Service Bodies in Higher Education in terms of the principles of Good University Governance. The methodology used is descriptive qualitative which includes: desk study, field visits and in-depth interviews, presentations and discussions of study results to answer the research focus. The results of the study found that 1) The implementation of the concept of the University Public Service Board for Gorontalo State University has been carried out through the application of the principles of Good University Governance which consist of: a) Transparency, b) Accountability, c) Responsibility, d) Independency, e) Fairness. 2) The factors that determine the effectiveness of Gorontalo State University as a Public Service Agency consist of: a) Gorontalo State University strategic policies, b) Gorontalo State University innovation as a tertiary institution, c) Gorontalo State University academic support. 3) Third: Development of tertiary institutions as Public Service Bodies based on the four pillars of leadership of the Gorontalo State University Chancellor is carried out through: a) Achieving educational quality through accreditation, b) Achieving Research Quality and Community Service, c) National and international cooperation, d) improving the quality of graduates . This research contributes to the development of higher education in general in implementing Good University Governance.

This research aims to find out the effect of service quality employees’ performance towards community satisfaction. It applies quantitative approach. The technique of data analysis is multiple linear regression. There are 25 respondents obtained through purposive sampling technique. The findings reveal that (1) service quality influences towards community satisfaction as much as 28,50%, (2) employees’ performance influences towards community satisfaction as much as 35,70%, (3) service quality and employees’ performance influence towards community satisfaction with R2 value of 64,20%. The results of this research are expected to be the input and reinforcement for the employees at Population and Civil Registration Agency in understanding the importance of improving service and performance quality to meet public satisfaction.

The involvement of Higher Education Institutions in overcoming problems in society has been mandated by the third pillar of TridharmaPerguruan Tinggi (Three Pillars of Higher Education),namely community service. Empowerment and development of rural communities, as also mandated by Law number 6 of 2014 concerning Villages, is one of the services of higher education institutions to the community and village government. The real form of higher education institution policy programs is carrying out a Sustainable Village Development program based on the Sustainable Development Goals (SDGs). The form of activity is carried out through community service activities by focusing on identifying and developing regional potentials to deal with various development problems in rural areas. This current article describes the results of field study on the important role of higher education institutions in achieving the SDGs through village development in Tomini Bay area, particularly in Gorontalo Province. The focus of this study includes: 1) the contribution of higher education institutions in village development through the SDGs, 2) the prioritization of use of village funds, and 3) Good Governance and Innovation.

The objectives of this study are: 1) to determine how much influence partially the village head's leadership has on community participation in development in Walea Islands Sub-District, TojoUna-Una Regency; 2) to find out how much influence partially the village head's communication has on community participation in development in Walea Islands Sub-District, Tojo Una-Una Regency; 3) to determine how much influence simultaneously the leadership and communication of the village head on community participation in development in Walea Islands Sub-District, TojoUna-Una Regency. Quantitative descriptive research method approach with survey research type that explains the caesal relationship and conduct hypothesis testing with multiple regression analysis approach. The results show that: 1) there is a positive and significant influence between the leadership variable of the village head on community participation in development in the Walea Islands Sub-District, TojoUna-Una Regency. This means that the increased leadership of the village head, the community participation will also increase; 2) There is a positive and significant influence between the communication variables of the village head on community participation in development in Walea Islands Sub-District, TojoUna-Una Regency. This means that the better the communication of the village head, the better and increasing community participation; 3) There is a joint influence between the leadership and communication of the village head on community participation in development in Walea Islands Sub-District, TojoUna-Una Regency. This means that if leadership and communication are carried out properly by the village head. It can increase community participation in development.

The level of marketing of raw corn materials is still relatively low. This is because corn farmers only sell their produce in the form of raw corn directly to traditional markets. This program aims to strengthen the management capacity of community groups in increasing the added value of raw corn materials as a product variety. In addition, this program also aims to absorb labor and increase people's income through increased creativity and local innovation that can be made into regional specialties. The method used in this program is the technical guidance method. The results of this service program include increasing understanding of community groups processing corn into products of economic value as an effort to improve welfare, fostering group independence in processing corn into various healthy and hygienic snack products, and increasing the income of target community groups as a result of selling snack products.

ABSTRAK Penelitian ini bertujuan untuk mengetahui pengaruh pengelolaan dana desa terhadap kesejahteraan masyarakat. Pendekatan penelitian yakni kuantitatif. Metode penelitian expost facto. Populasi yakni aparat desa dan masyarakat kemudian dengan sampel sebanyak 75 orang. Jenis data dalam penelitian ini yakni primer. Teknik pengumpulan data dengan cara melakukan penyebaran angket kepada aparat desa dan masyarakat. Teknik analisis data menggunakan regresi linear sederhana. Hasil penelitian ini menunjukan bahwa pengelolaan dana desa berpengaruh positif dan signifikan terhadap kesejahteraan masyarakat di Kecamatan Gentuma Raya Kabupaten Gorontalo Utara. Nilai Koefisien regresi dengan arah postif menunjukan bahwa pengelolaan dana desa yang baik akan mampu meningkatkan kesejahteraan masyarakat di Kecamatan Gentuma Raya Kabupaten Gorontalo Utara. Besarnya koefisien determinasi atau angka R Square adalah sebesar 0,518. Nilai ini menunjukan bahwa sebesar 51,80% variabilitas kesejahteraan masyarakat di Kecamatan Gentuma Raya Kabupaten Gorontalo Utara dapat dijelaskan oleh pengelolaan dana desa, sedangkan sisanya sebesar 48,20% dipengaruhi oleh variabel lain yang tidak diteliti dalam penelitian ini. Variabel lain tersebut yakni berupa peran BUMDes, program bantaun sosial pemerintah, pemberdayaan masyarakat dan pengembangan kapasitas masyarakat pedesaaan.

Dimensi strategis implementasi kebijakan terhadap pekerja anak di Kota Gorontalo. Penelitian ini bertujuan untuk mengetahui dimensi apa saja yang menyebabkan adanya pekerja anak di Kota Gorontalo dan dimensi strategis apa saja yang dapat diimplementasikan dalam kebijakan terhadap pekerja anak di Kota Gorontalo. Pendekatan yang digunakan dalam penelitian ini deskriptif kualitatif, dengan mengunakan teknik pengumpulan data melalui observasi, wawancara mendalam dan dokumentasi. Teknik analisis data dilakukan melalui tahapan kondensasi data, penyajian data dan penarikan kesimpulan. Berdasarkan pembahasan hasil penelitian dan pembahasan terhadap fokus masalah pertama menunjukkan bahwa terdapat empat dimensi mendasar yang menyebabkan adanya pekerja anak pada sektor informal di Kota Gorontalo, yaitu dimensi ekonomi, dimensi masalah keluarga, dimensi keterpaksaan dan dimensi lingkungan. Hasil penelitian lapangan juga menunjukkan bahwa dari keempat dimensi mendasar di atas didominasi oleh dimensi ekonomi. Selanjutanya hasil penelitian di lapangan yang berfokus pada masalah kedua tentang dimensi strategis terhadap kebijakan pekerja anak di Kota Gorontalo meliputi dimensi pemberdayaan ekonomi masayarakat/keluarga dan dimensi perlindungan pekerja anak dan dimensi penghapusan pekerja anak. Kajian juga merekomendasikan kepada pemerintah Kota Gorontalo untuk melaksanakan koordinasi dengan lintas sektor dalam implementasi kebijakan terhadap pekerja anak di Kota Gorontalo berdasarkan dimensi strategis yang telah ditemukan dalam penelitian ini.

Implementasi kebijakan pelayanan parkir tepi jalan umum di Kota Gorontalo. Penelitian ini bertujuan untuk mengetahui Bagaimana Implementasi Kebijakan Pelayanan Parkir Tepi Jalan Umum di Kota Gorontalo dan kendala-kendala apa saja yang dihadapi dalam Implementasi Kebijakan Pelayanan Parkir Tepi Jalan Umum di kota Gorontalo. Pendekatan yang digunakan dalam penelitian ini deskriptif kualitatif, dengan mengunakan teknik pengumpulan data melalui observasi, wawancara mendalam dan dokumentasi. Teknik analisis data dilakukan melalui tahapan reduksi data, penyajian data dan penarikan kesimpulan. Berdasarkan pembahasan hasil penelitian dan pembahasan terhadap fokus masalah menunjukkan bahwa : Implementasi Kebijakan Pelayanan Parkir Tepi Jalan Umum di Kota Gorontalo ditinjau dari : 1) Ketersediaan Sarana dan prasarana parkir kurang memadai, hal ini disebabkan oleh belum adanya lokasi dikhususkan untuk parkir, sementara yang ada saat ini hanya menggunakan bahu jalan yang relatif sempit sehingga dapat mengganggu arus lalu lintas. 2) Sistem pengelolaan parkir tepi jalan umum di Kota Gorontalo belum dilakukan dengan baik karena masih terdapat oknum tertentu baik perorang maupun kelompok yang menggunakan lokasi tanpa seizin dari pemerintah Kota Gorontalo sehingga berdampak pada penerimaan PAD. 3) Penerapan tarif parkir ditepi jalan umum belum berjalan dengan baik karena masih terdapat pengelola parkir yang tidak memberikan karcis pada pemilik kenderaan, demikian halnya tarif parkir setiap tempat bervariasi, sehingga rawan terjadi penyalah gunaan tarif parkir. Adapun kendala yang dihadapi dalam implementasi kebijakan pelayanan parkir tepi jalan umum di kota gorontalo ditinjau dari: 1) Kemampuan pelaksanaan perparkiran ini belum memadai karena terbatasnya personil yang ada dan belum adanya aparatur yang memiliki kemampuan khusus dalam bidang perparkiran. 2) Sumber daya manusia yang masih rendah sehingga implementasi pelayanan parkir tepi jalan umum di Kota Gorontalo masih belum terealisasi dengan baik. 3) Struktur birokrasi belum terkoordinasi dengan baik dan belum ada Standar Operasional Prosedur. 4) Belum ada komunikasi dan koordinsi yang baik antara implementor, petugas parkir dan masyarakat sebagai pengguna parkir sehingga tidak dapat menimbulkan persepsi yang positif dari masyarakat terhadap retribusi itu sendiri. Â

The research aimed to find out the Effect of Effectiveness of Advertisement Tax Collection and Material Compliance towards Local Own- Source Revenue (hereinafter referred to as PAD) of Gorontalo. The approach used in this research was a quantitative method. The data source of this research was primary data performed by distributing a questionnaire to respondents who have met the research samples standard. The technique of data analysis used multiple regression analysis by using SPSS program assistance. The findings of the research showed that (1) the effectiveness of advertisement tax collection had a positive and significant effect on the PAD in Gorontalo. (2) The material compliance had a positive and significant effect on the PAD in Gorontalo. The meaning of the positive coefficient showed that the higher material compliance would lead to the more optimal PAD. (3) The effectiveness of advertisement tax collection and material compliance, simultaneously, had a significant effect on the PAD in Gorontalo. The value of determination coefficient was 0,728 or it meant 72,8% of PAD in Gorontalo variability could be explained by the effectiveness of advertisement tax collection and material compliance, whereas the rest 27,2% could be explained by other variables excluded in this research such as factors which encompassed knowledge, integrity, motivation at work, discipline at work, internal control system, organizational commitment, and work ethic.
