Abstract

The economic crisis’ turbulence blows down almost all of Indonesian export commodity, included plywood. Dissolution of JMB-Apkindo (Joint Marketing Body-Association of Indonesian wood based panel) as an implementation of Letter of Intent between Indonesian Government and International Monetary Fund caused reposition of the Indonesian plywood marketing. Impacts of the dissolution of JMB are weakening of the bargaining position of Indonesian plywood market and pushing down the international price of Indonesian plywood. The large scale of illegal logging that follows reformation’s euphoria is another problem which influences supply-demand of timber products. A right strategy in the forestry sector policy especially in plywood marketing is needed to overcome the above problems.

Abstract

Abstract

Jepara regency is the center for wooden furniture industries in Indonesia, and the products are generally marketed through a number of channels. Observed from the artisan to the last consumers, there were 5 common patterns of marketing channels in Jepara regency.  The structure of the furniture market in Jepara is segmented based on product, quality, and price, therefore this condition has resulted in the monopolistic competition market structure at artisan level and showroom (furniture shops).  Artisans of furniture in Jepara usually get the most orders in July, September, and December. The increase in furniture production was influenced by the religious celebrations of Idul Fitri and Christmas. The survey of furniture shops revealed that most raw materials used by the shops were half-done or unfinished furniture bought from the artisan. The best selling furniture design was elegant design with carved ornaments. In the meantime, the survey result of the households in Jepara which envolved households with permanent, semi-permanent, and non-permanent houses as respondents showed that each type had a different value in the process of searching for information concerning furniture models and places to buy furniture.

Abstract

Teak and mahogany furniture industries in Jepara are dominated by small-scale industrial unit, produce simple type of furniture mostly made from less than 28 cm diameter of teak log.  Timber main producers of the industries are Perum Perhutani and village plantations.  Small-scale furniture industries characterized by limited capital, therefore there is no log stocking behavior. This resulted in a close interaction on log supply and demand dynamics between both traders and industries. As a consequence of drastic increase in the number of the industries, one big question on sustainability of raw material for the industries has been emerged. Data taken from this research indicated scarcity of teak and mahogany log.  Limited capital directs industries to blame the difficulties mainly due to increasing timber price. Additionally, the industries (and log traders) who are stand mostly in level 2 of log distribution chain mentioned that compared to 10 years ago, there is difficulty in obtaining bigger log diameter.  It is a very interesting finding that the industries do not certainly sense timber scarcity as one possibility reason behind the timber scarcity.  As weakness on business resilience has been the main characteristic of the industries, the threads would give a direct impact to the industries soon or later.  To this, serious efforts in maintaining timber sustainability, shortening timber distribution chain, together with capital strengthening seem to be the fastest way in supporting the sustainability of the industries. Keywords: teak furniture, timber price, small-scale, timber scarcity

Abstract

Danau Sentarum National Park (DSNP) is one protected area having vital roles in supporting the community livelihood of Kapuas Hulu Regency and West Kalimantan Province. Unfortunately, its presence is currently threatened due to various activities and overlapping interests. Hence, the management of DSNP could not be carried out by a single institution, requiring the support of other institutions. A possible approach was to conduct Stakeholders Analysis. This study analyzed stakeholders interests on DSNP management. The study was conducted in DSNP and respondents were selected using snowball sampling. There were 18 stakeholders identified as being involved in the management of DSNP of which 5 were classified as subject, 1 as key player, 6 as context setter, and 6 as crowd. There were 3 relationships between each stakeholder that were identified, that of conflict, complementary, and cooperation. Generally, the identified stakeholders played roles consistent with their main tasks and function. However, to better manage DSNP, synchronization among stakeholders was still necessary.

Abstract

Within the policy adoption process of Forest Management Unit (FMU) concept, there has been disagreement of stakeholders on FMUs concept. This disagreement is caused by the exchange of knowledge, information, and perception among stakeholders involved. The results of these interactions could speed up, slow down, and prevent the adoption process of FMU policy. The study objective was analyzing process of knowledge diffusion of FMUs development policy and stakeholders interaction in PFMU Batutegi and PFMU Kotaagung Utara, Indonesia. Adoption process was analyzed by the logical diffusion technique based on knowledge time of FMUs concept received and its interaction space. Social interaction among stakeholders was analyzed using method developed by International Development Studies analysis, i.e. interaction among discourse/narrative, actors/networks and politics/interests. The results showed that knowledge diffusion of FMUs concept in both PFMU tends to cascade diffusion. Factors was affecting of it process were network, role of opinion leaders, willingness to know, and understand on FMUs concept. Indicative strategy is needed as anticipating and overcoming an obstacle in its internalization process, i.e. harmonization of legislative and executive relationship, building an opinion the importance of FMU, and optimalizing network for bureaucratic problems.

Abstract

Local communities around the forest need to be involved in securing the sustainability of Mount Halimun Salak National Park (MHSNP), for example through the utilization of non-timber forest products (NTFPs) such as flora in the utilization zone. This research was aimed to provide data and information about 3 kinds of vegetation producing resin (Pinus merkusii, Agathis dammara, and Hevea brasiliensis) and the harvesting NTFPs by the community in the forest vicinity. The research was conducted in MHSNP, and data were analyzed through quantitative-descriptive. The survey method was employed in the study through interviews of respondents using structured questionnaires.   This study revealed that the vegetations at the stage of tree comprised of the following: (1) Agathis dammara (damar) with Importance Value Index (IVI) of 276.15% and density of 452 trees ha-1, (2) Pinus merkusii (pine) trees with IVI of 300.0% and density of 552 trees ha-1, and (3) Hevea brasiliensis (rubber) trees with IVI of 217.42%  and density of 85 trees ha-1. Pine, damar, and rubber sap tapping afforded contribution in 59.18, 4.41, and 60.71%, respectively of the total household incomes. Community involvement in the collection of NTFPs in national parks implicated to the increasing of the forest communities revenue and the forests will be maintained since public can get benefits from forest resources. Forest management should be directed as a producer of NTFPs that can increase the economic income of forest communities with attention to ecological factors.

Abstract

Though some scholars argue that Indonesian wood furniture industries are in decline, these industries remain a driving force for regional and national economies. Indonesian wood furniture has a long value chain, including: forest farmers, log traders, artisans, and furniture outlets. In Jepara, Central Java, wood furniture industries contain significant regional and historical importance. Jeparanese wood furniture industries demonstrated great resilience during the economic crisis in the late nineties. Although they were previously able to withstand the pressures of economic crisis, the enactment of Minister of Forestry Regulation (MoFor Reg.) 7/2009 on wood allocation for local use -as one of the implementing regulation of decentralization law 32/2004- causes a potential reduction of wood supply to Jepara. Since September 30th, 2014, however, the constellation of domestic timber politics has changed due to the new decentralization law (23/2014), which shifted most regulations on forest and forest products from the regency to the province. This study evaluates the dynamics of decentralization policy on timber allocation and examines the power of different stakeholders given the changing regulation and its consequences for Jeparanese wood production.

Abstract

Performance assesment includes the quantity and quality measurements of individual or group works within organization in carrying out duties and functions. It is based on  norms, standard operational procedure (SOP), and specified criteria in an organization. Factors affecting quality and quantity of individual performance in an organization are skills, experience, ability, competence, willingness, energy, technology, leadership, compensation, clarity of purpose, and security. This study aims to identify and analyze the performance of forestry human resources (HR) related to licensing forest utilization, releasing forest area, and leasing forest area. The results of the study are: (1) the performance of forestry HR in licensing forest utilization was relatively still poor; (2) the structure (rules, norms, cultural cognitive) of forestry HR was unclear and is not well developed; and (3) the culture of learning organization, including personal mastery, mental models, shared vision, team learning, and system thinking is still insufficient and needs to be developed at the ministerial, provincial, and district/city levels. Some suggestions for improving the performance of forestry HR are: (1) establishing an appraisal team/task force of forestry HR performance; (2) developing commitment for high quality service at the bureaucratic elites and their highest level networks; and (3) considering the development of one stop licensing supported by online system to promote transparency and public accountability.
