Abstract

Langgam sub-district as one of the 12 sub-districts in Pelalawan District since the last 5 years continue to experience significant growth. Therefore, this research is conducted in Langgam District, especially this area is the hometown of the current Regent that is HM Harris. Various development programs have been implemented Pelalawan District Government to be able to turn this isolated village into a more advanced with the availability of roads and bridges. However, based on pre-survey conducted there are still some problems, namely: the lack of government facilities and infrastructure built by the government, the lack of private sector activities in Kecamatan Langgam and the lack of local products. To overcome this problem is done by qualitative descriptive approach. The theory used, according to David Osborn and Ted Gebler in Sinambela (2014), needs to apply ten principles of reinventing government management. District Government Langgam Pelalawan District has implemented Reinventing Government Management (Change Management Government) in carrying out daily tasks. It's just not in accordance with the wishes of the community. Positive things that seem to have been done diantaranta in terms of fulfillment of apparatus resources so as to be able to fill the ideal organizational structure

Abstract

In Pekanbaru City Administration there are 43 Regional Devices Work Unit (SKPD), one of the Library and Archive Board (BPA) Pekanbaru City. BPA Has a big agenda in accordance with the vision of "Realization of Information Center and Documentation and Reading Center in Pekanbaru City". Based on pre-survey conducted there are problems that lack of public participation in utilizing the existence of BPA Pekanbaru City and the limited books / references required visitors. This public policy agenda can not be implemented entirely, whereas library and archival development is implemented with the aim of raising awareness, willingness of reading interest for every individual, public, institution and school. In order to realize the highest degree of community education systematically and sustainably as a mandate of the opening of the 1945 Constitution is to educate the life of the nation.The research was conducted at the Library and Archive Board (BPA) Pekanbaru City. Population and sample in this research is State Civil Apparatus that served in Library and Archives of Pekanbaru. The sampling technique used is simple random sampling (simple random). The number of civil servants 36 and daily personnel are 41 persons.From research activities conducted known that the Library and Archives (BPA) Pekanbaru comes as one of the seriousness of the Government of Pekanbaru City in the intellectual life of the nation. BPA Pekanbaru has the task to provide the best service in the field of library and filing. Website managed to be one source and delivery of information BPA Pekanbaru City. Then the BPA is good enough to implement the policies that have been made. From the questionnaires given to the employees, freelance and community personnel (pengaunjung) is known that as many as 17 respondents stated it was good public policy on the Library and Archives (BPA) Pekanbaru. Then as many as 3 respondents stated good enough and 0 for the less good

Abstract

District XIII Kampar City is one of the districts in Kampar regency. The number of sub-districts in Kabupaten Kampar reaches 21 districts. District XIII Koto Kampar consists of 13 villages that have various potentials that can be developed and economic value. Like Muara Takus temple located in Muara Takus village, Salai Patin processing in Desa Mosque and Pulo Simo Waterfall in Tanjung Alai Village.All these potentials are very proud for the Government and the people of District XIII Kampar City. It's just that this has not been managed with the maximum. This is evidenced by inadequate road access to reach the site.Therefore, the role of leaders needed to overcome them. According Sinambela (2014), the role of leaders in public services is to provide motivation, create a pleasant atmosphere, coordinate and implement the policy. From the results of the research, the District Leader XIII Koto Kampar has performed its role well. Where Sub District as a Local Government Apparatus District is the spearhead of the implementation of government. Whereas the sub-district with the number of apparatus that has not been complete and supported with the existing agency. The Camat office is a government, development and community administrator supported by the agency office, the sub-district administration is led by a subdistrict head who is in charge of the government with the help of the staff of the Kecamatan Office and the existing department in the sub-district and the village administration.

Abstract

President of the Republic of Indonesia Joko Widodo has targeted a number of foreign tourists in 2016reached 20 million to Indonesia. Various programs are being introduced to make it happen. This needs to besupported by local governments, including the Government of Kampar regency. Because in this district are one ofthe leading tourist attraction that is not managed well, but already well-known. Call it Durian Gardens, located inDistrict of Mount Sahilan Kampar, Riau. The purpose of this study is the first activity; to analyze the performanceof the tourism development Durian Gardens in Kampar regency. Second, to identify and analyze the barriers to thedevelopment of tourism in Kampar Regency Gardens Durian. The study was conducted in Desa Kebun Durian District of Mount Sahilan Kampar regency. Thepopulation in this study is the Government apparatus and related parties. Serve as the Village Head KeyInformance. The sampling technique used is the census for the government apparatus and techniques for publicaccidental. Sources and types of data in this study are primary and secondary. Data have been collected based onthe type and form of data, for subsequent qualitative data is analyzed descriptively.With the enactment of Law no.10/2009 About Tourism, the Tourism Development today Riau Indonesia in general and in particular shall refer tothe provisions of the Act. Tourism operations carried out by the principles as set out in Article 5 of the Law. DurianGardens development of tourism performance in Kampar regency unfavorable. Generally the respondentsanswered less well (14.75) and was quite good (14.25) while either (0).

Abstract

Public agencies that provide public services accountable, transparent, accessible, easily accessible information is a public instasi some traits that have applied the principles of good governance. Office of Population and Civil Registration Pekanbaru is the public agency that organizes public services in the field of population and civil registration, including the service of National Identity Card, Family Card, registration and issuance of birth certificates and death.This study aims to determine how the Principles of good governance. This research is a qualitative descriptive study. The sampling technique used was purposive sampling technique. Data collection technique used observation and interview and questionnaire. The data used in this study is the apparatus of the state and civil society is managing the administration. The data obtained were analyzed using descriptive analysis technique that consists of data reduction, data presentation and conclusion. Based on the research that the application of the principles of good governance is good but there are some that need to be improved. Namely, equality and the supremacy of law. For that we need an improvement in some aspects.
