Abstract

This research focuses on the application of public sector marketing in the smart branding policy in Depok City, West Java Province. The main objective of this research is to analyze public sector marketing on smart branding policies with a focus on city appearance branding. This research is based on public sector marketing theory, specifically the 7Ps marketing mix (Product, Price, Place, Promotion, People, Physical Evidence, Process) from Kotler and Lee, Booms and Bitner, as well as city appearance branding theory from Ahmadjayadi and Kavaratzis. The method used is descriptive qualitative with data collection through in-depth interviews, observation, Focus Group Discussion (FGD), and documentation. Data analysis was conducted using NVivo 14 software to identify patterns and themes. The results showed a gap in public sector marketing in city appearance branding in Depok City, which resulted in a decline in the city's image. However, there are findings of 2 (two) important things that affect the success of public sector marketing besides the 7Ps, namely participation and political will. Participation is in the form of community involvement in planning, implementing and monitoring policy products so that people feel ownership and pride, as well as political will related to leadership, authority and resource allocation. In this research, a  new concept is found, where when the concept of public sector marketing crosses the formal object of government science (authority, government relations, services), an adaptation of the concept into government marketing (Gov-Mark 9Ps) is born, which includes Product, Price, Place, Promotion, People, Physical Evidence, Process, Participation and Political Will in government relations. In conclusion, a more structured and adaptive government marketing model, especially in the city appearance branding policy, is needed to improve the city's positive image and public trust.

Abstract

The implementation of the Electronic-Based Government System (EBS) is a crucial component in bureaucratic reform to improve the quality of public services through the use of information technology. However, the success of its implementation in Indonesia still faces challenges related to infrastructure, human resources, and local political contexts such as the practice of dynasty politics. This study aims to examine the impact of EBS on the quality of public services, with a particular focus on its potential to increase transparency and accountability to mitigate dynasty politics in the context of the East OKU Pilkada. Through a literature review approach that reviews relevant theories such as SERVQUAL, the Technology Acceptance Model, and Public Value Theory, this study analyzes the determinants of the success of EBS. The main findings show that EBS can theoretically improve the reliability and responsiveness of services, and strengthen accountability. However, its effectiveness in the field is highly dependent on the ease of use of the system by the community and is hampered by infrastructure gaps between regions. Therefore, it is concluded that to achieve the full potential of EBS, the government needs to prioritize the development of equitable digital infrastructure, provide comprehensive training for civil servants, and conduct continuous evaluation of the running system.

Abstract

This study examines the impact of increasing applicants on passport services at the Class I Central Jakarta Immigration Office, particularly during peak hours, when long queues often occur, leading to delays and decreased public satisfaction. High pressure on officers during these periods can reduce service quality and increase the risk of administrative errors. The research employs a qualitative descriptive approach, utilizing Indrajit's (2006) e-government theory, with primary data collected from interviews, observations, and documentation involving 17 informants, as well as secondary data sources. Data analysis was conducted using techniques such as data reduction, data presentation, and conclusion drawing. The findings reveal that e-government services at the Immigration Office are supported by adequate telecommunication infrastructure, including high-speed internet and modern hardware/software. The use of online service applications facilitates real-time, transparent passport applications, thereby improving public access and enabling effective monitoring. Human resources in the office demonstrate strong readiness for digital transformation, supported by routine training and digital literacy programs. Budget management is efficient, supporting infrastructure procurement, application development, and employee training. Legal frameworks, including laws, government regulations, and internal Standard Operating Procedures (SOPs), provide comprehensive guidance for e-government services, ensuring personal data protection and procedural accountability. Additionally, the shift from conventional to digital workflows has been gradual, fostering an adaptive and innovative work culture focused on public satisfaction and service accessibility. The study suggests that enhancing e-government infrastructure and employee training is key to improving service quality and public satisfaction in the public service context.

Abstract

The purpose of this study is to analyze community participation, supporting and inhibiting factors, and activities within the context of community-based development in Malinau Regency. Additionally, the study aims to identify and propose a more effective model of community participation in community-based development in Malinau Regency, North Kalimantan Province. The research is grounded in the participation theory proposed by Cohen and Uphoff (1977). A qualitative research method with a descriptive approach was employed. Data collection techniques included interviews, observation, and documentation. The findings indicate that community participation in community-based development activities in Malinau Regency is generally robust. Regarding inhibiting factors, the social aspect highlights the need to enhance residents’ capacity and awareness. In terms of culture, the study underscores the importance of maintaining values of gotong royong (mutual cooperation) and customary inclusiveness. Economically, issues such as poverty and the need for improved funding mechanisms persist. Politically, there is a call for consistent government commitment and the strengthening of two-way aspiration flow between stakeholders. Geographically, the conditions of the 3T (terdepan, terluar, tertinggal—frontier, outermost, and underdeveloped regions) continue to exert significant influence. The model of community participation in community-based development in Malinau Regency has proven effective due to its comprehensive and contextual approach. The three principal components—driving factors, participatory processes, and integrated outcomes/impacts—collectively establish a dynamic and people-centered development mechanism.

Abstract

The implementation of e-government in Indonesia has become a key pillar in the digital transformation of government, aiming to improve the quality of public services. Despite significant progress in the adoption of digital technology, Indonesia is still faced with various challenges, such as infrastructure gaps between urban and rural areas, limited human resource competencies, and bureaucratic obstacles that slow down adaptation to new technologies. This research maps innovations in e-government in Indonesia and compares them with best practices in developed countries, such as South Korea and Singapore, which have successfully implemented digital systems inclusively and effectively. Based on a mixed qualitative and quantitative approach, this research evaluates the impact of digital innovations on efficiency and public participation in public services. The results show the importance of cross-sector collaboration, capacity building of state apparatus, and simplification of regulations to accelerate the adoption of inclusive e-government. By using advanced technologies such as artificial intelligence and blockchain, Indonesia can strengthen a responsive and sustainable e-government system. This research provides strategic policy recommendations to support the improvement of efficient and equitable public services across Indonesia.
