Abstract

This study aims to analyze the quality of public services provided by the General Election Commission (KPU) of Gorontalo City. Data were collected through interviews, observations, and documentation, and then analyzed using qualitative analysis methods. The findings reveal that the quality of services offered by KPU Gorontalo City staff is optimal. Facilities and infrastructure, such as parking spaces, waiting rooms, internet connectivity, and other supporting amenities, provide significant comfort for service users and are updated to meet modern needs. Services are delivered promptly according to standard operating procedures (SOP) and are provided free of charge without any additional fees.  This favorable condition is reinforced by the office environment, which prominently displays posters or notice boards emphasizing a zero-tolerance policy for illegal levies. However, the quality of services can be further improved by enhancing staff reliability in IT. This could be achieved through training existing staff or recruiting skilled IT personnel. Such improvements would support the technology-driven activities and performance of the KPU Gorontalo City.

Abstract

This study analyzes the professionalism and service skills related to Electronic Medical Records (EMR) at M.M Dunda Limboto Regional General Hospital (RSUD). Research data were collected through interviews, observations, and documentation and analyzed using an interactive model analysis method consisting of data collection, data presentation, data reduction, data verification, and conclusion drawing. The results indicate that the skills of public service officers in operating EMRs remain inadequate. This is primarily due to the absence of personnel with an educational background in information technology (IT) at RSUD M.M Dunda Limboto. Consequently, the hospital relies on its existing staff and provides them with technical training (Diklat Teknis) on EMR usage. However, the training only covers procedural aspects of EMR operation without equipping staff with the necessary knowledge to handle technical disruptions. Consequently, public services based on EMR remain ineffective and cannot be considered optimal.

Abstract

This study examines the implementation of the Minimum Service Standards (SPM) policy in the social sector in Gorontalo Province, highlighting the main challenges, strategies implemented, and achievements that have been achieved. Limited budget, human resources, and infrastructure are the main obstacles in the implementation of optimal basic social services. To overcome these obstacles, the local government adopted a collaborative strategy through cooperation with social institutions, such as Baznas, to cover the funding gap that was not accommodated in the Regional Revenue and Expenditure Budget.. Policy implementation is carried out in accordance with the stages determined by national regulations, starting from collecting data on needs to monitoring and evaluation. The monitoring approach uses direct coordination meetings and the use of application-based technology, which facilitates reporting and supervision. The results of the study show an increase in policy implementation, although there are still gaps that require improvement, especially in terms of funding, increasing human resource capacity, and cross-sector coordination. Therefore, it is necessary to strengthen the implementation strategy and commitment from various parties to ensure quality, equitable, and sustainable social services.

Abstract

Artikel ini membahas tentang apa saja langkah strategis pemerintah daerah Kabupaten Bone Bolango dalam mengendalikan tingkat pengangguran di kabupaten bone bolango;. Metode yang dilakukan dalam penelitian ini adalah kualitatif dengan pendekatan deskriptif. Hasil Penelitian menunjukkan bahwa: 1)Terjadinya pengangguran yang disebabkan oleh faktor informal adalah dikarenakan lemahnya daya berpikir masyarakat dalam menciptakan lapangan kerja. Mereka tidak berani mengambil resiko untuk menjadi wiraswasta. Padahal potensi menjadi wiraswasta dibidang UMKM lebih berpotensi dibandingkan harus menunggu lowongan pekerjaan; 2) Faktor Non Formal yang menjadi penyebab pengangguran terbuka di Kabupaten Bone Bolango disebabkan oleh tidak optimalnya pemerintah memfasilitasi masyarakat dalam menambah keterampilan mereka pada potensi yang dapat menghasilkan pendapatan; 3) Faktor Sumber Daya Manusia yang kurang menguasai dan mengoperasikan teknologi menjadikan pengangguran dibone Bolango semakin banyak; 4) Faktor komunikasi dan keterbatasan sarana prasarana menjadikan pemerintah terbatas dalam melakukan inovasi disektor pemberdayaan masyarakat Kata Kunci: Peran Pemerintah; Pengendalian Tingkat Pengangguran

Abstract

This study examines strategies for optimizing Local Revenue in North Bolaang Mongondow Regency within the framework of fiscal decentralization, emphasizing efforts to strengthen regional fiscal capacity. Employing an exploratory qualitative approach, the research integrates SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis to explore institutional, managerial, and personnel factors influencing the performance of Local Revenue. Data were gathered through literature review, participant observation, and in-depth interviews with key stakeholders. The findings reveal three major constraints: (1) low public awareness and compliance related to taxation and retribution systems, (2) inadequate transparency and service quality in Local Revenue management, and (3) limited competencies of government personnel in tax regulation enforcement. The study proposes three strategic approaches: market penetration through tourism and creative industry development, market development via support for micro, small, and medium enterprises and cross-sector collaboration, and product development through digital transformation of tax services and civil servant training. The results highlight the importance of institutional reform, accountable governance, and investment in human capital as integrated pathways to improve Local Revenue. Although limited in geographical and methodological scope, the study provides relevant insights for policy refinement. Future research is recommended to employ mixed methods and cross-regional comparisons to deepen understanding of the dynamics between Local Revenue management and regional fiscal independence.

Abstract

This study explores the challenges of handling stunting using a women’s empowerment approach in Pohuwato Regency. The main objective is to analyze the extent to which women at risk of stunting can play an active role in prevention efforts and to evaluate the effectiveness of government support in fostering their independence. A descriptive qualitative method was employed, utilizing observation, in-depth interviews, and documentation. Informants included women vulnerable to stunting and stakeholders in empowerment and stunting prevention programs. Findings reveal that although institutional support is relatively adequate, women’s roles remain passive, with low authority, self-confidence, and competence to act independently. Their reliance on top-down assistance limits initiative and decision-making capacity. Furthermore, a lack of practical skills hampers their ability to utilize abundant local resources—particularly in agriculture and biological sectors—for economic and nutritional improvements. The study concludes that women are still treated more as policy objects than empowered agents of change. To address this, empowerment strategies must prioritize capacity building, participatory planning, and the transformation of women into active decision-makers. Strengthening multi-stakeholder collaboration and encouraging program ownership are critical to achieving sustainable stunting prevention efforts. This research contributes to gender-transformative public health policies by positioning women as central actors in community-based interventions.

Abstract

Transformation service Primary health care (PHC) is a key pillar in improvement results health public globally, especially in high- income countries low and medium . This article analyze approach comprehensive in strengthening PHC through Healthy Indonesia Program (PIS) policy with approach family (PIS-PK), integration digital technology , and policy reform. This study highlight importance continuity service , participation community , readiness source Power humans , and use technology information For support taking decision data -driven and sustainable services . Research This adopt method qualitative with interviews , observations , and reviews document to implementation of PIS-PK in North Gorontalo Regency . Research results show that success PHC transformation is greatly influenced by communication effective policies , availability​ source power , structure adaptive bureaucracy , as well as support digitalization service . Findings this is also associated in a way direct with theory and practice implementation policies , including classical models such as Van Meter and Van Horn and Edwards III .

Abstract

Penelitian Ini bertujuan untuk pengetahui menganalisis (1) Bagaimana pemahaman program sebagai indikator keberhasilan efektivitas BPNT terhadap penanggulangan kemiskinan di Kecamatan Bolangitang Barat Kabupaten Bolmut, (2) Untuk mengetahui menganalisis bagaimana ketetapan sasaran sebagai indikator faktor penentu keberhasilan efektivitas BPNT terhadap penanggulangan kemiskinan di Kecamatan Bolangitang Barat Kabupaten Bolmut, (3) Bagaimana ketetapan waktu sebagai indikator faktor penentu keberhasilan efektivitas BPNT terhadap penanggulangan kemiskinan di Kecamatan Bolangitang Barat Kabupaten Bolmut, (4) Untuk mengetahui bagaimana tercapainya tujuan sebagai indikator faktor penentu keberhasilan efektivitas BPNT terhadap penanggulangan kemiskinan di Kecamatan Bolangitang Barat Kabupaten Bolmut, (5) Untuk mengetahui bagaimana perubahan nyata sebagai indikator faktor penentu keberhasilan efektivitas BPNT terhadap penanggulangan kemiskinan di Kecamatan Bolangitang Barat Kabupaten Bolmut. Hasil penelitian menunjukkan bahwa dari segi pemahaman program, BPNT telah berhasil dipahami dengan baik oleh masyarakat. Namun, dari aspek ketepatan sasaran, program ini masih menghadapi kendala. Masih terdapat penerima bantuan yang tidak sesuai dengan kriteria kemiskinan akibat data DTKS yang tidak diperbarui dan lemahnya pengawasan lapangan. Selanjutnya, ketepatan waktu dalam penyaluran bantuan juga masih menjadi masalah. Sementara itu, dari sisi tercapainya tujuan, program ini cukup efektif dalam mengurangi beban pengeluaran rumah tangga miskin. Terakhir, dari aspek perubahan nyata, program ini dinilai efektif.

Abstract

In 1999 the Buol area became a district which was a division of the Buol-Toli-Toli district, the Buol district was split based on Law no. 51 of 1999, and ratified on September 16, 1999 and inaugurated on November 27, 1999, on behalf of the Minister of Home Affairs, namely Governor H.B Paliuju. Abdul Karim Mbouw was inaugurated in Jakarta as the first acting Buol district head on 12 October 1999. Buol District has 11 sub-districts and 115 Villages/Kelurahan. The territory of Buol Regency consists of a land area with a land area of 4,043.57 km2. One of the sub- districts in Buol district is Bokat sub-district. Bokat District has the potential for Marine Economy and plantations which are a source of income for the community. The marine potential has a tourist attraction and an abundant variety of fish, while the potential for plantation agriculture is in the form of copra, cloves, durian, nutmeg and other seasonal crops. The economic activities that have been carried out by the Bokat community so far in uncovering the potentials that still exist in traditional patterns, the use of technology has not been used. One of the applications of ICT is the creation of a village website which includes related tourism potential and agricultural and plantation potential. Management of village administration and sub-district administrative area violations. Therefore, ICT can be a solution to the problem of accessing various sources of information that are affordable, relevant and reliable by business actors in increasing economic potential (Madukwe 2006). By conducting training and mentoring programs on the application of ICT to the coastal communities of Tomini Bay, especially in the Bokat sub-district, Buol district, it is hoped that it will be able to boost the economy of the local community. Thematic KKN which raises the title of developing information technology towards Digital Village is a solution in the era of technological development and being able to compete for the industrial economy 4.0Keywords: TIK; Buol; Digital Village. AbstrakPada tahun 1999 wilayah buol menjadi kabupaten yang merupakan pemekaran dari kabupaten buol-toli-toli, kabupaten buol dimekarkan berdasarkan Undang undang No. 51 tahun 1999, dan disahkan pada tanggal 16 september tahun 1999 dan diresmikan pada tanggal 27 november tahun 1999, atas nama Mentri Dalam Negeri yaitu Gubernur H.B Paliudju. Abdul Karim Mbouw dilantik di jakarta sebagai pejabat bupati Buol pertama pada tanggal 12 oktober tahun 1999. Kabupaten Buol memiliki 11 kecamatan dan 115 Desa/Kelurahan. Wilayah Kabupaten Buol terdiri atas wilayah daratan dengan luas wilayah daratan 4.043,57 km2. Salah satu Kecamatan yang ada di kabupaten Buol yaitu Kecamatan Bokat. Kecamatan Bokat memiliki potensi Ekonomi Kelautan dan pertanian perkebunan yang menjadi sumber pendapatan bagi masyarakat. Potensi laut memiliki daya tarik wisata dan ragam ikan yang berlimpah, sedangkan potensi pertanian perkebunan berupa tanaman kopra, cengkeh, durian, buah pala dan tanaman musiman lainnya. Kegiatan ekonomi yang dilakukan selama ini oleh masyarakat Bokat dalam mengekspos potensi-potensi yang ada masih pada pola traditional, penggunaan teknologi belum digunakan. Salah satu penerapan TIK adalah pembuatan website desa yang didalamnya memuat terkait potensi pariwisata dan potensi pertanian, perkebunan. Pengelolaan administrasi desa dan pemetaan wilayah administrasi kecamatan. Oleh karena itu TIK dapat menjadi solusi untuk masalah mengakses berbagai sumber informasi yang terjangkau, relevan, dan dapat diandalkan oleh para pelaku usaha dalam meningkatkan potensi ekonomi (Madukwe 2006). Dengan melakukan program pelatihan dan pendampingan terhadap penerapan TIK kepada masyarakat pesisir teluk tomini khususnya dikecamatan Bokat kabupaten Buol diharapkan mampu mendorong perekonomian Masyarakat setempat. KKN Tematik yang mengangkat judul pengembangan teknologi informasi menuju Desa Digital menjadi solusi dalam perkembangan era teknologi dan mampu bersaing dibidang perekonomian industri 4.0.Kata Kunci: TIK; Buol; Desa Digital.

Abstract

This study aims to identify and explain the implementation of the Village Fund Direct Cash Assistance (BLT) Program in Modayag Barat Subdistrict, East Bolaang Mongondow Regency. It is viewed from the following aspects: (1) communication, (2) resources, (3) disposition of the implementers, and (4) bureaucratic structure. This research uses a qualitative approach with descriptive research methods and qualitative analysis. Data collection techniques used in this study include observation, interviews, and documentation. The results of the study indicate that the implementation of the Village Fund BLT Program in Modayag Barat Subdistrict, East Bolaang Mongondow Regency, has been carried out, although there are still some obstacles in its implementation that show inefficiencies in the process. In terms of communication, the village government has conducted special village meetings, determined prospective beneficiaries, and conducted public outreach. However, communication between the village government and the regional government remains ineffective, which affects the smoothness of the program. The resources involved in the implementation of the program include village heads, village officials, the Village Consultative Body (BPD), and BLT facilitators at the subdistrict level. The amount of aid distributed is IDR 300,000 per beneficiary household (KPM), adjusted according to the Village Fund budget of each region. In terms of implementers’ disposition, no significant obstacles were found since all processes were carried out by the village apparatus, supported by the BPD and BLT facilitators. The village government is fully responsible for all stages of implementation, from data verification and beneficiary determination to fund disbursement. The bureaucratic structure of BLT implementation refers to mechanisms established by the village head, consisting of a series of processes starting from the determination of beneficiary criteria through special village meetings, followed by official determination meetings, preparation of meeting minutes and attendance lists, and public dissemination. The final stage of this program’s implementation is the cash distribution of aid, delivered directly to beneficiaries based on the pre-established list.
