Abstract

This study raises the topic of the strategy to increase local revenue by the North Bolaang Mongondow Regency Government. Policy decentralization encourages the existence of local governments to be more competitive in strengthening fiscal capacity through efforts to increase Local Revenue which can be used to finance development programs that directly benefit the local commusnity, such as education, health, infrastructure, and social programs. The contribution of PAD in North Bolaang Mongondow Regency from 2016-2020 tends to increase, although in 2018 there was a slight decline but in 2019 to 2020 it increased again. The research method uses a qualitative approach. The data analysis technique used in this study is the SWOT analysis technique with a qualitative approach consisting of Strengths, Weaknesses, Opportunities, Threats. The results of the study show that: 1) The SWOT analysis shows that the strategy to increase Local Revenue (PAD) of Bolaang Mongondow Regency is in quadrant I with an emphasis on the Progressive Strategy or better known as the ST Strategy; 2) The results of the QSPM analysis show that the TAS figure for external strategic factors of 4.53 is smaller than the TAS figure for internal strategic factors of 4.56; 3) The institutional/organizational aspect of managing local revenue (PAD) has implemented an employee placement system based on expertise in carrying out their main tasks and functions in each field; 4) The Governance Aspect, electronic transactions have a significant positive impact on local revenue by increasing tax compliance, administrative efficiency, and diversification of revenue sources; 5) The Personnel Aspect, shows that education and training programs related to regional financial management are in line with those carried out by the BPKD of North Bolaang Mongondow Regency by involving its employees in functional and managerial training as well as financial training at the central and regional levels.

Abstract

This study examines the application of Dynamic Governance in the investment climate development program in Gorontalo Province. The concept of Dynamic Governance includes adaptive and proactive governance in dealing with economic dynamics. The purpose of this study is to evaluate the effectiveness of local government policies in encouraging investment by considering factors such as regulations, infrastructure, and coordination between institutions. This research uses a qualitative approach through in-depth interviews with government officials, business actors, and investors. The results show that although Dynamic Governance has great potential in improving the investment climate, some key challenges still need to be overcome. These challenges include frequently changing regulations, weak cross-sectoral coordination, and inadequate infrastructure. These findings highlight the importance of more flexible, innovative, and participatory policies, as well as the need to increase the digitalization of licensing services to improve efficiency and transparency. This study contributes to the theory of Dynamic Governance by showing that dynamic governance can help local governments respond to investment challenges more effectively. The strength of this research lies in its in-depth and comprehensive qualitative approach, while its weakness is the limited scope of data that only focuses on Gorontalo Province. The results of this research are expected to be the basis for local governments in creating policies that are more responsive and relevant to the needs of investors.

Abstract

Fiscal decentralisation is the basic capital to reach better governance, regional development, and fiscal autonomy. This paper discusses financial management barriers and opportunities in the Gorontalo Province, a region with low fiscal autonomy, as shown by its index and heavy dependency on central government transfer. This qualitative research, using data from interviews and document studies, found various inefficiencies in the province, such as incongruence between expenditures and revenues, lack of coordination among stakeholders, non-compliance by taxpayers, and delays in financial reporting. Drawing on the theoretical work of Schick (1998) for a framework for public expenditure management and using empirical evidence, this paper proposes an integrated strategy toward a better fiscal management system, diversification of revenue sources, enhancements in planning techniques, introduction of comprehensive accounting mechanisms, and stakeholder participation. This paper contributes to the debate on fiscal decentralisation by giving practical suggestions on how to achieve fiscal autonomy and promote sustainable development in economically less-developed regions.

Abstract

Penataan keberagaman suku bangsa menjadi perhatian serius bagi bangsa dan negara Republik Indonesia yang memiliki kondisi demografi yang heterogen, diperlukan suatu model yang pasti dalam mengelola keberagaman tersebut. Berkat keluhuran budi para Pendiri Bangsa yang memilih dasar negara Pancasila dan merumuskannya dalam kebijakan makro melalui Undang-Undang Dasar 1945, nilai-nilai dasar negara sebagai model tradisi multikulturalisme mampu menata keberagaman demografi yang ada di negara kita. Tujuan penelitian ini adalah untuk mencari jawaban langsung tentang bentuk-bentuk penataan keberagaman suku bangsa di Kabupaten Boalemo Provinsi Gorontalo, mengungkap faktor-faktor yang mendukung keberhasilan penataan keberagaman suku bangsa, melihat implikasi penataan suku bangsa di Kabupaten Boalemo Provinsi Gorontalo. Tujuan penelitian ini adalah menggunakan metode penelitian kualitatif. Hasil temuan penelitian dapat disimpulkan bahwa (1). Penataan keberagaman suku bangsa di kabupaten melalui Forum Komunikasi Antarumat Beragama (FKUB) sebagai implementasi kebijakan makro pemerintah pusat masih dalam kondisi yang sangat kokoh dalam mewujudkan integrasi nasional, (2) Faktor-faktor yang mendukung keberhasilan penataan keberagaman suku bangsa di daerah transmigrasi Kabupaten Boalemo Provinsi Gorontalo, disebabkan oleh kearifan lokal dan peran lembaga pendidikan formal, (3) Dampak penataan keberagaman suku bangsa di wilayah tersebut memberikan kontribusi terhadap kenyamanan warga transmigrasi untuk mengembangkan usaha bersama tanpa adanya gesekan sosial. Semoga kondisi ini dapat terus dipertahankan guna menjaga integrasi nasional.

Abstract

Penelitian ini menganalisis penerapan collaborative governance dalam perencanaan pembangunan di Provinsi Gorontalo, khususnya penyelarasan antara Pokok-pokok Pikiran DPRD dan Rencana Kerja Pemerintah Daerah (RKPD). Dengan pendekatan kualitatif, data diperoleh melalui wawancara, observasi, dan analisis dokumen, serta divalidasi dengan triangulasi dan FGD. Hasil penelitian menunjukkan tantangan berupa kurangnya koordinasi, desain kelembagaan yang lemah, dan pengaruh ego sektoral. Namun, harmoni kebijakan dapat dicapai melalui kepercayaan, transparansi, dan kolaborasi yang inklusif. Penelitian ini merekomendasikan penguatan kelembagaan, kepemimpinan visioner, dan pelibatan publik untuk menghasilkan perencanaan pembangunan yang efektif dan responsif. Temuan ini memberikan kontribusi terhadap pengembangan praktik kepemerintahan di Indonesia.

Abstract

This study evaluates the implementation of Minimum Service Standards (SPM) in the social sector in Gorontalo Province, which aims to improve the welfare of vulnerable communities such as people with disabilities, neglected children, and the elderly. A descriptive-qualitative approach is used to analyze target achievement, service facilities, human resource (HR) capacity, and cooperation between stakeholders.The results of the study show an increase in SPM achievement from 55.46% in 2022 to 70.30% in 2023. However, service facilities and HR competencies still need improvement. Cross-sectoral collaboration helps overcome obstacles, but is not yet fully optimal. Opportunities for improvement include service digitalization, HR training, and strengthening partnerships. Strategic recommendations include increasing the budget, developing a policy roadmap, and public education campaigns. These steps are expected to encourage the achievement of more effective SPM to improve social welfare in Gorontalo.

Abstract

Program Keluarga Harapan merupakan salah satu program bantuan bersyarat dari pemerintah dengan tujuan untuk mengurangi angka kemiskinan, di Desa Dulupi pelaksanaan PKH sudah efektif .Penelitian ini bertujuan untuk mengetahui dan menganalisis Efektivitas Program Keluarga Harapan(PKH) dalam menanggulangi kemiskinan di Desa Dulupi dan untuk mengetahui dan menganalisis faktor-faktor yang menentukan Efektivitas Program Keluarga Harapan dalam menanggulangi kemiskinan di Desa Dulupi. Metode yang digunakan dalam penelitian ini adalah metode kualitatif. Hasil penelitian menunjukkan bahwa pelaksanaan Program Keluarga Harapan di Desa Dulupi sudah cukup efektif dilihat dari beberapa variable yang digunakan dimana perhitungan biaya tidak ada keterlibatan pemerintah desa semua rincian anggaran diatur oleh Kementerian Sosial Republik Indonesia, sasaran dari penerima PKH di Desa Dulupi sudah tepat sasaran dimana yang mendapatkan bantuan yaitu masyarakat yang tergolong RTSM. Selain menggunakan variabel-variabel diatas tingkat efektivitas juga dapat diukur melalui faktor-faktor yang mempengaruhi tingkat keberhasilan suatu program dalam upaya pengentasan kemiskinan yaitu sasaran,koordinasi,sosialisasi dan jumlah bantuan. 1) Sasaran dari program ini yaitu ibu hamil/menyusui,balita, anak usia sekolah SD-SMA, Lansia dan Penyandang Disabilitas Berat. 2) Koordinasi antara Pemda dan Pemdes berjalan dengan baik secara teknis. Dimana pemdes menjadi jembatan untuk mendata masyarakat miskin yang akan dimasukkan ke DTKS agar bisa menerima bantuan PKH. 3) Sosialisasi adalah bentuk arahan dari Pendamping PKH tiap bulannya atau bahkan 1 tahun 3 kali untuk mengedukasi penggunaan bantuan agar tidak disalahgunakan dan memfasilitasi masyarakat agar tidak terus menerus berada di lingkaran kemiskinan. 4) Jumlah bantuan, uang yang diterimakan sudah sesuai dengan rincian anggaran dan biaya yang sudah dihitung oleh pemerintah pusat.

Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis Manajemen Aset Kendaraan Dinas Operasional pada Badan Keuangan Kota Gorontalo. Metode penelitian ini menggunakan deskriptif kualitatif. Hasil penelitin menunjukkan bahwa Manajemen Aset Kendaraan Dinas Operasional pada Badan Keuangan Kota Gorontalo baik inventarisasi aset, legal audit, penilaian aset, optimalisasi aset dan pengawasan aset. Pada umumnya sudah terlaksana namun belum optimal. Dilihat dari tahap inventarisasi aset sudah sesuai dengan prosedur tetapi dapat dikatakan belum berjalan dengan baik karena masih terdapat kendaraan dinas operasional yang tidak ditemukan fisiknya, tidak memiliki dokumen kepemilikan, pengecekan fisik kendaraan dinas operasional yang belum optimal, dan kurangnya sumber daya manusia dalam mengelola aset. Pada tahap legal audit dalam mengamankan kendaraan dinas operasional sudah berjalan dengan baik sesuai peraturan yang berlaku. Pada tahap penilaian aset kendaraan dinas operasional sudah dilakukan dengan baik menggunakan jasa penilai yang bersertifikat. Pada tahap optimalisasi aset kendaraan dinas operasional sudah dilakukan dengan baik dilihat dengan adanya pengecekan kelayakan fisik kendaraan dinas operasional dengan kondisi baik, kurang baik dan rusak berat lalu melakukan optimalisasi aset yang tidak berpotensi melalui penjualan hingga penghapusan. Pada pengawasan kendaraan dinas operasional sudah berjalan dengan baik sesuai dengan peraturan yang berlaku.

Abstract

This study aims to analyze the implementation of bureaucratic reform policies in Gorontalo Province, with a focus on the development of integrity zones towards Corruption-Free and Clean and Serving Bureaucratic Areas. The research method used is a qualitative descriptive approach with data collection techniques through interviews, observations, and studies documentation. The results of the study indicate that the implementation of bureaucratic reform policies in Gorontalo has had a positive impact, such as improving the quality of public services, The efficiency, and strengthening the accountability of the apparatus. However, there are significant obstacles, including resistance to change, budget constraints, and lack of coordination between work units. On the other hand, support from regional leaders, commitment of the apparatus, and the existence of clear technical guidelines are supporting factors in the implementation of this policy. The recommended strategies are strengthening the capacity of implementers, decentralizing decision-making, digitalizing public services, intensive socialization to the community, and data-based policy evaluation. With the implementation of this strategy, it is hoped that bureaucratic reform in Gorontalo can run more effectively, producing a bureaucracy that is professional, transparent, and responsive to the needs of the community.

Abstract

This study aims to explore the synergy between the DPRD and the provincial government in order to create effective governance using a collaborative governance approach. This study focuses on four key elements, namely initial conditions, institutional design, leadership, and collaboration processes. Qualitative methods are applied with data collection techniques in the form of in-depth interviews, field observations, documentation studies, and focus group discussions. The results of the study indicate that collaboration between the DPRD and the provincial government is often colored by differences in priorities. The DPRD tends to focus on constituent aspirations, while the provincial government emphasizes macro-scale development strategies. Institutional designs, such as public consultation forums and Musrenbang , although designed to support collaboration, still require optimization to be more effective. Inclusive and communicative leadership plays an important role in building harmonious working relationships, while less responsive leadership can be an obstacle. This study recommends aligning visions, strengthening institutional mechanisms, developing collaborative leadership styles, and using technology to increase transparency and efficiency. These findings are expected to contribute to improving regional governance in a more inclusive and sustainable manner.
