Abstract

Administration of government in improving welfare described in the policy is expected to create good coordination in the Implementation of Structuring Policies in Regional Secretariat Organizations. This study aims to analyze how the implementation of policies on organizational management of the Regional Secretariat of Depok City, West Java Province. The method used in this study is descriptive with a qualitative approach, where data collection techniques are carried out through interviews, observation and documentation. And the factors that influence policy implementation using Edward III’s theory are the dimensions of communication, dimensions of resources, dimensions of disposition and dimensions of bureaucratic structure. The results of the research conducted show that the implementation of organizational structure on performance has not been followed up by equalization of positions in the preparation of SK and Tusinya. Efforts that can be made by the Depok city government are issuing a mayoral regulation regarding work mechanisms or equalization so that employees can work according to their scope of work

Abstract

Abstract

Sikap dan perilaku yang dijunjukkan oleh pemerintah dalam hal ini pegawai pemerintah merupakan cerminan budaya kerja pegawai. Oleh karena itu pemahaman terhadap budaya kerja yang kuat merupakan salah satu unsur yang mampu membantu pegawai dalam memberikan pelayanan publik yang berkualitas. Penelitian ini bertujuan untuk mengungkapkan konsep, kedudukan hukum, penerapan dan evaluasi penerapan budaya kerja di Indonesia. Metode yang digunakan adalah systematic literatur review dengan merujuk pada berbagai hasil penelitian baik itu yang berasal dari jurnal dan dokumen-dokumen karya ilmiah lainnya. Hasil penelitian menunjukkan bahwa penerapan budaya kerja di Indonesia termanifestasikan dalam peraturan perundang-undangan mulai dari UUD 1945 sebagai konstitusi, Undang-Undang No. 5 tahun 2014 tentang Aparatur Sipil Negara dan yang paling akhir adalah Surat Edaran Menteri PANRB Nomor 20 Tahun 2021 Tentang Implementasi Core Values dan Employer Branding ASN. Core Values ASN yaitu BerAKHLAK (BerAKHLAK adalah Berorientasi Pelayanan, Akuntabel, Kompeten, Harmonis, Loyal, Adaptif, dan Kolaboratif) sedangkan employer branding yaitu "Bangga Melayani Bangsa". Dari penelitian ini dapat diketahui bahwa budaya kerja secara tekstual disimpulkan sebagai integritas dan profesionalisme, yaitu konsisten dalam kata dan perbuatan serta ahli dalam bidangnya. Ketepatan dan kecepatan, yaitu adanya kepastian waktu, kuantitas, kualitas dan finasial yang dibutuhkan. Prinsip yang harus dijadikan sebagai pedoman adalah semakin cepat semakin baik. Prinsip pelayanan yang harus dikembangkan dalam suatu institusi adalah pelayanan prima yang berbasis kecepatan dan ketepatan. Kebersamaan dan dinamika kelompok, yaitu mendorong agar cara kerjanya tidak bersifast individual dan pusat kekuasaan tidak pada satu tangan. Rasionalitas dan kecerdasan emosi, yaitu keseimbangan antara kecerdasan intelektual dan emosional. Dalam pelaksanaannya penguatan nilai-nilai budaya kerja di Indonesia belum maksimal dan masih hanya sebatas branding dan simbol namun belum memberikan dampak pada peningkatan kualitas pelayanan dan bebas korupsi di Indonesia

Abstract

Penilaian kinerja pegawai di sektor publik adalah elemen penting dalam pengelolaan sumber daya manusia. Tujuannya adalah mengukur pencapaian target kerja dan memberikan umpan balik konstruktif untuk meningkatkan kinerja individu dan organisasi. Namun, penilaian kinerja di sektor publik memiliki tantangan pengukuran objektif dan bias penilai. Untuk mengatasi ini, diperlukan perencanaan yang matang, kolaborasi, kompetensi penilai, dan penggunaan instrumen yang tepat. Dasar hukum yang relevan meliputi undang-undang dan peraturan pemerintah. Metodologi Literature Review digunakan untuk mengumpulkan dan menganalisis literatur yang relevan dalam penelitian ini. Adapun hasil penelitian menunjukkan bahwa Dalam konteks penilaian kinerja pegawai di sektor publik, terdapat beberapa masalah yang sering dihadapi, antara lain subjektivitas dan bias penilai, ketidakjelasan standar dan kriteria penilaian, pengukuran kinerja yang tidak memadai, kurangnya umpan balik dan pembinaan, serta kurangnya keterlibatan dan kepuasan pegawai. Berdasarkan analisis temuan-temuan tersebut, dapat disimpulkan bahwa masalah yang paling mendekati teori adalah kurangnya umpan balik dan pembinaan. Temuan menunjukkan bahwa umpan balik yang konstruktif dan pembinaan yang efektif sangat penting dalam penilaian kinerja pegawai di sektor publik. Masalah ini memiliki kesesuaian tertinggi dengan temuan dalam tinjauan pustaka.

Abstract

This research is entitled Analysis of Performance management in supporting the Government Agency Performance Accountability System in the Yapen Islands Regency of Papua Province which raises the issue of the implementation of local government performance management which is considered to have not been running as expected. The Government Agency Performance Accountability System is an effort to realize a government that is accountable, professional, has integrity, is clean and free of KKN (Corruption, Collusion and Nepotism), and is able to provide excellent and equitable services to the community. The reality that occurs in the administration of government in the island district that Performance Management has not been implemented properly so that it has a negative impact on the value of the Government Agency Performance Accountability System based on the assessment of the Ministry of Administrative Reform and Bureaucratic Reform. The research method used is a qualitative research method to formulate the ideal conditions for implementing performance management in the regional government of the Yapen Islands Regency. Furthermore, to analyze Local Government Performance Management in supporting the Performance Accountability System in the Yapen Islands Regency, researchers used ASOCA analysis, which stands for (Ability, Strength, Opportunities, Culture and Agility). According to Suradinata (2014: 18) says that the ASOCA analysis adds elements of culture and agility as important elements in finding problem-solving strategies, decision making, and can be developed in following changes, times, and needs. Based on the data and analysis previously described, it can be concluded that Performance Management has been implemented in the Yapen Islands Regency, especially in measuring local government performance which can be seen from regional level planning documents or RPJMD and Regional Apparatus level documents, namely Renstra, but understanding of SAKIP is still not optimal so that it has implications for its implementation. HR management needs to be reconstructed so that it is in accordance with the targeted tasks and functions. The strategy that can be carried out by the Regional Government of the Yapen Islands Regency is to optimize the capacity of human resources related to understanding performance management and SAKIP by conducting massive and comprehensive technical guidance to each regional apparatus.

Abstract

General elections (Pemilu) are a crucial democratic instrument for expressing the sovereignty of the people. Basic principles of elections, such as direct participation and fairness for all participants, reflect constitutional commitments to ensure a fair and transparent democratic process. Collaborative leadership is recognized as an approach that can strengthen the integrity and success of elections, enabling cooperation among various parties to achieve common goals. This research aims to explore the relationship between collaborative leadership and sustainable democracy in the 2024 elections in Indonesia. The method used in this research is literature study. The results of the discussion indicate that collaborative leadership plays an important role in encouraging active participation of the community, especially the younger generation, in elections. This leadership operates through cooperation among various election actors, including election organizers, political parties, and civil society, to achieve fair, transparent, and democratic elections. Sustainable democracy, on the other hand, supports elections by strengthening democratic institutions and promoting inclusive and transparent decision-making. Thus, it can be concluded that the integration of collaborative leadership and sustainable democracy is key to the success of the 2024 elections in Indonesia.

Abstract

The results of this research aim to raise the issue of the community empowerment strategy implemented by the Village Community Empowerment Service (DPMK) through the use of local wisdom in the Meepago traditional area in the context of the Industrial Revolution 4.0 era. The research method used is a qualitative research method to formulate ideal conditions for community empowerment through local wisdom with an ecosystem approach in the Meepago traditional area, Central Papua province. The researcher used two theories, namely the JunghoRoh theory (2018) and strategy analysis using ASOCA, which stands for (Ability.Strength,Opportunities, Culture and Agility). According to Suradinata (2014:18), ASOCA analysis adds elements of culture (culture) and agility (intelligence) as important elements in finding problem-solving strategies, decision making, and can be developed to follow changes, developments and needs. Based on the data and analysis described previously, it can be concluded that this research found that empowerment strategies based on local wisdom not only strengthen the cultural identity of the Meepago community but are also able to encourage innovation and technological adaptation that is relevant to local needs. In addition, collaboration between government, society and the private sector through an ecosystem approach produces effective synergies in achieving sustainable development goals.

Abstract

Abstract Depok City in an effort to create a clean, comfortable, safe and healthy area, it is necessary to form and organize a Healthy City. Depok City area, especially areas that have slum settlements, are polluted by polluted soil, water and the environment. This condition occurred in 73 areas where soil and water samples were taken for laboratory tests.In order to realize the implementation of Healthy Cities, it is necessary to support physical quality, social environment, changes in people's behavior through the active role of the community and the private sector as well as the Regional Government in a directed, coordinated, integrated and sustainable manner. The goal is to know about the implementation of Settlement Infrastructure Policy in Depok City, what are the inhibiting and supporting factors of the implementation, and what is the suitable implementation Model to achieve Proper and Safe Sanitation in Depok City Area. The method used is qualitative with data triangulation. The data were obtained from interviews conducted with beneficiaries of sanitation development, sub-district officials, sub-district officials, and officials assigned to the Depok City Government. The research findings indicate the implementation of Settlement Infrastructure Policy in Depok City exhibit a commendable level of overall adherence and garners a favorable response from the beneficiary community; sanitation development lacks public interest and funding, resulting in poor community facilities and limited awareness about clean sanitation; and the suitable model draws heavily from Grindle’s model. Abstract

Occupational Safety and Health (OSH) is an effort to create a safe and healthy work environment and reduce work accidents and work-related diseases, which will have an impact on employee work productivity. This research aims to find out how occupational health and safety (OSH) is implemented to prevent employee accidents at the Regional Disaster Management Agency of Purworejo Regency, the inhibiting factors, and the efforts made to overcome obstacles in implementing OSH. This research uses a qualitative method with an inductive approach. Interviews, observation, and documentation were carried out during data collection, while data analysis was carried out through data reduction, data presentation, and conclusion. The research results show that OSH implementation is relatively good. There are still obstacles, namely weak management control, the OSH management system needing to be implemented, and a lack of employee awareness of the use of Personal Protective Equipment (PPE). Efforts to overcome obstacles were carried out by reintroducing the employee health care program into the 2023 budget, involving department heads in the monitoring process and socializing the use of Personal Protective Equipment.

Abstract

Penelitian ini mengeksplorasi dinamika kebijakan publik dan adopsi kecerdasan buatan (AI) dalam inovasi pelayanan publik di Indonesia pada periode 2020-2024. Dengan pendekatan kualitatif deskriptif, penelitian ini bertujuan untuk memberikan pemahaman yang komprehensif terkait penerapan kebijakan publik dalam mendukung integrasi AI sebagai bagian dari upaya peningkatan efisiensi dan kualitas layanan publik. Metode yang digunakan meliputi analisis dokumen, wawancara mendalam dengan pemangku kepentingan, serta observasi terhadap implementasi kebijakan dan inovasi terkait. Temuan penelitian menunjukkan bahwa, meskipun kebijakan terkait AI telah memberikan dampak positif terhadap kualitas pelayanan, tantangan signifikan tetap ada, termasuk keterbatasan infrastruktur, kesenjangan teknologi di daerah, serta keterbatasan kapasitas sumber daya manusia dalam penguasaan teknologi ini. Beberapa contoh implementasi, seperti inovasi pelayanan di Kecamatan Jetis dan Kabupaten Pasuruan, menunjukkan potensi positif AI dalam meningkatkan efisiensi operasional dan responsivitas pemerintah terhadap kebutuhan masyarakat. Hasil ini menggarisbawahi pentingnya kebijakan yang adaptif dan berbasis kolaborasi antara pemerintah, sektor swasta, serta lembaga pendidikan untuk mendukung pengembangan kapasitas SDM dan memperluas infrastruktur teknologi. Secara keseluruhan, penelitian ini menyimpulkan bahwa keberhasilan adopsi AI dalam pelayanan publik sangat dipengaruhi oleh kesiapan kebijakan publik yang inklusif dan responsif terhadap tantangan teknologi. Temuan ini diharapkan dapat menjadi landasan bagi pembuat kebijakan dalam merumuskan strategi yang lebih komprehensif untuk mendukung keberlanjutan inovasi pelayanan publik melalui teknologi, sekaligus memastikan pemerataan akses bagi seluruh lapisan masyarakat.
