Abstract

This research aims to understand and describe (1) How is the implementation oof the Bone Bolango tourism development policy, specifically in the botubarani whale shark tourism (2) Determining factors for the success of the implementation of Bone Bolango tourism development policy, particularly in botubarani whale shark tourism. The research employs qualitative with descriptive reaserch type. Data collection methods include observation, interviews, and documentation. Data analysis utilizes the Huberman model. This research also found thet implementing the Bone Bolango toutism development policy, particulary in Botubarani wahel shark tourism, has been effectively executed according to the planning in RIPPDA Number 2 of 2013. However, the govermenment should plan additional attractions for Botubarani whale shark tourism. The execution has followed the plans, but the local government should pay more attention to the facilities available at Botubarani whale shark tourism, and evaaluations are conducted every six months. However, challenges include the formation factor, where there is still a lack of specific information giving structures such as the Touris Information Center (TIC), anf the community has yet to fully exploit the potentials available within this tourism site, such as establishing seafood culinary businesses considering it is a marine/oceanic tourism site.

Abstract

This research aims to determine the performance of the Environmental Service in the Cleanliness Sector in Handling Waste in Gorontalo City as seen from the dimensions of (1) Productivity, (2) Responsiveness, (3) Responsibility, and (4) Accountability. The research method used is qualitative with descriptive research type. Data collection was carried out by observation, interviews and documentation. The results of this research show that the performance of the Environmental Service in the field of cleanliness in handling waste in Gorontalo City has been carried out well, but in terms of (1) Productivity has not reached the target in JAKSTRADA due to limited workforce, facilities and infrastructure, and budget. (2) Responsiveness is still lacking because there are still complaints from the public about untreated waste and from cleaning staff. (3) Responsibility for the implementation of TUPOKSI is still lacking because it has not been supported by training that is appropriate to the responsibilities held, as well as public awareness regarding waste handling. (4) Accountability is still lacking because there is a mismatch between the duties and positions held.

Abstract

quality values in the Boalemo Regency Population and Civil Registration Service through the dimensions (1) Tangible, (2) Reliability, (3) Responsiveness, (4) Assurance, (5) Empathy. The research method used is qualitative with descriptive research type. Data collection was carried out by observation, interviews and documentation. The results of this research show that the implementation of public service quality values in the Boalemo Regency Dukcapil Disdukcapil has been carried out well and is in accordance with the provisions of Law Number 25 of 2009 concerning public services. In terms of dimension (1) Tangible, it is in accordance with the service standards set to provide satisfaction to the community served, however, the attitudes and behavior of employees in providing services to vulnerable communities must be given more attention. (2) Reliability, employee attitudes and behavior in confirming service procedures are in accordance with both technical and administrative requirements that are easy to understand and implement. (3) Responsiveness, the completion time for types of services still needs to be adjusted so that the targets to be achieved are more effective and efficient. (4) Assurance, service fees are in accordance with Law Number 25 of 2009 where there are no fees charged to the public. (5) Empathy, is good enough to understand the desires and needs to satisfy the community as service recipients.

Abstract

This research aims to determine the influence of employee competency on the quality of public services in Dumbo Raya District, Gorontalo City. The approach in this research is quantitative. The sample in this study was 105 people consisting of 93 members of the public and 12 employees. The type of data in this research is primary. The data collection technique is by distributing questionnaires. The data analysis technique uses simple linear regression. The results of this research show that employee competency has a positive and significant effect on the quality of public services at the Dumbo Raya District Office, Gorontalo City. Positive test results mean that the improvement in the quality of public services at the Dumbo Raya District Office, Gorontalo City occurs because employees have good competence in carrying out their mandated duties and responsibilities related to public, technical and administrative services. The influence of employee competency on the quality of public services is 69.00% while the remaining 31.00% is influenced by other variables not examined in this research, such as infrastructure and facilities variables, information systems and technology, policies and procedures, management of budget resources in service, openness and transparency, community participation, supervision, organizational culture as well as partnership and collaboration with the sub-district government.

Abstract

This research aims to find out how much influence work effectiveness has on service performance at the Regional Financial and Asset Agency of Gorontalo Regency. The research method used in this research is a quantitative method. Data collection techniques were obtained from the results of a questionnaire with a sample size of 40 respondents. The data analysis technique uses the R2 coefficient of determination test. Based on the results of research that has been conducted, work effectiveness has an influence of 48.2% on service performance at the Gorontalo Regency Regional Financial and Asset Agency, while the remaining 51.8% is explained by other variables not examined in this research, namely time, supervision and motivation .

Abstract

Public services are very crucial for producing good and dignified government, in line with ensuring that the needs of a more inclusive society are achieved. Public services in the context of this research refer to services in the health sector provided by the Indonesian Red Cross (PMI). This research aims to determine the quality of public services in terms of professionalism, attitude, ease of access, reliability, guarantees in case of errors, and trust using qualitative descriptive research methods. Data was obtained through observation, interviews and documentation. The research results show that from the aspects of professionalism, attitude, ease of access, reliability, guarantees in case of errors, and trust show good results and overall these aspects have had good results, however there are still several challenges that need to be overcome, especially in responsiveness and education about blood donors.

Abstract

This study aims to analyze the policy of collecting restaurant taxes to increase local revenue (PAD) in Gorontalo Regency. This study uses a qualitative descriptive method with primary and secondary data types. The focus of this research is optimizing government policies for collecting restaurant taxes in Gorontalo District. The results of the study show that government policies for collecting restaurant taxes are generally good but not yet effective in increasing local revenue (PAD). This can be seen from the indicators: achieving goals, integration, and adaptation used in capturing data in instruments to achieve maximum goals have not optimally contributed to local tax revenues, especially in the last two years. At the integration stage, in this case, the methods and approaches used during the socialization process have not yielded optimal results, which is evident in the lack of awareness among taxpayers about paying restaurant taxes. Meanwhile, for adaptation, especially the infrastructure or electronic transaction tools used to control and monitor the amount of tax revenue, not all of them can operate the equipment. The low level of public awareness of paying restaurant taxes can be seen from the fact that there are still some people who do not understand the benefits of restaurant taxes as a source of local revenue for Gorontalo Regency.

Abstract

Digital transformation in the era of the industrial revolution 4.0 and society 5.0 provides opportunities for the public sector, including in the procurement of government goods/services, to increase efficiency, transparency, and accountability. This study aims to analyze the implementation of digital transformation in the procurement of goods/services in Gorontalo Province through e-catalogues and online stores (e-purchasing). Research data was collected through in-depth interview methods, observations, and analysis of documents related to procurement transactions. The results of the study show that procurement digitalization has increased the involvement of local MSMEs and minimized the potential for misappropriation. However, there are a number of technical obstacles that affect the smooth implementation, such as the lack of readiness of human resources (HR) and the limitations of integration between digital platforms. To optimize the results of this transformation, more intensive human resource training and improvement of supporting technology infrastructure are needed. Thus, the digital transformation of procurement of goods/services in Gorontalo has the potential to become a more transparent and efficient procurement governance model in the future.

Abstract

This study aims to evaluate the Minimum Service Standard policy in the social sector in Gorontalo Province. The implementation of Minimum Service Standards in the social sector in Gorontalo Province has still not reached the expected optimal target. Some of the main factors that affect the implementation of the Minimum Service Standards in this area include budget limitations, lack of adequate service facilities, and weak coordination between related institutions. This study uses a retroactive evaluation approach to assess the extent to which the implementation of this policy is running, focusing on the potential, policy, and impact of the implementation of the Minimum Service Standards in the field. Based on the results of the analysis, it was found that the achievement of the Minimum Service Standards indicator in several categories is still low, especially in services for people with disabilities, abandoned children, and the elderly in social institutions. This shortage is caused by limited regional budget allocation, lack of professionals, and the absence of more detailed derivative regulations to support policy implementation at the operational level. In addition, the synergy between institutions in the implementation of social programs is also not optimal, resulting in the low quality of services provided to the community. The implications of these findings show that there is a need for the preparation of more specific derivative regulations, institutional capacity building, and more adequate budget allocation to support the implementation of Minimum Service Standards in Gorontalo Province. With improvements in these three aspects, it is hoped that the quality of social services in Gorontalo Province can meet national standards and have a more positive impact on the welfare of people in need. This research makes an important contribution to more effective policy-making in efforts to optimize social services in accordance with the Minimum Service Standards.

Abstract

This study examines the topic of Institutional Revitalization: Realizing the Synchronization of Regional Legislative Programs with Local Government Work Plans in Gorontalo, Indonesia. The thesis statement of the research is that the initial conditions, institutional design, leadership, and collaborative governance process will run optimally when institutional revitalisation is carried out between the Regional People's Representative Council and the Gorontalo Provincial Government so that it can achieve harmony between the main points of thought and the Regional Government Work Plan. The research method uses a qualitative approach. The results of the study show that between the Regional People's Representative Council and the Gorontalo Provincial Government have not established effective communication for the planning process, in this case there are different visions and goals to prioritize the interests of the community; aspects of Leadership, based on research findings that ineffective leadership has an impact on lack of integration between institutions, ineffective internal and external supervision, and weak collaboration between stakeholders; The collaboration process, in accordance with the findings of the research that there are political interests, sectoral ego, lack of effective coordination, lack of commitment, unclear direction and objectives, lack of monitoring and evaluation, lack of public understanding of the division of authority, disconnected communication between government units, lack of involvement of the Regional People's Representative Council in the Planning Process, and mismatch of goals between the Regional People's Representative Council and the Government Province so that the collaboration process has not been maximally achieved. Based on the research findings, in harmonising the Ideas of the Regional House of Representatives and the Regional Government Work Plan in Gorontalo Province, institutional revitalisation in collaborative governance is needed so that the initial conditions, institutional design, leadership and collaboration process between institutions can be achieved effectively.
