Abstract

Employee performance is a key element in realizing organizational goals and optimizing public services. The Regional Personnel and Human Resource Development Agency (BKPSDM) of Medan City, as a government agency responsible for managing civil servants (ASN), needs to continuously improve employee performance, particularly in the face of bureaucratic reform challenges. This study aims to analyze the effect of soft skills, hard skills, and compliance on employee performance at BKPSDM Medan City, with employee self-awareness as an intervening variable. This research is associative in nature with a quantitative approach. Primary data were collected through questionnaires. The analytical method applied was descriptive statistical analysis and Structural Equation Modeling (SEM) with the Partial Least Squares (PLS) approach. The research population comprised all ASN employees working in 5 divisions at BKPSDM Medan City, totaling 72 employees, with a census (total sampling) technique. Results indicate that hard skills have a positive and significant direct effect on both self-awareness and employee performance. Compliance also positively and significantly affects both self-awareness and employee performance. Self-awareness has a positive and significant effect on employee performance. However, soft skills show a positive but non-significant effect on both self-awareness and employee performance. In terms of mediation, self-awareness significantly mediates the effect of hard skills and compliance on employee performance, but does not significantly mediate the effect of soft skills on employee performance.

Abstract

This community engagement program aims to enhance the village’s economic self-reliance and social resilience through a participatory and collaborative approach involving women-led micro, small, and medium enterprises (MSMEs), youth, children, and the village government as key partners. The implementation stages began with village potential mapping through focus group discussions, followed by business legalization assistance including the issuance of Business Identification Numbers (NIB) and halal product certification along with training in business management, product innovation, and digital marketing. The results demonstrate a significant increase in local capacity and competitiveness: several women-owned MSMEs successfully obtained NIB and halal certificates, the process of establishing a culinary and souvenir center (Pujasera) as a hub for local product promotion was successfully initiated, and a digital marketing network was developed to expand market access, while a more child-friendly and gender-equitable village environment was fostered. These achievements confirm that a participatory and collaborative model can effectively create an inclusive, competitive, and sustainable village ecosystem, while also making a tangible contribution to the advancement of knowledge.

Abstract

Lecturers play a strategic role in education quality, research, and institutional accreditation. The capability of lecturers significantly impacts the quality of higher educa­tion institutions. Preliminary surveys indicate limitations at STMIK Kaputama Binjai regarding the number of perma­nent lecturers, academic qualifications, and academic po­sit­­ions. This research aims to identify and formulate lecturer development strategies by analyzing external and internal factors to enhance lecturers' capabilities at STMIK Kaputama Binjai towards achieving superior accreditation. The study employed qualitative methods, including inter­views and literature reviews, to construct strategic recom­mendations. Results obtained Internal Factor Evaluation (IFE) and External Factor Evaluation (EFE) scores of 3.14, positioning the institution within quadrant one (Grow and Build), indicating an aggressive growth strategy. The prin­cipal recommended strategies include regular lecturer capa­bility enhancement programs, increased literacy and expertise in artificial intelligence, and strategic collabo­ration with relevant stakeholders. These strategies aim to elevate STMIK Kaputama into a leading, professional, and adaptive educational institution aligned with technological advancements and industrial demands.
