Abstract

Disdukcapil Kabupaten Kudus meluncurkan pembaharuan pelayanan online dengan nama Pelayanan Administrasi Kependudukan Sepenuh Hati Melayani Masyarakat secara Online di Kabupaten Kudus (PAKSEMMOK) guna meningkatkan kualitas pelayanan publik. Tujuan penelitian ini yaitu menjelaskan dan menganalisis penerapan inovasi PAKSEMMOK beserta kendala yang dihadapi oleh Disdukcapil Kabupaten Kudus dalam menerapkan inovasi online. Penelitian ini menggunakan teori inovasi Rogers dan merupakan jenis penelitian kualitatif deskriptif. Proses pengambilan data pada penelitian ini melalui wawancara, observasi, dan dokumentasi penelitian. Hasil penelitian penerapan inovasi PAKSEMMOK berdasarkan teori Rogers berisi 5 indikator yang dijadikan analisis pembahasan yaitu : (1) keunggulan relatif, (2) kesesuaian, (3) kerumitan, (4) kemungkinan untuk dicoba, dan (5) kemudahan Penerapan inovasi PAKSEMMOK telah sesuai dengan 4 indikator analisis karena bersifat baru dan menyempurnakan dari inovasi yang pernah ada (keunggulan relatif), kesesuaian dengan kondisi di masa sekarang, mudah untuk dipahami dan dicoba karena telah lulus uji kelayakan (kemungkinan untuk dicoba), dan kemudahan karena terbukti memberikan kemudahan bagi masyarakat dalam pengurusan dokumen kependudukan. Berdasarkan hasil penelitian, PAKSEMMOK belum sesuai dengan indikator kerumitan karena masih terdapat fitur pada website yang belum lengkap dan terupdate. Penelitian ini menyimpulkan bahwa penerapan inovasi PAKSEMMOK sudah dapat dikatakan baik. Namun, dalam pelaksanaannya masih ditemui kendala yang menyebabkan inovasi kurang berjalan optimal. Faktor utama terjadinya kendala yaitu permasalahan jaringan server yang sering terganggu. Pemerintah hendaknya dapat mengatasi permasalahan tersebut dengan melakukan perbaikan sistem setiap hari guna menjaga kestabilan jaringan pada inovasi PAKSEMMOK

Abstract

The efforts of fisher women in Purworejo Village to obtain justice are within the scope of the concept of civic politics. For dozens to decades, fisher women in Purworejo Village have been going to sea without obtaining legality regarding their employment status on their KTP. The aim of this research is to study the various disparities experienced by fisher women in Purworejo Village, the efforts made to achieve justice, and the effects realized from these efforts to achieve justice. Qualitative and descriptive are the methods and approaches used in this research. Secondary and primary data resulting from participant observation, in-depth interviews, and documentation are the data sources for this research. Meanwhile, the researcher uses Kristian Stokke's political theory of citizenship as a theoretical framework to strengthen the analysis in this research. The results of this research found that there are two forms of inequality experienced by fisher women in Purworejo Village, namely social inequality and rights inequality. Efforts to resolve this injustice include identification and education, advocacy for the transition of employment status on KTPs, and monitoring the realization of rights for fisher women. The effect obtained from these efforts is the handling of various social inequalities and gaps in rights faced by fisher women in Purworejo Village.Upaya nelayan perempuan di Desa Purworejo dalam memperoleh keadilan adalah cakupan dari konsep politik kewargaan. Selama belasan hingga puluhan tahun, nelayan perempuan di Desa Purworejo telah melaut tanpa memperoleh legalitas terkait status pekerjaannya di KTP. Tujuan dari penelitian ini adalah untuk mempelajari berbagai kesenjangan yang dialami nelayan perempuan di Desa Purworejo, upaya yang digencarkan untuk mencapai keadilan, serta efek yang diwujudkan dari upaya mencapai keadilan tersebut. Kualitatif dan deskriptif merupakan metode dan pendekatan yang digunakan dalam penelitian ini. Data sekunder dan primer yang dihasilkan dari observasi partisipatif, wawancara mendalam, dan dokumentasi menjadi sumber data pada penelitian ini. Sementara itu, teori politik kewargaaan Kristian Stokke peneliti gunakan sebagai kerangka teori untuk memperkuat analisis pada penelitian ini. Hasil dari penelitian ini menemukan bahwa terdapat dua wujud kesenjangan yang dialami nelayan perempuan di Desa Purworejo, yakni kesenjangan sosial dan kesenjangan hak. Upaya untuk menyelesaikan ketidakadilan tersebut diantaranya dengan melakukan identifikasi dan edukasi, advokasi peralihan status pekerjaan di KTP, serta pengawalan realisasi hak bagi nelayan perempuan. Adapun efek yang diperoleh dari upaya tersebut adalah tertanganinya beragam kesenjangan sosial dan kesenjangan hak yang dihadapi nelayan perempuan di Desa Purworejo.

Abstract

This study examines campaign financing and candidate profiles in the 2020 Indonesian regional election, offering insights for the 2024 race. Employing a mixed methods approach with quantitative surveys and qualitative interviews, the research highlights trends relevant to the 2024 regional election. The majority of candidates in 2020 were from the private sector, with a notable increase in those with bureaucratic backgrounds and a decline in legislative backgrounds. With 90.7% of candidates backed by political parties and no independent candidates for Governor or Deputy Governor, the findings point to growing bureaucratic influence and heightened financial pressures, raising concerns about conflicts of interest and corruption. As Indonesia moves towards the 2024 regional election, these insights underscore the importance of transparency and regulatory reforms to address the challenges of campaign financing. The study provides a critical foundation for policymakers and stakeholders to implement necessary reforms, ensuring a fair, transparent, and accountable electoral process.

Abstract

This study aims to describe the dynamics of the power relations between villages and districts as the impact of village expansion in East Lombok Regency, West Nusa Tenggara, villages and how the construction of power relations must be carried out by villages and districts. The position of the village has been strengthened with the enactment of Law Number 6 of 2014 concerning Villages and the latest amendment with Law Number 3 of 2024. With this law, villages have a high level of confidence, for several reasons, including: the identity of villages and customary villages is clarified; the state recognizes authority based on the right of origin of the village and local-scale authority (subordination); villages are budgeted through the State Budget in the form of Village Funds (DD); The opening of opportunities for the emergence of new elites in the village as a result of political liberation. The method used is in the form of a qualitative approach with data collection techniques through interviews, observations, FGDs and document data analysis and analyzed using the Miles and Huberman model. The results of the study show that the dynamics of the power relationship between villages and districts in East Lombok are very dynamic; Villages are beginning to be consolidated internally because some of the resources they have and the pattern of mutually beneficial relations between villages and districts are rational choices to build power relations that strengthen each other in running the government.

Abstract

This article explores the electoral behaviour of Muslim voters in the 2024 Gubernatorial Election of East Nusa Tenggara (NTT), Indonesia. Motivated by concerns over the political marginalisation of Muslim candidates in NTT’s local elections and the wider discourse on minority political participation, the study adopts a voting behaviour framework that integrates sociological, psychological, and rational-choice approaches. It examines how sociocultural backgrounds, religious identity, economic considerations, and political affiliations influence Muslim voting preferences. The analysis also considers the role of historical voting patterns, political party dynamics, and the influence of prominent Islamic figures and organisations. Set in a Christian-majority province, the study investigates the interplay between identity politics, economic rationality, and political pragmatism. Findings suggest that Muslim voters exhibit a nuanced approach to leadership selection, prioritising democratic values, visionary governance, and service-oriented leadership over narrow religious affiliations. Interview data reveal that qualities such as empathy, populism, decisiveness, and moral integrity—particularly a strong anti-corruption stance—are highly valued. Voters also emphasise the importance of political and administrative experience, while viewing intelligence, religiosity, and military credentials as supplementary advantages. Overall, Muslim voters in NTT seek leaders who combine intellectual competence with emotional proximity to the electorate and a deep commitment to public welfare. This research contributes to the broader understanding of minority political agency in Indonesia and highlights the need for more inclusive political frameworks to promote equitable representation and strengthen democratic practices in multi-religious societies.

Abstract

Periodically, every five years, general elections are held as a form of democracy in Indonesia. During elections, political issues are often followed by controversies, conflicts, and disputes in local power competitions. These issues include cheating, money politics, and vote manipulation. The purpose of this study is to encourage the establishment of a permanent electoral court in the constitutional system and in the form of a state institution to handle any existing election results disputes, whether for the presidential election, legislative election, or regional election. To achieve the electoral justice system's legal certainty and utility principles. The research method was used qualitatively with a case study research design. The results indicate that the establishment of an election court institution is essential, considering elections are held regularly and periodically as part of people's sovereignty representation and efforts to establish a fair electoral system. An election court institution is necessary for Indonesian elections, tasked with handling every election dispute, thereby allowing the Constitutional Court to focus solely on testing laws against the 1945 Constitution. This journal concludes that an electoral justice institution needs to be established permanently, with competent judges and resources to handle every election-related case to realize an electoral justice system.

Abstract

Research on the Indonesian Democratic Party of Struggle (PDIP) has so far been dominated by the focus of studies in the Java region, especially related to its support base and electoral dynamics. Meanwhile, studies on PDIP in the Sumatra region, especially West Sumatra, are still relatively limited. In fact, the different socio-political contexts in this region have their own dynamics, especially in relation to identity politics and electoral challenges faced by PDIP. This research will examine the dynamics of identity politics and electoral challenges faced by the Indonesian Democratic Party of Struggle (PDIP) in West Sumatra. As a nationalist party that has an ideology that is often considered contrary to the cultural and religious sentiments of the Minangkabau people, PDIP has had difficulty gaining significant support in this area. Through a cultural-political approach, this study analyzes how people's collective identities, historical narratives, and the formation of customary and religious values affect political preferences that tend to be conservative and resistive to PDIP. This study uses a qualitative method with a literature study approach and discourse analysis to investigate the construction of identity politics behind PDIP's low electability. The results of this study show that rejection of PDIP in West Sumatra is not only caused by policy or performance issues, but also influenced by ideological perceptions, historical trauma, and the strengthening of local identity that is contrary to PDIP's image of nationalism. These findings underscore the importance of contextual political communication strategies that are sensitive to local cultural dynamics in the face of electoral contestation.
