Abstract

Kajian ini bertujuan untuk mengetahui perkembangan kasus dan skema transaksi seks komersial melalui MiChat, mengetahui motif dan faktor pilihan rasional serta motif ketidakberdayaan dan keterbatasan ekonomi perempuan. Kajian ini menggunakan metode deskriptif kualitatif dengan pendekatan etiologi kriminal. Teknik pengumpulan meliputi observasi, wawancara, dan dokumentasi. Analisis data meliputi pengumpulan data, penyederhanaan data, penyajian data, penarikan kesimpulan. Hasil kajian menunjukkan dalam ranah konstruksi motif, alasan pilihan rasional perempuan menjadi pekerja seks komersial melalui MiChat disebabkan oleh peluang pendapatan yang relatif lebih besar. Perempuan cenderung melihat pekerjaan sebagai pekerja seks komersial sebagai cara untuk memperoleh penghasilan yang lebih tinggi dibandingkan dengan pekerjaan lainnya. Keterlibatan perempuan menjadi  pekerja seks melalui MiChat disisi lain dipengaruhi oleh ketidakberdayaan yang timbul dari dorongan yang diberikan oleh pacar atau suami pelaku. Pengaruh dari pasangan menjadi faktor penting dalam mempengaruhi keputusan perempuan untuk terlibat dalam pekerjaan seksual komersial. Kesimpulan konstruksi kriminologi atas alasan motif keterlibatan perempuan menjadi  pekerja seks melalui MiChat didasari oleh beberapa faktor utama, yaitu pilihan rasional yang berkaitan dengan peluang pendapatan yang lebih tinggi dan ketidakberdayaan atas kuasa pacar dan suami.

Abstract

Profil pelajar Pancasila adalah representasi dari implementasi Kurikulum Merdeka Belajar, dengan tujuan membentuk kepribadian peserta didik yang beriman dan bertakwa kepada Tuhan YME, berakhlak mulia, berkebhinekaan global, bergotong royong, mandiri, bernalar kritis, dan berpikir kreatif. Penelitian ini bertujuan untuk mengeksplorasi peran guru Pendidikan Pancasila dan Kewarganegaraan (PPKn) dalam mewujudkan profil pelajar pancasila di SMAN 3 Kota Gorontalo. Metode penelitian yang digunakan adalah kualitatif, dengan teknik pengumpulan data melibatkan observasi dan wawancara. Sumber data diperoleh dari data primer dan sekunder. Hasil penelitian menunjukkan bahwa guru PPKn di SMAN 3 Gorontalo memainkan tiga peran utama dalam mewujudkan profil pelajar. Pertama, sebagai demonstrator, guru aktif mengorganisir kegiatan keagamaan dan memotivasi kreativitas siswa, seperti sholat Dhuha bersama dan zikir bersama. Selain itu, untuk mengembangkan kreativitas, guru mendorong siswa dalam pembuatan film dokumenter dan presentasi menggunakan media canva. Kedua, sebagai mediator, guru memainkan peran penting dalam mengadakan dialog lintas agama, membantu siswa dalam aspek beriman dan bertakwa, serta memberikan bimbingan mendalam terhadap nilai-nilai Pancasila. Ketiga, sebagai evaluator, guru melakukan evaluasi intensif terhadap partisipasi siswa dan kreativitas, sambil meninjau teknis program untuk meningkatkan efektivitasnya. Evaluasi kinerja guru, termasuk penilaian diri, menunjukkan komitmen terus-menerus untuk meningkatkan profesionalisme dan memberikan pendidikan berkualitas. Secara keseluruhan, peran guru PPKn memiliki dampak signifikan dalam membentuk profil pelajar Pancasila di SMAN 3 Gorontalo.

Abstract

Kearifan lokal Mopalus (Gotong Royong) yang ada di Desa Busak I Kabupaten Buol  menunjukkan potensi signifikan sebagai referensi untuk mengelola keanekaragaman sosial dan konflik etnis. Penelitian ini bertujuan untuk menganalisis penataan masyarakat multikultural melalui kearifan lokal Mopalus di Desa Busak I. Kajian ini menggunakan pendekatan integrasi nasional yaitu integrasi normatif, fungsional, dan koersif. Metode  penelitian  yang  digunakan  adalah  penelitian  kualitatif dengan teknik pengumpulan data melalui proses observasi, wawancara, dan dokumentasi.Proses analisis data menggunakan langkah-langkahyaitu, reduksi data, penyajian data, dan verifikasi  data. Hasil penelitian menunjukkan bahwa Mopalus berfungsi 1) secara normatif Mopalus menciptakan norma sosial yang mendasari interaksi antar etnis, tekanan nilai saling menghargai dan kerja sama; 2) Secara fungsional  Mopalus mengoptimalkan kontribusi setiap individu sesuai dengan keterampilannya, memperkuat peran mereka dalam kemajuan desa dan memfasilitasi integrasi sosial yang efektif; 3) Secara koersif , meskipun tidak ada aturan tertulis, kesadaran kolektif yang dibangun, Mopalus menjadi pendorong utama partisipasi masyarakat Busak I sementara beberapa etnis, seperti etnis Buton, mengusulkan peraturan formal untuk meningkatkan struktur partisipasi. Kesimpulan dari penelitian ini Mopalus berhasil menata masyarakat multikultural di Desa Busak I dengan memfasilitasi kesadaran kolektif dan mengelola keragaman sosial. Secara normatif, Mopalus menciptakan norma yang menekankan saling menghargai; secara fungsional, mengoptimalkan peran individu untuk kemajuan desa; dan secara koersif, partisipasi aktif terwujud melalui kesadaran bersama, meskipun tanpa aturan tertulis.   The local wisdom of Mopalus (Gotong Royong) in Busak I Village, Buol Regency shows significant potential as a reference for managing social diversity and ethnic conflicts. This study aims to analyze the arrangement of a multicultural society through the local wisdom of Mopalus in Busak I Village. The research method used is qualitative research with data collection techniques through observation, interviews, and documentation. The data analysis process uses steps, namely, data reduction, data presentation, and data verification. The results of the study show that Mopalus functions 1) normatively Mopalus creates social norms that underlie inter-ethnic interaction, value pressure of mutual respect and cooperation; 2) Functionally Mopalus optimizes the contribution of each individual according to his or her skills, strengthens their role in the progress of the village and facilitates effective social integration; 3) Coercively, although there are no written rules, a collective consciousness is built, Mopalus became the main driver of the participation of the Busak I community while some ethnicities, such as the Buton ethnicity, proposed formal regulations to improve the structure of participation. The conclusion of this study is that Mopalus succeeded in organizing a multicultural society in Busak I Village by facilitating collective awareness and managing social diversity. Normatively, Mopalus created a norm that emphasized mutual respect; functionally, optimizing the role of individuals for the progress of the village; and coercively, active participation is realized through collective awareness, even without written rules.

Abstract

Globalization often brings social changes that lead to a decline in community participation in preserving local wisdom. This study aims to analyze the revitalization process of the Tolak Bala tradition and its contribution to strengthening civic culture, particularly in cultural preservation and identity reinforcement. This research employs a descriptive qualitative method to illustrate social phenomena in their actual context and to uncover the characteristics and meanings of these realities. Data collection was conducted through observations, interviews, and documentation, with informants including traditional leaders, community figures, and residents from two villages in Buol Regency. Data analysis techniques involved data reduction, data presentation, and conclusion drawing. The findings indicate that strengthening civic culture through the Tolak Bala tradition is associated with several key values: cultural values that reinforce local identity, social values that enhance solidarity among residents, religious values that serve as a means of seeking divine protection, and intellectual values that encourage critical reflection on human relationships with nature and spiritual entities. The revitalization of this tradition has been carried out through several initiatives, including (1) cultural education and outreach, (2) the development of cultural festivals, (3) support from the government and relevant institutions, (4) involvement of younger generations, and (5) the use of social media to expand the reach of information and cultural promotion. This study is limited to the context of Buol Regency, so its findings may not be generalizable to other regions with different social characteristics and traditions. Further research is needed to explore the effectiveness of this revitalization process in a broader context.

Abstract

This study aims to analyze the implementation of public service standards at the Motoboi Kecil Sub-District Office, South Kotamobagu District. The research uses a qualitative method with a descriptive approach. Data were collected through observation, interviews, and documentation with key informants consisting of local government officials and community members. Data analysis techniques included data reduction, data presentation, and conclusion drawing, while data validity was ensured using the triangulation method. The results indicate that the implementation of public service standards at the Motoboi Kecil Sub-District Office has not been fully optimal. Several obstacles were identified, including a lack of dissemination of service procedures, inefficient service times, additional costs for certain services, limited innovation in digital service delivery, and inadequate facilities, infrastructure, and staffing. Nevertheless, the office has made efforts to implement Standard Operating Procedures (SOPs) for administrative services and provide service information through banners and information officers. This study recommends increasing public outreach, optimizing human resources, and developing technology-based service systems to improve the quality of public services at the Motoboi Kecil Sub-District Offices.

Abstract

This study focuses on the Effectiveness of Regional Performance Allowances on Increasing the Motivation of Civil Servants of the Regional Secretariat of South Bolaang Mongondow Regency by examining the Effectiveness with the concept of Program understanding, Target accuracy, Timeliness, Goal achievement, and Real Change. First, Program understanding, that the work program can increase the sense of belonging and work motivation, Understanding the work program is important because performance assessment is the basis for granting performance permits and a good understanding of the program can increase motivation to achieve performance targets . Second, Target accuracy is very important so that ASN can work effectively and efficiently which ultimately affects the performance assessment and allowances received, the suitability between the targets and objectives of the work program is very important to ensure that ASN efforts are in line with organizational goals that can affect motivation and performance allowances, achieving good work program goals and targets can have an impact on improving work performance and motivation. Third, on time, Program Implementation is related to Performance Allowances that punctuality is a performance indicator that can affect performance and motivation. Fourth, Achievement of goals, In the indicator of achieving goals , there must be alignment between program implementation and the goals that have been implemented. This alignment is important to ensure the effectiveness of the program can affect performance assessments and permits received. Fifth Real Change, real change as a result of the program. The success of the ASN work program will affect work motivation, performance allowances received by ASN actually bring changes in terms of ASN discipline and productivity.

Abstract

This community service is specifically designed to provide character education reinforcement based on local wisdom at State Senior High School (SMAN) 1 Gorontalo. Through a systematic approach consisting of three main phases, namely conceptual preparation, structured implementation, and comprehensive evaluation. The results of the program show encouraging achievements in building a deep understanding of local values while actualizing them in everyday school life. Students not only show a real increase in cultural awareness, but also develop positive characters that are reflected in their behavior. The most prominent aspect is the development of a sense of responsibility towards the school environment and the surrounding community, as well as active participation in various cultural preservation initiatives. Another important finding is the formation of a more collaborative and mutually respectful learning environment among all school residents. Based on the results achieved, this service recommends several strategic steps for further development. First, the need to build closer partnerships between schools and various stakeholders including local governments, cultural communities, and universities. Second, the importance of developing a sustainable mentoring system to ensure deeper internalization of character values. Third, a more comprehensive monitoring and evaluation mechanism needs to be developed to measure the long-term impact of the program. This recommendation is expected to strengthen the role of schools as centers for sustainable local wisdom-based character development.ABSTRAKPengabdian masyarakat ini secara khusus dirancang untuk memberikan penguatan pendidikan karakter berbasis kearifan lokal di Sekolah Menengah Atas Negeri (SMAN) 1 Gorontalo. Melalui pendekatan sistematis yang terdiri dari tiga fase utama yakni persiapan konseptual, implementasi terstruktur, dan evaluasi komprehensif. Hasil program menunjukkan pencapaian yang menggembirakan dalam membangun pemahaman mendalam tentang nilai-nilai lokal sekaligus mengaktualisasikannya dalam kehidupan sekolah sehari-hari. Peserta didik tidak hanya menunjukkan peningkatan kesadaran budaya yang nyata, tetapi juga mengembangkan karakter positif yang tercermin dalam perilaku mereka. Aspek yang paling menonjol adalah perkembangan sikap tanggung jawab terhadap lingkungan sekolah dan masyarakat sekitar, serta partisipasi aktif dalam berbagai inisiatif pelestarian budaya. Temuan penting lainnya adalah terbentuknya lingkungan belajar yang lebih kolaboratif dan saling menghargai di antara seluruh warga sekolah. Berdasarkan hasil yang dicapai, pengabdian ini merekomendasikan beberapa langkah strategis untuk pengembangan lebih lanjut. Pertama, perlunya membangun kemitraan yang lebih erat antara sekolah dengan berbagai pemangku kepentingan termasuk pemerintah daerah, komunitas budaya, dan perguruan tinggi. Kedua, pentingnya mengembangkan sistem pendampingan berkelanjutan untuk memastikan internalisasi nilai-nilai karakter yang lebih mendalam. Ketiga, perlu disusun mekanisme monitoring dan evaluasi yang lebih komprehensif untuk mengukur dampak jangka panjang program. Rekomendasi ini diharapkan dapat memperkuat peran sekolah sebagai pusat pengembangan karakter berbasis kearifan lokal yang berkelanjutan.

Abstract

This study aims to analyze the influence of the competence of the apparatus on the effectiveness of the direct cash assistance program in Talaga Jaya District, Gorontalo Regency. Through a quantitative approach and a path analysis method, the results of the study show that simultaneously the competence of the apparatus has a significant effect on the effectiveness of the BLT program. Partially, the three dimensions of competence that had a significant and positive effect were knowledge (15.60%), understanding (36.5%), and interest (28.5%). Meanwhile, the dimensions of ability (-3.62%), value (0.84%), and attitude (1.58%) did not show a significant influence. Understanding of the apparatus is the dominant factor in supporting the effectiveness of the program, indicating the importance of understanding the program's objectives, procedures, and objectives. Simultaneously, the competence of the apparatus affects the effectiveness of the direct cash assistance program by 78%. So that improvements in aspects of the competence of the apparatus can simultaneously affect the effectiveness of the program in terms of the accuracy of the targets, socialization, achievement of goals, and monitoring. This research also emphasizes the importance of capacity and competence development of the apparatus as the main key in ensuring the successful implementation of social assistance programs at the local level and indicates that there are external factors outside the competence of the apparatus that can affect the success of the program. Overall, these findings support the hypothesis that improving the competence of the apparatus can increase the effectiveness of the BLT program.

Abstract

This study aimed to examine the governance of the Pasar Sentral in Kota Selatan Subdistrict, Gorontalo City, after its revitalization. The background of this research stems from the market's previous condition, which was rundown and disorganized, prompting the Gorontalo City Government to carry out a revitalization project. However, despite the revitalization efforts, issues such as low visitor numbers, limited access to clean water, as well as drainage and sanitation problems, remain major concerns. This research used a qualitative approach with a descriptive method. Data were collected through observation, interviews with representatives from the Department of Industry and Trade, market vendors, and the community, as well as documentation. The findings indicate that market governance includes planning, implementation, and supervision in accordance with Henry Fayol's management theory. Nevertheless, challenges persist in the implementation, particularly regarding facility management, the retribution system, and the involvement of vendors in decision-making processes. In conclusion, the revitalization has not fully resolved the market's underlying problems. Strengthened coordination between the government and market stakeholders, along with improvements to supporting infrastructure, are needed to transform the market into a more attractive shopping center for the community.

Abstract

This study aims to describe the implementation of anti-corruption education in building student character at SMP Negeri 1 Kabila. Anti-corruption education is an important part of developing students' character with integrity, honesty, and responsibility. In its implementation, this education is integrated through various methods, such as classroom learning, daily behavioral habits, and teacher role models. The core values instilled include honesty, independence, and responsibility. This study used a qualitative approach with a descriptive research type. Data collection techniques were carried out through observation, interviews, and documentation with teachers, principals, and students. The results showed that the implementation of anti-corruption education in this school had a positive influence on changing students' attitudes and behavior, particularly in increasing their moral awareness and ethical behavior. However, its implementation still faces several obstacles, including limited resources, resistance to change from some teachers and students, and a school culture that does not fully support anti-corruption values. Therefore, support from all school elements is essential to optimize the role of anti-corruption education in developing students' character with resilience and integrity. The conclusion of this study indicates that although anti-corruption education has begun to be implemented and has had a positive impact on student behavior, its success still depends on comprehensive support from the school, teachers, and the surrounding community. Increased resources and strengthening of a school culture that supports anti-corruption values are needed for optimal implementation of this education.
