Abstract

This research aims to analyze the role of the village head in managing village fund budgets in Tolotio Village, Bonepantai Sub-District, Bonebolango Regency, and to identify the supporting and inhibiting factors encountered in the process. The research is motivated by the importance of transparent, accountable, and participatory village fund governance as an effort to achieve effective and sustainable village development A qualitative descriptive method was employed, with data collection techniques including observation, interviews, and documentation. The findings indicate that the village head plays a central role in all stages of village fund management, from planning and implementation to accountability. The village head is required not only to possess administrative skills but also leadership and managerial abilities to foster synergy with village officials and the community. However, village fund management in Tolotio still faces challenges, particularly related to low human resource capacity and weak internal coordination within the village government. The main supporting factors are regulatory support and community participation, while inhibiting factors inelude limited human resources and misdirected aid. ABSTRAKPenelitian ini bertujuan untuk menganalisis peran kepala desa dalam pengelolaan anggaran dana desa di Desa Tolotio, Kecamatan Bonepantai, Kabupaten Bonebolango, serta mengidentifikasi faktor-faktor pendukung dan penghambat yang dihadapi dalam proses tersebut. Latar belakang penelitian ini didasari oleh pentingnya tata kelola dana desa yang transparan, akuntabel, dan partisipatif sebagai upaya mewujudkan pembangunan desa yang efektif dan berkelanjutan.  Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa kepala desa memegang peranan sentral dalam seluruh tahapan pengelolaan dana desa, mulai dari perencanaan, pelaksanaan, hingga pertanggungjawaban. Kepala desa dituntut tidak hanya memiliki kemampuan administratif, tetapi juga kepemimpinan dan manajerial untuk membangun sinergi dengan perangkat desa dan masyarakat. Namun, pengelolaan dana desa di Desa Tolotio masih menghadapi kendala, terutama terkait rendahnya kapasitas sumber daya manusia,dan lemahnya koordinasi internal pemerintah desa. Faktor pendukung utama adalah adanya dukungan regulasi dan partisipasi masyarakat, sedangkan faktor penghambat meliputi keterbatasan SDM dan bantuan yang tidak tepat sasaran

Abstract

This study aims to analyze the role of the village government in empowering corn farmers in Popayato Village, Pohuwato Regency. The village government, as the institution closest to the community, has a strategic responsibility in facilitating the development of local potential, particularly the corn farming sector, a leading regional commodity. This study used a qualitative approach with data collection techniques through interviews, observation, and documentation. The results indicate that the village government plays an active role as a facilitator, initiator, motivator, and mediator in various empowerment programs, such as agricultural extension, production input assistance, and strengthening farmer group institutions. However, obstacles remain, such as budget constraints, lack of cross-sector synergy, and minimal regeneration of young farmers. Therefore, ongoing commitment and inter-institutional cooperation are needed to realize sustainable farmer empowerment.

Abstract

This study aims to discuss the implementation of the Independent Learning Curriculum in improving PPKn learning outcomes for Class X ATPH at SMK Negeri 1 Bulango Utara. The study used qualitative research with a descriptive approach with data obtained through observation, interviews and documentation for the validity of the data obtained. While primary data comes from teachers and students, and secondary data through school archives. The results of the study show that the implementation of the Independent Learning Curriculum in improving PPKn learning outcomes in schools can be from the application of the Pancasila Student Profile Project which consists of four dimensions, namely, faith, devotion to God Almighty, mutual cooperation, independence and creativity. Meanwhile, the obstacles faced in its implementation are the readiness of teachers and limited learning facilities so that they affect the learning process.

Abstract

This research aims to describe and analyse the strengthening of character education through the Jumpa Berlian (Jumat Pagi Bersih-Bersih Lingkungan/Friday Morning Environmental Clean-up) program among state elementary school students in Posigadan Sub-district, Bolaang Mongondow Selatan Regency. The program serves as a strategic effort to instill character values through environmentally-based activities conducted regularly and participatively. A qualitative approach with a multiple case study design was employed, focusing on three schools: SDN Momalia 3. SDN Pilolahunga, and SDN Luwoo. Data were collected through in-depth interviews, participatory observation, and documentation, with data triangulation used to verify the validity of findings. The results showed that the Jumpa Berlian program significantly contributes to instilling character values such as democracy, nationalism, love of peace, cooperation, patriotism, and environmental awareness. The program's success is supported by factors such as the principal's commitment, teacher collaboration, and a school culture that promotes habituation of character values. However, challenges remain, including limited cleaning equipment, uneven student participation, and time constraints. Adaptive strategies implemented by schools, such as activity innovations, student role rotations, and reward systems, have helped maintain program sustainability and effectiveness in character development. These findings reinforce the relevance of the ecological citizenship theory as a conceptual foundation for environmentally based character education.

Abstract

This study analyzes the role of bureaucratic ethics in strengthening public trust in government social assistance services at the Bululi Village Office, Asparaga District, Gorontalo Regency. The problems arise due to unequal treatment, lack of fairness in the distribution of social assistance, and low accountability of village officials. Using a qualitative descriptive method, data were collected through observation, interviews, and documentation involving both village apparatus and community members. The analysis was conducted through data reduction, data display, and conclusion drawing. The findings reveal that: (1) Equality in service delivery remains limited, with preferential treatment for certain groups; (2) Equity in distributing social assistance is often compromised by bias and lack of transparency; (3) Loyalty of officials to institutional values and regulations is challenged by external pressure and informal practices; and (4) Responsibility has been implemented relatively well, although weaknesses remain in discipline and consistency. The study concludes that strengthening bureaucratic ethics—particularly in fairness, accountability, and discipline—is crucial to restoring and maintaining public trust. These findings contribute to the discourse on good governance at the local level and highlight the urgency of ethical reforms in village administration.

Abstract

The purpose of this study to (1) Transformation in learning Life Skill at SD Negeri Tonala, Posigadan District, South Bolaang Mongondow Regency. (2) Implementation of Learning Life Skill at SD Negeri Tonala, Posigadan District, South Bolaang Mongondow Regency. This research was conducted at SD Negeri Tonala, Posigadan District, South Bolaang Mongondow Regency, which has been established since 1979 and is accredited A. This research uses a qualitative descriptive approach with interview, observation, and documentation techniques. Data were collected from the principal, teachers, students, and parents to determine the implementation of life skill learning in schools.The research results show (1) Transformation in learning Life Skill at SD Negeri Tonala, Posigadan District, South Bolaang Mongondow Regency, including through (a) Self-awareness (b) personality formation (c) independence. (2) Implementation of Learning Life Skill at SD Negeri Tonala, Posigadan District, South Bolaang Mongondow Regency, among others, through (a) personal skills (b) social skills (c) intellectual skills. Suggestions are expected to further improve the implementation of learning programs. Life Skill which is accompanied by the principal’s efforts to improve Teacher competency in accordance with the demands of scientific and technological developments. Abstract

Ernawati Ismail, 941419002, 2025. Implementation of the Self-Help Housing Stimulant Assistance Program (BSPS) Policy in Suwawa Selatan Sub-district, Bone Bolango Regency. Undergraduate Thesis, Study Program of Public Administration, Universitas Negeri Gorontalo. The Principal Supervisor is Dr. Irawaty Igirisa, S.Pd., M.Si. and the co-supervisor is Dr. Sukarman Kamuli, M.Si. This research aimed to analyze the implementation of the Self-Help Housing Stimulant Assistance Program (BSPS) policy in Suwawa Selatan Sub-district, Bone Bolango Regency, and to identify the factors determining its success. It employed a qualitative method with a descriptive approach. Data were collected through in-depth interviews, direct observation, and document study, then analysed using data reduction, data display, and conclusion drawing. The results showed that the implementation of the BSPS policy consists of three main stages: planning, implementation, and reporting. Planning followed the existing procedures, but obstacles remain in delivering information to the community. The implementation stage ran moderately effective with the support of field facilitators, although it faced challenges such as delays in building materials and limited labour. At the reporting stage, the procedures were carried out properly, with the reports prepared by the community under the guidance of field facilitators (TFL). The determining factors for successful program implementation include communication, resources, implementers’ disposition, and bureaucratic structure. Among these factors, resources were the most dominant and influential, leading to the smooth progress of physical construction. Overall, the implementation of BSPS in Suwawa Selatan Sub-district is considered relatively effective, but improvements in outreach program and strengthening of supporting resources are still needed to achieve more optimal results.

Abstract

This community service aims to strengthen the national character of SMA Negeri 1 Kabila students in facing the increasingly complex challenges of globalization. The activity was carried out through the method of lectures and interactive dialogues which were carried out offline with three main stages, namely observation, material delivery, and evaluation. Observations were carried out to identify the initial level of students' understanding of national values. The material delivery stage is carried out through a combination of lectures and interactive dialogues to encourage students' active involvement in the learning process, while the evaluation stage aims to assess the improvement of their understanding and appreciation of national values. The results of the activity showed that the participants had a good basic understanding of the importance of national character and showed awareness of the need for continuous coaching. Nevertheless, there are still some challenges, such as a lack of a deep understanding of the nature of nationalism, diverse perceptions of the influence of globalization, and gaps between conceptual understanding and the application of national values in daily life. This activity concluded that although the foundations of student understanding have been formed, a sustainable and comprehensive approach is needed to transform national values into tangible behaviors. The recommendations proposed include the development of a follow-up program that focuses on internalizing values through concrete practices, intensive mentoring, and strengthening the role of schools as an environment of habituation. Overall, this service activity has a positive impact on increasing students' national awareness, strengthening their understanding of the nation's noble values, and equipping them with the ability to respond critically to the flow of globalization without losing their identity as an Indonesian nation.

Abstract

The governance of information and communication technology (ICT) has become a strategic necessity for higher education institutions to ensure effective academic services and sustainable digital transformation. This study aims to analyze the ICT governance system at the Academic Service Unit for ICT (UPA TIK) of Gorontalo State University. A qualitative case study design was employed. Data were collected through in-depth interviews, document analysis, and direct observation, and analyzed using the Miles and Huberman interactive model. Triangulation was applied to ensure data credibility and validity. The results reveal five governance dimensions: (1) strategic alignment, (2) organizational structure, (3) managerial competence, (4) resource allocation, and (5) institutional culture. While ICT development has been integrated into the university’s strategic plan and supported by adequate infrastructure, weaknesses remain in managerial competence, fragmented decision-making, and limited funding. Institutional culture shows positive digital acceptance but is still constrained by resistance to change. This study concludes that effective ICT governance requires clear organizational structures, competent leadership, and stakeholder participation. The novelty of this research lies in proposing a contextualized governance model for Indonesian higher education, balancing global ICT frameworks with local organizational and cultural dynamics. These findings contribute theoretically to the discourse on digital governance and provide practical recommendations for policymakers in strengthening digital transformation in higher education.

Abstract

In most families, the role of breadwinner always goes to male figure. Females usually take part of supporting a family in domestic circumstances only. This paradigm applies as well in fishing communities. The wives passively wait for the remittances sent home by the men from fishing or cultivating seaweed. Wives of fishermen basically will have equal potential to support their family financially, if they were provided with knowledge and skills as their husbands have especially in cultivating seaweed. Seaweed farming is preferred for them to prioritize household activities still while offering support for the family income. Domestic women are encouraged to participate in the public sector, as a way of fulfilling one target of MDGs (Millennium Development Goals) 2010 in promoting gender equality and women empowerment. The promotion has reached the desired target, as reported by Bappenas (State Ministry for Development Planning) in 2011. The effort of empowering them is divided into five stages, i.e., (1) raising awareness; (2) socialization to grow interest; (3) evaluation; (4) trial (on a smaller scale); and (5) applying selected solutions in the social problem-solving attempt. The informants were female seaweed farmers in Gorontalo Utara regency. The method utilized survey, observation, and interview. The results revealed that the courage of the female in seaweed farming is outstanding, which in turn help improve the household income.
