Abstract

This scientific paper seeks to evaluate the ability of local taxation as a source of income, the level of tax participation and the efficiency of the tax collection mechanism in Jambi City budget 2018-2022. The analytical methodology used in this research includes descriptive and qualitative approaches. Descriptive analysis incorporates computational methods that are illustrated in the form of numerical data, tabulations, and graphical representations. In the meantime, the qualitative aspects include conducting intense interviews that are analyzed using SWOT. Based on the findings from the analysis of local tax effectiveness covering from 2011 to 2023, it reveals that the efficiency of local taxation shows variability in different years. Based on existing literature and comparisons between studies that have been conducted, tax optimization can be carried out in Jambi City in line with the principle of fiscal decentralization in regional autonomy by enforcing regulations to ensure the creation of sustainable development and economic growth. Some of the things that can be done are increasing tax compliance, digitalization and simplifying the tax structure. This discussion produces input to the Jambi City Government to explore the potential of local revenue, which influences the growth of Regional Own-Source Revenue (PAD). Therefore, optimal development can lead to positive outcomes for the community, such as the economic growth of people in Jambi City and the optimization of tax revenue.

Abstract

This study aims to analyze the impact of e-commerce on economic growth in Indonesia using a Systematic Literature Review (SLR) approach. E-commerce has become a significant global phenomenon, and Indonesia is projected to have the highest e-commerce growth rate in the world in 2024. With an e-commerce trade value reaching 78%, Indonesia shows great potential in this sector. The study finds that e-commerce contributes significantly to increased productivity and efficiency, broader market access, and technology and innovation adoption by SMEs. However, challenges such as technology access, digital literacy, and infrastructure remain obstacles. The study emphasizes the need for policies that support the enhancement of digital infrastructure and training for SMEs to optimize e-commerce potential. Relevant policy implications can help the government and stakeholders maximize the benefits of e-commerce for national economic growth. By using the SLR approach, this study provides a comprehensive and integrative analysis of the impact of e-commerce on economic growth in Indonesia and presents strong empirical evidence of the causal relationship between the two. The study also offers recommendations for future research, including the use of primary data, regional analysis, international comparative studies, and attention to social and environmental impacts. Additionally, further research into policy and regulatory effectiveness, the role of technology and innovation, longitudinal studies, and collaboration with the private sector is also recommended. Thus, this study makes an important contribution to understanding and leveraging e-commerce potential for sustainable economic growth in Indonesia.

Abstract

The implementation of budgetary reform in local government budgeting is often viewed as lacking a structured system. This is marked by low transparency and accountability in the management of local budgets. Financial management systems that contradict the principles of good governance necessitate transparency and accountability in all areas of government. The advent of e-budgeting is evidence of the utilization of e-government programs in Indonesia. E-budgeting is expected to be a solution for enhancing transparency and accountability in local budget management. With e-budgeting, the public can more easily access information about budget allocations and their usage. Public participation is also anticipated to increase, allowing for more effective oversight of local government budgets. This transparency not only supports the improvement of financial management at the local level but also contributes to the enhancement of public service quality. Therefore, the implementation of e-budgeting is expected to strengthen good governance and increase public trust in local governments. Active public participation and high transparency are key to realizing a more efficient and accountable local budget management system.

Abstract

The integration of conservation initiatives with tourism development has emerged as an important strategy for promoting sustainable rural development. This study examines how community-based Adopt-a-Tree (AAT) programs are integrated into sustainable agrotourism in Merangin Regency, Indonesia, and how this integration contributes to environmental conservation and local livelihood opportunities. A qualitative case study approach was employed, drawing on data from in-depth interviews, focus group discussions, field observations, and supporting documents related to the implementation of tree adoption programs in Rantau Kermas and Guguk villages. Thematic analysis was conducted using NVivo 15 to identify patterns and relationships across stakeholder perspectives. The findings indicate that AAT programs function as a community-driven conservation mechanism that supports forest restoration, biodiversity protection, and increased environmental awareness among residents and visitors. The analysis also reveals that stakeholder collaboration, training activities, and local governance support are important for sustaining the implementation of conservation initiatives. In addition, integrating tree adoption with agrotourism creates new livelihood opportunities through eco-tourism services, agroforestry products, and community-based tourism activities. However, several challenges remain, including limited technical capacity, unequal participation opportunities, and constraints in institutional and financial support. Overall, the study demonstrates that AAT programs can serve as an effective model for integrating conservation initiatives with sustainable agrotourism development while supporting inclusive rural livelihoods and long-term environmental stewardship

Abstract

Uneven production capacity, spatial disparities, distribution constraints, and governance fragmentation shape food security conditions in Jambi Province. Although aggregate indicators show improvement between 2022 and 2024, persistent territorial inequalities and structural vulnerabilities remain. This study maps food system vulnerabilities and multilevel governance dynamics across spatial typologies in Jambi Province. Using a mixed-methods design that integrates Likert-scale surveys of provincial and district/municipal officials with thematic qualitative analysis of academic perspectives, the study synthesizes institutional perceptions across the four FAO pillars—availability, access, utilization, and stability. The findings reveal scalar asymmetries in governance perceptions: provincial actors rely on aggregate indicators and formal coordination mechanisms, whereas district and municipal actors emphasize operational constraints and localized bottlenecks. Academic perspectives highlight longer-term structural pressures, including land-use conversion, climate exposure, and demographic shifts in farming communities. Through iterative thematic integration, the study constructs three spatial configurations of food system vulnerability: (1) urban and peri-urban areas dependent on external supply and sensitive to price volatility; (2) highland production centers characterized by strong output capacity but climate-related risks; and (3) rural–coastal regions constrained by infrastructural limitations and environmental exposure. The results demonstrate that food security in Jambi is territorially differentiated and mediated by multilevel governance dynamics. Mapping these configurations provides a structured basis for spatially differentiated and coordination-sensitive policy design.

Abstract

This study aims to examine how city branding, electronic word of mouth (e-WOM), and tourism entrepreneurship influence tourists’ visiting decisions, with city image positioned as a mediating mechanism in an emerging urban tourism destination. The research was conducted in Sungai Penuh City, Indonesia, using a quantitative cross-sectional survey design. Data were collected from 200 tourists who had previously visited the city through structured questionnaires measured on a five-point Likert scale. The analysis employed Partial Least Squares Structural Equation Modelling (PLS-SEM) using SmartPLS software to test both direct and indirect relationships among constructs. The findings reveal that city branding, e-WOM, and tourism entrepreneurship have significant positive effects on city image. City image, in turn, exerts a strong and significant influence on tourists’ visiting decisions. However, the direct effects of city branding, e-WOM, and tourism entrepreneurship on visiting decisions are not statistically significant. Mediation analysis confirms that city image fully mediates the relationships between all antecedent variables and tourists’ visiting decisions. Tourists’ visiting decisions in urban destinations are primarily driven by perception-based mechanisms. Branding strategies, digital narratives, and entrepreneurial signals influence behavior only through the formation of a favourable city image. This study is limited by its cross-sectional design and focus on a single emerging city, which may constrain generalizability. This study contributes to destination marketing and urban tourism literature by integrating tourism entrepreneurship into destination image theory and highlighting the central mediating role of city image in shaping tourist decision making, offering practical insights for destination managers and policymakers.
