Abstract

The rise of corruption in Indonesia has caused losses to state finances. There were 1,261 cases of corruption from 2004 to 3 January 2022, with state losses in 2021 reaching IDR 62.9 trillion and in 2020 with a total loss of IDR 56.7 trillion. Seeing this phenomenon, researchers conducted research on whether public accountants can calculate state financial losses using a theory of authority approach with a normative research methodology. The study results show that there are practically no laws and regulations which state that a Public Accountant has the authority to calculate State Financial Losses unless assigned by the BPK and the Attorney General's Office. The authority to audit state finances can be carried out by several state institutions such as the BPKP, KPK and BPKP, but the authority to calculate state finances based on laws and regulations is still the authority of the Indonesian Financial Audit Agency (BPK RI).

Abstract

A small diesel engine is a machine that has high efficiency but causes a high level of pollution. The most widely used fuel so far is fossil energy which is unrenewable energy. The fruit of the Calophyllum inophyllum plant has great potential to be developed as alternative energy for small diesel engines. In this study, the test fuel used was D100, B100, E5, E10, and E15. The small engine diesel used TG-R180 Diesel with a compression ratio of 20:1 at engine turns 1500, 1800, 2100, and 2400 rpm, and the braking load at a constant prony disc brake is 1,5 kg/cm2. The result of the study using E10 fuel can improve engine performance and can reduce the opacity of the exhaust gas. The highest power in the D100 fuel at 2100 rpm is 8,06 PS. The highest thermal efficiency of E10 fuel is 50,29%. The use of Calophyllum inophyllum biodiesel (B100) can reduce exhaust gas opacity in small diesel engines when compared to the use of D100. E10 fuel has the lowest exhaust gas opacity rate of 4,1%.

Abstract

Indonesia observes a yearly rise in motor vehicle possession. Failure to consider alternate fuels in these trends may result in the depletion of gasoline. Out of the potential alternatives, Liquified Petroleum Gas (LPG) appears to be the most favorable. The sole issue lies in the elevated engine temperature and subsequent decrease in performance caused by its utilization. To address this vulnerability, it is advisable to employ a cooling injection method, such as water injection. Nevertheless, the rise in exhaust emissions linked to water injection highlights the necessity for optimization. This study aims to optimize coolant injection systems by conducting experiments with different modifications, such as conventional intake surfaces, dimple intake surfaces with gaps, and dimple intake surfaces without gaps. The gapless dimple inlet surface demonstrates superior performance in terms of exhaust emissions, power, and torque compared to both conventional inlet surfaces and slotted dimple inlet surfaces

Abstract

This research analyzes the retention time of the three phase separator in separating oil, water, and gas phases at PT Pertamina refinery unit IV Cilacap. With an initial retention time ranging from 31 - 34 minutes, there are phases that are still not separated in the separator. This study aims to provide recommendations for retention time based on unseparated phases and how to apply them to the separator at the refinery. This study involves three types of lube oil analyzed, namely DAO, MMO, and LMO. The results show that there is still a difference between the phases at the inlet and outlet which indicates that the phase separation at the initial retention time is still not optimal so that new retention time recommendations need to be made. In the type of DAO lube oil with a retention time of 33 minutes with the largest difference at the inlet and outlet of 0.040. In the type of MMO lube oil with a retention time of 31.2 minutes with the largest difference of 0.037. In the type of LMO lube oil with a retention time of 34.2 minutes with the largest difference of 0.036. After making retention time recommendations based on the results of the difference between inlet and outlet, the retention time recommendations for DAO are 54.6 minutes, MMO is 51.6 minutes, and LMO is 55.8 minutes. The application of retention time recommendations for the separator can be done by optimizing the flow rate at 432,439 m3/day or adding new separator facilities that can accommodate operational volumes of up to 60.4 m3.

Abstract

In the oil industry, the main challenge is to maintain a stable oil production rate, especially when reservoir pressure decreases. Therefore, artificial lift methods are used to increase production rates. The LX well is one of the wells located in the Tarakan field, North Kalimantan, where at the beginning of production the Artificial Lift method had not been used. This study aims to analyze the production performance and economic aspects of the use of 2 artificial lift methods, namely Progressive Cavity Pump (PCP) and Sucker Rod Pump (SRP). The simulation results show that the flow rate increases with increasing operating speed and number of strokes per minute. The optimal speed for PCP is 400 rpm with a flow rate of 1668.14 STB/d, while for SRP, the optimal SPM is 22 with a flow rate of 1686.89 STB/d. The analysis of the economic calculation of the use of the PCP artificial lift method obtained a POT of 0.69 years. Calculation with DCA method, obtained IRR ranging from 132% - 133% and NPV ranging from $3,499,432 - $3,842,340. Based on the results of economic calculations from the use of the SRP artificial lifting method, the POT is 1 year. Calculation with the DCA method obtained IRR values ranging from 82% - 84% and NPV ranging from $1,661,827 - $2,008,573. These results indicate that this project is financially feasible.

Abstract

CO₂ Huff & Puff injection is an effective enhanced oil recovery (EOR) method to boost production in declining reservoirs. This study focuses on simulating CO₂ Huff & Puff injection in Well X, SKW Field, by analyzing injection parameters such as soaking duration and injection rate. The simulation was conducted without history matching but included sensitivity analysis to evaluate reservoir performance. Seven soaking time variations (5–35 days) were tested, with 20 days yielding the highest Recovery Factor (RF) of 4.064%. Injection rate variations ranged from 1×10⁶ to 1.6×10⁶ ft³/day, with 1.4×10⁶ ft³/day achieving the highest RF increase of 4.070%. Soaking time and injection rate significantly impact oil recovery; however, excessive soaking leads to gravity segregation, reducing oil displacement efficiency. The optimal combination for maximizing recovery in Well X is a 20-day soaking time with a CO₂ injection rate of 1.4×10⁶ ft³/day. Keywords: CO2 Injection; Huff &Puff, Soaking Time, Injection rate

Abstract

Purpose: The purpose of this study was to determine the application of the Sosial Security Program/Jaminan Hari Tua (JHT) program and the factors inhibiting the JHT program. Research methodology: This study is a type of Normative Juridical and Empirical Juridical research. Normative jurisdictional research is carried out based on legal materials such as legal theory, legal principles, and legislation related to research. Meanwhile, empirical juridicals were conducted through interviews. A qualitative analysis was performed. Results: The results of this research show that JHT has been implemented in accordance with Government Regulation Number 46 of 2015 concerning the Implementation of the Old Age Security Program. Article 22 states that the JHT can be withdrawn when fulfilling the requirements with a minimum participation period of 10 years. However, in reality, this has generated pros and cons because the JHT can only be cashed out at the age of 56. This can be detrimental to JHT participants who are not yet 56 years old but need to withdraw funds immediately. Limitations: The Social Security Organizing Agency (BPJS) has an Old Age Insurance Program (JHT) that guarantees workers to receive cash when entering retirement, experiencing total disability, and death. However, despite experiencing these conditions, JHT disbursements have obstacles when disbursing money. Contribution: Therefore, the BPJS should improve the JHT system and conduct socialization to overcome the lack of information related to JHT disbursement.

Abstract

Purpose: The aim of this research is to determine the need to implement a policy of replacing E-KTP with Digital Population Identity (IKD) in South Lampung Regency and to determine the implementation of a policy of replacing E-KTP with Digital Population Identity (IKD) in South Lampung Regency. Research methodology: This study employs a normative empirical method using a descriptive analysis approach. Secondary data were acquired through meticulous literature review and subjected to qualitative analysis. Rigorous literature selection ensured data validity. The outcomes of the analysis served as the basis for accurate conclusions within the research. Results: The research results show that changing KTP-e to IKD needs to be done because of the implementation of Permendagri No. 72 of 2022 concerning Standards and Specifications for Hardware, Software and Digital Identity Card Blanks. This was implemented because the e-KTP was no longer in line with the dynamics of the need for population administration services supported by a digital system. Limitations: The implementation of changing e-KTPs to IKDs in the South Lampung Regency has not been optimal, because the acquisition of IKD activations has only reached 14.04% of the number of existing villages and sub-districts. In practice, any service still requires a physical KTP. Contribution: This research explains that IKD is a solution to the problem of the scarcity of e-KTP blanks, which has always been an obstacle in implementing e-KTP because of the relatively high demand for recording and printing identity cards.
