Abstract

Currently, many young people are trying to start a business either independently or join an existing business. With the increasingly developing digital era, it is very easy to do many things, including by starting your own business. Because the business carried out does not require large capital and a place to open a business. Currently, efforts can be made through social media such as TikTok, Facebook, Instagram and other social media. These media are currently widely used by young people to start a business. However, often new businesses fail in a short time due to the lack of beginner entrepreneurs' knowledge related to financial literacy. Lack of financial literacy can lead to poor calculations in business and also worsen personal financial conditions, as budding entrepreneurs cannot separate finances for business and personal. The purpose of this PKM is to provide an understanding of financial literacy in fostering the interest of youth and adolescents in starting entrepreneurship and the use of digital media to become content creators, especially in the Youth Service (Pelprap) of GPI Eben-Haezer Kotaraja. This method of community service starts from pre-test, material delivery, interactive discussions, and conducting promotional practices through TikTok accounts. The results of this PkM show that the understanding of financial literacy and interest in entrepreneurship has increased, as evidenced by the results of the post test with a result of 73%.

Abstract

Purpose: Economic development is a structured effort to manage resources in order to improve community welfare. This study aims to: (1) analyze the contribution trends of each economic sector to Jayapura City's GRDP from 2019 to 2023; (2) identify the sector with the highest contribution during this period; and (3) determine which sectors serve as base (leading) sectors using Location Quotient (LQ) analysis. Research methodology: The study applies descriptive analysis and the LQ method by comparing the share of each economic sector in Jayapura City to that in Papua Province. Secondary data from 2019 to 2023 was analyzed to assess sectoral performance and identify strategic sectors for regional development. Results: The findings show that the top contributing sectors are Construction (24.39%), Wholesale and Retail Trade including Motor Vehicle and Motorcycle Repair (17.97%), and Government Administration, Defense, and Mandatory Social Security (10.87%). These three sectors together contribute more than 50% to Jayapura’s total GRDP. Sectors with LQ > 1—such as Construction, Financial Services, and Information and Communication—are considered base sectors, indicating they produce beyond local needs and drive economic growth. Conclusion: Jayapura City’s economic structure is dominated by a few key sectors that play a central role in development planning and economic resilience. Limitation: This research is limited to Jayapura City and does not analyze comparative or qualitative dimensions, such as employment quality or policy impact. Contribution: The study supports regional planning by providing an empirical foundation to prioritize investments and policy in high-performing and base sectors.

Abstract

Purpose: This study aims to analyze the extent to which Indigenous Papuan (OAP) traders at the Timika Central Market in Central Papua are able to meet the standards of a Decent Living Needs (Kebutuhan Hidup Feasible/KHL), particularly in relation to their income and family responsibilities. Research/methodology: A mixed-method approach was employed, combining quantitative data from 73 respondents via structured questionnaires and qualitative insights through in-depth interviews and direct observation. The analysis utilized descriptive statistics to assess income and expenditures, and benchmarked them against the standard living needs set by national regulations (Permenakertrans RI No. 13/2012). Results: The findings indicate that 87.67% of the OAP traders earned incomes sufficient to meet the KHL standards for their household size, while 12.33% were found to be below the KHL threshold due to high family dependency ratios. The most significant income sources came from selling local agricultural products, crafts (e.g., noken), and forest-based commodities. Challenges included limited access to capital, lack of managerial and digital literacy, and minimal government support. Conclusions: Most OAP traders at Timika Central Market meet the Decent Living Needs standard, but some remain vulnerable due to low income and high family burdens. Strengthening government support is essential to improve their welfare and business sustainability. Limitations: The study is geographically limited to one market in Central Papua and focuses only on OAP traders, which may not fully represent conditions in other informal trading centers across Papua or Indonesia. Contribution: This study provides empirical evidence of the socioeconomic struggles and resilience of Indigenous traders in the informal economy. It highlights the need for tailored policies and empowerment programs, and contributes to the literature on local economic development, informal labor markets, and indigenous livelihoods.

Abstract

Purpose: This study aims to examine the implementation and contribution of retribution from sports facilities and infrastructure in supporting the Regional Original Revenue (PAD) of Jayapura City, as well as to identify the supporting and inhibiting factors affecting its effectiveness. Research methodology: The research employs a qualitative descriptive approach, using data collection techniques such as interviews, observations, and document analysis involving relevant stakeholders from the Youth and Sports Office and the Regional Financial Management Agency of Jayapura City. Results: The findings indicate that while the collection of retributions has been implemented according to standard procedures, its contribution to PAD remains relatively low. This is attributed to several obstacles, including insufficient operational budgets, limited human resources, underutilization of sports facilities, and the public's economic limitations. Conclusions: Retribution from sports facilities has the potential to support regional income; however, its effectiveness is constrained by institutional and socio-economic factors. With improved budgeting, monitoring, and utilization of facilities, this revenue source could make a more substantial contribution to Jayapura City's PAD. Limitations: This study is limited to the scope of Jayapura City and specifically focuses on retributions from sports facilities. Therefore, the results may not be generalizable to other regions or types of local revenues. Furthermore, the reliance on qualitative methods limits the extent of financial quantification and broader statistical analysis. Contribution: This research contributes to policy evaluation in optimizing local non-tax revenues. It also offers practical insights for improving retribution governance, particularly in the sports services sector.

Abstract

Purpose: This study aims to identify and analyze the factors inhibiting the promotion of civil servants at the Department of Education in Mimika Regency, focusing on structural, bureaucratic, and non-technical barriers that affect fairness and effectiveness.Design/methodology/approach: Research/methodology: A mixed-methods approach was used, combining quantitative data (descriptive and inferential statistics such as Pearson correlation and ANOVA) with qualitative insights from semi-structured interviews and focus group discussions (FGDs). The study involved 74 civil servants selected from a population of 91 using Slovin’s formula, with triangulation applied to ensure the data validity. Results: The findings show that complex bureaucracy, unclear implementation of promotion policies, and weak dissemination are key structural barriers. Non-technical factors, including favoritism, interpersonal relations, and internal politics, also significantly influenced promotion outcomes. Competence alone proved insufficient, as subjective judgments and limited access to training opportunities also affected the results. Conclusions: Promotions in the Mimika Education Office are hindered by bureaucratic complexity, unclear policies, and non-technical factors such as favoritism and politics. Competence is insufficient, as limited training access and unequal opportunities persist. A transparent, merit-based system is essential for improving fairness, motivation, and organizational performance. Limitations: This study was limited by its focus on a single office, which may not represent other institutions. Incomplete budgetary data also constrain financial analyses. Contribution: This research enriches public sector HR studies by showing how bureaucracy and sociocultural dynamics intersect in career development, offering policy input for transparent, merit-based promotion and competency development in remote regions such as Mimika.
