Abstract

Penelitian ini bertujuan untuk mengevaluasi efektivitas dan efisiensi penerapan Standar Pelayanan Minimal (SPM) dalam upaya meningkatkan kualitas pelayanan publik di Dinas Pendidikan, Kebudayaan, Pemuda, dan Olahraga Kabupaten Teluk Bintuni. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan melibatkan empat informan kunci, yaitu Kepala Dinas Pendidikan, Plt. Kepala Bidang Pendidikan Dasar, Kasubag Perencanaan, serta Kepala Bidang Pengendalian dan Pelaporan Bappelitbangda. Data primer diperoleh melalui wawancara mendalam, observasi, dan dokumentasi, sedangkan data sekunder diperoleh dari laporan, arsip, dan regulasi resmi tahun 2021–2022. Hasil penelitian menunjukkan bahwa penerapan SPM telah memberikan dampak positif terhadap peningkatan kualitas kepatuhan dan akses masyarakat terhadap layanan pendidikan, meskipun tingkat pemenuhan indikator masih bervariasi antarwilayah. Proses implementasi SPM dilaksanakan secara terstruktur melalui tahapan sosialisasi, pengumpulan data, analisis kesenjangan, penyusunan rencana aksi, pelaksanaan program, serta monitoring dan evaluasi. Efektivitas penerapan SPM terlihat pada peningkatan kualifikasi guru, perbaikan sarana prasarana, dan perluasan akses pendidikan, sedangkan efisiensi masih terkendala oleh faktor geografis, keterbatasan anggaran, dan distribusi sumber daya manusia. Upaya pemerintah daerah melalui program “Smart Village” dengan inisiatif “Menyala Internetku” turut mendukung penguatan pelaporan berbasis data dan konektivitas pendidikan di wilayah terpencil. Secara keseluruhan, hasil penelitian mencerminkan komitmen berkelanjutan Pemerintah Kabupaten Teluk Bintuni dalam mewujudkan layanan pendidikan yang merata, akuntabel, dan adaptif terhadap tantangan wilayah.

Abstract

Purpose: This study aims to analyze the management of School Operational Assistance (BOS) funds in improving educational performance at SD Negeri Inpres Dok IX, Jayapura City. The research focuses on the fund management process, supporting and inhibiting factors, and its impact on school performance. Methodology: A descriptive qualitative approach with a case study design was applied. Data were collected through questionnaires, interviews, and observations involving principals, teachers, students, BOS team members, parents, and Education Office representatives. Data were analyzed using descriptive techniques and interpreted through average Likert-scale scores. Results: The findings indicate that BOS funds were managed transparently, efficiently, and accountably, mainly allocated for teacher salaries, facility maintenance, and learning activities. Supporting factors included stakeholder participation and solid administrative documentation, while inhibiting factors involved limited financial management training and low budget allocation for teacher development. SWOT analysis showed that although BOS funds improved facilities and student outcomes, human resource capacity remained a weakness. Conclusions: Effective BOS fund management has significantly enhanced educational performance through improved learning facilities and activities. Sustainable progress requires continuous investment in teacher training and stronger financial management skills. Limitations: The study’s scope was limited to one school and a specific period, thus limiting broader generalization. Contribution: This research contributes to educational finance studies by highlighting how transparent BOS fund management drives performance improvement and offers practical insights for schools in similar socio-economic contexts.

Abstract

Purpose: This study aims to analyze the influence of village fund capital participation on the development of Village-Owned Enterprises (BUMKam) and its impact on the economic improvement of the community in Wania District, Papua. It seeks to understand how financial support from village funds contributes to the sustainability of BUMKam operations and local economic growth. Research/methodology: A quantitative descriptive method was applied using questionnaires, observations, and documentation. The sample consisted of 13 respondents, including BUMKam administrators and community members, selected purposively. Data analysis compared pre- and post-capital injection conditions, emphasizing enterprise growth, job creation, and welfare improvement. Results: The findings show that capital participation from village funds has positively influenced the growth of BUMKam in Kampung Mawokauw Jaya and Kampung Nawaripi. It enabled the establishment of several productive units and provided job opportunities, contributing to increased local income and economic activity. However, challenges remain, particularly in financial reporting and management capacity among BUMKam administrators. Conclusions: While the injection of capital has facilitated enterprise growth and modest improvements in local welfare, the full potential of BUMKam is hindered by gaps in administrative skills and community engagement. Sustainable impact requires capacity building, transparent governance, and strategic support. Limitations: The study’s small sample size and reliance on descriptive analysis limit broader generalization and causal conclusions. Contribution: This study provides preliminary evidence of the positive impact of Village Fund capital participation on Village-Owned Enterprises (BUMKam) and the local economy, while offering practical insights for more effective village fund management.

Abstract

The rapid development of information and communication technology (ICT) has significantly transformed human resource (HR) management, including among youth entrepreneurship communitEies in Jayapura. However, the adoption of digital tools for HR management remains limited due to a lack of technical skills and access to training. This community engagement program aimed to enhance the capacity of youth at Ebenhaezer Church, Jayapura, in managing business teams creatively and efficiently through digital-based HR training. The program was implemented in four phases: preparation, interactive training, independent practice, and evaluation. Participants were trained to use digital tools such as Trello, Google Workspace, and Notion to form team structures, design SOPs, and develop business plans. The results showed a 45% improvement in participants’ understanding (post-test), the formation of five creative business groups, and the development of concrete business prototypes. This program successfully equipped youth with collaborative and digital-based HR management skills, contributing to the development of an innovative and competitive local small business ecosystem

Abstract

This community service activity is titled “Supporting the Development and Economic Behavior of Early Childhood at PAUD Eklesia Angkasa, Jayapura City, Papua.” The program is based on the importance of introducing economic concepts from an early age, particularly related to needs, scarcity, and wise resource management. Early childhood education focuses not only on academic aspects but also on character building and the development of basic economic understanding relevant to daily life. This activity aims to equip PAUD teachers with the skills to teach economic concepts in a simple, creative, and contextual manner. The program involved teachers, church administrators, and the Kingmi Eklesia Angkasa Foundation. The roles of parents, teachers, and the church are crucial in instilling values such as hard work, responsibility, discipline, and proper financial management based on Christian principles from an early age. The materials delivered include understanding needs and wants, saving habits, learning through play, and the ability to set priorities. The main objective is to enhance teachers’ knowledge and participants’ understanding in supporting the development of children’s economic behavior effectively and sustainably. The results indicate an improvement in teachers’ ability to teach basic economic concepts to children. Additionally, the program encourages children to develop discipline, appreciate effort, and manage their needs wisely. Collaboration among teachers, parents, and the community plays a significant role in shaping positive character traits that will benefit children in their future lives.

Abstract

Digitization of tax administration through the Coretax platform is part of bureaucratic reform that aims to improve the efficiency of tax services. This study uses a qualitative descriptive approach with two main objectives, namely (1) analyzing the implementation of the tax digitization policy through the Coretax billing system in Mamberamo Raya Regency based on the George C. Edward III model which includes the dimensions of communication, resources, disposition, and bureaucratic structure, and (2) identifying factors that support and hinder its implementation. The results of the study show that the implementation of Coretax billing in general has run on the dimensions of communication, resources, disposition, and bureaucratic structure. Policy communication has been carried out through several channels, while the commitment of the implementer is an important element in maintaining the continuity of services. From the user side, this system provides benefits in the form of convenience, smooth service, and efficiency of tax administration. However, the implementation is not fully optimal because it is still influenced by the uneven understanding of taxpayers, low digital literacy, limited telecommunication infrastructure, electricity instability, and geographical conditions of the service area. Overall, the implementation of Coretax billing in Mamberamo Raya Regency shows an adaptive implementation pattern, where policy implementers play an important role in bridging the national digital system with local service conditions in the 3T area

Abstract

This study aims to examine and analyze trends in the quality of human development, budget allocation, spending patterns, and their impacts on improving human development quality in Papua Province. The study uses secondary data obtained from the Regional Development Planning Agency (Bappeda) of Papua Province, the Central Statistics Agency (BPS), Gross Regional Domestic Product (GRDP/PDRB) data, and the Regional Financial and Asset Management Agency (BKAD), and employs descriptive analysis methods. This analysis provides an overview of human development conditions and regional expenditure trends based on education, health, economic, and infrastructure functions. The study seeks to analyze trends in human development quality, examine the relationship between government expenditure and improvements in human development, and assess the impact of government spending on human development outcomes in Papua Province. Furthermore, the analysis identifies leading sectors based on the strength of correlation and examines the effects of government spending on income and labor in supporting the realization of human development in Papua Province.

Abstract

The study aims to analyze the effect of the BPD Deposit Interest Rate Factor, Government Bank Deposit Interest Rate, Inflation Rate, economic growth, and money supply affecting the exchange rate of the rupiah per US dollar in 2004-2021 partially and simultaneously. The research method uses secondary data in the form of panel data and cross section for 18 years (quarterly data on 26 provinces in Indonesia). Literature survey research from BI, BPD, and BPS Center. Quantitative analysis method using multiple linear regression analysis tools. The results showed that (1) partially, the interest rate factor of Government Bank deposits, the money supply has a positive but insignificant effect on the exchange rate of the rupiah per US dollar. Regional Development Bank deposit interest rates, inflation rates, and economic growth have a negative but significant effect on the exchange rate of the rupiah per US dollar; and (2) simultaneously, the factors of interest rates on deposits of BPD, interest rates on deposits of Government Banks, inflation rates, economic growth, money supply have a significant effect on the exchange rate of rupiah per US dollar. An increase in interest rates on deposits of Government Banks and money supply, a decrease in interest rates on deposits of BPD, inflation rates, and economic growth will increase the exchange rate of rupiah (depreciated).

Abstract

Purpose: This study examines the factors influencing the performance of regional development planning in Nduga Regency and analyses the contribution of planning document consistency, integration, and quality. Research Methodology: A quantitative approach was employed using primary data collected through structured questionnaires administered to 56 respondents from 28 regional government organizations (OPDs) in Nduga Regency, via purposive sampling. Data were analyzed using structural equation Modelling based on Partial Least Squares (SEM-PLS) with WarpPLS 8.0 software, testing causal relationships among internal factors, external factors, and planning performance. Results: Internal factors, including document quality, process effectiveness, resource commitment, and implementation readiness, exerted a positive and significant effect on planning performance (P<0.01; R²=0.608; f²=0.608, large effect). External factors were positive but not statistically significant (P=0.08; R²=0.179; f²=0.179, medium effect). Conclusions: Internal organizational capacity and document alignment are the decisive determinants of regional development planning performance in the Nduga Regency. Despite extreme geographical isolation, endemic security disruption, and heavy fiscal dependency on the central government, the fundamental planning deficit is internal, with limited human resource competence, weak planning–budget linkage, and poor inter-agency coordination. Limitations: This study is limited by its focus on only 56 respondents from 28 regional government organizations (OPDs) in Nduga Regency, which may not fully represent the diverse perspectives across all regional departments. Contributions: This study provides valuable insights into the role of internal organizational capacity and document alignment in shaping regional development planning performance in the Nduga Regency.

Abstract

Purpose: This study analyzes the development and performance of Regional Own-Source Revenue (PAD), identifies structural and institutional factors causing its persistently low and unstable levels, and examines its implications for the Regional Revenue and Expenditure Budget (APBD) structure in Nduga Regency, Papua Highlands Province, Indonesia. Research Methodology: This study used a quantitative approach with a descriptive and explanatory design. Secondary time-series data were obtained from official regional financial reports, including LRA, APBD, and BPKAD documents for 2022–2024. Data were analyzed using multiple linear regression with SPSS, supported by classical assumption tests, t-tests, F-tests, and the coefficient of determination. Results: The findings PAD in Nduga Regency remains low, with an average of IDR 4.24 billion, negative growth of -1.05%, and a fiscal independence ratio below 5% of total regional revenue. Regression results indicate that economic capacity, transfer fund dependency, and governance quality significantly affect PAD, while geographic and infrastructure conditions show a weaker effect. The model explains 61.2% of PAD variance. Conclusions: Low PAD in Nduga Regency is mainly influenced by weak economic capacity, high dependence on central transfers, limited governance quality, and geographic constraints. Therefore, an integrated strategy is needed through local economic development, governance reform, infrastructure improvement, and the redirection of funds toward productive investments. Limitations: This study is limited by its three-year observation period, the use of proxy variables, and its focus on a single region, which may restrict generalizability. Contributions: This study provides insights into PAD determinants and offers policy recommendations to strengthen regional fiscal capacity.
