Abstract

This research was conducted to learn the inhibiting factors for renewal of forest utilization policy, particularly the policy of small holder plantation forests/HTR), by government. To achieve the objective of this research, there were studies on contents of law and regulations, respond of stakeholders toward those law-regulations, and problem of contents and constraints of law and regulations improvement through analysis approach of policy making process. It was found that technical constraints in HTR development were weak provision of forest territory and poor institutional strengthening of the participant community to be ready to receive permit or fund for HTR development.  Such phenomena were due to contents of HTR policy which have more tendencies to answer the problem of absence of bureaucracy and administration procedure which should be determined on the basis of authorities of agencies of central and local government, rather than answering the problem faced by HTR participant community. Policy narrative in the past period in implementing large business policy of natural forest utilization were still dominant, accompanied with weak consideration in making and implementing policy toward forest territory conflict and weak socio-economic and bargaining position of the community, resulting in expensive public service which could not fulfill the community's need.

Abstract

The objective of the study is to identify and measure the relationships among stakeholders that influence the process of policy-making in defining legality of timber from private forests. The study focuses on the policy-making process of the Ministry of Forestry Regulation P.38/Menhut-II/2009 on Standard and Guidelines for Assessment of Sustainable Forest Management Performance and Timber Legality Verification of Concessionaire or of the Private Forest License Holder as the subject that has been implemented in several private forest management units as follow: Giri Mukti Wana Tirta in Lampung, Koperasi Serba Usaha APIK in Bali, Koperasi Hutan Jaya Lestari in South East Sulawesi, and Koperasi Wana Lestari Menoreh Kulonprogo in Yogyakarta. This research used a qualitative approach and the analysis method used in this research is a modified-stakeholder analysis that developed by ODA (1995), Reitbergen et al. (1998), and Mayer (2005). The stakeholder analysis shows that the interests and influences do not consider private forest farmers as primary stakeholder during  the process of policy formulation.  The strong national and international interests, supported by high authority could not be influnced by the role of the NGOs and academicians. The imbalance of responsibilities, rights, and revenues that was experienced by  farmers as the manager of private forest when started implementing the policy was more as burdens, it means implementation of the policy was more as burdens. Strong relationships between the Ministry of Forestry with the state as a core could not empower the relationship with private forest farmers. As result, policy assumptions cannot be implemented properly.

Abstract

In general, the science of forest management provides guidance on how forest managers set the forest, so that it is ready to be sustainably managed and used. The forest setting is based on the natural properties of forest - bio- physical characteristics, social condition, financial, and economic. In forest management practice, the quite broad science coverage is not fully used (Kartodihardjo 2013).  Regulations regarding forest management are determined more only by the forestry physical property basis, as they are contained in the various settings of the silviculture system, forest inventory, as well as forest harvesting, either in natural forest or plantation forest (Kartodihardjo et al. 2006). This practice leds science of forest management become a kind of discourse which does not have a strong relationship with other disciplines such as institutional science and political science. DOI: 10.7226/jtfm.19.3.208

Abstract

Pasak bumi (Eurycoma longifolia Jack) is one of non timber forest products with “indeterminate” conservation status and commercially traded in West Kalimantan. The research objective was to determine the potential of pasak bumi root per hectare and its ecological condition under natural habitat. Root weight of E. longifolia Jack was estimated using simple linear regression and exponential equation with stem diameter and height as independent variables. The results showed that the individual number of the population was 114 with the majority in seedling stage with 71 individuals (62.28%). The distribution was found in clumped pattern. Conditions of the habitat could be described as follows: daily average temperature of 25.6oC, daily average relative humidity of 73.6%, light intensity of 0.9 klx, and red-yellow podsolic soil with texture ranged from clay to sandy clay. The selected estimator model for E. longifolia Jack root weight used exponential equation with stem height as independent variable using the equation of Y= 21.99T0,010 and determination coefficient of 0.97. After height variable was added, the potential of E. longifolia Jack minimum root weight that could be harvested per hectare was 0.33 kg.

Abstract

Within the policy adoption process of Forest Management Unit (FMU) concept, there has been disagreement of stakeholders on FMUs concept. This disagreement is caused by the exchange of knowledge, information, and perception among stakeholders involved. The results of these interactions could speed up, slow down, and prevent the adoption process of FMU policy. The study objective was analyzing process of knowledge diffusion of FMUs development policy and stakeholders interaction in PFMU Batutegi and PFMU Kotaagung Utara, Indonesia. Adoption process was analyzed by the logical diffusion technique based on knowledge time of FMUs concept received and its interaction space. Social interaction among stakeholders was analyzed using method developed by International Development Studies analysis, i.e. interaction among discourse/narrative, actors/networks and politics/interests. The results showed that knowledge diffusion of FMUs concept in both PFMU tends to cascade diffusion. Factors was affecting of it process were network, role of opinion leaders, willingness to know, and understand on FMUs concept. Indicative strategy is needed as anticipating and overcoming an obstacle in its internalization process, i.e. harmonization of legislative and executive relationship, building an opinion the importance of FMU, and optimalizing network for bureaucratic problems.

Abstract

Development of industrial plantation forest is a form of principal-agent relationship, in which the Ministry of Forestry as a principal gives utilization permit to the entrepreneur as an agent, known as the Forest Timber Product Exploitation Permit on Planted Forest. This utilization permit obtained by the agents is operationally conducted by other parties through a cooperative agreement. The purpose of this study is to obtain an information regarding to the state position in the development of industrial plantation forest. The study was conducted in Riau Province, using the constructivist paradigm with phenomenological method. Data were obtained through in-depth interviews to selected informants. Data were also obtained from the review of documents to complement the interview. Data analysis was conducted using property rights and principal agent theories. The phenomenon of multi-chain transfer of the management rights of plantation forest that occoured in the observed companies showed that the state was unable to effectively control to the forest plantation. The study recommends that state should issue regulation to decrease or stops further transfer of the management rights of plantation forest. However, further study needs to overcome the existing over accumulation of plantation forest in a few hands.

Abstract

Controlling and determining ownership of forest area in Indonesia are done by units of forest area gazettment, which are ranging from designation to determination of boundary. The process is not quite easy and have tendency to be unsuccessful. The aim of study was to reveal the difficulty and to analyze series of measurements to reform. Descriptive data were analyzed qualitatively using strategy typology based on data collected through in-depth interviews, participant observation and document review. The results showed that forest area gazettments had not been able to guarantee tenure as proof of ownership at local level dominated by proven un-written rights. Delineation process had potential conflict because it did not disclose claims process in a transparent manner. The mechanism of strengthening forest area did not meet the rules. This is because of low capability of Forest Boundary Committee (PTB). Therefore, it requires a set of actions namely strengthening of the PTB, separating duties between achievement and maintenance of legitimacy. To maintain the legitimacy needs the presence of managers at site levelwith strong legitimacy from government to collaborate with non-governmental organizations.

Abstract

Performance assesment includes the quantity and quality measurements of individual or group works within organization in carrying out duties and functions. It is based on  norms, standard operational procedure (SOP), and specified criteria in an organization. Factors affecting quality and quantity of individual performance in an organization are skills, experience, ability, competence, willingness, energy, technology, leadership, compensation, clarity of purpose, and security. This study aims to identify and analyze the performance of forestry human resources (HR) related to licensing forest utilization, releasing forest area, and leasing forest area. The results of the study are: (1) the performance of forestry HR in licensing forest utilization was relatively still poor; (2) the structure (rules, norms, cultural cognitive) of forestry HR was unclear and is not well developed; and (3) the culture of learning organization, including personal mastery, mental models, shared vision, team learning, and system thinking is still insufficient and needs to be developed at the ministerial, provincial, and district/city levels. Some suggestions for improving the performance of forestry HR are: (1) establishing an appraisal team/task force of forestry HR performance; (2) developing commitment for high quality service at the bureaucratic elites and their highest level networks; and (3) considering the development of one stop licensing supported by online system to promote transparency and public accountability.

Abstract

Forest resource management has a characteristic of high transaction cost particularly due to lack of valid information and policy process. Such characteristic requires unique institution to ensure an effective policy implementation. This study shows that state has inadequate control over forests and forest governance, extra-legal access, as well as patron-client relationships as the causes of the high transaction costs. Consequently, more and more the natural production forests are degraded and this does not only cause loss of state revenue from natural resources, but also a bankruptcy of corporations which exploit natural production forests. Most of those natural forest assets turned into resources for producing and reproducing a rival institution or extra-legal power, rendering official state institutions incapable of controlling transaction costs. Therefore, changes and improvements of the licensing arrangements need to be supported by the political elites and elite government officials in order to break the historical influence as well as to serve as a new platform for mid-level employees and government officers in implementing the national forest utilization policy.

Abstract

The main problem of forest institutional arrangement is the issue of institutional sustainability in achieving sustainable forest ecosystem. This study aimed to explain the barriers of institutional sustainability Community Conservation Agreement (CCA) designed in Lore Lindu National Park (LLNP), in Indonesia, as a collaborative management of national parks.  This study is of descriptive which used qualitative approach, i.e. asking open-ended questions, reviewing documentation and analyzing textual of community conservation agreements. We found that the institutional sustainability barriers of CCA were the local decisions on collective-choice level and that the rules at operational level arranged in CCA were not in line with formal rules of national park management at the constitutional level. Furthermore, the low capacity of local institutions in heterogeneous villages with many migrants in controlling and regulating the forest use, especially in rehabilitation zone areas, also became a barrier to institutional sustainability of CCA. Therefore, institutional sustainability of CCA requires support of national park management policy that accommodates the sustainability of livelihoods of local communities in national parks, strengthening local institution's capacity, and ultimately integrating institution of CCA as part of LLNP management.
