Abstract

This study aims to evaluate the suitability between the potential and competence of Polri members in order to project them to occupy certain positions, in accordance with Perkap Number 3 of 2019 concerning Talent Management for the National Police of the Republic of Indonesia, which states that every member has the same right to develop their competence. The research method used was descriptive through case studies, with a sample of one member of the National Police at the Gorontalo Regional Police. Data was collected through individual assessments using test and non-test methods, and analyzed descriptively. The research results show that individual assessments provide a comprehensive picture of the competencies possessed by members of the Indonesian National Police and identify areas that need to be developed. The conclusion of this research is that competency mapping using the Human Asset Value Matrix is effective in identifying the suitability of the potential and competence of Polri members. The suggestions and recommendations put forward are for police institutions to implement regular individual assessments to maximize the development of member competencies, as well as use the results of these assessments to improve human resource management processes in the organization.

Abstract

This study was motivated by the low level of student participation and learning outcomes in Civic Education at SMA Negeri 3 Gorontalo, which was still dominated by conventional teaching approaches. The research aimed to analyze the implementation of the Jigsaw cooperative learning model and examine its effectiveness in improving students’ interest and academic achievement. The method employed was Classroom Action Research conducted in two cycles, consisting of planning, implementation, observation, and reflection stages. Data were collected through observation, questionnaires, and learning achievement tests, then analyzed quantitatively using percentages and mean scores. The findings revealed a significant improvement in students’ average scores and learning mastery in the second cycle, exceeding the predetermined criteria. It can be concluded that the Jigsaw model effectively enhances student participation and learning outcomes in a more active, collaborative, and meaningful learning environment.

Abstract

This study examines how the Government of Gorontalo Province operationalizes public communication as a governance strategy to strengthen public trust. While prior studies discuss public communication and good governance normatively, this research contributes by empirically mapping how transparency, participation, responsiveness, and accountability are practiced and interconnected within a provincial government setting. Using a qualitative case study design, data are collected through in-depth interviews with purposively selected informants, non-participant observations, and document analysis. Thematic analysis is applied to identify communication patterns and governance dimensions. The findings show that public communication is predominantly informational, with limited but emerging dialogical elements. Informants perceive that transparency and responsiveness are relatively evident in service delivery, whereas participation and accountability remain largely procedural. Within this case context, these patterns shape public perceptions of openness and fairness, indicating that strengthening dialogical and participatory communication is essential for sustaining public trust in local governance.

Abstract

This study aims to analyze the synergy between individual capacity and organizational support in lecturer career development at private higher education institutions. A qualitative approach was employed, with data collected through in-depth interviews, observation, and documentation. The findings reveal that individual capacity comprising academic competence, intrinsic motivation, and personality characteristics plays a significant role in promoting lecturer career development. However, such capacity cannot be optimized without adequate organizational support, including a conducive academic culture, supportive leadership, and a structured career management system. The lack of synergy between individual and organizational factors is identified as one of the main causes of career stagnation. Therefore, lecturer career development requires an integrative approach that combines strengthening individual capacity with continuous institutional improvement. Abstract

In most families, the role of breadwinner always goes to male figure. Females usually take part of supporting a family in domestic circumstances only. This paradigm applies as well in fishing communities. The wives passively wait for the remittances sent home by the men from fishing or cultivating seaweed. Wives of fishermen basically will have equal potential to support their family financially, if they were provided with knowledge and skills as their husbands have especially in cultivating seaweed. Seaweed farming is preferred for them to prioritize household activities still while offering support for the family income. Domestic women are encouraged to participate in the public sector, as a way of fulfilling one target of MDGs (Millennium Development Goals) 2010 in promoting gender equality and women empowerment. The promotion has reached the desired target, as reported by Bappenas (State Ministry for Development Planning) in 2011. The effort of empowering them is divided into five stages, i.e., (1) raising awareness; (2) socialization to grow interest; (3) evaluation; (4) trial (on a smaller scale); and (5) applying selected solutions in the social problem-solving attempt. The informants were female seaweed farmers in Gorontalo Utara regency. The method utilized survey, observation, and interview. The results revealed that the courage of the female in seaweed farming is outstanding, which in turn help improve the household income.

Abstract

This community service activity aims to increase students' understanding and awareness of the importance of a culture of discipline as part of character building at school. The activity was carried out at SMA Negeri 6 Gorontalo through socialization, counseling, discussion, and mentoring methods for students. Problems found at the school included the persistence of late arrivals to school, lack of compliance with rules, and low student awareness in maintaining learning discipline. Through the socialization of a culture of discipline, students were given an understanding of the importance of discipline in everyday life, both at school and in the community. The results of the activity showed an increase in students' understanding of the values of discipline, responsibility, and compliance with school rules.

Abstract

Pemberdayaan kelompok tani merupakan upaya taktis dalam meningkatkan kesejahteraan masyarakat pedesaan, namun dalam praktiknya masih menghadapi berbagai keterbatasan kelembagaan dan sosial. Penelitian ini bertujuan untuk menganalisis peran pemerintah desa serta mengidentifikasi kendala dalam pemberdayaan kelompok tani di Desa Botugolu, Kabupaten Buol. Metode yang digunakan adalah kualitatif dengan pendekatan deskriptif melalui teknik wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa pemerintah desa telah menjalankan peran sebagai fasilitator melalui penyediaan sarana produksi dan anggaran, sebagai dinamisator melalui sosialisasi dan pendampingan, serta sebagai regulator melalui mekanisme musyawarah desa dan implementasi kebijakan. Namun, efektivitas peran tersebut masih terbatas karena belum berbasis kebutuhan yang utuh, rendahnya partisipasi petani, serta lemahnya pemahaman terhadap kebijakan. Selain itu, kendala internal seperti keterbatasan anggaran, infrastruktur, kapasitas aparatur, dan koordinasi, serta kendala eksternal seperti rendahnya literasi, keterbatasan ekonomi, dan kemampuan administratif petani turut memengaruhi keberhasilan pemberdayaan. Penelitian ini menyimpulkan bahwa pemberdayaan kelompok tani belum berjalan optimal secara substantif sehingga diperlukan pendekatan yang lebih integratif, partisipatif, dan berkelanjutan untuk meningkatkan kemandirian petani.

Abstract

Penelitian ini bertujuan untuk menganalisis bentuk perubahan pola hidup masyarakat serta faktor pendorong dan penghambat perubahan pola hidup akibat penggunaan media sosial Facebook di Desa Barakati, Kabupaten Gorontalo. Penelitian menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara mendalam, dan dokumentasi. Informan penelitian terdiri atas tokoh masyarakat, pemuda, ibu rumah tangga, dan pengguna aktif Facebook. Analisis data dilakukan melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa penggunaan Facebook telah memengaruhi pola interaksi sosial, gaya hidup, pemanfaatan waktu, dan aktivitas ekonomi masyarakat. Facebook memberikan kemudahan komunikasi dan mendukung aktivitas usaha masyarakat, tetapi juga menyebabkan berkurangnya interaksi sosial secara langsung, munculnya perilaku individualis, dan meningkatnya ketergantungan terhadap media sosial. Faktor pendorong perubahan meliputi perkembangan teknologi, kemudahan akses internet, dan kebutuhan ekonomi, sedangkan faktor penghambatnya adalah kurangnya kontrol diri, keterbatasan pemahaman teknologi, dan masih kuatnya nilai sosial tradisional masyarakat. Penelitian ini menunjukkan pentingnya literasi digital agar penggunaan media sosial tetap seimbang dengan nilai sosial masyarakat desa.

Abstract

Penggunaan plastik sekali pakai masih menjadi persoalan lingkungan di perguruan tinggi meskipun kesadaran terhadap isu keberlanjutan terus meningkat. Penelitian ini bertujuan menganalisis perilaku ramah lingkungan mahasiswa Universitas Negeri Gorontalo dalam upaya mengurangi sampah plastik di lingkungan kampus. Penelitian menggunakan pendekatan kuantitatif dengan rancangan survei deskriptif. Data dikumpulkan melalui kuesioner daring yang melibatkan 215 mahasiswa dari berbagai fakultas di Universitas Negeri Gorontalo. Analisis data dilakukan menggunakan statistik deskriptif berupa frekuensi dan persentase. Hasil penelitian menunjukkan bahwa dukungan mahasiswa terhadap kampus hijau memperoleh persentase tertinggi sebesar 95%, diikuti praktik pengelolaan sampah sebesar 85%. Namun, penggunaan plastik sekali pakai masih tergolong tinggi, mencapai 83%, sedangkan kebiasaan membawa perlengkapan ramah lingkungan hanya sebesar 57%. Analisis berdasarkan fakultas menunjukkan variasi perilaku, di mana mahasiswa Fakultas Kedokteran memiliki kebiasaan membawa tumbler tertinggi (76,9%), sementara mahasiswa Fakultas Kelautan dan Teknologi Perikanan menunjukkan praktik pemilahan sampah tertinggi (70,5%), tetapi juga penggunaan botol plastik sekali pakai tertinggi (85,2%). Temuan ini mengindikasikan adanya kesenjangan antara dukungan terhadap kampus hijau dan praktik nyata pengurangan sampah plastik, sehingga diperlukan penguatan fasilitas, kebijakan, pembiasaan sosial, dan budaya kampus yang mendukung perilaku ramah lingkungan secara konsisten.
