Abstract

Abstract— Public policy and associated governmental regulatory issues play critical roles in shaping the practice of supply chain management. This study attempts to examine the role and concept of policy of supply chain network, particularly dialectical model proposed by Marsh Smith (2000) in explaining policy outcomes by taking a case study of communal land policy-making process. This study applies qualitative method and primary data collection techniques of in-depth interviews and document study. This study shows that dialectical model can be applied in explaining the role of policy network on the outcomes of communal land policy in Riau, Indonesia. The outcomes of communal land policy are determined by the dialectical relationship between structure and agency, network and context, network and outcome, as well as problem orientation from policy actors. Inside-government-actors dominate the policy-making process and create a limited network. Therefore, outside-government-actors do not have sufficient access to influence policy outcomes.

Abstract

Seiring dengan berkembangnya teknologi, UMKM-pun mengahadapi tantangan baru. Melalui internet segalanya menjadi serba mudah dan serca cepat. Para pelaku usaha harus segera menyesuaikan diri untuk tetap bertahan di tengah perubahan pasar yang terjadi karena kemajuan teknologi yang begitu pesat. Salah satu media sosial dengan pengguna yang cukup banyak adalah facebook. Kepopuleran facebook disebabkan karena kemudahan akses oleh semua kalangan. Facebook merupakan media sosial yang memiliki berbagai fitur seperti memposting foto, video, berbagai macam informasi, fitur untuk saling bertukar pesan, kolom komentar, dan fitur untuk membagikan tautan berita atau postingan. Salah satu fitur yang bisa dimanfaatkan oleh para pelaku UMKM adalah fitur “marketplace”. Metode yang digunakan adalah transfer ilmu pengetahuan kepada mitra melalui pelatihan dan pedampingan. Hasilnya penggunaan media sosial facebook ini memberikan dampak yang signifikan terhadap penjualan produk. Selain itu mitra memahami bagaimana cara mengoperasikan media sosial facebook yang dimanfaatkan sebagai media pemasaran produk dan meningkatka laba yang didapat.

Abstract

Kegiatan sekolah Pemilu ini berawal dari kekhawatiran akan dampak dari Pemilihan Kepala Daerah (Pilkada) Tahun 2020 yang tetap diselenggarakan pada masa COVID-19. Kekhawatiran ini tidak hanya mengenai penyebaran COVID-19 yang ditimbulkan akibat proses Pilkada, akan tetapi kekhawatiran tidak terwujudnya Pilkada yang berkualitas, berintegritas dan memenuhi prinsip-prinsip demokrasi. Oleh karena itu, diperlukan kemitraan bersama penyelenggara Pilkada baik Komisi Pemilihan Umum (KPU) dan Badan Pengawas Pemilihan Umum (Bawaslu) di Provinsi Riau. Metode kegiatan ini dilakukan dengan webinar series dengan menyiapkan kurikulum pembelajaran dan evaluasi secara komprehensif terhadap peserta sekolah Pemilu. Hasil kegiatan ini menunjukkan bahwa terdapat potensi yang dapat dikembangkan dari kader Pemilu yakni modal sosial, komitmen dan tanggung jawab, serta penguasaan terhadap teknologi informasi. Kesimpulan yang dapat diambil dalam kegiatan ini adalah keterlibatan multi-stakeholder mutlak diperlukan dalam mendukung pelaksanaan Pilkada serentak masa COVID-19 agar dapat berkualitas dan berintegritas. Penegakan disiplin protokol kesehatan menjadi kunci dari pelaksanaan Pilkada yang aman terbebas dari penyebaran COVID-19

Abstract

The current state of the Corona Virus Disease (COVID-19) pandemic has greatly impacted the implementation of teaching and learning at various levels of education. All meetings that were previously held face-to-face or in person are now being turned into online activities, which are better known as learning from home (BDR) or online learning. However, in its implementation, online learning or learning from home itself has many shortcomings, which are found from various parties, both from teachers or teaching teams, students, parents or guardians of students, as well as the network and applications used. The purpose of this study is to find out how the City Government's strategy is to ensure the quality of education in the midst of the 2020 COVID-19 pandemic. In this research, the approach used is a qualitative approach and this type of research is carried out descriptively. The location of this research was carried out at the Pekanbaru City Education Office, as well as interviews and documentation on data collection techniques. The results of this study are firstly, the strategies adopted by the City Government in ensuring the quality of education during the COVID-19 pandemic are described in four groups of strategies, namely aggressive strategies in the form of online learning and implementing the Independent Learning program, conservative strategies, namely offline learning, innovative strategies consisting of home visits and using YouTube as a medium for delivering material, and preventive strategies, namely by evaluating every month. Second, the inhibiting factors in carrying out the Pekanbaru City Government's strategy in ensuring the quality of education during the COVID-19 pandemic consisted of internal factors, namely obstacles in carrying out circulars, the absence of special programs during the pandemic, budget constraints, and lack of training and encouragement. And the external factor is the economic condition of the community, constrained by the network, the lack of parental participation, and the decline in learning interest and student concentration. Abstract

The establishment of the Bumdes Wirakarya begins with a Village Deliberation by establishing the Bumdes Management Team, Monitoring Team and Verification Team and Evaluation of Bumdes Activities with Initial Capital from the Village Fund Budget or APBDes, which is Rp. 310,000,000 of the ADD funds disbursed in two stages, namely 2018 and 2019 so that the use or utilization of funds that have been carried out is in accordance with applicable procedures and laws, but the application of the principles of managing BUMDes Wirakarya in Tanjung Simandolak Village, Benai District, Kuantan Regency Singingi is not working properly. The objectives of this research are: To find out the management principles of BUMDes Wirakarya which are cooperative, participatory, emancipatory, transparent, accountable and sustainable in Tanjung Simandolak Village, Benai District, Kuantan Singingi Regency and in addition to knowing the factors supporting and inhibiting the principles of BUMDes management. masterpiece. Furthermore, the data collection techniques used were interviews and documentation. While the source of data used is primary data obtained from the research location in the form of research informants and supported by secondary data, namely documents related to interviews, observations, and document studies. The location of this research is in BUMDes Wirakarya Tanjung Simandolak Village. The results and discussion of this study indicate that the application of the principles of managing the Wirakarya Village-Owned Enterprises which are cooperative, participatory, emancipatory, transparent, accountable and sustainable, does not appear to be optimal in the form of poor cooperation between BUMDes managers and village governments and communities, where all the management has not been able to participate maximally as well as the community members, the lack of information and socialization of most residents of Tanjung Simandolak Village are less able to maintain and care for the existence of BUMDes such as the zoom futsal field which produces nothing and is just wasted. The supporting and inhibiting factors for the management principle of BUMDes Wirakarya in Tanjung Simandolak Village, Benai District, Kuantan Singingi Regency where the supporting factors in terms of government commitment in poverty alleviation and village empowerment through BUMDes are very high. This is evidenced by the injection of BUMDes funds from village funds, district budgets, provincial budgets and related ministries. While the inhibiting factor is that the village's budget in running the BUMDes business exists, but it is still very small to develop a large business, then human resources and community participation are still lacking in the management of BUMDes. Abstract

The Integrated Personnel Application System or Sakti is an E-Government program specifically designed to make it easier to handle personnel data management and is also designed to be able to manage services at the Education and Training Personnel Board (BKPP) of Rokan Hulu Regency in providing information to all State Civil Apparatuses ( ASN) Rokan Hulu Regency. The problem in this research is that the implementation of the Integrated Personnel Application System (Sakti) in Rokan Hulu Regency has not been optimal due to several determining factors that underlie the readiness to implement E-Government. The purpose of this study was to determine the implementation of E-Government in the Integrated Personnel Application System (Sakti) in Rokan Hulu Regency in 2019-2020.This study uses Indrajit's theory, which is related to the determinants of readiness for the implementation of E-Government in the regions. The research approach used is a qualitative approach. This type of research is descriptive. The research location is in Rokan Hulu Regency, precisely in the Education and Training Personnel Agency of Rokan Hulu Regency. The types and sources of research data are divided into primary data with purposive informant retrieval techniques and secondary data in the form of supporting data related to Sakti.The results of this study are that the Integrated Personnel Application System (Sakti) by the Rokan Hulu Regency Government in 2019-2020 is not optimal, this is because the level of readiness of E-Government has not met the indicators. The problems that underlie the process of implementing this system are related to the implementation process that has not been evaluated, so that there are several obstacles that hinder it, the telecommunications infrastructure that has not been fulfilled, the absence of regional regulations/regents and agency/agency regulations, the absence of a special budget for the Application System program. Integrated Personnel (Sakti), access to the Integrated Personnel System portal which is often down, makes many State Civil Apparatus not aware of this application and still performs personnel administration manually, as well as the role of regional heads of agencies who are not yet serious in supporting the implementation of E-Government. because they are busy with their own internal affairs. Keywords: E-Government, Integrated Personnel Application System (Sakti), Indicator

Abstract

Forest management is an interesting issue to discuss because it is closely related to the realization of the Sustainable Development Goals (SDGs), namely in handling climate change. The empirical phenomenon that occurs in Riau Province shows that there are still problems in forest management, resulting in deforestation and forest degradation, and forest tenure conflicts. Based on this, this study tries to answer the question what are the strategies used by the local political leadership and the challenges in forest management in Riau Province? This study used qualitative research methods. The research data comes from research informants, books, reports, research journals, and articles from news in the mass media and electronic media. Data analysis in this study uses a hermeneutic approach and analyzed using theories relevant to the research. The results of this study indicate that the strategy of local political leadership in forest management in Riau Province is in 4 (four) things, namely: (1) forest management planning; (2) forestry conflict prevention and resolution; and (3) forest and land fire prevention policies; and (4) forest and critical land rehabilitation. Meanwhile, the challenges faced by the local political leadership in forest management stem from the potential for corrupt behavior and a weak commitment to forest management. This study concludes that the strategy implemented by the local political leadership in Riau Province has not been able to realize sustainable forest management because of the weak commitment to sustainable forest management.

Abstract

This study aimsto explain the factors that led to the defeat of incumbent candidate ArsyadjuliandiRachman-Suyatno in the election of the Governor of Riau in 2018. This empirical fact is interesting to analyze because the incumbent pair is supported by the majority of seats in parliament and Riau is the base area of the Golkar Party. This study uses qualitative research methods using data collection techniques through interviews and document sources such as books, research journals, survey results, and articles in mass media and online media. The results of this study indicate that 4 factors led to the defeat of the incumbent pair in the election of the Governor of Riau in 2018 namely (1) Government performance that is not well socialized; (2) Machinery of political parties that have not worked optimally and effectively; (3) Effect of the ulama; and (4) Political branding of incumbent candidate pairs who are unsuccessful. The conclusion in this study is that candidate figures are important indirect regional head elections, but also a political marketing strategy is needed by carrying out political branding so that the message to be conveyed to voters towards candidate figures is acceptable so that they are ultimately chosen by the voters.

Abstract

Pollution of palm oil industry waste that still occurs today is due to the person in charge of the business not managing the waste according to environmental quality standards, environmental management and environmental monitoring efforts (UKL-UPL). Based on the phenomena that occur, the formulation of this study is How is the Monitoring of the Environmental Service for Palm Oil Industry Waste and what factors hinder the implementation of this supervision. This study aims to find out how the supervision of the Environmental Service is carried out on palm oil industry waste and its management. This study uses qualitative methods with descriptive analysis research type. The data collection techniques are interviews, observation, and documentation. The key informants for this study were the Kuantan Singingi Regency Environmental Service in monitoring palm oil industrial waste and those in charge of the business. Based on the results of the research, it shows that the implementation of supervision has not been maximized and has not touched the entire existing palm oil industry. This can be seen from the violations of those in charge of business regarding waste management that does not comply with environmental quality standards, issues of environmental permits, phenomena of unresolved waste pollution, the adherence of those in charge of business in reporting Environmental Management Documents every semester. And the lack of strict sanctions given to palm oil industries that commit violations. as well as not yet effective supervision which is influenced by inhibiting factors such as monitoring support facilities, access and long distances. Abstract

Village development is one of the big agendas to oversee the implementation of Law no. 6 of 2014 concerning villages which are carried out systematically, consistently and sustainably by means of facilitation, supervision and assistance. However, there are still many developments in Banjar Nan Tigo Village that have not been realized due to insufficient village fund budgets, very low community participation in development and all funds that were originally for development have been converted into direct cash assistance funds for the community, so that the implementation of development is hampered. In this case, it can be assessed that there are still many inadequate village roads, still in the form of dirt roads and gravel roads, thus hampering the flow of goods and services, uneven development resulting in social jealousy, lack of community participation and insufficient budget funds. Furthermore, the data collection techniques used were interviews and documentation, while the data sources used were primary sources obtained from the research location in the form of research informants and supported by secondary data, namely documents related to interviews and document studies. The research location is in Banjar Nan Tigo Village, Inuman District, Kuantan Singingi Regency. The results show that the implementation of development in the village of Banjar Nan Tigo, Inuman District, Kuantan Singingi Regency in 2019-2020 has been carried out with the Village Development Planning Stages, namely starting from preparing the medium village development plan RPJMDes and preparing an annual development plan called RKP Desa, implementing Village Development and Monitoring and supervising the results of the implementation of village development. The factors that hinder the implementation of development in the village of Banjar Nan Tigo are community participation in the implementation of village development, limited quality of human resources, village financial resources, technical problems and village governance.
