Abstract

This article examines the financial management of the government of Aceh, which is supported by special autonomy funds. It is a war compensation and recovery from the tsunami disaster following the signing of a peace accord between the Free Aceh Movement (GAM) and the Government of Indonesia for development to increase the Acehnese people's well-being, disbursed by the central government. But the governance of the special autonomy fund it runs has not been able to help Aceh get out of poverty according to national standards. The article employed a descriptive qualitative approach, then purposive sampling used by the authors as the technique to identify people to interview about Aceh's poverty and special autonomy fund issues. Open publications, whether they be official government documents such as rules or decisions, newspapers or magazines, or scientific references such as books or journals were secondary data used by authors. The findings revealed that the management of the special autonomy fund lacks a mature grand design, such that the management rules change annually and are also influenced by the tug-of-war between the Aceh government and the region/city governments. Then, the principle of accountability was not properly implemented, so these two findings were unable to affect the substance of the poverty sector in Aceh, causing Aceh's poverty to consistently fall below the national average.Artikel ini mengkaji masalah pengelolaan keuangan pemerintah Aceh yang ditopang oleh dana otonomi khusus. Dana Otonomi Khusus ini merupakan untuk pemulihan dari bencana tsunami dan kompensasi perang setelah penandatanganan kesepakatan damai antara Gerakan Aceh Merdeka (GAM) dan Pemerintah Indonesia yang bertujuan untuk pembangunan peningkatan kesejahteraan rakyat Aceh, yang dikucurkan oleh pemerintah pusat. Namun tata kelola dana otsus yang dijalankannya belum mampu membantu Aceh keluar dari zona kemiskinan sesuai standar nasional. Artikel ini menggunakan pendekatan kualitatif deskriptif, kemudian purposive sampling digunakan oleh penulis sebagai teknik untuk mengidentifikasi orang-orang yang akan diwawancarai tentang masalah kemiskinan dan dana otonomi khusus Aceh. Publikasi terbuka, baik berupa dokumen resmi pemerintah seperti peraturan atau keputusan, surat kabar atau majalah, atau referensi ilmiah seperti buku atau jurnal merupakan data sekunder yang digunakan oleh penulis. Temuan menunjukkan bahwa pengelolaan dana otsus tidak memiliki grand design yang matang, sehingga aturan pengelolaannya berubah setiap tahun dan juga dipengaruhi oleh tarik ulur antara pemerintah Aceh dengan pemerintah daerah/kota. Kemudian, prinsip akuntabilitas tidak diterapkan dengan baik, sehingga tidak mampu mempengaruhi permasalahan  substantif sektor kemiskinan di Aceh dan menyebabkan kemiskinan Aceh secara konsisten berada di bawah rata-rata nasional.

Abstract

Perkembangan teknologi Artificial intelligence (AI) atau kecerdasan buatan telah menghadirkan peluang baru dalam transformasi sistem pendidikan, termasuk pada jenjang sekolah dasar. Namun, sebagian besar guru masih menghadapi keterbatasan dalam pemahaman dan keterampilan memanfaatkan teknologi ini untuk mendukung proses belajar mengajar. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk memperkuat kapasitas guru dalam menerapkan AI sebagai inovasi pembelajaran yang adaptif dan kontekstual. Kegiatan dilaksanakan di SD Negeri 3 Meulaboh dengan menggunakan pendekatan partisipatif melalui serangkaian kegiatan sosialisasi, demonstrasi, praktik langsung, dan diskusi reflektif. Hasil kegiatan menunjukkan peningkatan signifikan dalam literasi digital guru, baik pada aspek pemahaman konsep maupun kemampuan mengoperasikan aplikasi berbasis AI seperti ChatGPT, Canva AI, dan Wordwall dalam pengembangan media pembelajaran. Kegiatan ini juga menumbuhkan kesadaran kolektif untuk membangun jejaring belajar antarguru sebagai upaya berkelanjutan dalam penerapan teknologi digital di lingkungan sekolah. Melalui kegiatan ini, universitas berperan aktif dalam menjembatani kesenjangan teknologi di dunia pendidikan dasar serta mendukung terwujudnya ekosistem pembelajaran yang inovatif dan inklusif di era digital.

Abstract

Environmental degradation, particularly caused by plastic waste, remains a global issue that requires comprehensive management and the involvement of various stakeholders. One effective approach is the provision of environmental education from an early age through innovative and engaging methods. This community service activity aimed to foster environmental awareness and enhance children’s creativity through ecoprint training using the pounding technique at SDN 01 Percontohan, West Aceh. The activity consisted of socialization, hands-on training, and evaluation using pretests and posttests, involving 40 fifth-grade students. The results showed an increase in students’ knowledge of environmental conservation as well as their ability to create artwork from natural materials. The students successfully produced tote bags with unique ecoprint motifs, which contributed to the improvement of their motor skills and their sense of responsibility toward the environment. Overall, ecoprint training proved effective in enhancing students’ environmental awareness and creativity. The success of this program has encouraged the expansion of similar activities to other schools to help develop a generation that is more environmentally conscious.

Abstract

The purpose of this research is to examine the West Aceh District's strategy for overcoming undergraduate unemployment and reaching the poverty level. This study uses a qualitative descriptive method by examining various government policy strategies that have been proposed to do so. The results of the study found that the government had issued several policies aimed at reducing poverty due to high unemployment, such as issuing permits to open business locations in various fields in West Aceh, issuing permits for establishing large companies after fulfilling special procedures and requirements, implementing pre-employment programs, and implementing programs for productive workforce training at the West Aceh job training center.

Abstract

This study aims to determine how a country's abundant natural resource wealth can be utilised to bolster its economy and alleviate poverty. This study focuses on the use of natural resources to expedite development. This investigation makes use of a library-based qualitative research strategy. Data was gathered by conducting a Scopus search for natural resources-related journal articles using titles, keywords, and abstracts as metadata search references, and then analysing the results with the VOSviewer tool. We used VOSviewer to determine how many articles had been published on natural resources and discovered that a country's natural resources exceed its economic development. The purpose of utilising VOSviewer is to use it as a resource to conduct precise content analysis based on the researcher's name, publication year, researcher productivity, and natural resource research trends. This analysis was conducted for the purpose of examining the author's collaboration in the natural resources and poverty fields. The results indicate that natural resource-rich regions do not guarantee increased economic growth or reductions in poverty. Poverty in Indonesia is a complex issue, despite the fact that a number of developing nations have been successful in implementing improvements in national production and income and in reflecting the level of well-being among the country's population. The conclusion demonstrates that the resource curse in Indonesia is a result of poor resource management, which causes poverty. The influence of the resource curse on government social spending emphasises the significance of government accountability and transparency in relation to natural resource wealth.

Abstract

This research examines governance strategies to address gender inequality in the mining industry and enhance women’s empowerment. It identifies barriers preventing women from accessing opportunities and leadership roles through a systematic review of 37 articles published between 2014 and 2024. Data analysis using NVivo 12 Plus focused on themes such as women’s roles, challenges, and gender dynamics, while VOSviewer was employed for bibliometric analysis. The findings reveal systemic barriers, including limited training, unequal pay, and exclusion from decision-making. The study underscores the need for inclusive policies and gender-sensitive governance to drive meaningful change, aligning with the Sustainable Development Goals (SDGs), particularly gender equality (SDG 5) and decent work and economic growth (SDG 8). It calls for comprehensive policies, comparative analyses of effective strategies across contexts, and integration of community perspectives into empowerment initiatives. Strengthening governance frameworks and fostering collaboration between stakeholders, policymakers, and local communities can enhance gender equality and inclusive growth in mining. Future research should further explore policy effectiveness, cross-national comparisons, and innovative governance models to address structural inequalities and promote sustainable economic participation for women.

Abstract

This study aims to analyze the capacity and balance of Lhok Bubon tourism based on sustainable ecotourism and Acehnese local wisdom. The research approach is sequential, starting with quantitative analysis and then deepened qualitatively. Based on an area of ​​120 hectares, the maximum capacity of the area reaches 20,700 visitors per day with two visit cycles. The marine tourism suitability analysis produces a score of 500 in the suitable category. Supporting parameters include depth in the very suitable category, freshwater sources of sandy beaches, and open land cover also have a very suitable category, the basic material of the coral sand substrate has a suitable category. Constraints found in air clarity are less suitable. For snorkeling and diving, most physical parameters of waves, current speed, pH, salinity, and air clarity are in the S1 (Very Suitable) category, except for coral reef diversity (<25%) which is in the N (Not Suitable) category. Overall, Lhok Bubon Beach is worthy of being developed as an ecotourism habitat, but by helping with coral reef restoration, facilities, and strengthening local values, the novelty in this research is the integration of carrying capacity, tourism suitability, and local wisdom of Aceh, in addition to the quantitative-qualitative sequential approach in assessing coastal ecotourism. Abstract

The contrast between the global acclaim of Gayo Arabica coffee and the ongoing impoverishment of its growers in Bener Meriah Regency, Indonesia, underscores a significant deficiency in policy execution. This study seeks to evaluate the implementation of the local coffee farmer empowerment policy, based on Qanun No. 16 of 2016 and executed by the Department of Agriculture and Food. Data were gathered utilizing a qualitative case study methodology, employing in-depth interviews and document analysis. Thematic analysis was performed utilizing George C. Edwards III’s policy implementation model, concentrating on four variables: communication, resources, disposition, and bureaucratic structure. The findings indicate that although government implementers have exhibited significant dedication and human resource competence, the program faced obstacles due to inconsistent communication, insufficient physical infrastructure, limited farmer engagement, and poor coordination with village-level organizations. The limitations constrained the policy’s efficacy in converting conventional coffee processes into more lucrative post-harvest processing. The persistence of structural and contextual constraints reduced the program’s capacity to improve farmers’ welfare and contributed to the continuation of existing disparities. Recommendations encompass enhancing localized communication, investing in critical infrastructure, offering transitional incentives, and facilitating more adaptive and participatory implementation frameworks.

Abstract

This study examines the authority of Imum Mukim in the sustainable governance of customary forests in Peudada Subdistrict, Bireuen Regency, Aceh, from a Green Politics perspective. Although Mukim institutions are formally recognized within Aceh’s legal framework, their practical authority in forest governance remains weak and marginal. This research aims to analyze the causes of this institutional paradox and to explain why Mukim functions merely as a normative actor rather than an effective governing authority. Using qualitative library-based research supported by document analysis of legal instruments, policy documents, and relevant academic literature, this study applies Green Politics and Political Ecology frameworks to interpret the gap between formal recognition and practical authority. The findings reveal a persistent institutional dualism in Mukim governance: while Mukim holds strong normative and cultural legitimacy, it lacks regulative and enforcement power due to regulatory fragmentation, state-centric forest governance, and power asymmetries with corporate and bureaucratic actors. As a result, Mukim operates as a “phantom institution” recognized symbolically but excluded substantively from decision-making processes. This study concludes that strengthening customary forest governance requires not only legal recognition but also institutional integration, regulatory coherence, and redistribution of authority toward indigenous governance structures. These findings contribute to Green Politics debates on ecological justice and local sustainability.

Abstract

The collection of land belonging to the Yogyakarta Palace or Sultan Ground (SG) and the Paku Alaman Duchy or Paku Alam Ground (PAG) land has been slow due to overlapping regulations. The collection of Sultan Ground and Paku Alam Ground land which is regulated in the Privileges Act is hampered by changes in the status of land ownership at the village level which belongs to the state and individuals. The certification process by the National Land Agency cannot be carried out yet. This data collection is based on Special Region Regulation No. 1 of 2017 concerning Management and Utilization of Sultanate Land and Duchy Land. The purpose of this study was to analyze land management policies in sustainable areas in the regencies (four) villages in Bantul Regency and Sleman Regency. This type of research conducted by the author is a mixed/mixed research (mixed methodology). Data analysis techniques in this study used the Nvivo 12 Plus software, processing by using the Crosstab Query Analysis, Cluster Analysis, Comparasis Diagram Analysis features. The results of research in land management are still not carried out correctly and evenly. Several problems were encountered, such as the absence of road access, missing land boundaries, land parcels occupying other community lands, and conflicts. Pendataan tanah milik Keraton Yogyakarta atau Sultan Ground (SG) dan tanah Kadipaten Paku Alaman atau Paku Alam Ground (PAG) berjalan lambat karena terkendala aturan yang tumpang tindih. Pendataan tanah Sultan Ground dan Paku Alam Ground yang diatur dalam Undang-Undang Keistimewaan terganjal oleh perubahan status kepemilikan tanah di tingkat desa yang menjadi milik negara dan perorangan. Akibatnya proses sertifikasi oleh Badan Pertanahan Nasional belum bisa dilakukan. Pendataan ini dilandasi Peraturan Daerah Istimewa No 1 Tahun 2017 tentang Pengelolaan dan Pemanfaatan Tanah Kasultanan dan Tanah Kadipaten. Tujuan penelitian ini untuk menganalisis kebijakan penataan pertanahan di kawasan berkesinambungan di 4 (empat) desa di Kabupaten Bantul dan Kabupaten Sleman. Jenis penelitian yang dilakukan oleh penulis adalah penelitian campuran/kombinasi (mixed methodology). Teknik analisis data dalam penelitian ini menggunakan software Nvivo 12 Plus, mengolah dengan menggunkan fitur Crosstab Query Analysis, Cluster Analysis, Comparasison Diagram Analysis. Hasil penelitian dalam penataan pertanahan masih belum dilakukan secara baik dan merata, terdapat beberapa permasalahan yang dijumpai seperti tidak adanya akses jalan, batas tanah yang hilang, bidang tanah menempati wilayah tanah masyarakat yang lain, dan konflik.
