Abstract

Background : The city of Semarang is included in the top 5 highest maternal mortality rates in Central Java. The Semarang City Government through the Semarang City Health Service seeks to reduce maternal mortality through the establishment of community health centers capable of Basic Emergency Obstetric and Newborn Care (BEMONC) with the support of the establishment of the Ambulan Hebat program. Bangetayu Community Health Center is a community health centers capable of BEMONC that continues to contribute to maternal mortality in the last 3 years with the highest number of high risk pregnant women and the largest number of complications pregnant women. This study aims to analyze the opportunities for synchronizing the Ambulan Hebat program in supporting the implementation of community health centers capable of BEMONC at the Bangetayu Community Health Center.Method : Qualitative research with a descriptive analytic approach through in-depth interviews. The variables studied were elements of partnership (shared interests, openness & trust, clear & measurable goals, willingness to sacrifice, and mutual benefit) by using analysis of supporting factors and inhibiting factors (Force Field Analysis). Result : The results of this study indicate that the Ambulan Hebat Si Cepat program in supporting the implementation of obstetric and neonatal services in the Bangetayu Community Health Center based on the element of partnership has a great opportunity to synchronize. There are 4 elements of partnership that are supporting factors are the aspects of openness & trust, clear & measurable goals, willingness to sacrifice, and mutual benefit.Recomendation : The results of this study suggest that the Semarang City Health Office make policy regulations to regulate program coordination, conduct routine internal coordination, and create operational standards for special coordination procedures.

Abstract

Dengue Hemorrhagic Fever (DHF) is still one of the major public health problem in Indonesia. The development of this disease from tends to increase every year, both from the number of cases or the distribution area. Outbreaks of dengue fever also occurs in the city of Semarang, extraordinary events (KLB) DBD The Semarang occurred in the year 2010 reached 5,556 cases. This makes the government of Semarang issued a local regulation No. 5 of 2010 on Control of Dengue Fever in the context of prevention of Extraordinary Events (KLB) DBD City Semarang.Tujuan of this study was to conduct analysis of dengue control implementation according Semarang City Regulation No. 5 year 2010 on the control of dengue hemorrhagic fever in the district Tembalang. This type of research is research exploratory research with qualitative approach. The data collection is done by in-depth interviews using interview guide. Informants research that includes Chief Kedungmundu PHC, PHC Chief Rowosari, business Dengue Control Program Kedungmundu Health Center and Health Center Program Management Control DBD Rowosari. Head of P2P Sector Semarang City Health Office, District Tembalang Head, Head Village Tembalang, Bulusan village headman, village headman Sendangmulyo and Village headman Sendangguwo. The results showed that the implementation Control of Dengue fever in accordance Regional Regulation of Semarang Semarang No. 5 of 2010 on Control of Dengue are still not running well because in terms of communication still lack the socialization of the regulation to the executive officer and the community and in the disposition is still a lack of willingness officer implementers to learn about these regulations. As for the terms of the resources and SOP also not completely worked well because of the lack of understanding regarding the executive officer of the regulation. City Health Office to intensify again over the socialization of the study showed that of Regional Regulation of Semarang Semarang No. 5 of 2010 on Control of dengue.

Abstract

Target for achievement data of the minimal operational standart for 2017 in Semarang City Health Services for People with an HIV risk is 89.55%. Meanwhile, the number of HIV casses in Semarang City in the last three years continues to increase. The aim of the researchers was to describe the strategy of the Semarang City Health Service in administering health services for people at risk of HIV infection. The research is qualitative study with a descriptive method. The main informants were the holders of HIV programs in Semarang Health Office, with triangulation that is HIV program holders in Bandarharjo and Lebdosari Puskesmas, program and monitoring-evaluation holders of Semarang Aids Prevention Commission. The results of the study found that the internal factors is an illustration of the strengths and weaknesses of the Semarang Health Office. Strengths and weaknesses possessed by Semarang Health Office namely marketing and promotion that have been carried out by utilizing technology, human resources for these services have already received training, financial resources have been provided through the APBD and APBD and production-operation activities already exist in the Semarang City. External factors as an illustration of the opportunities and threats of the Semarang Health Office, namely partners already owned by the Semarang Health Office in supporting this program, demographic environment, economic and political environment and law. The results of the situation analysis led the Semarang Health Office to be in an "aggressive" position in strategy quadrant which indicates that the organization has strengths and opportunities where these advantages in supporting organizational policies grow more aggressively. The alternative strategy that can be applied by the Semarang Health Office is to improve acces and facilities for HIV services in Semarang city.

Abstract

Maternal health issues and newly born babies in Indonesia is a public health problem that needs major attention, because it has a major impact on the quality of future generations. One of the maternal and child health services are Antenatal care is health care for all pregnant women with a relatively low cost. Antenatal care coverage is not optimal quantity is still below the target of Semarang City Health Office that is 95%, and Krobokan Health Center is one of the centers with the lowest ANC coverage. Based on the preliminary results of a survey conducted in pregnant women in health centers Krobokan through interviews that there is a link between the quality of health services in the form of reliability, responsiveness, tangibles, assurance, empathy with maternal satisfaction. This study aims to determine the relationship between maternal perception of the quality of antenatal care to the satisfaction of pregnant women in health centers Krobokan Semarang. Observational research using survey methods with cross sectional approach, a population of 413 pregnant women with a total sample of 85 respondents. Statistical analysis using chi square. The results showed that the quality of service that consists of responsiveness, tangibles, assurance, empathy, suggests that there is a connection with the satisfaction of pregnant women in health centers and reliability Krobokan has no association with maternal satisfaction. The proposed suggestions to improve the quality of PHC services Krobokan namely the improvement of existing SOPs, standards of antenatal care, and create a policy that officers can improve their skills in work, communication with patients, and also complete the facilities at PHC Krobokan

Abstract

This study aims to determine the utilization of health operational assistance funds in Semarang district Jetak health center. The research design used was descriptive analytic research. This research was carried out by conducting in-depth interviews with 6 informants involved in the utilization of health operational aid funds at the health center in Jetak District, Semarang. Data collection techniques used are in-depth interviews and document review. The data analysis technique consists of four stages, namely data collection, data reduction, data presentation and conclusion drawing. Validity test data used is the source triangulation method. The results showed that indicators of budgetary participation in the utilization of health operational aid funds in jetak health centers were not good because there was no effective leadership. For indicators of budget target clarity it is already good because it is in accordance with the technical guidelines and lattices of the Semarang district health office. Then the budget evaluation indicators are still lacking because the mini workshop has not been optimally implemented. Whereas indicators for budget target difficulties are also lacking because there is no proper roadmap and planning yet.

Abstract

Title : Efforts to Apply Minimum Health Service Standards in Hypertension Health Services Indicators in Public Health Services of Semarang CityBackground: Minimum services standards have to be provided by each region to their citizen regarding the minimum type and quality of basic services. Minimum health service standard have 12 type of basic services. One of them are the health service of hypertension patient which was only 24,75% in 2017 from target 100% in Semarang District. Methods: The research objective was to analyse the implementation of minimum service standards. A qualitativemethod and a descriptive analytic approach was used in this research.Primary data from in-depth interviews and secondary data that were relevant to the research   were collected. The study was conducted at Public Health Services of Gunungpati, Ngesrep, Pudak Payung, Sekaran and Health Office ofSemarang City.  The respondents wereprovider staff at Public Health Services and Health Office holding the non-infection disease program. To get properly information this study also interviewing the patients. Result: The results showed the Minister of Health’s Regulation Number 4/ 2019 concerning minimum service standards in the health sector was too ideal and was it difficult to reach. Conclusions: Public Health servicesas the executor of the Minister of Health Regulation Number 4/2019 must have innovations in order to achieve the 100% target.

Abstract

Leadership style in hospital environment affects towards service quality. Therefore, chief of RSUD K.R.M.T Wongsonegoro conducts several efforts to increase its service quality especially at Emergency Department. The purpose of this research is to know the most-used leadership style by the chief of RSUD K.R.M.T Wongsonegoro that affects towards service quality at the Emergency Department. This research uses qualitative research method and selects the informant by using purposive sampling technique. The main informants consist of 4 (four) persons, and triangulation informants consist of 4 (four) persons. The data collection techniques used by this research are in-depth interview and document study. Based on the research results, there were two leadership styles found during the research. Firstly, it showed that the most dominant leadership style used by the chief and affected on the employees’ discipline in order to increase the service quality at the Emergency Department was transformational leadership style, where the chief encouraged, inspired, and appreciated the employees, so they were able to carry out the applicable policies, because they felt they were appreciated. Secondly, transactional leadership style, by implementing award and punishment systems, the employees were obey the rules they expected to get the award if they executed their job well. Key Words: leadership, quality enhancement, hospitalDocument: 44 (2010-2019)

Abstract

ABSTRAKLatar Belakang: Indonesia merupakan negara yang rawan bencana. Oleh karena itu, untuk menjamin ketersediaan kebutuhan dasar warganya, perlu diatur dalam Standar Pelayanan Minimal. Provinsi Jawa Tengah merupakan provinsi dengan jumlah kejadian bencana terbanyak di Indonesia pada tahun 2019. Sebagai Unit Pelaksana Teknis pemerintah Provinsi Jawa Tengah, Balkesmas Magelang juga harus membantu melaksanakan SPM kesehatan provinsi pada indikator kebencanaan untuk mencapai target 100%.Metode: Penelitian dilakukan dengan menggunakan metode kualitatif dengan pendekatan deskriptif analitik. Pengumpulan data dilakukan dengan teknik wawancara mendalam dan subjek penelitian ditentukan dengan teknik purposive sampling.Hasil: Hasil penelitian menunjukkan bahwa pada aspek input yaitu belum tersedianya tenaga surveilans, epidemiologi, dan kesehatan reproduksi, belum adanya alokasi anggaran dan pengadaan sarana dan prasarana, serta belum tersedianya juknis/SOP pelaksanaan SPM di lingkup Balkesmas, aspek proses yaitu belum melaksanakan langkah kegiatan penentuan sasaran, kegiatan perencanaan, penyiapan sarana, prasarana, dan SDM, serta kegiatan pelaksanaan pemenuhan pelayanan, dan pada aspek lingkungan diketahui bahwa kondisi geografis dan potensi kejadian bencana di wilayah kerja Balkesmas Magelang berbeda-beda serta adanya keterlibatan dari lintas sektor.Simpulan: Kesiapan pelaksanaan SPM kebencanaan di Balkesmas Wilayah Magelang belum berjalan optimal dikarenakan belum melaksanakan seluruh mekanisme kegiatan sesuai dengan peraturan yang tersedia. Hal tersebut dipengaruhi oleh beberapa faktor antara lain aspek input, proses, dan lingkungan.Kata kunci: Standar Pelayanan Minimal, kebencanaan, Balkesmas Magelang ABSTRACTTitle: Implementation of Minimum Service Standards in the Health Sector on Disaster Indicators in Balkesmas Magelang Region, Central Java Province Background: Indonesia is a disaster-prone country. Therefore, to ensure the availability of the basic needs of its citizens, it is necessary to set the Minimum Service Standards. Central Java Province is the province with the highest number of disasters in Indonesia in 2019. As the Technical Implementation Unit for the Central Java Province government, Balkesmas Magelang must also help implement provincial health MSS on disaster indicators to achieve the 100% target.Method: The study was conducted using qualitative methods with a descriptive-analytic approach. Data collection was carried out by using in-depth interviews and the research subjects were determined by purposive sampling technique.Result: The results showed that in the input aspect, surveillance, epidemiology, and reproductive health personnel were not available, there was no budget allocation and provision of facilities and infrastructure, and there were no technical guidelines / SOPs for the implementation of MSS in the scope of Balkesmas, the process aspect was that they had not carried out the activity steps. determination of targets, planning activities, preparation of facilities, infrastructure, and human resources, as well as activities for the implementation of service fulfillment, and in environmental aspects it is known that the geographical conditions and potential for disasters in the working area of Balkesmas Magelang are different and there is involvement from across sectors.Conclusion: The readiness of implementing disaster MSS in Balkesmas Magelang Region has not been optimal because it has not implemented all activity mechanisms in accordance with the available regulations. Abstract

In 2017 the number of complete basic immunization coverage in Indonesia had not yet reached the national standard coverage and for complete basic immunization coverage of infants in high-risk areas also tends to below. This study aimed to analyze the complete basic immunization coverage of infants in high-risk areas in Brebes Regency in 2019 by analyzing secondary data from research on infants' basic immunization coverage in high-risk areas of Brebes Regency. The research design used was cross-sectional. The population was mothers who have children aged < 2 years who lived in a high-risk area in Brebes Regency in 2019. The results were analyzed using a chi-square test. The study results showed that there were still many infants who did not get complete basic immunization, and the accuracy of basic immunization for infants was still low. Factors that affect the completeness of the complete basic immunization of infants are knowledge, perceptions, attitudes, and beliefs of the mother.
