Abstract

This research aims to examine the implementation of the Family Hope Program (PKH) policy in efforts to empower poor communities in Pentadio Barat Village, Gorontalo Regency. This research employs a descriptive qualitative method. Informants involved in this research are the PKH Coordinator of Gorontalo Regency, the Head of Administration of the Social Security Division of the Social Affairs Office of Gorontalo Regency, the Chief of Pentadio Barat Village, the PKH Facilitator for Pentadio Barat Village, and PKH beneficiary families in Pentadio Barat Village. The results indicate that the implementation of PKH covers education, health, and social welfare. In education, PKH has succeeded in expanding access to education through financial support, increasing school attendance rates, and positively influencing the academic achievements of beneficiary children. In the health sector, PKH provides better access to quality healthcare services, offers targeted support for the elderly, pregnant women, and children, and involves PKH facilitators in effective monitoring. Meanwhile, regarding social welfare, the program provides regular financial assistance, skills training, and various initiatives to help beneficiary families overcome economic barriers. However, this research also identifies several inhibiting factors in PKH implementation, including coordination challenges, suboptimal planning, and disagreements in service provision. Therefore, this research recommends a series of measures to enhance the program’s effectiveness, such as strengthening stakeholder coordination, improving outreach through more inclusive approaches, and implementing continuous monitoring for ongoing evaluation and improvement. ABSTRAKPenelitian ini bertujuan untuk mengetahui Implemtasi Kebijakan Program Keluarga Harapan (PKH) Dalam Upaya Pemberdayaan Masyarakat Miskin Di Desa Pentadio Barat Kabupaten Gorontalo. Metode penelitian yang digunakan adalah deskriptif kualitatif. Informan yang terlibat dalam penelitian ini meliputi Ketua Koordinator PKH Kabupaten Gorontalo, Kasie Penyelenggara Jaminan Sosial Dinas Sosial Kabupaten Gorontalo,Kepala Desa Pentadio Barat, Pendamping PKH Desa Pentadio Barat, dan Keluaraga Penerima Manfaat PKH Desa Pentadio Barat. Temuan penelitian menunjukkan pelaksanaan PKH pada pendidikan, kesehatan, dan kesejahteraan sosial. Di bidang pendidikan, PKH telah berhasil memperluas akses pendidikan dengan dukungan finansial, meningkatkan tingkat kehadiran di sekolah, dan memberikan pengaruh positif terhadap pencapaian akademik anak-anak penerima manfaat. Di sektor kesehatan, PKH memberikan akses yang lebih baik ke layanan kesehatan berkualitas, memberikan dukungan khusus bagi lansia serta ibu hamil dan anak-anak, serta melibatkan pendamping PKH dalam pemantauan yang efektif. Sementara itu, dalam aspek kesejahteraan sosial, program ini memberikan bantuan finansial secara berkala, pelatihan keterampilan, dan berbagai upaya lainnya untuk membantu keluarga penerima mengatasi hambatan ekonomi. Namun demikian, penelitian ini juga mengidentifikasi beberapa faktor penghambat dalam pelaksanaan PKH, termasuk kendala dalam koordinasi, perencanaan yang belum optimal, dan ketidaksepakatan dalam penyediaan layanan. Oleh karena itu, penelitian ini menyarankan serangkaian tindakan untuk meningkatkan efektivitas program ini, seperti memperkuat koordinasi antara berbagai pihak terkait, meningkatkan sosialisasi dengan pendekatan yang lebih inklusif, serta menerapkan pemantauan yang berkelanjutan guna evaluasi dan perbaikan yang berkesinambungan.

Abstract

Penelitian ini bertujuan untuk mengetahui sejauh mana Konflik Kelembagaan Badan Usaha Milik Desa (BUMDes) Di Desa Lahumbo Kecamatan Tilamuta Kabupaten Boalemo yang sudah tidak berjalan lagi atau fakum dan untuk mengetahui Faktor- faktor yang mempengaruhi terjadinya Konflik Kelembagaan Badan Usaha Milik Desa (BUMDes) Di Desa Lahumbo Kecamatan Tilamuta Kabupaten Boalemo. Penelitian ini menggunakan metode penelitian kualitatif, lokasi penelitian di Desa Lahumbo Kecamatan Tilamuta Kabupaten Boalemo dengan sumber data pemerintah desa, pengurus BUMDes dan Masyarakat Desa Lahumbo. Pengumpulan data dilakukan dengan metode observasi, wawancara, serta dokumentasi. Pada penelitian yang telah dilakukan peneliti berperan sebagai pewawancara dengan tujuan untuk memperoleh informasi dari sumber data. Hasil penelitian menunjukan bahwa terjadinya Konflik Kelembagaan Badan Usaha Milik Desa (BUMDes) Di Desa Lahumbo dengan indikator (1) Konflik Individu, memiliki pertentangan wewenang dengan pengurus lain mulai dari pengelolaan hingga dengan transparansi anggaran yang keluar dan masuk yang tidak jelas. (2) Konflik Struktural dilihat dari fungsional dari masing- masing pengurus sudah tidak sesuai lagi, dilihat karena minimnya komunikasi antar sesama pengurus dengan ketua BUMDes sehingga terjadilah kinerja yang tidak maksimal. (3) Konflik Massa yang terjadi dalam kelembagaan Badan Usaha Milik Desa (BUMDes) Lahumbo yakni minimnya komunikasi antara pengurus dan masyarakat, kemudian kesepakatan atau komitmen tidak dijalankan dan tindakan dalam penyelesaian konflik dengan masyarakat terkait dan BUMDes kini tidak terselesaikan. Adapun faktor-faktor yang mempengaruhi Konflik Badan Usaha Milik Desa (BUMDes) (1) Faktor Internal yakni, dilihat dari Sumber Daya Manusia yang masih minim dengan pengetahuan dalam memenej hasil usaha BUMDes. (2) Faktor Eksternal yakni, Pertama, masyarakat yang kurang terlibat dalam sosialisasi terkait pembahasan program yang dijalankan. Kedua, pengembalian modal kembali tidak terlaksanakan dengan baik. ketiga, kegagalan pengurus dalam mengembalikan hasil pertanian dalam bentuk finansial.

Abstract

Penelitian ini bertujuan untuk mengetahui efektivitas Program Badan Usaha Milik Desa (BUMDes) di Desa Limehe Barat, Kecamatan Tabongo, Kabupaten Gorontalo. Metode penelitian yang digunakan adalah deskriptif kualitatif, dengan fokus pada analisis makna dan konteks dari temuan lapangan. Data diperoleh melalui dua jenis, yaitu data primer dari observasi langsung, wawancara dengan pengurus BUMDes, dan dokumentasi seperti laporan keuangan, serta data sekunder dari penelitian terdahulu. Temuan penelitian menunjukkan beberapa tantangan yang dihadapi dalam implementasi BUMDes, termasuk kurangnya partisipasi masyarakat, keterbatasan sumber daya, dan kurangnya dukungan eksternal. Faktor sosial, ekonomi, dan politik juga mempengaruhi efektivitas program. Selain itu, perilaku dan sikap para pelaksana BUMDes juga mempengaruhi kinerja program. Berdasarkan temuan tersebut, kesimpulan penelitian ini adalah perlunya langkah-langkah perbaikan untuk meningkatkan efektivitas BUMDes. Langkah-langkah tersebut meliputi peningkatan partisipasi masyarakat, pengelolaan sumber daya yang lebih baik, pencarian dukungan eksternal yang lebih intensif, dan pembinaan bagi para pelaksana program. Penelitian ini diharapkan dapat memberikan kontribusi dalam pengembangan dan peningkatan kinerja program BUMDes di wilayah tersebut serta menjadi dasar bagi kebijakan yang lebih efektif dalam memajukan perekonomian dan kesejahteraan masyarakat desa.

Abstract

The current rapid development of information technology has encouraged various sectors to shift from manual to digital, especially in the era of the pandemic. If the private sector is able to adapt to the massive use of digital technology, what about the government sector? The method in this study uses descriptive analysis of secondary data from various surveys and in-depth interviews at the Department of Information, Communication, and Statistics of Gorontalo Province. The digital ecosystem in the Gorontalo community is considered quite ready to enter the digital era. This can be seen from the coverage of digital infrastructure which has reached 93.3 percent of villages that have been served with an internet signal. A total of 72.68 percent of households have access to a cellular phone. In 2020, as many as 76. 68 percent of Gorontalo households have been accustomed to accessing the internet. On the other hand, the government has also begun to prepare digital public services, this can be seen from the Gorontalo Province SPBE index value in 2019 which has reached a value of 3.18 with a good predicate, although at the Regency / City level it is still categorized as sufficient a nd lacking. People who are getting easier to get information and are getting smarter, are starting to demand easy and quality public services. So that the government needs to be encouraged to digitize public services in order to be able to meet various demands in the current technological era. this can be seen from the Gorontalo Province SPBE index value in 2019 which has reached a value of 3.18 with a good predicate, although at the Regency / City level it is still categorized as sufficient and lacking. Abstract

We confer an analysis of the implementation of fingerprint electronic attendance policy in the Limboto subdistrict head office Gorontalo District and factors contributing to its success. We used a descriptive qualitative method and collected data in three manners, i.e., interview, observation, and documentation. Data were analyzed using Mills and Huberman’s analysis model, through which we reduced, presented, and verified data as well as drew conclusions. Findings demonstrate that 1) The fingerprint electronic attendance policy had been well implemented in the Limboto subdistrict head office Gorontalo District, attested by well-convened policy planning, implementation, and supervision; 2) Factors determining the implementation of fingerprint electronic attendance policy in the Limboto subdistrict head office Gorontalo District were communication, resources, disposition, bureaucratic structure, and force majeure. The implementation had succeeded in elevating PNS discipline and performances. We could see this in how discipline they were to arrive in the office and go home by schedule, how prepared they were when the manual attendance system was converted to the electronic one, and how good the communication between the head and staff as regards the policy implementation was. Additionally, their discipline was quantitatively proven by the report of electronic attendance in November 2020, which reached 94%. However, we also found some challenges, e.g., facility constraints, breeding problems in several marginalized sub-villages, and force majeure because of the COVID-19 pandemic.

Abstract

This study aims to determine the Quality of Population Administration Services at the Office of the Population and Civil Registration Office in Gorontalo City. The research method used is qualitative research. Data collection techniques used are observation techniques, interviews, and documentation. The results of this study indicate tangible, reliability, responsiveness, assurance, and empathy. (1) the implementation of service quality related to the tangible dimension (physical evidence) has not fulfilled adequate service facilities in the Gorontalo city population and civil registration office such as narrow waiting rooms, limited seats, and lack of air conditioning. (2) The dimension of employee reliability in dealing with community problems, it can be seen that there are still complaints from the public about the service process and population administration. (3) the dimension of responsiveness of employees has shown responsiveness in helping the community when experiencing difficulties (4) the dimension of assurance (guarantee), being on time for community services, it can be seen that there are still public complaints. (5) the dimension of empathy (empathy), has been running quite well because the employees have technical guidance that is carried out in carrying out services every year. Based on this analysis, researchers can conclude that the quality of population administration services at the Gorontalo City Population and Civil Registration Office is quite good. Based on this, the researchers hope that in the future the facilities and infrastructure can be improved and even better, as well as for employees to further improve the quality of work.

Abstract

This research aims to analyze and describe the effectiveness of the Electronic Investigation Management (E-MP) system at the Gorontalo Regional Police, examining the 5 (five) principles that must be fulfilled in policy effectiveness, namely: Right policy, Right implementation, Right target, Right environment, and Right process. The approach used in this research is qualitative. The research method is descriptive qualitative. Data collection was carried out using interview techniques, observation and documentation studies. The data analysis technique in this research was carried out by data reduction, data presentation and drawing conclusions/verification. The research results show 1) In terms of system accuracy indicators, E-MP has supported the duties and functions of investigations at the Gorontalo Regional Police; 2) The indicator of accuracy in implementing the E-MP system at the Gorontalo Regional Police shows that the system is being implemented properly in accordance with the initial objectives of the E-MP implemented at the Gorontalo Regional Police; 3) The E-MP target accuracy indicator at the Gorontalo Regional Police shows the success of the system with clarity of work targets as planned; 4) The environmental accuracy indicator of the E-MP system at the Gorontalo Regional Police shows that the internal environment is good with interaction between the National Police and the Gorontalo Regional Police through coordination and monitoring. However, the external environment is not yet good, public perception of the E-MP system at the Gorontalo Regional Police is not completely good due to lack of socialization; 5) The indicator of the accuracy of the E-MP system process at the Gorontalo Regional Police shows that the level of E-MP acceptance at the Gorontalo Regional Police is good. Personnel acceptance of E-MP as a useful rule and tool for drug investigations. The Narcotics Directorate and the public, especially suspects, can understand and accept all the rules that have been set. The Narcotics Directorate and the community are ready to be involved in implementing and being part of the implementation of the Electronic Investigation Management (E-MP) system at the Gorontalo Regional Police.

Abstract

Penelitian ini bertujuan untuk meninjau atribusi konsep diri pada anak putus sekolah di SMK Negeri 1 Paguyaman Pantai. Fokus utama penelitian adalah memahami bagaimana siswa yang tidak melanjutkan pendidikan membentuk persepsi terhadap dirinya sendiri serta mengidentifikasi faktor-faktor yang memengaruhi keputusan mereka untuk berhenti sekolah. Hasil penelitian menunjukkan bahwa terdapat dua kategori konsep diri yang dialami oleh siswa putus sekolah, yaitu konsep diri negatif dan konsep diri positif. Siswa dengan konsep diri negatif cenderung merasa rendah diri, pesimis terhadap masa depan, dan menganggap dirinya gagal. Sementara itu, sebagian siswa tetap memiliki konsep diri positif, percaya diri, dan yakin bisa meraih kesuksesan melalui jalur nonformal seperti bekerja atau berwirausaha. Faktor utama penyebab putus sekolah adalah kondisi ekonomi keluarga yang terbatas serta pengaruh pergaulan bebas. Selain itu, penelitian ini menemukan bahwa upaya yang dilakukan oleh pihak sekolah dalam menangani kasus siswa putus sekolah masih terbatas, yaitu dengan melakukan kunjungan ke rumah dan berkomunikasi langsung dengan orang tua siswa. Temuan ini menunjukkan pentingnya pendekatan yang lebih komprehensif dan berkelanjutan dari berbagai pihak untuk membentuk konsep diri yang positif serta menekan angka putus sekolah.

Abstract

Media sosial telah mengubah cara remaja mengakses informasi, salah satunya melalui TikTok dengan fitur For You Page (FYP) yang menampilkan konten sesuai minat pengguna. Fitur ini dinilai berpengaruh terhadap munculnya Fear of Missing Out (FOMO), yaitu rasa takut tertinggal dari tren atau aktivitas orang lain. Penelitian ini menggunakan pendekatan kualitatif dengan wawancara mendalam terhadap remaja pengguna TikTok di Kota Gorontalo. Hasil penelitian menunjukkan bahwa penggunaan FYP secara intensif dapat memicu FOMO, mendorong remaja untuk selalu mengikuti tren dan mencari validasi sosial. Dampaknya bervariasi tergantung durasi penggunaan, kepribadian, dan lingkungan sosial. Penelitian ini diharapkan menjadi acuan untuk mendorong penggunaan media sosial yang bijak di kalangan remaja.

Abstract

Kearifan lokal Mopalus (Gotong Royong) yang ada di Desa Busak I Kabupaten Buol  menunjukkan potensi signifikan sebagai referensi untuk mengelola keanekaragaman sosial dan konflik etnis. Penelitian ini bertujuan untuk menganalisis penataan masyarakat multikultural melalui kearifan lokal Mopalus di Desa Busak I. Kajian ini menggunakan pendekatan integrasi nasional yaitu integrasi normatif, fungsional, dan koersif. Metode  penelitian  yang  digunakan  adalah  penelitian  kualitatif dengan teknik pengumpulan data melalui proses observasi, wawancara, dan dokumentasi.Proses analisis data menggunakan langkah-langkahyaitu, reduksi data, penyajian data, dan verifikasi  data. Hasil penelitian menunjukkan bahwa Mopalus berfungsi 1) secara normatif Mopalus menciptakan norma sosial yang mendasari interaksi antar etnis, tekanan nilai saling menghargai dan kerja sama; 2) Secara fungsional  Mopalus mengoptimalkan kontribusi setiap individu sesuai dengan keterampilannya, memperkuat peran mereka dalam kemajuan desa dan memfasilitasi integrasi sosial yang efektif; 3) Secara koersif , meskipun tidak ada aturan tertulis, kesadaran kolektif yang dibangun, Mopalus menjadi pendorong utama partisipasi masyarakat Busak I sementara beberapa etnis, seperti etnis Buton, mengusulkan peraturan formal untuk meningkatkan struktur partisipasi. Kesimpulan dari penelitian ini Mopalus berhasil menata masyarakat multikultural di Desa Busak I dengan memfasilitasi kesadaran kolektif dan mengelola keragaman sosial. Secara normatif, Mopalus menciptakan norma yang menekankan saling menghargai; secara fungsional, mengoptimalkan peran individu untuk kemajuan desa; dan secara koersif, partisipasi aktif terwujud melalui kesadaran bersama, meskipun tanpa aturan tertulis.   The local wisdom of Mopalus (Gotong Royong) in Busak I Village, Buol Regency shows significant potential as a reference for managing social diversity and ethnic conflicts. This study aims to analyze the arrangement of a multicultural society through the local wisdom of Mopalus in Busak I Village. The research method used is qualitative research with data collection techniques through observation, interviews, and documentation. The data analysis process uses steps, namely, data reduction, data presentation, and data verification. The results of the study show that Mopalus functions 1) normatively Mopalus creates social norms that underlie inter-ethnic interaction, value pressure of mutual respect and cooperation; 2) Functionally Mopalus optimizes the contribution of each individual according to his or her skills, strengthens their role in the progress of the village and facilitates effective social integration; 3) Coercively, although there are no written rules, a collective consciousness is built, Mopalus became the main driver of the participation of the Busak I community while some ethnicities, such as the Buton ethnicity, proposed formal regulations to improve the structure of participation. The conclusion of this study is that Mopalus succeeded in organizing a multicultural society in Busak I Village by facilitating collective awareness and managing social diversity. Normatively, Mopalus created a norm that emphasized mutual respect; functionally, optimizing the role of individuals for the progress of the village; and coercively, active participation is realized through collective awareness, even without written rules.
