Abstract

Pada proses pemboran, formasi yang sering kali ditembus adalah formasi yang porous, unconsolidated ataupun memiliki rekahan alami yang dapat menyebabkan terjadinya loss circulation. Jika loss circulation tidak ditangani maka tekanan hidrostatik lumpur tidak mampu mengimbangi tekanan formasi sehingga terjadi kick pada sumur bahkan blow out. Dampak lainnya yang mungkin terjadi adalah pencemaran lingkungan, waktu rig tidak beroperasi akan meningkat sehingga meningkatkan biaya pemboran. Untuk mengatasi loss circulation tersebut, lumpur pemboran yang digunakan harus memiliki kandungan beberapa jenis komponen yang berfungsi menyumbat lubang terbuka di batuan. Lumpur pemboran biasanya memiliki komponen Lost Circulation Materials (LCM) yang umum digunakan dengan bahan dasar polimer. Penelitian ini akan berfokus pemanfaatan serbuk kulit kopi dan pengaruhnya terhadap rheologi lumpur pemboran, yaitu densitas dan viskositas lumpur. Penelitian ini bersifat experimental study pada laboratorium, dengan membuat lumpur dasar dan menguji sifat dari lumpur dasar serta membandingkan sifat dari lumpur dasar yang telah ditambahkan serbuk kulit kopi. Dari analisa data yang didapat, dapat disimpulkan pengaruh serbuk kulit kopi pada rheologi lumpur pemboran.

Abstract

This research examines the enforcement of the Hospital Director's decision regarding temporary service rates and the authority of the temporary regent to establish these rates within the hospital setting. Employing a normative legal research methodology, the study utilizes both statutory and case approaches at the Regional General Hospital dr. H. Bob Bazar, SKM, in South Lampung Regency, and analyzes the findings descriptively and analytically. The results indicate that the Hospital Director's decision concerning the determination of temporary tariffs is valid until a regional head regulation is issued. In cases where the regional head is unable to fulfill their duties, the temporary regional head is empowered by the Regional Government Law to implement policies related to hospital rates. These actions taken by hospital directors and temporary regional heads are considered affirmative policies aimed at serving the community. However, it is crucial to impose limits on this authority, as legislative approval is necessary to impose costs on the public.

Abstract

The use of alternative materials such as composites has been widely used in small scale, medium scale and large scale production. Composites can be interpreted as a new type of engineering material consisting of a combination of two or more different types of material. Composite material will have more superior properties than its constituent material. In this study focused on improving the quality of coffee waste composite panels by increasing tensile strength and reducing the failure in panel manufacturing process. Using three parameter variations, namely washing temperature, water content and curing temperature with three levels for each parameter. This combination is replicated 4 times and confirmation experiments are carried out and processed using the taguchi method with L9 orthogonal array with the help of Minitab software. This research was conducted in the Applied Lab, Department of Mechanical Engineering, Faculty of Engineering, University of Jember to obtain data on results and data processing. The results of the study are based on the value of tensile strength. Analysis of the Taguchi method is done using Minitab software. The test results show that the water content has the highest effect on the response parameters of 40.80% at level 1 with a moisture content of 5%, and in the second parameter, the curing temperature is 27.58% at level 3 of 800C, and at the washing temperature at 24.78% at level 3 of 900C.

Abstract

A small diesel engine is a machine that has high efficiency but causes a high level of pollution. The most widely used fuel so far is fossil energy which is unrenewable energy. The fruit of the Calophyllum inophyllum plant has great potential to be developed as alternative energy for small diesel engines. In this study, the test fuel used was D100, B100, E5, E10, and E15. The small engine diesel used TG-R180 Diesel with a compression ratio of 20:1 at engine turns 1500, 1800, 2100, and 2400 rpm, and the braking load at a constant prony disc brake is 1,5 kg/cm2. The result of the study using E10 fuel can improve engine performance and can reduce the opacity of the exhaust gas. The highest power in the D100 fuel at 2100 rpm is 8,06 PS. The highest thermal efficiency of E10 fuel is 50,29%. The use of Calophyllum inophyllum biodiesel (B100) can reduce exhaust gas opacity in small diesel engines when compared to the use of D100. E10 fuel has the lowest exhaust gas opacity rate of 4,1%.

Abstract

This research evaluates the performance of an existing stripper in handling H2S content in the oil stream in Sukowati Field, Bojonegoro Regency. With H2S content ranging from 2-3%, there's a risk of danger and damage to the piping system. The study aims to assess the stripper's performance, propose an optimization scenario for managing H2S content, and compare the existing stripper's performance with the optimization scenario. The research involved evaluating the stripper from October to December 2023, formulating an optimization scenario, and implementing it in January 2024. Results indicate that the % absorption ratio in the sweetening process averaged 98.99% in the existing stripper and 99.75% in the optimization scenario. The oil rate to sweetening gas ratio averaged 89.31% in the existing stripper and 88.01% in the optimization scenario. The sweetening gas injection to oil rate ratio averaged 10.7% in the existing stripper and 12.0% in the optimization scenario. The optimization scenario reduced H2S content from 24000 ppm to 60 ppm, meeting standards. Overall, optimizing the oil rate to sweetening gas injection ratio improved H2S content reduction efficiency in the stripper, with H2S content at the outlet less than 100 ppm.

Abstract

This research analyzes the retention time of the three phase separator in separating oil, water, and gas phases at PT Pertamina refinery unit IV Cilacap. With an initial retention time ranging from 31 - 34 minutes, there are phases that are still not separated in the separator. This study aims to provide recommendations for retention time based on unseparated phases and how to apply them to the separator at the refinery. This study involves three types of lube oil analyzed, namely DAO, MMO, and LMO. The results show that there is still a difference between the phases at the inlet and outlet which indicates that the phase separation at the initial retention time is still not optimal so that new retention time recommendations need to be made. In the type of DAO lube oil with a retention time of 33 minutes with the largest difference at the inlet and outlet of 0.040. In the type of MMO lube oil with a retention time of 31.2 minutes with the largest difference of 0.037. In the type of LMO lube oil with a retention time of 34.2 minutes with the largest difference of 0.036. After making retention time recommendations based on the results of the difference between inlet and outlet, the retention time recommendations for DAO are 54.6 minutes, MMO is 51.6 minutes, and LMO is 55.8 minutes. The application of retention time recommendations for the separator can be done by optimizing the flow rate at 432,439 m3/day or adding new separator facilities that can accommodate operational volumes of up to 60.4 m3.

Abstract

Home industry Oyster Mushroom “Kayla” which is located in Dusun Tengan RT 47 RW 12 Pontang Village, Ambulu District, Jember Regency is a business unit that produces oyster mushrooms. This home industry’s production capacity is 5 kgs of mushrooms per day, with the main consumers being melijo traders and the sorrounding community. The demand for mushrooms from customers is often not met due to limited production capacity. Mushroom baglog as a growth medium is an important component in mushroom production. So far, Mushroom baglogs have been suplied from self-made baglogs and purchased from other parties. Self-made baglogs was produced manually by hand. This is inefficient, besides purchasing baglog from other parties also increases production costs. This activity aims to provide training and assistance to partners, namely the oyster mushroom home industry “Kayla” as a form of training in production of mushroom baglog using the baglog press technique along with digital marketing technique. To achieve this goal, the methods used include training and assistance to activity partners. From the results obtained, the activity partners were independently able to carry out production using the baglog press technique. Apart from that, digital marketing development using social media has been carried out to market mushroom products. The impact obtained from this activity is an increase in the number of baglog obtained, thereby increasing mushroom production capacity to around 10 kgs/day. In the future, skill development and economic empowerment of activity partners can be continued with an emphasis on training on mushroom – based product diversification.

Abstract

Penelitian ini bertujuan untuk mengkaji secara sistematis kecenderungan dan pola dalam literatur akademik terkait kebijakan dan tanggung jawab pemerintah daerah dalam mitigasi banjir. Pendekatan yang digunakan adalah Systematic Literature Review (SLR) dengan analisis bibliometrik berbantuan perangkat lunak VOSviewer. Data diperoleh dari database Scopus dengan kriteria inklusi seperti publikasi tahun 2018–2024, relevansi topik, dan kelengkapan naskah. Dari proses seleksi, diperoleh 92 artikel yang dianalisis. Hasil penelitian menunjukkan bahwa topik efektivitas kebijakan, efisiensi, pembangunan regional, dan koordinasi kelembagaan merupakan tema dominan. Secara geografis, Tiongkok menjadi negara dengan kontribusi publikasi tertinggi, diikuti oleh Inggris dan Amerika Serikat, sedangkan Indonesia juga menunjukkan partisipasi yang cukup signifikan. Visualisasi jaringan, overlay, dan kepadatan kata kunci menunjukkan adanya kecenderungan multidisipliner dan pergeseran isu menuju tema digitalisasi dan desentralisasi dalam kebijakan mitigasi banjir. Temuan ini diharapkan dapat memperkuat landasan empiris dalam penyusunan kebijakan publik yang responsif terhadap tantangan perubahan iklim dan urbanisasi

Abstract

Permasalahan sampah rumah tangga menjadi salah satu tantangan krusial dalam pembangunan berkelanjutan, terutama di wilayah yang mengalami pertumbuhan penduduk dan urbanisasi pesat seperti Kabupaten Lampung Barat. Penelitian ini bertujuan untuk menganalisis kebijakan Pemerintah Daerah Kabupaten Lampung Barat dalam pengelolaan sampah rumah tangga berbasis pembangunan berkelanjutan serta mengevaluasi sejauh mana kebijakan tersebut mencerminkan kedaulatan daerah. Penelitian ini menggunakan pendekatan yuridis normatif dengan teknik studi dokumen terhadap regulasi utama, yaitu Peraturan Bupati Lampung Barat Nomor 48 Tahun 2018. Hasil penelitian menunjukkan bahwa kebijakan ini merepresentasikan langkah strategis dalam penguatan tata kelola lingkungan lokal yang partisipatif dan mandiri. Meski sempat mengalami penurunan capaian pada tahun 2018 dan 2022, data lima tahun terakhir menunjukkan tren peningkatan pengelolaan sampah. Namun, keterbatasan infrastruktur, edukasi, dan distribusi layanan masih menjadi tantangan. Penelitian ini merekomendasikan penguatan kapasitas kelembagaan dan pelibatan aktif masyarakat sebagai kunci efektivitas kebijakan pengelolaan sampah yang berkelanjutan serta sebagai refleksi konkret dari otonomi daerah.

Abstract

Putusan Mahkamah Konstitusi Nomor 3/PUU-XXII/2024 menegaskan kembali bahwa pendidikan merupakan hak asasi manusia dan hak konstitusional yang wajib dipenuhi oleh negara secara adil dan tanpa diskriminasi. Namun, pelaksanaan hak tersebut masih menghadapi tantangan signifikan, terutama dalam aspek akses, kualitas, dan keadilan pendanaan pendidikan di tingkat daerah. Penelitian ini bertujuan untuk menganalisis dampak putusan tersebut terhadap kebijakan pendidikan nasional, mengevaluasi implementasinya di daerah, serta mengkaji strategi pemenuhan hak atas pendidikan yang berkeadilan. Metode yang digunakan adalah pendekatan yuridis normatif dengan dukungan pendekatan konseptual, serta analisis data sekunder melalui teknik deskriptif-analitis. Hasil penelitian menunjukkan bahwa putusan Mahkamah membuka ruang bagi reformasi kebijakan pendidikan yang lebih inklusif dan berbasis HAM, terutama dalam hal penghapusan hambatan struktural, penguatan alokasi anggaran, serta peningkatan sinergi pusat-daerah. Implikasi dari temuan ini menuntut negara untuk merumuskan strategi integratif yang menempatkan pendidikan sebagai instrumen keadilan sosial, dengan memperkuat partisipasi masyarakat dan memastikan efektivitas desentralisasi pendidikan
