Abstract

Olivia Marino, 194920038, 2024. Implementasi Kebijakan Pemungutan Retribusi Persampahan Dan Kebersihan Di Kota Gorontalo. Program Studi S1 Administrasi Publik, Jurusan Administrasi Publik, Fakultas Ilmu Sosial, Universitas Negeri Gorontalo dengan dosen Pembimbing I Dr. Yanti Aneta, S.Pd, M.Si dan dosen pembimbing II Dr. Rusli Isa, M.Si Tujuan dari penelitian ini adalah untuk mengetahui bagaimana Implementasi Kebijakan Pemungutan Retribusi Persampahan Dan Kebersihan Di Kota Gorontalo, dilihat dari aspek kemampuan organisasi, informasi, dukungan, pembagian potensi. Metode penelitian ini menggunakan pendekatan deskriptif dengan analisis data kualitatif. Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dan dokumentasi. Berdasarkan hasil penelitian dilapangan bahwa Implementasi Kebijakan Pemungutan Retribusi Persampahan Dan Kebersihan Di Kota Gorontalo telah di implementasikan sesuai dengan Peraturan Daerah Nomor 1 Tahun 2024 Tentang Pajak dan Retribusi. Dilihat dari aspek kemampuan organisasi, informasi, dukungan, pembagian potensi. Implementasi Kebijakan Pemungutan Retribusi Persampahan Dan Kebersihan Di Kota Gorontalo dilaksanakan berdasarkan peraturan daerah yang di dalamnya menjelaskan tata cara penagihan, pembayaran, tarif, hak dan kewajiban. Pemerintah melakukan sosialisasi dan evaluasi sehingga masyarakat memiliki pemahaman tentang pentingnya kesadaran diri dalam membayar retribusi persampahan dan kebersihan belum bisa dikatakan efektif, mengoptimalkan potensi dan memberikan pelayanan yang ideal atau berkualitas kepada masyarakat.

Abstract

The governance of information and communication technology (ICT) has become a strategic necessity for higher education institutions to ensure effective academic services and sustainable digital transformation. This study aims to analyze the ICT governance system at the Academic Service Unit for ICT (UPA TIK) of Gorontalo State University. A qualitative case study design was employed. Data were collected through in-depth interviews, document analysis, and direct observation, and analyzed using the Miles and Huberman interactive model. Triangulation was applied to ensure data credibility and validity. The results reveal five governance dimensions: (1) strategic alignment, (2) organizational structure, (3) managerial competence, (4) resource allocation, and (5) institutional culture. While ICT development has been integrated into the university’s strategic plan and supported by adequate infrastructure, weaknesses remain in managerial competence, fragmented decision-making, and limited funding. Institutional culture shows positive digital acceptance but is still constrained by resistance to change. This study concludes that effective ICT governance requires clear organizational structures, competent leadership, and stakeholder participation. The novelty of this research lies in proposing a contextualized governance model for Indonesian higher education, balancing global ICT frameworks with local organizational and cultural dynamics. These findings contribute theoretically to the discourse on digital governance and provide practical recommendations for policymakers in strengthening digital transformation in higher education.

Abstract

Tujuan dari penelitian ini adalah untuk melihat bagaimana perlindungan dan pendampingan hukum diberikan kepada korban perkosaan ayah kandung di Kota Gorontalo. Penelitian ini menyelidiki komponen sosial, pelaksanaan kebijakan, dan seberapa efektif penegakan hukum menangani kasus inses. Penelitian ini dilakukan melalui metode deskriptif-analitis. Hasil penelitian menunjukkan bahwa hubungan kuasa, stigma sosial, dan ketergantungan ekonomi korban kepada pelaku menyebabkan kasus inses sering kali tersembunyi. Meskipun ada beberapa layanan, seperti Pusat Pelayanan Terpadu Pemberdayaan Perempuan dan Anak (P2TP2A) Lahilote di Kota Gorontalo, mereka masih menghadapi banyak masalah. Beberapa masalah ini termasuk kurangnya koordinasi antar lembaga, kekurangan sumber daya (tenaga ahli profesional), dan layanan tidak mudah diakses. Salah satu jenis kekerasan seksual yang dialami anak dalam kehidupan rumahtangga adalah inses. Dampak sosial dan psikologis yang signifikan terhadap korban mencakup trauma psikologis, gangguan stres pascatrauma (PTSD), dan marginalisasi sosial. Teori relasi kuasa dan feminisme memberikan perspektif teoritis yang menunjukkan bahwa dominasi pelaku dalam keluarga dan struktur patriarki merupakan faktor utama yang menyebabkan kasus inses terjadi. Namun, teori keadilan restoratif menekankan bahwa pemulihan korban memerlukan pendekatan luas yang mencakup rehabilitasi psikologis, sosial, dan hukum. Studi ini menemukan bahwa untuk melindungi dan mendampingi korban inses di Kota Gorontalo, koordinasi antar lembaga yang lebih baik, percepatan proses hukum, edukasi dan advokasi masyarakat untuk menghilangkan stigma, dan alokasi sumber daya dan dana yang tepat. Diharapkan rekomendasi ini akan menjadi dasar bagi pembuat kebijakan untuk meningkatkan program pendampingan dan perlindungan korban inses untuk memberikan keadilan dan layanan pemulihan terbaik bagi korban.

Abstract

This study aims to determine the magnitude of the influence of leadership, and the work environment on the work effectiveness of employees in the Gorontalo City Investment and Integrated One-Stop Service. The research approach used is quantitative methods. Sources of data in this study are primary data that is carried out using questionnaires on respondents who have met the standards of the study sample. The data analysis technique used is multiple regression analysis using SPSS program assistance. The results of the study show that (1) Leadership has a positive but not significant effect on the effectiveness of employees in Gorontalo Investment and One-Stop Services in the City of Gorontalo. This is because based on the results of the descriptive analysis shows that the Leadership variable lies in the criteria that are "quite good". (2) The work environment has a positive and significant effect on the work effectiveness of employees in the Gorontalo City Investment and One Stop Service. Meanwhile, the results of the descriptive analysis show that the working environment variable lies in good criteria. (3) Leadership and workplace environment together have a positive and significant effect on the variable work effectiveness of employees in the Gorontalo City Investment and One Stop Service. The determination coefficient or R Square number is 0.493. This value shows that as much as 49.3% variability The work effectiveness of Gorontalo Capital Investment Service and Integrated One-Stop Service staff can be influenced by Leadership and Work Environment while the remaining 50.7% is influenced by other variables not examined in this study. Abstract

This study explores the challenges of handling stunting using a women’s empowerment approach in Pohuwato Regency. The main objective is to analyze the extent to which women at risk of stunting can play an active role in prevention efforts and to evaluate the effectiveness of government support in fostering their independence. A descriptive qualitative method was employed, utilizing observation, in-depth interviews, and documentation. Informants included women vulnerable to stunting and stakeholders in empowerment and stunting prevention programs. Findings reveal that although institutional support is relatively adequate, women’s roles remain passive, with low authority, self-confidence, and competence to act independently. Their reliance on top-down assistance limits initiative and decision-making capacity. Furthermore, a lack of practical skills hampers their ability to utilize abundant local resources—particularly in agriculture and biological sectors—for economic and nutritional improvements. The study concludes that women are still treated more as policy objects than empowered agents of change. To address this, empowerment strategies must prioritize capacity building, participatory planning, and the transformation of women into active decision-makers. Strengthening multi-stakeholder collaboration and encouraging program ownership are critical to achieving sustainable stunting prevention efforts. This research contributes to gender-transformative public health policies by positioning women as central actors in community-based interventions.

Abstract

Policies will be implemented well when communication is carried out by implementing transmission communication, consistency, and clarity. The research examines the topic of policy communication in flood disaster mitigation efforts in Gorontalo, Indonesia. The research uses a qualitative approach with an inductive mindset, this research starts from field data regarding the implementation of flood mitigation policies in Gorontalo Regency. The results of the study show that 1) Transmission communication has been carried out by various communication methods, such as apples, coordination meetings, socialization, and dialogue forums, used to disseminate information about flood mitigation policies; 2) Clarity of information shows that stakeholders are trying to ensure that the public understands information about flood disaster mitigation and is able to take appropriate steps when disasters occur; 3) Consistency of information related to disaster mitigation policies, scheduled evaluation practices, participation of community leaders, implementation of coordination meetings, and prevention of leadership dualism are crucial elements carried out by stakeholders. Based on the previous description, policy communication not only focuses on transmission, consistency, and clarity of information in flood mitigation, but must also be adaptive. Governments need to adapt communication to local cultures, values, and situations to ensure policies are more relevant and accepted by the community. The strength of this research is the comprehensive mapping of communication strategies in flood mitigation policies, identifying methods of internal government communication and socialization to the community. This provides a better understanding of the delivery and reception of information. The limitation is that it focuses only on disaster mitigation, so the findings are only relevant for disaster mitigation studies.

Abstract

This study examines strategies for optimizing Local Revenue in North Bolaang Mongondow Regency within the framework of fiscal decentralization, emphasizing efforts to strengthen regional fiscal capacity. Employing an exploratory qualitative approach, the research integrates SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis to explore institutional, managerial, and personnel factors influencing the performance of Local Revenue. Data were gathered through literature review, participant observation, and in-depth interviews with key stakeholders. The findings reveal three major constraints: (1) low public awareness and compliance related to taxation and retribution systems, (2) inadequate transparency and service quality in Local Revenue management, and (3) limited competencies of government personnel in tax regulation enforcement. The study proposes three strategic approaches: market penetration through tourism and creative industry development, market development via support for micro, small, and medium enterprises and cross-sector collaboration, and product development through digital transformation of tax services and civil servant training. The results highlight the importance of institutional reform, accountable governance, and investment in human capital as integrated pathways to improve Local Revenue. Although limited in geographical and methodological scope, the study provides relevant insights for policy refinement. Future research is recommended to employ mixed methods and cross-regional comparisons to deepen understanding of the dynamics between Local Revenue management and regional fiscal independence.

Abstract

This study aims to analyze the availability of data centers and regional promotion needs in supporting e-government implementation through the Family Information System Application (SIGA) at BKKBN Gorontalo Province. It also assesses how SIGA and its integrated dialog features contribute to public services. The findings indicate that data input in SIGA has reached 100%, covering family planning services, field supervision, and families at risk of stunting, both in monthly and annual reports. However, this completeness does not fully reflect field realities, particularly regarding youth groups outside formal education who remain underdocumented. Despite this, SIGA data has become a reference for regional health information policy development. Overall, SIGA has improved public service efficiency through fast, accurate, and timely data delivery. Yet, the system remains limited in providing interactive, two-way communication between government and citizens. This study recommends enhancing SIGA’s dialog function and engaging underrepresented community groups to support inclusive and responsive public services.

Abstract

This study aims to analyze the implementation of the Integrity Zone in creating a clean and corruption-free bureaucracy in the Gorontalo Provincial Government. This study uses a qualitative approach with a case study method, which involves in-depth interviews, observations, and document analysis related to the policies and implementation of the Integrity Zone program in various local government agencies. The results of the study show that the implementation has experienced significant developments, especially in terms of increasing transparency of public services and strengthening the internal monitoring system. However, there are still several obstacles faced, such as the low understanding of employees regarding the concept of integrity in bureaucracy and resistance to change, especially in the implementation of digitalization of administrative servicesTherefore, a more comprehensive strategy is needed to increase the effectiveness of this program, such as optimizing information technology, strengthening internal supervision, and providing incentives for work units that successfully implement the integrity principle optimally. With these steps, it is hoped that the Integrity Zone can become the main instrument in creating cleaner, more transparent, and more accountable governance in Gorontalo Province.

Abstract

Penelitian ini mengambil tempat di Kecamatan Kota Barat dengan rumusan masalah: Bagaimana Pelaksanaan Program Bantuan Pangan Non Tunai di Kecamatan Kota Barat Kota Gorontalo? Penelitian ini bertujuan untuk mengetahui dan menjelaskan tentang pelaksanaanProgram Bantuan Tunai Non Pangan di Kecamatan Kota Barat Kota Gorontalo. Metode penelitian adalah kualitatif. Teknik pengumpulan data menggunakan wawancara, observasi, dan dokumentasi. Jumlah informan dalam penelitian ini adalah tujuh orang. Teknik analisis data yang digunakan adalah triangulasi data. Hasil penelitian menemukan variabel atau faktor keberhasilan implementasi kebijakan pembangunan penanaman modal di Kecamatan Kota Barat Kota Gorontalo. Faktor atau variabel yang menentukan implementasimenurut Donald Van Matter dan Carl Van Horn adalah Komunikasi, Sumber Daya, Disposisi, Struktur Organisasi, dan Lingkungan Ekonomi, Sosial dan Politik. Ternyata semua faktor mempengaruhi pelaksanaan Program Bantuan Pangan Non Tunai di Kecamatan Kota  Barat Kota Gorontalo.
