Abstract

Fund allocation policy infrastructure development in the area of Semarang in line with one of the principles of poverty reduction is to improve poor people's access to basic services. Only in District Pedurungan experiencing poverty increased amount while the allocation of development funds to increase. The purpose of this study was to analyze the contents of deliberative policy (content of policy) and implementation environment (context of impelementation) policy of allocation of funds for development of infrastructure in Sub Pedurungan region. The method used is deliberative analysis method that uses the concept of good governance as an analytical tool. Results from this study indicate that the deliberative analysis of the nine parameters that have the greatest correlation is the principle of participation. For most indicators correlated with the principle of deliberative analysis is the location of the decision-making correlates with the principles of participation, rule of law, transparency, and accountability. While the deliberative analysis parameters that correlate to the environment fund allocation policy implementation infrastructure development in the district region Pedurungan, Semarang City, among others, the rule of law, responsiveness¸dan strategic vision. Of the three parameters most correlated is the principle of responsiveness. For most indicators correlated with the principle of deliberative analysis is compliance and implementing responses were correlated with the principle of rule of law and responsiveness. The conclusion from this study is that there are three factors on the content of the policy with criteria of deliberative analysis of their implementation is still weak participation on the type of benefit, transparency and accountability on the location of decision making, as well as resources with criteria of transparency and efficiency. Recommendations are given is intensifying LPMK to improve supervision and for the price standardization efforts to ensure the efficiency of development.

Abstract

The Goverment of Blora Regency published regulation number 2 in 2012 about ordering of tradional market, shopping central, and modern store as one step to protect traditional market from many shopping center and modern market which built in Blora. The low level of performance that be background of this research. The research is aimed to evaluate ordering traditional market, shopping center, and modern store at Blora Regency. The implementer in this policy is Departement Of Trading, Cooperative and Micro Small Medium Enterpreneur. This research use evaluation indicator by William Dunn like effectiveness, sufficiency, responsiveness, and accuracy. The research method is qualitative and the technique data collect by interviews, observation, and documentation. The result, not maximum with the goals because there are shopping center and modern store are too close with traditional market, there is not yet partnership between shopping center and modern store with micro, small, and medium enterpreneur/tradional market and empowering that not comprehansive.

Abstract

Retribusi Pelayanan Parkir di Tepi Jalan Umum merupakan pembayaran atas penggunaan tempat yang diselenggarakan oleh Pemerintah Daerah sebagai salah satu penyumbang retribusi daerah pada khususnya dan Pendapatan Asli Daerah pada umumnya. Kabupaten Tegal merupakan salah satu wilayah daerah yang memiliki potensi lahan parkir di tepi jalan umum yang cukup banyak dengan jumlah pengendara motor yang terus bertambah setiap tahunnya. Namun penerimaan Retribusi Pelayanan Parkir di Tepi Jalan Umum Kabupaten Tegal tidak memenuhi target yang telah ditentukan oleh Dinas Perhubungan Kabupaten Tegal. Permasalahan juga terjadi di lapangan seperti terjadi perbedaan pungutan tarif parkir, maraknya juru parkir liar, maraknya oknum yang memanfaatkan lemahnya pengawasan Pemerintah dan lain-lain. Tujuan penlitian ini adalah untuk menganalisis kesesuaian Implementasi Retribusi Pelayanan Parkir di Tepi Jalan Umum dengan Peraturan Daerah Kabupaten Tegal Nomor 3 tahun 2014 dan untuk menganalisis faktor-faktor penentu dalam proses Implemetasi Retribusi Pelayanan Parkir di Tepi Jalan Umum Kabupaten Tegal. Metode penelitian menggunakan kualitatif deskriptif dengan teknik pengumpulan data berupa wawancara, observasi dan dokumentasi. Analisis data menggunakan teori implementasi kebijakan Merilee S. Grindle. Hasil penelitian menunjukkan bahwa implementasi kebijakan retribusi parkir di tepi jalan umum Kabupaten Tegal yang dilihat dari penyelenggaraan Peraturan Daerah Kabupaten Tegal Nomor 3 Tahun 2014 tentang Retribusi Daerah dikatakan belum efektif. hal tersebut dapat dilihat dari beberapa aturan yang terdapat dalam Peraturan Daerah tidak dijalankan dengan maksimal. Implementasi kebijakan retribusi parkir di tepi jalan umum Kabupaten Tegal dinilai belum sesuai dengan teori Merilee S. Grindle karena terdapat beberapa indikator yang dilaksanakan di lapangan belum sesuai dengan teori yang ada.

Abstract

The program of recording the death certificate by the Population and Civil Registration Office of the City of Semarang is one of the steps taken by the Semarang City Government to organize and discipline the population documents of the Semarang City community. The role of the government, especially the Semarang Population and Civil Registration Service, is very important in the success of the death certificate registration program. This study aims to evaluate the results of the program of recording the death certificate in the Semarang City Population and Civil Registration Service and knowing the obstacles and driving the program. The theory used in this study is the theory of William Dunn who has five indicators in conducting policy evaluation activities. The five indicators are effectiveness, efficiency, adequacy, leveling, responsiveness. Based on the results of the study showed that the level of achievement of the principle of recording death certificates in the city of Semarang was still low when compared to other programs related to population documents, which amounted to 31.51%. Found things - things that hinder the running of the program namely lack of adequate communication and human resources. The recommendation that can be given is to increase human resources and improve communication patterns.

Abstract

The massive case of corruption in procurement of goods and services encourage the government to publish new policy named e-procurement .E-procurement considered the government able to overcome the problems in procurement as cases of corruption, Diponegoro University as institutions college also implement e-procurement in the need procurement of goods and services, but in the application faces obstacles and makes the implementation not be optimal. Problems underlying as deficiency human resources, incompleteness supporting facilities, as well as lack of readiness the target group is the major cause. This report is written with research methodology qualitative and description aimed at know the state of the implementation of e-procurement and know by factors in support and inhibitors of of e-procurement. The result of this research when viewed from the effectiveness of the implementation not yet optimal because it is still the low understanding the target group and the factors barrier namely the resources and bureaucratic structure of the actor e-procurement policy at the Diponegoro University. Based on the outcome of this research recommended to do improve the quality of related to the procurement of goods and services by means of .Informed to the target group about actor implementor, do maintenance on the software and hardwere at regular intervals , inviting people to apply supervision , improvement of infrastructure , do recruitmen staff as well as fix jobdesk staff.

Abstract

The existence of traditional markets declined with the rapid development of modern markets. The presence of professionally managed modern markets is claimed to have discredited the existence of traditional markets. The development of market revitalization that has been proclaimed by the government is an effort to maintain the existence of traditional market itself, this effort to increase market competitiveness to modern market. This study aims to identify the problem of market development policy of Feathers based on Local Regulation No. 9 of 2013 on Traditional Market Setup and formulate alternative of market development of Feathers based on Noomor 9 Year 2013 Regulation on Traditional Market Setting. The research method used in this research is descriptive qualitative method. The theory used is the theory of brigman and Davis which mentions there are five stages of policy analysis are among others (1) Formulate policy formulation; (2) Determining Policy Objectives (3) Identifying Policy Parameters; (4) finding policy alternatives; (5) Decide on alternative policy. The parameters in this policy analysis use parameters from Patton and Sawicky which state there are four criteria in assessing policy alternatives: technical feasibility, economic and financial possibilities, political feasibility and administrative feasibility. The results of the research indicate that the policy alternatives found in the implementation of the Bulu market development policy are (1) to improve the market management of Feathers covering the availability and maintenance of market facilities, the arrangement of market zoning, the availability of market security and the empowerment of market traders; (2) Increasing compliance of market traders Furs (3) increasing acceptance of market levies Feathers (4) enhancing market competitiveness Feathers. The chosen alternative is to improve the market management of Feathers by stating that the research findings of the researcher is an elite model in the policy-making model

Abstract

An integrated movement of health, economic, education, infrastucture, enviroment (GERDU KEMPLING) program in Semarang is a policy about accelerating proverty reduction and the real action of “Sapta Program” from Semarang Goverment. The policy has a goal for reaching the decreacing of proverty’s level in 2011 – 2015 at Semarang. In the first idea, it has been planned that the policy would invite all sectors in Semarang, including private sectors and the citizen. Then a policy can be applied well, if it uses a correct policy instrument in its implementation. And in this research, it will discuss about which one of policy instrument that has been used in Gerdu Kempling program. The result shows in implementing this policy, the actors use mixed instrument, and more head for subsidies instrument. It’s proved by there are mixturing among regulation from compulsary instrument and family and community and market from voluntary instrument. After that, the subsidies instrument can be proved by types of help that have been given to poor citizen, which are coaching and tools. In other hand, in implementing this policy with mixed instrument has some problems in it. Over all, the problems are about support instruments have not maximal in their action.

Abstract

The Government of Semarang through Local Regulation Number 4 of 2008 about poverty reduction in Semarang City which is an acceleration in poverty reduction efforts. The strategy called Gerdu Kempling (Integrated Health, Economy, Education, Infrastructure, and Environment ) and one of the program that is New Entrepreneur Program by Dinas Tenaga Kerja dan Transmigrasi Kota Semarang. This research was meant to find out how the implementation of New Entrepreneur Program by Dinas Tenaga Kerja Dan Transmigrasi that supports Gerdu Kempling Kota Semarang in 2014 and knowing the influence factors of this implementation. New Entrepreneur Program has been part of Gerdu Kempling starting in 2011. There are three locations in this research: Village of Bulusan, Ngadirgo and Padangsari. This research using qualitative descriptive research methods. The subject in this study consisted of eight (8) informants. The results showed that the implementation of New Entrepreneur Program are still less effective that is seen from the precision implementation aspects. The factors that influence the implementation such as the goals and basic of policy, resource policy, communication and implementation activities, the implementing agency characteristics, external conditions as well as the disposition of the implementor are still less optimal too. Based on these conclusions, the researcher recommend to the implementation agency and target of this program need high commitment and take maximal advantages for sustainable in order to achieve the purpose of this program.

Abstract

Kekerasan Berbasis Gender (KBG) merupakan kekerasan yang terjadi karena adanya relasi timpang berbasis kuasa, yang memperlihatkan adanya diskriminasi terhadap gender tertentu, sehingga terjadi ketimpangan hak antargender, di mana suatu gender dianggap lebih tinggi daripada gender lainnya. Kekerasan Terhadap Perempuan (KTP) juga disebut sebagai kekerasan berbasis gender. Tingginya kasus kekerasan terhadap perempuan di Indonesia yang tercatatat dalam Catatan Tahunan (CATAHU) Komisi Nasional Perempuan (Komnas Perempuan) Indonesia memperlihatkan bahwa perlindungan dan jaminan terhadap perempuan sangatlah penting untuk menekan angka kasus kekerasan. Pemerintah Daerah Kabupaten Wonogiri dalam menyelenggarakan perlindungan perempuan telah menetapkan kebijakan Peraturan Daerah Kabupaten Wonogiri Nomor 2 Tahun 2013 Tentang Penyelenggaraan Perlindungan Terhadap Korban Kekerasan Berbasis Gender dan Anak. Penelitian ini merupakan penelitian deskriptif kualitatif yang bertujuan untuk mengevaluasi kebijakan perlindungan terhadap korban kekerasan berbasis gender di Kabupaten Wonogiri serta mengidentifikasi Critical Success Factors (CSF) yang mempengaruhi keberhasilan kebijakan tersebut. Hasil penelitian menunjukkan bahwa kriteria evaluasi William Dunn yang dibagi menjadi enam kriteria, yakni efektivitas, efisiensi, kecukupan, pemerataan, responsivitas dan ketepatan belum tercapai. Kemudian yang menjadi CSF pada pada penelitian ini diantaranya koordinasi antar-stakeholders dalam melindungi korban kekerasan berbasis gender, sosialisasi terkait kesetaraan gender sampai ke masyarakat luas, rendahnya komitmen dari Pemerintah Daerah Kabupaten Wonogiri, pengaruh P2TP2A Kabupaten Wonogiri ke masyarakat, kualitas SDM yang profesional pada stakeholders dalam menjalankan tugasnya, serta pendanaan yang cukup untuk P2TP2A Kabupaten Wonogiri. Untuk mengatasi permasalahan tersebut, Pemerintah perlu meninjau kembali regulasi terkait pelayanan perlindungan terhadap korban kekerasan berbasis gender, meningkatkan kerja sama dengan pihak lain seperti media dan LSM, serta melakukan edukasi ke masyarakat luas terkait kesetaraan gender.

Abstract

Climate change is likely to lead to adaptations among important crop species. Elevational gradients can be used to illustrate the effects of climate change on crop adaptation patterns. The research aimed to determine adaptation patterns in crop species across an elevational (and therefore temperature and humidity) gradient. A factorial design was applied with two factors within a simple Randomized Complete Block Design, wherein the primary factor was elevation (10 – 1,000 m). Three crop species (long bean, common bean, and winged bean) were used as test species. Growth rate and flower number were used as adaptation parameters. The results indicated that these three cash crop species showed different adaptation patterns. Common bean showed the greatest vegetative growth at approximately 600 m in elevation, long bean at 400 m in elevation, and winged bean at 10 m in elevation. The results of this study indicate that the three tested agricultural crops have different adaptation patterns, and these results was the first finding to be published in Indonesia. For agriculture practices, it can be recommended that planting of these cash crops be adapted to the elevation of the planting area.
